1. INTRODUCTION
The pot line basement at Sohar Aluminium is a restricted area. Access to this area is controlled
by a rope barricade and a basement permit system. Due to the severity of the risks associated
with access to the Buss bar and pot structures SA has decide to install a physical barrier
system to prevent accidental uncontrolled access to the basement.
This SOW is for the supply and installation of a series of gates and fencing to eliminate
uncontrolled access to the basement.

1.1-3.6 Supply and install 180 signs as per sketch 0003 on to each pair of courtyard
gates.
1.1-4 General notes
1.1-4.1 Each pair of gates should be fitted with a lockable latch mechanism and
drop rod to prevent gates from moving unassisted in open or closed
position.
1.1-4.2 Access via the west end of pot line is not possible due to current installed
facilities. Therefore, No work will be performed on the west end.
1.1-4.3 Supply of labor in sufficient numbers and skilled to perform the work.
1.1-4.4 A dedicated supervisor is required to manage the site work and resources.
This shall include management of the EHS aspects.
1.1-4.5 All gates supplied for the courtyard must be supplied with clamp on fixings
to install onto existing GTC duct structures. No welding or drill is allowed.
1.1-4.6 Gate hinge mechanisms must be adjustable to ensure each set of 2 four
meter gates can be adjusted for level alignment.
1.1-4.7 Contractor may submit gate designs for factory built gates as a substitute for
drawing 0002 for approval by project engineer.

3. BATTERY LIMITS
4. QA/QC
4.1 Contractor shall submit Quality plan. Inspection and test plan (containing in-process,
witness hold points). A preliminary quality plan and inspection and test plan shall be
provided along with the Bid. A firm quality plan and inspection and test plan shall be
provided for review and approval after acceptance of order and before start of execution.
4.2 All equipment calibration certificates record and shall form part of quality plan.
4.3 SA engineers shall have access to all quality documents and will be called for stage
inspections as agreed.
4.4 On completion work, final comprehensive quality document including signed inspection
witness forms, material test certificates and site test reports shall be submitted in 1soft
copy and 1 hard copies.
5. SA EHS REQUIREMENT
The contractor shall comply with the requirements of the attached SA Engineering EHS
standard 2012-ENG-PRC-000-0012. Reference is made specifically to the following items:
5.2.1 All lifting equipment shall be subject to periodic inspection by Sohar Aluminium EHS

5.2.2 The Contractor shall assign a safety representative to the Jobsite. Such safety
representative shall be physically located at the Jobsite, shall have the authority for
correcting unsafe acts or conditions by the Contractor, its employees, and employees of
the Contractors suppliers or subcontractors of any tier, and shall participate in periodic
safety meetings with Sohar Aluminium.
5.2.3 All Contractor employees on site are to complete Sohar Aluminium Induction and an area
induction prior to commence the job.
5.2.4 All electric powered tools shall be earthed. Double insulated power tools are acceptable.
5.2.5 Violation of Safety standards may lead to cancellation of the work/contract.
5.2.6 The General Work Permit will not be issued unless the Contractor meets specific EHS
requirements for the job i.e. PPE and equipment. Any delay or loss caused by EHS non-
compliance will be for the contractors account. All persons on site are to wear certain
PPE as a minimum, which minimum includes steel-toe footwear, long pants, long-
sleeved shirt, safety spectacles and hardhat.
5.2.7 Throughout performance of the Work, the Contractor shall conduct all operations in such
a way as to minimize the impact upon the natural environment and prevent the spread
or release of contaminated or hazardous substances.
5.2.8 All work carried out in the smelter shall be barricaded to safeguard the workers.
5.2.9 Facemasks with replaceable cartridges (valid for 3 months) shall be used for dusty areas
in the Carbon area. All other areas shall use the standard issue dust masks. The face
and dust masks will be issued by SA for the project.
5.2.10 In addition to the above standard the following items are banned from Sohar Aluminium

5.3 In addition to the above standard the following tools are banned from Sohar Aluminium
site.
5.3.1 Metal ladders
5.3.2 Manual carabineer
5.3.3 Double ended crowbars
5.3.4 Adjustable spanners (an exception is made for 150mm adjustable spanners used in electrical
work)
5.3.5 Tools that use explosive cartridges
5.3.6 Screw drivers used for voltage detection
5.3.7 Knives (auto retractable box knives are permitted)
5.3.8 9 grinders
5.3.9 Hand-made (home-made) tools
5.3.10 Damaged tools
5.3.11 Metal cut-off saw
5.3.12 Hand-held Power Tools without a Dead Mans Switch

Have a solid top and mid rail (e.g. Scaffold tube or equivalent) with the
applicable sign attached. The top rail must be between 900mm and
1100mm high; mid rail shall be no more than 560mm from the floor if no
toe board is fitted and 450mm between rails.
The installation of a kick rail or mesh to contain objects etc. shall be by
risk assessment and detailed in the risk assessment.
Be able to withstand an impact of 550N outwards or down on the top rail.
Additional controls may be required to secure free standing barricades.
If barriers are to be left overnight where visibility is poor warning lamps
must be installed every 5 meters.
Shall be used where there is a potential for a vehicle impact, they shall
be linked together. (plastic barricades must be filled if used)
Must be interlocked with only the access points opened. Access points
must be controlled.
Appropriate, barricade tape may be used to highlight the existence of the
barricaded area.
Solid barricade shall be used for excavation work, scaffolding exposed to
damage from external forces, exposure to high risks activities, exposure
to other operational activities, segregation of work areas etc., the list can
be exhaustive and the installation shall be based on the level of risk.
Solid barriers shall also be used to close off areas where a potential exist
where items can fall from height.
For high risk areas where activities are to be carried out a flag man or
watchman must be used in addition to solid barricades.

6. PROJECT COST
The contractor shall submit prices for materials and labour as separate line items and as a
cost for the complete works as per this scope, however a complete breakdown of the cost
shall also be submitted. Non-compliance to this will result in rejection of the bid.
7. PROJECT SCHEDULE
The vendor shall provide a schedule with the quotation for the full scope of work
commencing from the receipt of purchase order. The schedule may be in Microsoft Projects,
Primavera or Excel.
Note that Sohar Aluminium employees have a 5 day work week with Fridays and Saturdays
as the weekend. No work will be permitted to be done on Fridays, Saturday& public holidays
without special written permission from the Engineer. No work will be permitted without the
Project Engineer or Engineering Site Supervisor being on site.
The contractor shall take cognisance of the above in preparing the project schedule.
8. PENALTY
The vendor shall be subject to a penalty of 0.5% per week up to a maximum of 10% for late
delivery on the project.
9. WARRANTY:
The vendor warrants that -
9.1 The construction required under this order shall be performed with the high degree of
skill, current methods, sound practices and good judgement normally exercised by
recognized professional firms rendering services of a similar nature.

9.2 All equipment and materials incorporated into the Work shall be new and of the most
suitable grade of their respective kinds for their intended uses unless otherwise specified;
9.3 Works will be free from defects (including quality, safety and latent defects), of
merchantable quality and fit for their intended purposes;
9.4 All such warrantees apply to all Work for a period of at least twelve months.
9.5 The warranty period begins as soon as practical Completion has been signed off.
10.1 A Work Method Statement (WMS) and Risk Assessment (RA) will be required for
approval by the Project Engineer at least two weeks before the proposed start date and
contractor should maintain Sohar aluminium template for RA along with approved risk
matrix.
10.2 All project documentation including drawings, MASs (material approval sheets),
schedules, commissioning and testing plans, operating and maintenance manuals, etc.,
shall be approved by the engineer. The contractor shall allow in his project schedule a
period of five days, from the time of receipt (excluding weekends and public holidays) for
the comments/approvals of these documents.
10.3 All drawings and design details shall be provided before the project is completed. The
drawings shall be provided in the native format (.dwg, .dgn or .dxf) marked up as-built.
10.4 Quality Plans in the form of a quality control procedure (QCP) sheet shall be required for
all steel fabrication and construction work carried out on the project. The QCPs shall be
reviewed and agreed with the SA engineer at the kick off meeting.
10.5 Dumping of waste material is prohibited and documentary evidence (consignment notes)
will be required for all materials taken off site and dumped at the approved municipal site.
The Waste Disposal form will have to be completed and approved by SA before the
waste material may be removed form site. Penalties will be imposed on the contractor for
not complying with the approved Waste disposal Plan.
10.6 Before handover of the site to SA the area around the site shall be rehabilitated, i.e.
returned to the condition it was before the project was started and the ground blended in
as much as possible to the building.
10.7 Steel and wooden waste material considered recyclable by the SA engineer shall be
removed from the construction site and offloaded, as directed, at the applicable area
within the smelter.
10.8 Toilet and washing facilities shall be provided at all times to the workmen on the site. This
facility shall be provided by the contractor in the project. Special exemption may be given
by the owner of the area to use the facilities; however, the onus is on the vendor to

10.9 The contractor shall provide a sheltered cool room with chairs and tables, as required, for
the work force for dining and rest purposes. Mist fans shall be provided during the hot
month of the year.
10.10 Where potable water is available and provided for the project it shall not be used for
industrial purposes.
10.11 If scaffolding work is required for the construction work the following approved contractors
may be used:

10.12 For service contracts the vendor shall submit, for SA approval, its organization chart for
the key personnel in the company, including the project engineers, EHS representatives
and site supervisors. No supervisor or key personnel on the approved organization chart
may be removed or exchanged without the approval of the project engineer.
10.13 CVs of all the key personnel to be used in the project shall be submitted with the tender.
These shall as a minimum include the project manager, supervisors and EHS
representative.
10.14 It is mandatory that all workers have valid labour cards and have the correct job
classification on their cards, i.e. electrician, bricklayer, etc. For contractors who use
subcontractors a written agreement should be in place between the two parties. An order
on the subcontractor is considered acceptable.
10.15 The contractor shall include a Deviation List of all deviations/exclusions from the Scope of
Work. If no Deviation list is included with the tender it shall be assumed that the
contractor complies fully with the Scope of Work.
10.16 Contractor shall note that all scope changes to the project require written approval from
the SA engineer and a new P.O before the work can start. Any work undertaken without a
P.O shall not be paid by SA.
10.17 All Material/Equipment deliveries shall be offloaded at the work site if possible and the
offloading operation shall be approved by Sohar Aluminium.
10.18 For all equipment supplied a spares list shall be issued, one month after the purchase
order date, for commissioning and start-up and two years operation. A priced preliminary
spares list is requested with the main tender.

10.20 The quotation for the above scope of work shall remain valid for 3 months.
10.21 Payment terms shall be stated in the contractors bid. A retention of 10% for the total
tender price shall be held by SA for six (6) months to ensure the project performs to
specification. The contractor may, as an alternative, issue a performance bond in lieu of
the 10% retention.
11.3 FMECA (Failure Mode Effect & Cause Analysis) the template should be attached to the
SOW as an appendix.
11.6 Commissioning report with full details of settings used for each of the equipment
