INDRODUCTION
Small scale industries play a vital role in generating unemployment. The experiences of
developing countries clearly demonstrates that the development of` an economy has
direct bearing up on expansion of its employment potentiates. Gainful employment of
labour with adequate wages not adds to raise their standard of living but also
significantly contributes by was of increased capital formation and creating demands for
good and services which further pave the was for employment of surplus labour through
productive channels. Thus it also promotes the national income that is taxed to pay for
public services. Which again boost the standars of living.
In developing economics, high rate of population growth is posing a serious threat to the
problem of employment. Agricultural is unable to sustain the excessive population
pressure. In adequate off form job opportunities in the rural areas and the limited
scope for absorption of such excess labour force in urban industrial sector has
worsened the situation. Under such a condition, development of small scale industrial
sector in the rural and semi urban areas is the best recourse. The superiority of small
scale industrial sector in generation of employment as compared to its large counter
parts is empirically proved by the Annual survas of industries 1979-1980 in India,
which observed that employment of one worker in large scale sector calls for more that
thirteen times investment in fixed capital as compared to that of small scale. But it is
only thrice as productive as its counterparts in small scale. Unit though the data are
somewhat old, the trend is un mistakable.
In developed nations also the employment potential of small scale industrial sector has
gained universal recognition. The bulk(66%)of new jobs created in the US driving the
last two decades were in the small scale enterprises (SSES).The small scale sector in
Great Britain creates more than 2.5 Lakh jobs every year. In Germances, Spain and
Netherland the SSE sector is equally important.
In India, small scale industrial (SSI sector is used as an efficient tool of progress. The
recent data available indicates that the SSI sector of India that accounts for 95% of the
country industrial units with 40% value addition in the manufacturing sector, shares 35%
of the countrys total exports, contributes 6.29% to the GDP, employs nearly 7 lakh
people per annum registering a sectoral growth rate of 7.4% as against 4.7% of the
country overall industrial growth rate during 2001-2002. Durng the ninth plan, 3:2
million new jobs were created by the sector,while 4:4 million additional jobs are
expected to be created by the turn of tenth plan.
Small scale industries play a key role in the industrialisation of a country Like
India and hence the promotion of small scale industries have been regarded As an important
element of our five year plans. Small scale industries occupy a position of strategic
importance in terms of out put, export and employment. They promote the growth of
enterpreneurship, promote decentralised pattern of ownership, diversification of economic
activities and introduce new products to enrich living standard of people and equitable
dispersal of industries throughout the country.
