SPECIFICATION NO. 1002

CONTROL AND PROTECTION EQUIPMENT

1002-1. General Requirements. The equipment under this Specification will be used at
2301115 kV, 230/69 kV and 115 kV substations ofEGAT power system. The
equipment 'will be extended to the existing equipment or newly constructed as
indicated on the drawings for each substation. The Contractor shall furnish,
assemble and wire all instruments, control and instrument switches,
annunciators, protective relays and other equipment mounted on the panels.
All equipment must meet the requirements as defined in this Specification.

1002-2. Information Required of the Bidder. The Bidder shall submit with his bid the
name of the manufacturer, and the type or model of the equipment offered.
Technical data, descriptive information, drawings and catalogs showing all
significant characteristics and details, principles of operation, general
arrangement and dimensions, shall also be included to enable EGAT to
determine the suitability of the equipment for its purposes. Where Proposal
Data Forms are provided, the Bidders shall enter all information as directed.
These requirements from the Bidders are very essential, and failure of any
Bidder to comply with these requirements may constitute reasonable cause for
EGAT to cancel a part or all the Proposal from that Bidder.

1002-3. Codes and Standards. All equipment, materials, fabrication and testing under
this Specification shall conform to the latest applicable standard specifications
and codes contained in the following list, or to equivalent applicable standard
specifications and codes established and approved in the country of
manufacturer of the equipment. Where standards are mentioned by name,
equivalent applicable standards may be used.

Any details not specifically covered by these standards shall be subject to the
approval of EGAT. In the event of contradictory requirements between such
standards and this Specification, the terms of the Specification shall govern.

1002-4. Materials and Workmanship. All materials shall be new and shall be the best
available for the purpose for which used, considering strength, durability, life
expectancy, operational reliability, suitability and ease of maintenance for the
intended service and best engineering practice. Workmanship shall be of the
highest grade, and in accordance with the best modern standard practice.

1002-5. Special Climatic Treatment. All materials shall be selected and especially
treated so that they will be satisfactory for use under the following climatic
conditions:

Ambient temperature range 5°C to 45°C

Relative humidity 95%

The equipment, however, shall meet the ANSIIIEEE C37.90 ambient


temperature requirement of 55°C.

1002-6. Arrangement. The main control boards shall be of either the duplex type,
enclosed type, dual type or swing rack type as required and specified for each
substation in the drawings entitled : "Main Control Board Equipment Layout".
The main control boards under this Specification shall be designed for the
control and protection as indicated by the drawings and bill of materials, and as
specified herein. Protective relays and their associated auxiliary relays shall
perform the functions as sho\\-n on the drawing entitled : "Protective Device
Functions", for each substation. The Contractor shall furnish any necessary
control and protection functions indicated, mounted and wired as required,
whether such devices are itemized herein or not.

Any modifications to the arrangement indicated or arrangement of equipment


not sho\\-n shall be subject to the approval of EGAT.

The construction details of the main control boards shall be as sho\\-n on


Drawing No. TP-E-IO.l.

No auxiliary equipment or any other accessories except lighting fixtures shall


be mounted on the ceiling inside switchboards and panels. The equipment
installation shall facilitate operation and maintenance processes, permit
operation in close proximity to other live equipment and provide convenience
and safety for operators.

1002-7. Details of Construction. Each switchboard section, each interposing relay
panel, each transducer panel and each marshalling panel shall consist of an
assembly made from not less than No. 2.5 mm leveled sheet steel and formed
steel members as required to form a rigid self-supporting structure. No butt
surface joints shall be made on the outside surfaces of switchboards and panels.
No holes or fasteners shall be visible as viewed from the front of the panels.
Switchboards and panels shall be designed without any permanent bottom
braces and the bottoms shall be closed with floor channel closing plates that
shall be strong enough to withstand the weight of operators. Switchboards and
panels shall be furnished with channel bases. The front and rear panels of the
switchboards and the panels shall have bent angle or flange edges with an
outside radius not exceeding 10 mm.

1002-7.1 Duplex Main Control Boards. The duplex main control board shall
consist of basic panel assemblies placed back-to-back at sufficient
distance to provide a tunnel-type walkway between the assemblies.
Bolted on floor channels, top sheets, wiring trays, left and right end
trims with access doors shall be provided to form a complete duplex
control board with uninterrupted walkway running the entire length of
the structure. The access doors shall be equipped with lock, latches
and fully concealed hinges, and with handles for opening from the
exterior and interior. End trims with access doors shall be readily
removable so as to permit future boards to be installed at both ends.

Hinged panels shall be provided on the rear of panels for mounting


auxiliary equipment. Provision shall be made rigidly securing III
place all hinged panels on which equipment is mounted.

The duplex main control board panel size shall be 1,830 mm deep and
the height shall be 2,300 mm plus a 40 mm channel base. Panel
widths shall be as indicated on Drawings entitled : "Main Control
Board Equipment Layout", for each substation.

There shall be furnished in the duplex control boards one fluorescent


lamp per duplex board section mounted inside at the top of the control
board for interior lighting with two 3-way toggle switches, one
located on the inside of each end trim near the access door. Duplex
receptacle outlets of single-phase, 2-pole, 3 wire grounded type rated
15 A at 250 V shall be furnished, one on each end trim near the
access door, and additional outlets evenly distributed throughout the

board interior, so that the outlets will not be more than 5 panels apart.
The lights and receptacle outlets shall be completely wired for
connection to 230 V, single-phase, 50 Hz, AC source furnished by
EGAT.

1002-7.2 Dual Main Control Boards. Each dual main control board shall
consist of basic panel assemblies placed back-to-back and necessary
bolted-on floor channels, top sheet, wiring trays and enclosed at both
ends. The front panel shall be hinged panel equipped with handle,
lock, latches and fully concealed hinges. The rear panel shall be
fixed. Each end trim shall be readily removable so as to permit future
board to be installed at both ends.

Hinged panels shall be provided on the rear of rear panels for


mounting auxiliary equipment. Provision shall be made for rigidly
securing in place all hinged panels on which equipment is mounted.

The dual control board panel size shall be 1,000 mm deep and the
height shall be 2,300 mm plus a 40 mm channel base. Panel widths
shall be as indicated on Drawings entitled : "Main Control Board
Equipment Layout", for each substation.

There shall be furnished in the dual control boards one fluorescent


lamp per control board section for interior lighting. Each control
board section shall be provided with a light cut-off switch on the
hinged front panel, so that the panel light is automatically energized
when the panel is open and automatically extinguished when the
panel is closed. One receptacle outlet of single-phase, 2-pole, 3 wire
grounded type rated 15A at 250 V shall be furnished inside per
control board section. The light and the receptacle outlet shall be
completely wired for connection to 230 V, single-phase, 50 Hz, AC
source furnished by EGA T.

1002-7.3 Control Switchboards. Each control switchboard shall compnse


sections mounted so as to form a straight line appearance or a rough
semi-circle around the operator desk as required and specified for
each substation in the drawings entitled : "Control Switchboard
Equipment Layout". Each section shall appear as an enclosed type
switchboard when viewed from outside the section.

Each enclosed switchboard assembly shall consist of basic panel
assemblies, and necessary bolted-on floor channels, top sheets, and
rear enclosure covering the back. Access to each switchboard section
shall be provided by two hinged flat rear doors. The access doors
shall be equipped with locks, latches, fully concealed hinges and
handles.

Both sides of each control switchboard section shall be open except


for the two end sections; the left side of the left end section and the
right side of the right end section shall be enclosed.

End trims of the two end sections shall be readily removable so as to


permit future control boards to be installed at both ends.

Mounting brackets as required shall be arranged on the rear of panels


for mounting auxiliary equipment. They shall be located to allow
access to the back of the equipment mounted on the front of the
panels.

If the auxiliary equipment mounted on the brackets prevent access to


the rear of the equipment on the front of the panels, then mounting
brackets shall not be acceptable and the auxiliary equipment shall be
mounted on hinged panels instead.

The enclosed switchboard panel size shall be 610 mm deep. The


height, channel base, and panel width shall be as indicated on the
drawings entitled : "Control Switchboard Equipment Layout" for each
substation.

The detail of each enclosed switchboard section shall be as shown on


Drawing No. TP-E-lO.l.

Blank removable filler panels shall be provided between the control


switchboard sections for continuity as shown on the drawing entitled;
"Control Switchboard Equipment Layout".

The Contractor shall provide all wmng and wmng connections


between the individual sections.

There shall be furnished in the control switchboard one fluorescent

lamp per enclosed switchboard section, mounted and wired inside the
top of the switchboard for interior lighting and controlled by a switch
mounted inside and near the rear door. Two duplex receptacle outlets
shall be furnished, one on the left end section and one on the right end
section, mounted and wired in a convenient location near the hinged
rear doors. The lights and duplex receptacle outlets will be connected
to the 230 V single-phase, 50 Hz, AC source furnished by EGAT.

Each basic panel assembly for duplex and dual main control board
shall be a self-contained unit with factory wiring complete to
conveniently located terminal blocks for the incoming cables. Each
shall have vertical side members, which include vertical raceways and
raceway covers for factory wiring, and shall be bolted to the right and
left sides of the basic panel. These side members shall provide
separate raceways to house, protect, and conceal the incoming cables
and interpanelleads. Terminal blocks shall be furnished and mounted
in vertical rows on both sides of the basic panel assembly.

Suitable wire slots with rubber bushings in vertical rows on both sides
of the basic panel assembly near terminal blocks shall be provided for
outgoing leads.

Each basic panel assembly shall be readily removable without


disturbing the control switchboard assembly.

Swing Rack Type Protective Relay Switchboards. Each protective
relay switchboard shall be of the swing rack type, consisting of a
swing rack assembly, top sheet and rear enclosure covering the back
and ends of the entire structure. Each panel shall have a front cover
door equipped with a glass window for viewing all targets and
indications. The panel door shall be equipped with locking handle,
latches, fully concealed hinges, and complete with screened louvers at
the top and bottom.

The panel door shall be hinged on the right hand side, front view. The
relay rack assembly shall be hinged on the left hand side, front view.
Each panel shall be designed for mounting standard 19-inch wide
rack-mounted relays.

Each relay rack assembly shall be arranged to swing through not less

than 120 degrees from closed position to allow easy access to the
back of the equipment mounted on the rack and to the interior of the
panel.

Each switchboard shall be provided with a vertical wmng duct


complete with a cover for factory wiring and a vertical raceway and a
raceway cover to house, protect, and conceal the incoming cables.
The vertical wiring duct and the vertical raceway shall be arranged as
shown on Drawing No. TP-E-IO.l.

Terminal blocks shall be furnished and mounted in vertical rows on


the back inside the switchboard and located between the wiring duct
and the raceway as shown on the above drawing. All wiring which
connects to the external circuits shall terminate on these terminal
blocks. Provision shall be made for interconnection of wiring
between switchboard sections. The terminal blocks used for
termination of the Vviring to RTU and FRS shall be knife
disconnecting type.

Mounting brackets, as required, shall be arranged for mounting and


wiring auxiliary equipment. They shall be located to allow access to
terminal blocks mounted on the back inside of the switchboard.

Each switchboard shall be provided with cable entrances at the


bottom of the switchboard.

Panel openings of the swing rack assembly not utilized by equipment


shall be covered by cover plates.

The switchboard size shall be 800 mm wide, 610 mm deep and the
height shall be 2,300 mm plus a 40 mm channel bases.

There shall be furnished in the protective relay switchboards one


fluorescent lamp per switchboard section mounted inside at the top of
the switchboard for interior lighting with one toggle switch located
inside the switchboard. One receptacle outlet of single-phase, 2-pole,
3 wire grounded type rated 15A at 250 V shall be furnished inside the
switchboard. The light and the receptacle outlet shall be completely
wired for connection to 230 V, single-phase, 50 Hz, AC source
furnished by EGAT.

Interposing Relay Panels. Each interposing relay panel shall be
provided with the interposing relays for substation control, indication,
and annunciation. All relays shall be furnished complete with integral
accessories, mounted and completely wired.

In general, control signals to the switchyard shall be first connected to


the interposing relays before being connected to the relevant
switchyard equipment.

Interposing relay panels shall be furnished and designed in


accordance with Drawing No. TP-E-10.2. Each panel shall be an
assembly enclosed at top and sides and shall have front and rear
access doors for access to both sides of the center mounting plate.
Interposing relays shall be mounted on both sides of this center plate.
The front and rear shall each be provided with two hinged flat doors.
Access doors shall be equipped with locks, latches and fully
concealed hinges.

Each panel shall be 900 mm wide, 1,000 mm deep and the height
shall be 2,300 mm plus a 40 mm channel base.

Each panel shall have vertical side members, which include vertical
raceways and raceway covers for factory wiring, and shall be bolted
to the right and left sides of the panel. These side members shall
provide separate raceways to house, protect, and conceal the
incoming cables and interpanelleads.

Terminal blocks shall be furnished and mounted in vertical rows on


both sides of the panel. The number of vertical rows and the
arrangement of terminal blocks shall be in accordance with the
Drawing No. TP-E-IO.2. All wiring which connects to the external
circuits shall terminate on these terminal blocks.

There shall be furnished in the interposing relay panel one fluorescent


lamp per section for interior lighting. Each interposing relay panel
section shall be provided with a light cut-off switch on the hinged
front panel, so that the panel light is automatically energized when the
panel is open and automatically extinguished when the panel is
closed. One receptacle outlet of single-phase, 2-pole, 3 wire grounded

type rated 15A at 250 V shall be furnished inside per interposing relay
panel section. The light and the receptacle outlet shall be completely
wired for connection to 230 V, single-phase, 50 Hz, AC source
furnished by EGAT.

Each panel shall be provided with cable entrance at the bottom of the
panel.

Transducer Panels. Each transducer panel shall be provided with
transducers for substation metering and for use with the remote
terminal unit (RTU). All transducers shall be furnished, mounted and
completely wired.

Each panel shall be designed in accordance with Drawing No. TP-E­


10.2. Each panel shall be an assembly enclosed at top and sides and
shall have front and rear access doors for access to both sides of the
center mounting plate. Transducers shall be mounted on both sides of
this center plate. The front and rear shall each be provided with two
hinged flat doors. Access doors shall be equipped with locks, latches
and fully concealed hinged.

Each transducer panel shall be 900 mm wide, 1,000 mm deep and the
height shall be 2,300 mm plus a 40 mm channel base.

Each panel shall have vertical side members, which include vertical
raceways and raceway covers for factory wiring, and shall be bolted
to the right and left sides of the panel. These side members shall
provide separate raceways to house, protect, and conceal the
incoming cables and interpanel leads.

Terminal blocks shall be furnished and mounted in vertical rows on


both sides of the panel. The number of vertical rows and the
arrangement of terminal blocks shall be in accordance with Drawing
No. TP-E-IO.2. All wiring which connect to the external circuits shall
terminate on these terminal blocks.

Each panel shall be provided with cable entrance at the bottom of the
panel.

Marshalling Panels. There shall be classified into three types as
follows : one type shall be required for tennination of all cables
between the remote tenninal unit (RTU) and the other equipment; one
type shall be required for tennination of all cables between the fault
recording system (FRS) and the other equipment, one type shall be
required for tennination of all cables between interposing relay panel
and protective relay switchboards, circuit breaker and motorized
operated disconnecting switch and the other shall be required for
tennination of all cables between the teleprotection equipment and the
other equipment.

Each panel shall be designed in accordance with Drawing No. TP-E­


10.3. Each panel shall be an assembly enclosed at top and sides and
shall have front and rear access doors for access to both sides of the
center mounting plate. Tenninal blocks shall be mounted on both
sides of this center mounting plate. The front and rear shall each have
two hinged flat doors. Access door shall be equipped with locks,
latches and fully concealed hinges.

Each marshalling panel shall be 900 mm wide, 1,000 mm deep and


the height shall be 2,300 mm plus a 40 mm channel base.

Each panel shall have vertical side members, which include vertical
raceways and raceway covers for factory wiring, and shall be bolted
to the right and left sides of the panel. These side members shall
provide separate raceways to house, protect, and conceal the
incoming cables and interpanelleads.

Tenninal blocks shall be mounted in vertical rows on both sides of


the center mounting plate. The number of rows and the arrangement
of these tenninal blocks shall be in accordance with Drawing No. TP­
E-1O.3. Tenninal blocks shall be knife disconnecting type.

Each panel shall be provided with cable entrance at the bottom of the
panel.

Panel space of the switchboards and panels, not utilized by equipment


shall remain clear for addition of possible future equipment.

Each section of switchboards, each interposing relay panel, each

transducer panel and each marshalling panel shall be designed to
permit easy separation and re-assembly for convenience during
shipment, transportation and installation.

Where switchboards and panels to be supplied are extensions to


existing switchboards or panels, the Contractor shall be advised of
any existing mounting, clamping, bolting, access, dimensional, or
finishing requirement and shall be responsible for ensuring that the
switchboard or panel extension conforms to these requirements.

1002-7.8 Hinged Synchronizing Panels. Each hinged synchronizing panel shall


be fabricated from not less than 2.5 mm leveled sheet steel and shall
be approximately 170 mm wide, 550 mm high, and 200 mm deep. If
specified, each hinged synchronizing panel shall be furnished and
shall constitute a part of each duplex main control board assembly.
Each shall be designed to swing back in line with the other panels
when not in use to present straight line appearance. Each shall be
readily removable and re-installed when future control board
installation is required. The rear sheet shall be readily removable for
access to the instruments and wiring in the panel.

Each panel shall be furnished, mounted and completely wired with


the following equipment:

1002-7.8.1 One - Twin indicating voltmeter, 0-150 V scale, 150 V coil, 50


Hz, 144 mm square face, for incoming and running
potential.

1002-7.8.2 One - Twin indicating frequency meter, 48-52 Hz scale, 115


V, 144 mm square face, for incoming and running
frequency.

1002-7.8.3 One - Synchroscope, 144 mm square face.

1002-7.8.4 Two - Synchronizing lamps, 15 W each, clear, to be connected


to indicate synchronism.

Each indicating instrument shall be In accordance with the


requirements of Article 1002-22. except the size shall be as specified.

1002-7.9 Rotating Synchronizing Panels. One rotating synchronizing panel
shall be furnished with each control switchboard assembly. Each shall
be designed to be recessed into the control switchboard panel so as to
present a flush appearance and shall be capable of being draw out
from the panel a sufficient distance to allow rotation over 180 degrees
for viewing from all positions in front of the control switchboard.
Each panel shall be fabricated from not less than 2.5 mm leveled
sheet steel.

Each panel shall be furnished, mounted and completely wired with


the same equipment as Article 1002-7.8.

1002-8. Drawings and Data Requirements. The Contractor shall submit for approval
the following drawings and data, sufficient to demonstrate fully that the
equipment to be furnished will conform to the requirements and intent of this
Specification.

1002-8.1 Metering and Relaying Diagrams. The metering and relaying single
line diagrams of each substation are included in this Specification.
The Contractor shall supply single line diagrams showing conformity
with the specified requirements indicating clearly changes
necessitated by the proposed equipment.

1002-8.2 Three Line Diagrams. Each three line diagram shall show voltage
and current connections to all metering and relaying equipment.

1002-8.3 AC Schematic Diagrams. All diagrams shall show AC connections


such as AC supply to all metering and relaying equipment,
synchronizing schematic diagrams, etc.

1002-8.4 DC Schematic Diagrams. All diagrams shall show the DC wiring for
control, indication, annunciation, protection, etc., arranged in a
schematic form and shall include the necessary wiring of all power
circuit breakers that received a trip signal from the protective relays
that are listed in the drawings, "Protective Device Functions", for
each substation.

For the annunciator, the Contractor shall furnish enough information


in detail to understand complete operation of the annunciator system.
It shall be furnished with a description of the operation of each

component and an explanation of the operational sequence of each
component in regard to the overall annunciator scheme. All
components shall show internal schematic diagrams and circuit board
illustrations.

1002-8.5 Logic Diagrams. Logic diagrams shall show details of the logic
circuits for each individual relay. These diagrams shall be required
for the system as a whole as well as for each individual relay and
component.

1002-8.6 Wiring Diagrams. Wiring diagrams shall show connections from


point to point for all control board and protective relay equipment. All
the wiring connections to the equipment on anyone panel shall be
shown on the same drawing. Inter-panel connections shall be properly
identified on both the incoming and outgoing panel drawings.

Wiring list or tabular type wiring diagrams shall not be accepted.

1002-8.7 Control and Instrument Switch-Switch Position Tabulation Diagrams.


Switch position tabulation diagrams of control and instrument
switches shall show terminal arrangement, escutcheon plate and
contact tabulation. On each schematic diagram where switch contacts
are shown, switch position tabulations for the indicated switches shall
be included somewhere on the same drawing.

1002-8.8 Nameplate Schedule Diagrams. A nameplate schedule diagram for


each substation shall show designations on all nameplates. The
wording of each nameplate designation may be revised to satisfy
physical limitations subject to the approval ofEGAT.

1002-8.9 Annunciator Schedule Diagrams. An annunciator schedule diagram


for each substation shall show annunciator designations for all the
annunciator points including spares provided. The wording of each
annunciator designation may be revised to satisfy physical limitations
subject to the approval ofEGAT.

Equipment Layout Diagrams of Switchboards and Panels. Each
equipment layout diagram shall show dimensions, location, and
general layout of all panels and all equipment to be located on the
panels.

1002-8.11 Switchboard and Panel Construction. The Contractor shall provide
for approval the general assembly drawings including dimensions,
details of arrangement plan and section and floor plan complete with
anchor both setting plan.

1002-8.12 Bill of Materials. Enlisting major equipment to be mounted on the


switchboards and panels, if not otherwise indicated elsewhere in this
Specification, the bill of materials shall cover only the major
equipment, or such equipment as will require particular information
from the Bidder. It is to be understood that, all other associated
auxiliary equipment and accessories, although not listed in the bill of
materials, but necessary for the complete and sound functions of the
switchboards and panels as described in this Specification, and as
generally accepted as the applicable standards, shall be furnished by
the Contractor. The Bidder at the time of bidding shall, to the best of
his knowledge, furnish the list showing quantity and details of all the
equipment he intends to supply.

The switchboards and panels proposed shall give the best optimum
result as called for in this Specification, and as basically required by
standard electrical engineering practice.

The Contractor, after having finished the design of the switchboards


and panels shall submit EGAT for approval all the design details
including individual equipment of the switchboards and panels, and to
all associated equipment in the substation, and showing overall
functions of the schematic diagrams. EGAT shall then review the
schemes, and should any proper functions required in this
Specification or required for sound engineering practice of the
switchboards and panels entail necessary modifications to the scheme
or additional equipment other than those originally proposed by the
Bidder at the time of bidding, EGAT will return the scheme to the
Contractor to carry out the modification required without any extra
charge to EGAT.

1002-9. Ground Buses. A 6 mm by 25 mm cross-section bare copper ground bus shall


be provided at the bottom of each switchboard panel and each panel, to which
the metallic cases of meters, instruments, relays and grounding circuits of all
other equipment shall be connected. The grounding buses shall be solidly

bolted to the steel framework so as to make good electrical contact. Solderless
lugs or terminals shall be provided on the ground buses for terminating No. 4/0
AWG stranded copper ground cables from the substation grounding system.

1002-10. Wiring. All wiring used within the main control boards, control switchboards,
protective relay switchboards, metering panels, interposing relay panels,
transducer panels, and marshalling panels shall conform to the NEC and
NEMA standards and shall be rated 600V, tinned, stranded copper switchboard
wire, polyethylene insulated and in gray color. All wiring shall be 1.5 mm2
except for current transformer circuits which shall be 2.5 mm2 • All hinged
wiring shall be extra flexible. After assembly, all control wiring shall be given
a dielectric test of 1,500 V between live parts and ground, and between
opposite polarities. Internal wiring of each basic panel assembly and each panel
shall be neatly and carefully installed in suitable wiring ducts with removable
covers and complete to conveniently located terminal blocks for connecting to
incoming and outgoing leads.

Before connected to the terminal blocks, all wiring shall be terminated with
blade-type cable rugs. Multiple wires in one cable rug shall not be acceptable.
The cable rugs shall perfectly match the terminal blocks and shall be plugged
in without any modifications to the cable rugs.

The terminal arrangement shall group all leads for each particular function to
facilitate connections to the incoming and outgoing cables. The arrangement
shall be subject to the approval of EGAT. Terminals for each CT circuit shall
be grouped together and separated from terminals for other CT circuits. At least
25 per cent spare terminals shall be provided on each group of terminal blocks
for terminating spare conductors in control cables and for future use, however a
minimum of one spare terminal shall be provided on each group of terminal
blocks.

Wiring between inter-panels shall be made and routed through vertical


raceways of the switchboards and panels. Such wiring shall also be terminated
and reconnected in terminal blocks in order to permit convenient separation of
individual panels or panels.

All incoming and outgoing cables shall enter the switchboards and the panels
through cable slots in the floor underneath the switchboards and the panels.

Splices or tee connections shall not be permitted in control wiring or

instrument leads.

Any control boards or panels that are split for shipment shall have terminal
blocks adjacent to the split and shall be provided with wiring required to
interconnect the split units.

1002-11. Power Supply Disconnects. Power supplies for panel mounted devices shall be
provided with miniature circuit breaker (MCB) connected to isolate the devices
from power supplies in the tripped or open condition. MCB shall be located
within the panels. Engraved nameplates shall be installed beside each set of
MCB for identification.

Except for voltage supply of the potential transformer secondary which supplies
to primary pilot relaying in Article 1002-11.3.3, 1002-11.3.4 and 1002-11.3.6,
sliding switch bridge terminal block shall be required instead ofMCB.

Power supply to each nature of control circuit and the potential transformer
secondary supply to each metering circuit shall be separated and required MCB
protection provided, including, but not limited to the following:

1002-12. Terminal Block, Wire and Device Designations. Every point of terminal block
and wire shall be assigned a designation, with identical designation on each
corresponding terminal block and wire. This same designation shall also be
indicated in the schematic and wiring diagrams. As a rule, a designation will
not change until the wire is terminated or connected to other equipment. All
wiring shall be designated at both ends by printing on wire designation sleeves.

Wire designation shall be by permanent method unaffected by heat, solvents, or


steam, and not easily dislodged. Each designation on the terminal blocks shall
be machine-lettered, stamped, engraved or neatly marked with permanent ink
on the removable marking strips provided for each terminal block.
Approximately 20% of spare wire designation sleeves shall be furnished.
Adhesive labels shall not be acceptable.

The name of ANSI standard device number of each device shall be marked on
the rear of the panels directly behind or adjacent to the corresponding device.

t002-14. Auxiliary Transformers. Where auxiliary transformers are required for the
correct operation of specific metering, relaying, and control equipment
furnished under this Specification, the Contractor shall furnish such additional
transformers as required without additional cost to EGAT.

1002-15. Indicating Lamps. All indicating and pilot lamp assemblies shall be of the light
emitting diode (LED), 125 V, switchboard type with color caps. The color caps
shall be red, green, white, blue or yellow as required. All lamp bulbs shall be
interchangeable, and shall be replaceable from the front of the panels.

1002-16. Light Boxes. Each light box, for indication of energized line or bus, shall be
the light emitting diode (LED), switchboard type. Each light box shall have a
white translucent nameplate with machine-engraved, black lettering
illuminated by the back light. Each nameplate shall be engraved in accordance
with the drawing entitled: "Main Control Board Nameplate Schedule".

Each light box shall be 25 mm. high by 50 mm wide.

All lamp bulbs shall be interchangeable, and shall be replaceable from the front
of the panels.

t002-17. Test Switches. Test switches shall be of the built-in type or separate type as
specified. Separate test switches shall be of the switchboard, back-connected
type, finished in dull black for front-of-panel mounting. All test switches shall
be arranged to completely isolate the instruments from the instrument
transformers and other external circuits and to provide means for testing either
from an external source of energy or from the instrument transformers by
means of multipole test plugs which shall be provided for the purpose. A
sufficient number of test plugs to make a complete test on one meter,
instrument, or relay shall be furnished for each type of test switch. All test
switches shall be arranged so that the current transformer secondary circuits
cannot be open-circuited in any position while the test plugs or cover plugs are
being inserted or removed.

The internal contacts shall be normally sprung together by themselves to


complete the circuit link.

Test switches and multipole test plugs shall be ABB, flexitest switches, type
FT-lor equivalent.

1002-18. Tenninal Blocks. The main control boards, interposing relay panels, transducer
panels and marshalling panels shall be supplied with tenninal blocks for
tennination of all wiring devices mounted in the switchboards and panels and
all external circuits. The terminal blocks shall be of non-flammable, self­
extinguishing, non-hygroscopic insulating material, rated for 600 V and shall
confonn to IEC 947-7-1 and IEC 947-1 standards. The tenninal blocks shall have
adequate current carrying capacity and shall be suitable for use in tropical climate.
Tenninals shall maintain good electrical, mechanical, chemical, and other
properties even at operating temperature as high as 250°C and shall have
excellent mechanical strength and hardness; they shall be flexible but difficult to
bend or break even applied with thread and torque from the connected wires.
Insulating barrier between adjacent tenninal shall be integral part of the terminal
block. All tenninal blocks and tenninations shall be grouped according to circuit
functions. Each tenninal block shall have removable white marking strip for
marking circuit designation. One spare blank marking strip shall be furnished
with each tenninal block. The tenninal blocks shall be well arranged in order that
they permit safe wiring works on any tenninal while all adjacent terminals are
live.

The tenninal blocks provided for CT circuits shall be of the spring-loaded screw­
on type or screw-on type. The tenninal blocks provided for control, protection
circuits and other circuits shall be of the spring loaded screw-on type, screw-on
type or screwless type. The screw-on type tenninals shall be designed in such a
way that after the tenninal block is unscrewed, the wire is still engaged to the
tenninal block. The screwless type tenninals shall be designed to clamp the wire
automatically after releasing or withdrawing the screwdriver. The tenninal blocks
provided for marshalling panels shall be of the knife disconnect type.

The terminal blocks ofRTU circuits in each protective relay switchboard shall be
of the knife disconnect type.

All CT tenninals and distance relays' PT tenninals shall be provided with sliding
switch bridge and test socket screws. All CT and PT wires, as well as control and
protection circuits shall be tenninated with ferrules.

The tenninal blocks shall be sized and rated in accordance with current carrying
capacity of wires. The tenninals for power and CT circuits shall be sized to accept
2x6 rnrn2 conductors, and those for PT and control circuits shall be sized for 2x4
rnrn2 conductors. The tenninals for alarm/status circuits, RTU circuits and
marshalling panel shall be sized for 2x2.5 rnrn2 conductors.

The arrangement of all terminal blocks shall be such that incoming and
outgoing leads can be easily arranged for connections to terminals. Terminal
blocks shall be located so that the accessibility to them will not be lessened by
interference from structural members or panel instruments. Ample space shall
be provided to terminal blocks for termination of all external circuits.

Terminal blocks for blank panels will not be required; however, mounting
brackets for these future blocks shall be provided.

1002-19. Nameplates. Nameplates shall be furnished and mounted by the Contractor.


Each assembly, each piece of equipment mounted on an assembly, and each
power and control circuit shall be provided with a nameplate. All nameplates
shall be of laminated plastic material, black on the surface with a white internal
layer. Lettering shall be machine-engraved into the nameplate to form white
letters against a black background. All panel mounted nameplates shall be in
accordance with the respective drawings showing nameplate schedule. A
sample nameplate, showing the style of engraving to be used shall be submitted
to EGAT for approval. Nameplate engraving shall be subject to the approval of
EGAT.

1002-20. Symbols and Mimic Buses. All symbols, devices and painted mimic buses, 10
mm in width, shall be provided on the main control board to form single line
diagrams which will simulate actual electrical connections as indicated on the
drawing entitled "Main Control Board Equipment Layout". Mimic disconnect
devices for disconnect switches shall be manually operated. Mimic disconnect
devices for line ground switches shall be electrically operated to automatically
position themselves in accordance with their respective line ground switches.
The mimic buses shall be painted on the front of the panels with lacquer or
enamel. Color of mimic buses shall be as follows:

1002-21. Control and Instrument Switches. The control and instrument switches shall be
of the multistage, rotary type, rated 600 V, 10 A, continuous duty, for both AC

and DC services. Each contact shall be of the readily renewable, self-cleaning
type and shall be of the wipe-type. A rectangular front-of-panel escutcheon
plate shall be furnished and engraved showing the switch position of control
and instrument switches. The switch identification shall be engraved on the
escutcheon plate, or if necessary, on a separate adjacent nameplate furnished by
the Contractor.

The types of control switch handles and colors preferred shall be provided as
follows:

Details of individual control and instrument switches shall be as described


below. The total number of contacts and the total number of contact
arrangements shall be adequate for their required functions but minimum
number of contacts and contact arrangements shall be at least as shown on
Drawing No. TP-E-9.1.

If the schemes for control, protection and other equipment as proposed by the
Contractor and approved by EGAT, require additional contacts than those
listed in this Specification and shown in the above drawing, the Contractor
shall furnish these extra contacts and contact arrangements without additional
cost to EGAT.

1002-21.1 Breaker Control Switches (CS). Each breaker control switch shall be
of the momentary contact type, with fixed, modern, pistol grip, black
handle with red and green mechanical target indicator to show the last
function of the switch. Each switch shall be furnished with separately
mounted red and green indicating lights. Breaker control switches
shall be suitable for use with rec10sing equipment.

1002-21.2 Discrepancy Control Switches (DCS). Each control switch shall be of


the maintained contact type, with fixed, modern, white handle and

mechanical target engraved "On", "OtT', "Control On" and "Control
Off'. Each control switch shall be built-in with LED 125V DC.

1002-21.3 Synchronizing Switches (SS). Each synchronizing switch shall be of


the maintained contact type, oval yellow or white handle removable at
"OtT' position only to insure that only one set of potentials can be
applied to the synchronizing equipment at anyone time.

1002-21.4 Recloser Cut-off Switches (79CO). Each recloser cut-off switch shall
be of the momentary contact type with fixed, modem, oval black
handle.

1002-21.5 Ammeter Selector Switches (AS). Each ammeter selector switch


shall be of the maintained contact and three independent circuit type,
with fixed, modem, round-notched black handle.

1002-21.6 Voltmeter Selector Switches (VS). Each voltmeter selector switch


shall be of the maintained contact type with fixed, modem, round­
notched black handle.

1002-21.7 Trip Transfer Switches (43). Each trip transfer switch shall be of the
maintained contact type, with fixed, modem, oval black handle. The
trip transfer switch function is to permit the operation in order to
transfer the tripping, reclosing, and synchronizing functions to the bus
tie breaker.

1002-21.8 Differential Cut-off Switches (87CO). Each differential cut-off


switch shall be of the maintained contact type, with fixed, oval black
handle and complete with separately mounted red indicating lamp
assembly.

1002-21.9 Carrier Cut-off Switch (85CO). Each carrier cut-off switch shall be
of the maintained contact type, with fixed, modem, oval black handle.

1002-21.10 Breaker Failure Cut-off Switches (50BF-CO). Each breaker failure


cut-off switch shall be of the maintained contact type, with fixed, oval
black handle and complete with separately mounted red indicating
lamp assembly.

1002-21.11 Direct Transfer Trip Cut-off Switch (86DTTCO). Each direct
transfer trip cut-off switch shall be of the maintained contact type,
with fixed, modem, oval black handle.

1002-21.12 Permissive Transfer Trip Cut-off Switch (PTTCO). Each carrier cut­
off switch shall be of the maintained contact type, with fixed, modem,
oval black handle.

1002-21.13 Stub Protection Cut-off Switches (51 S-CO). Each differential cut-off
switch shall be of the maintained contact type, with fixed, oval black
handle and complete with separately mounted red indicating lamp
assembly.

1002-22. Indicating Instruments. Each indicating instrument shall be semi-flush


mounted, back connected, dustproof, fully tropicalized, switchboard type with
a dull black case for mounting on a steel panel. Each indicating instrument
shall be of the linear-scale type. Each shall be suitable for operation with the
instrument transformers shown on the drawings or transducers in Article 1002­
26 under both normal and short circuit conditions.

Except as otherwise specified, all indicating instruments shall be approximately


110 mm square with a 2500 scale arc.

Scale plates shall have a permanent white fmish with black graduations and
numerals. Varmeter scale plates shall be marked II _ IN(-)" at the left of the
scale, "-0-" at the center and" _(+) OUT" at the right. The scale range and
other details of each indicating instrument shall be as specified in the bills of
materials.

All indicating instruments shall have the following characteristics and

1002-23. Grid TOU Energy Meters. Each three-phase, high precision or grid energy
meter shall be inspected according to lEe standard or equality international
standard with aging reliability, safety and accuracy. Each energy meter shall
comprise kilowatt-hours meter and kilovar-hours meter integrally mounted in
the same enclosure. Each energy meter shall be the solid-state type and the
accuracy class is 0.2S for the kilowatt-hours meter and class 0.5 for the
kilovar-hours meter. Each energy meter shall be 19 inches rack mounted, back
connected with essailec connectors, dustproof, fully tropicalized, switchboard
type, and completed with accessories for mounting. Each shall be suitable for
operation with the instrument transformers. Both kilowatt-hours and kilovar­
hours meters shall be display not less than 7 digits. Programming facilities
shall be provided with each meter for any parameter setting. The meter shall
have a case, which can be sealed in such a way that the internal parts of meter
are accessible only after breaking the seal.

Each energy meter shall have the following characteristics and requirements:

1002-23.1 General. Each high-precision grid energy meter shall be of 3 phase 4


wires and 3 phase 3 wires measurement, 4 quadrants measurement of
active, reactive and apparent energy meter and bi-directional. Each
meter shall have display sequence (manual and automatic scrolling),
load profile and event recorder function. Each meter shall be fully
supported for automatic meter reading and shall have a approved test
by using the existing EGAT Automatic Meter Reading (AMR)
software.

1002-23.2 Accuracy. The meter shall have accuracy class 0.2S according to IEC
62052-11 and 62053-22 for active energy (kilowatt-hours) and 0.5 for
reactive energy (kilovar-hours).

1002-23.3 Minimum display requirement. The meter shall measure and display

1002-23.4 Calibration. The meter shall be calibrated andlor tested using the
pulse stream from LEDs or infrared on the front panel that has rate
proportional to the measured power. EGAT shall be able to adjust the
percentage error manually or via software program. If the meter has
never used in EGAT before, the calibration software shall be

1002-23.8 Tariff structure.


- The meter shall support at least 4 tariff rates for each of 4

service software.
- The billing reset for ending of billing period should be automatic
reset by calendar time programming.

1002-23.9 Load Profile.


- The load profile shall be either average demand (kW, kV AR,
kVA) profile or energy profile (kWh, kVARh, kV Ah) recording in
selectable time interval of 1,5, 10, 15,30 or 60 minutes.

1002-23.10 Data storage. The minimum requirement of data storage of each meter
shall be stored 4 values of above load profile in 30 minutes time
interval and shall not less than 150 days.

1002-23.11 Power Supply.


Main power supply 57.5-130 VAC (phase to neutral)
Auxiliary power supply 230±15%VAC or 125±15% V DC
- The meter shall normally draw power from VT circuits that can be
any voltage level in the full measuring range of 57.5-130 VAC
(phase to neutral). Even if one or two measuring voltage inputs are
missing, the meter shall still operate correctly without losing any
accuracy of the measurement (voltage from I-phase input is
sufficient to power the meter). If all voltage inputs are missing, the
meter shall changeover to draw power from an auxiliary power
supply automatically without any effect to the accuracy of the
meter.

Meter Security. The meter accessing via any communication ports
shall be protect by passwords programming, those passwords shall be
assigned into many security levels of users or user groups depending
on authentication of the authorized works. The meter shall be
protected by the verification seal, the internal parts of the meter shall
not be physical accessed without breaking the seal.

1002-23.13 Communication. The meter shall be comprised as follows:

- Optical port 1 port


(flag or opticom port according to lEC 62056-21 (IECl107) or
ANSI standard)
- RS-485 port 1 port
(for multi-drop communication connections)
- Ethernet port 1 port
(for IP base communication)

User shall communicate with the meter as the following methods:


- Local accessing : The meter shall be local accessed by using the
optical port, flag or opticom port according to lEC 62056-21
(IEC 11 07) or ANSI standards.
- Remote accessing : The meter shall be remote accessed by using
RS-485 and Ethernet ports, and all ports can be accessed the
connections simultaneously:
• The RS-485 port provide for meter accessing via dial up
(PSTN or GSM) network and should be supported for
multi-drop connection.
• The Ethernet port are provided for remote access the
meters via IP based (TCP/IP) network.

1002-23.14 Time synchronization. The calendar clock of the meter shall be


synchronized by the automatic meter reading (AMR) software from
the central station server, which send time information to the meter
via the selected communication system.

The calendar clock of the meter also can be synchronized by local


GPS standard time receiver too, and each meter shall be equipped
with the port (other than the communication port specified in 1002­
23.13) that could be connected to the above GPS receiver.

1002-23.16 Software(s). The meter shall deliver to EGAT with the software(s) as
the following characteristics:

Parameter setting software


- The bidder shall supply the meter parameter setting software for
the applied meters in case of these meter(s) could not be
programmed by EGAT existing software.

Calibration software
- The bidder shall supply the meter calibration software (the
percentage error adjustment of the meter) to calibrate all applied
meters in case of the applied meters could not be calibrated by
EGAT existing software.
- The calibration software shall be the version without expiration,
the bidder has to provide the official confirmation letter or
document related to the expiration of this calibration software as
the part of bidding documents.

Automatic meter reading (AMR) software

- The purpose of the AMR software is using for metering data
collection and time synchronization automatically via the selected
communication.
- In case of the meter has not specified in the EGA T Accepted TOU
Energy Meter List (document no. 1009), the bidder shall apply for
approval, and the AMR software will be one of the important
feature to be included for the consideration.
- The bidder shall either providing the right for EGAT to use
existing AMR software to read and sync time the applied meter or
providing the new AMR software for EGAT approvaL

Software manual(s)
- All of above software shall deliver to EGAT with complete set of
instruction manuals both in English and Thai language.
- The instruction manuals shall comprise theory of operation and
applications, installation and system arrangement, spare part lists,
and detailed circuit diagram as necessary for repair and
maintenance.
- The Thai language instruction manuals shall be approved by
EGAT before delivering all copies of them.
- The instruction manuals shall be both in hard copy and electronic
files in CD-ROM.

Important remark for software(s)


- All of above software shall operate under Microsoft windows
operating system environment.
- The bidder shall supply the communication protocol and necessary
information of the meter to EGAT (or the third party appointed by
EGAT), to develop the interface (meter accessing) software.

1002-23.17 Certification.
- The type test of the meter shall be certified according to class O.2S
(kWh) ofIEC 60687 or lEe 62052-11 and IEC 62053-22 standard,
by the third party who have been authorized by ISO/IEC 17025
standard or equivalent. The bidder shall supply the type test report
to EGAT during bid evaluation period. The meter shall not be
acceptable if those type test is not available.
- The factory test report of active and reactive energy of every
energy meter shall be supplied with the meter at the time deliver to
EGAT.

The manufacturer must be certified by ISO 9000 standard or
equivalent.

1002-24. Universal Telecounting Instruments. Each universal telecounting instrument


shall be of the flush mounted, back-connected, dustproof, fully tropicalized,
switchboard type. Each instrument shall be of the pulse-operated, and static
type. Each instrument shall comprise input units, summation device, display
unit, timer and necessary components required for the completion of the
telecounting instrument. Each shall be suitable for operating in conjunction
with the energy meters in Article 1002-23 and be capable of handling the
pulses from one or more energy meters.

Each telecounting instrument shall be provided with means to transfer of meter


data to the dispatching center via a communication channel.

Each telecounting instrument shall have the following characteristics and


requirements:

1002-24.1 Minimum twenty (20) pulse inputs and complete with pulse
supervlsIOn. Each instrument shall be expandable up to forty (40)
inputs.

1002-24.2 Minimum one (l) serial input module.

1002-24.3 Output contacts for transmitting of general alarm, timing signals,


calculated results, inputs and tariff signals.

1002-24.4 Summating of inputs and results.

1002-24.5 Volt-Ampere calculation from active and reactive power.

1002-24.6 Twenty-four (24) maximum stores for inputs and results.

1002-24.7 Billing control shall be provided with each instrument and operated
by an external control signal and by means of a pushbutton on the
instrument. Each instrument shall also have automatic billing control.

1002-26. Transducers. Each transducer shall be of the surface-mounted, dustproof, fully


tropicalized type. The entire transducer shall be removable from the enclosure
to provide complete accessibility to components and circuitry. Each transducer
shall generate a DC voltage or current output proportional to the quantity being
measured. Input stage coupling shall use an ultra-linear transformer, if
required. Output stage shall be a solid-state output amplifier and shall be short
circuit proof. Each shall be independent of external load resistance over a range
as required. Each transducer shall be suitable for use with instrument
transformers. Means shall be provided with each transducer to adjust zero shift
and span or gain. Each shall withstand the voltage of 1,500 V for one minute

1002-27. Transformer Tap Position Transducers. Each transformer tap position


transducer shall be of the surface-mounted, dustproof, fully tropicalized type.
The entire transducer shall be removable from the enclosure to permit complete
accessibility to components and circuitry. Each transducer shall be designed to
operate in conjunction with a multi-tap resistor which is used as transformer
tap position input signal. The multi-tap resistor will be provided and located in
the transformer LTC driving mechanism panel. Each transducer shall generate
a DC voltage or current output corresponding to the tap position being
transmitted to telemetering equipment. Output stage shall be a solid-state
output amplifier and shall be short circuit proof. The current output shall be
independent of external load resistance over a range as specified in the bill of
materials. Means shall be provided with each transducer to adjust zero shift and
span or gain. Each shall withstand the voltage of 1,500 V for one minute
between independent circuits, input and output circuits to case.

1002-28. Relays. All relays shall be designed for continuous operation at any voltage
from 80 per cent to 115 per cent of rated DC voltage as specified and at a range
of ambient temperatures of 10°C to 55°C. All binary inputs shall be triggered
by any voltage over a range from 80 per cent to 115 per cent of the rated DC
voltage only. Each protective relay shall be suitable for operation with
instrument transformer ratios and connections as shown on the metering and
relaying diagrams under both normal and short circuit conditions.

All relays contacts for tripping duty shall be rated to carry lOA, 300V for 1
second, 4A, 300V at continuous duty, and be capable of interrupting of 0.2A of
inductive current (LIR :::;40 ms) in a 125 V DC control circuit.

Except as otherwise specified, each protective relay shall be furnished with at


least two (2) electrically separate normally open contacts in addition to those
required by the functions of each protective relay. These contacts shall be : one
contact shall be wired to initiate the remote terminal unit (RTU) and one
contact shall be wired to initiate the fault recorder.

Static, digital or numerical relays shall be supplied as complete relaying


system. All relays and components necessary to complete a system shall be
fully tropicalized, contained in a common enclosure, and shall be complete
with all interconnections and wiring for back-connection. Enclosures shall be
rectangular, finished dull-black, dustproof, suitable for semi-flush switchboard
panel mounting or rack mounting as specified, with a removable transparent
cover, or a cover with a transparent window, with provision for sealing.
Operation indicating lights and identifying labels shall be provided with each
relaying system and shall be clearly visible and identifiable.

Each relaying system shall be provided with test facilities for secondary
injection testing and for isolating the DC supply, current circuits, potential
circuits, tripping circuits, and all other output contacts. All test switches shall

be arranged so that the current transfonner secondary circuit cannot be open­
circuited in any position while the test plugs or cover plugs are being inserted
or removed. The internal contacts of test switches shall be nonnally sprung
together by themselves to complete the circuit link.

Test plugs shall be furnished with each type oftest switches.

The Contractor shall ensure that each protection function is independent of


others and can be individually isolated to allow each alone to be taken out of
service for testing or operational purposes.

All static, digital or numerical relays shall be adequately protected against


damage from incoming surges and shall meet ANSI SWC test standard.

Each relay shall utilize a DC-to-DC converter-type regulated power supply to


provide transient surge isolation between the station battery and the electronic
components of the relay system. Each DC-to-DC converter shall be designed to
protect it from high voltage and surge, and shall provide two electrically
separate contacts for remote annunciation of output voltage failure. Each power
supply shall be designed for continuous operation at any voltage from 80 per
cent to 115 per cent of rated DC voltage as specified and at a range of ambient
temperature of lOoC to 55°C and 0 to 95 per cent humidity. Each power supply
shall be immune to damage from accidental short circuiting of the input or
output DC supply. Each shall not generate any signal, noise, or impulse on the
input DC supply leads which is greater than 300 millivolts peak to peak.

Relays utilizing voltage divider type regulated power supplies shall not be
accepted.

All modules of static, digital or numerical type protective relays shall consist of
highly reliable logic circuits and circuit components. All modules shall be
mounted on plug-in circuit cards. Wiring boards shall be epoxy-fiberglass
construction. Printed circuit wiring shall be employed with soldered or welded
connections to circuit components. Wiring board shall be provided with heavy­
duty circuit connectors with gold-plated contacts.

Each digital or numerical relay shall have provisions for monitoring any hardware
failures so they can be repaired before they affect relay operation. These
provisions shall also include output contacts for initiating the remote tenninal unit
(RTU). All output contacts shall be electrically separate nonnally open contacts.

Each digital or numerical relay shall be configured to comply with all EGAT' s
needed functions before delivery. Configuration setting of the relay, which is
programmable, shall be supplied in diskette or CD-ROM.

The instruction manuals shall be prepared with the object of providing


sufficient detailed technical information of each type of protective relays to
enable EGAT to efficiently carry out commissioning and routine testing. In this
regard, each instruction manual shall give full details of circuit operation,
circuitry and components. All technical data, operating time curves, sample
calculations and other characteristics shall be based upon 50 hertz operation.
The manuals shall also provide guidelines on the tracing of faults, ease the
ordering of the replacement parts and meet the requirements as listed in
Drawings and Documents to be Furnished by the Contractor under Special
Conditions of Contract Documents. The manuals shall be submitted to EGAT
at least 3 months prior to the beginning of the commissioning process.

The protective relays offered shall be products of the approved protective relay
manufacturers listed as follows: ABB (Sweden, Switzerland, U.S.A.), GE
(U.S.A., Canada, Spain), AREVA (U.K., France), Reyrolle (U.K.), Siemens
(Germany) , SEL (USA), or TOSHIBA (Japan).

The procedures for being listed in EGA T' s Specification and EGAT
ACCEPTED Main RELAY LIST can be requested from Transmission System
Engineering Division.

1002-28.1 Synchro-Check Relays (25 + 27/59). Each synchro-check relay shall


be of the static, digital or numerical type. Each relay shall be used
with automatic reclosing relay for line circuit breaker on loop systems
fed by power sources at two or more points. Each synchro-check
relay shall allow its reclosing relay to close the line breaker only on
the condition that the line voltage and bus voltage are in normal
condition, of the same frequency, equal and in-phase. Closing angle
and operation times shall be independently adjustable.

Each synchro-check relay shall incorporate a voltage check relay for


the options of reclosing on dead bus-live line and dead line-live bus.
Each voltage check relay shall have the operating time not more than
250 milliseconds.

The operating mode of the synchro-check relay shall be selectable
from all of the following options: live line-live bus, dead bus-live line
and dead line-live bus.

Another type of the synchro-check relay for Computerized Control


Substation (CCS) shall be capable of selecting all of the modes of
operation which may be live line-live bus, dead bus-live line and dead
line-live bus at the same time.

1002-28.2 Transformer Differential Relays (87K). Each transformer differential


relay shall be of the single-phase or three-phase, high speed, variable
percentage, differential type with adjustable sensitivity and harmonic
restraint and shall not operate for overexcition. The faulty phase shall
be identified in case of the three-phase transformer differential relay.
Each transformer differential relay shall be of the numerical type. The
number of restraint windings for each single-phase relay shall be
indicated on the drawing entitled "Metering and Relaying Diagram"
for each substation.

Each relay shall include the instantaneous trip unit to ensure high
speed operation on heavy internal faults. Each relay shall incorporate
current taps or separate auxiliary current transformers to compensate
for main current transformer mismatch. A cut-off switch (87K-CO)
with a separate red indicating lamp shall be provided with each set of
relays, to segregate the auxiliary tripping relay from the differential
relays as necessary to prevent false tripping due to the bypassing of
the current transformers. The red lamp shall light to indicate that the
trip circuit from the differential relays to the auxiliary tripping relay is
closed. Each cut-off switch shall be in accordance with the
requirements of Article 1002-21.

Transformer differential relay shall include Ethernet rear port type


RJ45 for the data communication between the relays at remote
substations and the PC at the central office.

Transformer differential relay shall support IRlG-B signal input and


disturbance recorder function.

Each transformer differential relay shall be furnished with at least two


(2) electrically separate normally open contacts in addition to those

required by the transformer differential protection functions. These
contacts shall be : one contact shall be wired to initiate the remote
terminal unit (RTU) and one contact shall be wired to the fault
recorder.

1002-28.3 Bus Differential Relays (87B). Except as otherwise specified, each


bus differential relay shall be of high impedance voltage operated
type or low impedance type which is indicated on the drawing entitled
"Panel Equipment Lay-out" or the Bill of Materials. The high
impedance voltage operated type shall be of the single-phase, high
speed, with overvoltage limit device and its type shall be static, digital
or numerical. The low impedance type shall be of three-phase, high
speed and its type shall be digital or numerical. The bus differential
relay shall be provided 'with a supervision unit that is used to detect an
unbalance current or voltage in the differential measuring circuit due to
leak or open in the CT circuits. A cut-off switch (87B-CO) with a
separate red indicating lamp shall be provided with each set of relays to
segregate the differential relays from the auxiliary tripping and lockout
relay as necessary to prevent false tripping due to the bypassing of the
current transformers. The red lamp shall light to indicate that the trip
circuit from the differential relays to the auxiliary tripping relay is
closed. Each cut-off switch shall be in accordance ~ith the requirements
of Article 1002-21.

Low impedance type bus differential relay shall include Ethernet rear
port type RJ45 for the data communication between the relays at
remote substations and the PC at the central office.

Low impedance type bus differential relay shall support IRlG-B


signal input and disturbance recorder function.

Each bus differential relay shall be furnished with at least two (2)
electrically separate normally open contacts in addition to those
required by the bus differential protection functions. These contacts
shall be : one contact shall be wired to initiate the remote terminal
unit (RTU) and one contact shall be wired to the fault.

1002-28.4 Auxiliarv Tripping and Lockout Relays (86K, 86B, 86DTT, 86BF).
Auxiliary tripping and lockout relays shall be provided with
transformer protection, bus protection, direct transfer tripping and

breaker failure protection. Each relay shall be of the high speed, draw
out and DC voltage operated type. The operating time including
bouncing time of each relay for protection and bus protection shall
not exceed 10 milliseconds. There shall be coil transient suppression
device in order to protect the relay coil from electromotive force. A
manual reset control switch with cut-off contact shall be provided to
interrupt the operating coil. The minimum number of contacts shall be
sufficient and correct as specified in the protective device function or
bill of materials.

1002-28.5 Non-Directional Overcurrent Relays (51T/51TG, 51151G, 51L151LG).


Each non-directional overcurrent relay shall be of the single-phase or
three-phase, numerical type \\lith independent measuring units and
multiple time current characteristics according to IEC 255-3 standard.
Each relay shall have an instantaneous trip attachment and shall provide
means to select appropriate values of both current setting and operating
characteristics for phase and ground protection independently. The
three-phase relay shall be able to identifY the faulty phase. For phase
overcurrent protection, the operating current shall be adjustable over a
wide range from approximately 20 to 300 % of the protected
equipment's rated current for the time-delay unit, and 400 to 2,000% of
the protected equipment's rated current for the instantaneous unit,
unless otherwise specified. For ground overcurrent protection, the
operating current shall be adjustable over a wide range from
approximately 10 to 50% of the protected equipment's rated current for
the time-delay unit, and 200 to 2,000 % of the protected equipment's
rated current for the instantaneous unit. Operating time shall also be
adjustable.

Overcurrent relay shall include Ethernet rear port type RJ45 for the
data communication between the relays at remote substations and the
PC at the central office.

Overcurrentrelay shall support IRlG-B signal input and disturbance


recorder function.

Each overcurrent relay shall be furnished with at least two (2)


electrically separate normally open contacts in addition to those
required by the bus differential protection functions. These contacts
shall be : one contact shall be v.rired to initiate the remote terminal

1002-28.6 Non-Directional Overcurrent Ground Relays (51GB1). Each non­


directional overcurrent ground relay shall be of the single-phase,
numerical type with the long time inverse current characteristics
according to IEC 255-3 standard. Each relay shall have an instantaneous
trip attachment. Operating currents shall be adjustable over a wide range
with approximately 80-120% of OA rating tertiary winding for the time­
delay unit and 400-2,000% of OA rating tertiary winding for the
instantaneous unit, unless otherwise specified. Operating time shall be
adjustable.

Overcurrent relay shall include Ethernet rear port type RJ45 for the
data communication between the relays at remote substations and the
PC at the central office.

Overcurrentrelay shall support IRIG-B signal input and disturbance


recorder function.

Each overcurrent relay shall be furnished with at least two (2)


electrically separate normally open contacts in addition to those
required by the bus differential protection functions. These contacts
shall be : one contact shall be wired to initiate the remote terminal
unit (RTU) and one contact shall be wired to the fault.

1002-28.7 Non-Directional Overcurrent Ground Relays (51 GB2). Each non­


directional overcurrent ground relay shall be of the single-phase,
numerical type with very inverse time current characteristics according
to IEC 255-3 standard. Each relay shall have an instantaneous trip
attachment. Operating currents shall be adjustable over a wide range
with approximately 200-300 % of OA rating tertiary winding for the
time-delay unit and 400-2,000 % of OA rating tertiary winding for the
instantaneous unit, unless otherwise specified. Operating time shall be
adjustable.

Overcurrent relay shall include Ethernet rear port type RJ45 for the
data communication between the relays at remote substations and the
PC at the central office.

Overcurrentrelay shall support IRIG-B signal input and disturbance

recorder function.

Each Overcurrent relay shall be furnished with at least two (2)


electrically separate normally open contacts in addition to those
required by the bus differential protection functions. These contacts
shall be : one contact shall be wired to initiate the remote terminal
unit (RTU) and one contact shall be wired to the fault.

The overcurrent ground relays 51 GB 1, 51 GB2 shall be two separated


relays. (separated case and supply)

1002-28.8 Auxiliary Tripping Relays (51151X, 51151GX, 51Ll51LX). Each


auxiliary relay shall be high speed, draw out, self-reset, DC voltage
operated type. They shall have an operating time including bouncing
time not exceeding 10 milliseconds at 250 Watt load. There shall be
coil transient suppression device in order to protect the relay coil from
electromotive force. The minimum number of contacts shall be
sufficient and correct as specified in the protective device function or
bill of materials.

1002-28.9 Loss of DC Alarm Relays with Special Provision for Slow Dropout
(27XB, 27XR). All DC control circuits for protective relaying
systems and power circuit breakers shall be monitored by a loss of
DC alarm relay. Each shall be auxiliary relay, standard speed with
slow dropout characteristics. Each relay shall be furnished with two
(2) electrically separate normally closed contacts. These contacts shall
be : one contact shall be wired to initiate the remote terminal unit
(RTU) and the other shall be wired to terminal blocks for future use.
Each relay shall also be furnished with two (2) electrically separate
normally open contacts for future use.

1002-28.10 Loss-of-Potential Alarm Relays (27XM). Each relay shall be of the


numerical type, three-phase, 50 Hz, undervoltage type with adjustable
time delay to provide annunciation for loss-of-potential in the
potential circuit. Each relay shall have two (2) electrically separate
normally closed contacts. These contacts shall be : one contact shall
be wired to initiate the remote terminal unit (RTU) and the other shall
be wired to terminal blocks for future use.

1002-28.11 Residual Overvoltage Relays (59N). Each relay shall be of the
numerical type, single-phanse or three-phase, 50 Hz, overvoltage type
with adjustable time delay to provide annunciation for 10ss-of­
potential in the potential circuit. Each relay shall have two (2)
electrically separate normally closed contacts. These contacts shall
be : one contact shall be wired to initiate the remote terminal unit
(RTU) and the other shall be wired to terminal blocks for future use.

1002-28.12 Automatic Voltage Transfer Relays (27VTS). Each relay shall be of


the three-phase type with changeover contact outputs, and shall
automatically switch to an alternative voltage circuit when detecting
the main circuit failures. Each relay shall have two (2) electrically
separate changeover contacts. These contacts shall be : one contact
shall be wired to initiate the remote terminal unit (RTU) and the other
shall be wired to terminal blocks for future use.

1002-29. 230 kV Transmission Line Protection. Each 230 kV transmission line


protection shall be either a distance protection or current differential and
distance protection as required and as specified for each line on the drawings
entitled: "Metering and Relaying Diagrams" and as described below.

1002-29.1 Relay Line Terminal Utilizing Distance Protection. Each relay line
terminal shall utilize directional comparison permissive transfer trip
scheme via a power line carrier or fiber optic cable with backup
relaying to achieve primary and secondary protection. The primary
pilot relaying system shall use frequency shift keyed audio tone
teleprotection equipment. The primary and secondary protection shall
each be a distance protection scheme.

Each relaying system shall have at least four distance zones with
individual and independent measuring units with programmable
directionality for protection against phase and ground faults.

Each relay line terminal shall include single pole and three-pole
tripping and reclosing protection scheme. The three-pole reclosure
shall be done through a synchro-check relay.

1002-29.1.1 Primary Pilot Relaying. Each primary pilot relaying to be


furnished shall be of the digital or numerical type and shall
meet or provide for the following:

Distance Relays (2IP). Each distance relay system shall
be used to provide complete protection for all
combinations of phase faults and ground faults. Each
distance relay shall be of the three-phase, numerical type
with separate measuring elements for each type of faults
and shall be of the non-switched type.

The relay characteristic shall be field adjustable, usmg


blinders to be capable of providing extended coverage
along the resistance axis for detection of high resistance
ground faults or reducing the probability of operation with
heavy load current flowing or under stable power swing
conditions.

Each distance relay shall be of the integral type with all


main and auxiliary units mounted and wired in one
enclosure. The measuring element shall determine
simultaneously the distance and direction of the fault. It
shall be insensitive to frequency changes, DC components
and harmonics in the fault circuit. The measuring element
shall be directional with infinite directional sensitivity and
fast detection for all types of phase and ground faults,
even when the fault is on the line side of the CT terminals
and the fault voltage is zero.

Each distance relay shall operate properly with high


values of source impedance. lt shall be capable of
measuring all faults with minimum fault current of 0.2
time of rated current. The maximum continuous operating
current rating of the distance relay shall not be less than
2.0 times of rated current.

Distance relays shall be insensitive to all balancing


transients such as power swing, capacitive loading etc.,
whereas it shall be sensitive to detect fault current which
can be less than the maximum load current. For close-in
three-phase fault near the relay location or bus bar, where
the relay voltage is low, the relay shall be able to pick-up
on such faults, and operate only if the fault is in the
protection zone and in the proper direction.

In any substation where there are more than one
transmission line in parallel, effective means for fault
detection shall be provided for each distance relay with
either one or all the lines in operation. The necessary
relays shall be incorporated in each distance relay to
provide instantaneous tripping in the event that the circuit
breaker is closed manually on to a three-phase fault.

Each distance relay shall be suitable for operation with


capacitor voltage transformers.

CT saturation shall not result in any relay misoperation


for internal or external faults.

Each distance relay shall be designed to operate for any


phase to ground or a two-phase to ground fault in the
presence of fault resistance. The ground distance relay
shall be able to operate correctly with 200 ohms of ground
fault resistance. The distance relay shall be able to operate
correctly for phase fault arc resistance up to 5% of the
impedance from the fault to the source. The rectangular
characteristic shall be set for ground distance protection.

Each distance relay shall operate correctly for all types of


evolving faults. This shall include phase-ground faults
evolving to phase-phase-ground faults, phase-phase faults
evolving to phase-phase-ground faults, phase-phase faults
evolving to three-phase faults, and external faults
evolving to internal faults.

Each distance relay shall not misoperate for current


reversals that may occur during the clearing of external
faults.

Simultaneous faults at any location on the power system


such as an external fault occurring at the same instant as
an internal fault shall not prevent proper operation of the
relay.

The operating time of the distance relays shall depend on
the fault location. For SIR ~ 3, if the fault location is less
than 50 percent of the relay setting, the operating time
shall not exceed 30 milliseconds.

The time-step distance characteristics shall be of the four­


step type. Each time step shall be continuously adjustable
to approximately 5 seconds, regardless of the settings of
the others. Settings of distance measurement in each step
shall also be independently adjustable in fine steps over a
reasonable range. Distance measurement unit shall be
accurate, and provided with means to closely represent the
primary protection data, such as varied phase angle of the
transmission lines, etc.

Distance measurement unit shall be accurate and provided


with means to closely represent the primary protection
data, such as varied phase angle of the transmission lines,
etc.

Distance relays shall be able to be used with carrier


equipment to permit high speed simultaneous
intertripping of the circuit breakers at both ends of the
transmission line. Necessary units shall be included so
that selections can be made for the carrier schemes of
permissive overreaching, permissive underreaching, and
blocking.

A permissive transfer trip Cut-off Switch (PTTCO) shall


be provided to separate the distance relay from the
transfer tripping scheme when the carrier is out of service.
Each permissive transfer trip Cut-off Switch switch shall
be in accordance with the requirements of Article 1002­
21.

In case that the distance relays are schemed for single


phase tripping operation, they shall automatically turn to
three phase tripping operation if permissive transfer trip
cut-off switch is OFF position.

All relays contacts for tripping duty shall have an
operating time including bouncing time not exceeding 10
milliseconds at 250 Watt load.

Each distance relay shall be provided with not less than


five (5) electrically separate self-reset normally open
contacts in addition to the contacts required by the
distance protection scheme. These contacts shall be : one
contact shall be wired to initiate the remote terminal unit
(RTU); one contact shall be wired to initiate the fault
recorder; one contact shall be wired to initiate the line
fault locator; and the others shall be wired to terminal
blocks for future use.

Distance relay shall include Ethernet rear port type RJ45


for the data communication between the relays at remote
substations and the PC at the central office.

Distance relay shall support IRIG-B signal input and


disturbance recorder function.

Each distance relay shall provide the following functions:

1002-29.1.1.1.1 Line fault locator function. Each relay shall include a


fault locator function to provide an accurate estimate
of fault location without communications channels or
special instrument transformer.

1002-29.1.1.1.2 Event record and fault record.

1002-29.1.1.1.3 Power Swing Blocking function. The power swing


blocking function shall be included in each primary
distance relay for blocking the relay from operating
under power swing conditions. The characteristic of
the power swing detection shall be adjustable to
insure proper coordination with the relay in the
event of the fastest power swing condition.
Selection of which zone is blocked from tripping
when the power swings shall be provided, In case of
the occurrence of an internal faults during a power

swing period, the distance relay shall be able to trip
without an excessive time delay.

1002-29.1.1.1.4 V.T. Supervision. The V.T. supervision function shall


be included in each distance relay for monitoring the
CVT secondary lead and it shall block the operation
of the distance relay in case the short-circuit or open­
circuit of the CVT secondary lead occurs.

1002-29.1.1.1.5 Weak Infeed Logic. Weak infeed logic shall be


included in each distance relay so that the relay at the
strong terminal can operate correctly to clear the fault
even though the relay at the weak terminal does not
operate. A sensitive overcurrent or undervoltage relay
shall be used to permit the tripping of circuit breakers
at the weak terminal on such condition.

Weak infeed logic shall be responsible for the fault


occurring on the protected line, which is energized
at one end only. If this is not the case suitable logic
shall be provided so that the primary relays can
clear the fault.

1002-29.1.1.1.6 Directional Overcurrent Ground Protection (67NT).


Each directional overcurrent ground protection shall
be used to provide backup protection of
transmission lines against ground faults. Each
directional unit shall be dual-polarized. One
polarizing source shall be from current transformers
inside the tertiary winding of 230/115 kV auto­
transformers. The other polarizing source shall be
from auxiliary transformers connected to line CVT.
A set of auxiliary transformers shall be furnished to
provide polarizing voltage source to the directional
unit of each relay. The relay shall operate correctly
when either polarizing source is connected.

The time-current characteristic shall comply with


IEC255-3 standard. Each relay shall have a current
setting range of 0.1-2.0 A. The setting of forward

and reverse directional overcurrent ground
protection shall be independent.

Directional overcurrent ground protection shall be


able to be used with carrier equipment. Necessary
units shall be included for the carrier schemes of
permissive overreaching.

A certain time delay shall be introduced to the


tripping circuit of this relay in order to allow the
primary pilot relays to operate first for any fault on
the protected lines.

1002-29.1.1.2 Auxiliary Tripping Relays (94P). Each auxiliary tripping


relay to be furnished shall be high speed, draw out, self
reset, DC voltage operated type. They shall have an
operating time including bouncing time not exceeding 10
milliseconds at 250 Watt load. There shall be coil
transient suppression device in order to protect the relay
coil from electromotive force. The minimum number of
contacts shall be sufficient and correct as specified in the
protective device function or bill of materials.

1002-29.1.1.3 Automatic Reclosing Relays (79). Each reclosing relay


shall be single shot, single pole and three-pole reclosure.
Each relay shall be provided for use with single pole and
three-pole tripping and reelosing scheme. Each relay shall
be provided one high-speed, single-shot, and single-pole
reelosure. For three-pole reclosure, the reclosing relay
shall be done through a synchro-check relay. Each
reelosing operation shall be initiated by contacts of the
primary protective relay and zone 1 of the backup relay.
The times for single pole and three-pole rec10sure shall be
separately adjustable. Except as otherwise specified, the
dead time setting range shall be adjustable between 0.1 to
15 seconds for both single pole and three-pole reclosing.
The reel aim time setting range shall be adjustable
between 1 to 30 seconds.

Each shall be provided with two (2) electrically separate

normally open contacts; one for annunciation of recloser
operation and the other for annunciation of recloser
lockout.

In the event that the reclosing relay is used with a


synchro-check or voltage check relay, the reclosing relay
shall be capable of completing its reclosing cycle with a
maximum time delay of 5 seconds imposed by the
synchro-check relay or voltage check relay. If the
reclosing relay is not inherently capable of operating with
a supplemental device with a 5 seconds pick-up, then one
extra timer shall be provided for this purpose.

Each reclosing relay shall be capable of selecting one of


the mode of operation which may be single pole reclosure
only, single pole and three-pole reclosure, three-pole
reclosure only, or no reclosure.

Each reclosing relay shall be blocked upon the three-pole


tripping of the circuit breakers that result from either a
second phase being faulted during the single phasing
period or the circuit breaker is closed manually on to a
three-phase fault.

Operating counters shall be included in each reclosing


relay for indicating the numbers of single pole and three­
pole reclosure.

Each reclosing relay may be combined with a synchro­


check relay.

1002-29.1.1.4 Synchro-Check Relays (25 + 27/59). Each synchro-check


relay to be furnished shall be used with the automatic
reclosing relay. Each synchro-check relay shall be In
accordance with the requirements of Article 1002-28.1.

1002-29.1.1.5 Loss of DC Alarm Relay (27XR). Each primary pilot


relaying DC control circuit shall be monitored by a loss of
DC alarm relay. Each relay shall be in accordance with
the requirements as specified in Article 1002-28.9.

Any additional equipment required for complete functions of
the primary pilot relay protection with permissive overreaching
transfer trip, permissive underreaching transfer trip and
directional comparison blocking shall be included with each
primary pilot relay system.

Provisions shall also be made with each pilot relaying for


selection of pilot scheme modes of operation as specified above.

1002-29.1.2 Backup Relaying. Each backup relaying to be furnished shall


be of the digital and numerical type and shall meet or provide
for the following:

1002-29.1.2.1 Distance Relays (21BU). Each distance relay system shall


be used to provide backup protection of transmission lines
against phase to phase and three-phase faults. Each
distance relay shall be of the three-phase, numerical type
with separate measuring elements for each type of faults.
Each distance relay shall have the characteristic which is
field adjustable, using blinders to take into account system
parameters, system conditions load flow, etc.

Distance relay shall include Ethernet rear port type RJ45


for the data communication between the relays at remote
substations and the PC at the central office.

Distance relay shall support IRIG-B signal input and


disturbance recorder function.

Each distance relay shall be in accordance with described


in Article 1002-29.1.1.1

1002-29.1.2.2 Auxiliary Tripping Relays (94BU). Each auxiliary


tripping relay to be furnished shall meet all the
requirements described in Article 1002-29.1.1.2.

1002-29.1.2.3 Loss of DC Alarm Relay (27XR). Each backup relaying


DC control circuit shall be monitored by a loss of DC
alarm relay. Each relay shall be in accordance with the

requirements as specified in Article 1002-28.9.

Any additional equipment required for complete functions of


the backup protection shall also be included with each backup
relay system.

All primary distance relays (21PI,21P2) and backup distance relay


(21BU) that referred in Article 1002-29.1.1.1 and 1002-29.1.2.1
respectively shall be difference type and difference manufacturer.

1002-29.2 Relay Line Terminal Utilizing Current Differential and Distance


Protection. Each relay line terminal shall utilize current differential
protection scheme as primary pilot protection and distance protection
scheme as backup protection. Each current differential relay system
shall be designed for use with a multiplexed communication link to
permit high speed simultaneous intertripping of the circuit breakers at
both ends of the transmission line. The communication link shall be
by means of a fiber optic cable which will be provided by EGAT.

Each current differential relay system shall be provided with either an


dedicated optical fiber communication channel or 64 kb/s pulse code
modulated channel as specified for interfacing with a multiplexing
equipment of the communication system.

Each backup distance relays for protection against phase and ground
faults. Each distance relay shall be of the non-switched type. Each
relay line terminal shall be provided breaker failure or local backup
protection for each circuit breaker.

Each relay line terminal shall include single pole and three-pole
tripping and reclosing protection scheme. The three-pole reclosure
shall be done through a synchro-check relay.

1002-29.2.1 Primary Pilot Relaying. Each primary pilot relaying to be


furnished shall be of the digital or numerical type and shall
meet or provide for the following:

1002-29.2.1.1 Current Differential Relays (87L). Each current


differential relay system shall be used to provide complete
protection for all combinations of phase faults and ground

faults. Each current differential relay shall be suitable for
high speed pilot protection applications and shall be of the
numerical type.

Current differential relays at both terminals of the


transmission line shall be designed to operate
simultaneously providing high speed fault clearance
irrespective of whether the fault current is fed from both
terminals or from only one line end.

Each relay system shall consist of a continuous magnitude


comparison of line current flowing through each terminal
of the protected line.

Continuous channel monitoring shall be provided with


each relay system.

CT saturation shall not result in any relay misoperation


for internal or external faults.

Each current differential relay shall include output


auxiliary relays to complete the functions of circuit
breaker tripping and reclosing, breaker failure protection,
trouble alarms, and etc.

Distance protection shall be included in each current


differential relay and shall be conformed to the Article
1002-29.1.1.1 except the requirement of pilot relaying
scheme. All distance elements shall be independently
configured to be permanently enabled or enabled during
the loss of the protection communication signaling.

All relays contacts for tripping duty shall be have an


operating time including bouncing time not exceeding 10
milliseconds at 250 Watt load.

Current differential relay shall include Ethernet rear port


type RJ45 for the data communication between the relays
at remote substations and the PC at the central office.

Current differential relay shall support IRIG-B signal
input and disturbance recorder function.

Operation indicator with reset pushbutton shall be


incorporated in each current differential relay for
indication of the relay operation.

Test facilities shall be provided with each current


differential relay.

1002-29.2.1.2 Auxiliary Tripping Relays (94P). Each auxiliary tripping


relay to be furnished shall be in accordance with the
requirements of Article 1002-29.1.1.2.

1002-29.2.1.3 Automatic Reclosing Relays (79). Each reclosing relay to


be furnished shall be in accordance with the requirements
of Article 1002-29.1.1.3.

1002-29.2.1.4 Svnchro-Check Relays (25 & 27/59). Each synchro­


check relay to be furnished shall be used with the
reclosing relay. Each synchro-check relay shall be III

accordance with the requirements of Article 1002-28.1.

1002-29.2.1.5 Loss of DC Alarm Relays (27XR). Each primary pilot


relaying DC control circuit shall be monitored by a loss of
DC alarm relay. Each relay shall be in accordance with
the requirements of Article 1002-28.9.

Any additional equipment required for complete functions of


the primary pilot relay protection shall be included with each
primary pilot relaying.

1002-29.2.2 Backup Relaying. Each backup relaying to be furnished shall


be of the digital or numerical type and shall meet or provide for
the following:

1002-29.2.2.1 Distance Relays (21BU). Each distance relay to be


furnished shall be in accordance with the requirements
of Article 1002-29.1.2.1.

1002-29.2.2.2 Auxiliary Tripping Relays (94BU). Each auxiliary
tripping relay to be furnished shall be in accordance
with the requirements of Article 1002-29.1.1.2.

1002-29.2.2.3 Loss of DC Alarm Relays (27XR). Each backup


relaying DC control circuit shall be monitored by a loss
of DC alarm relay. Each relay shall be in accordance
with the requirements of Article 1002-28.9.

Any additional equipment required for complete functions of


the backup protection shall also be included with each backup
relay system.

1002-30. 230 kV Transformer Protection. Each 230 kV autotransformer protection shall


consist of transformer differential relays as the primary protection and phase
overcurrent relays as the backup protection. A separate auxiliary tripping &
lockout relay shall be provided for each set of transformer protection.

1002-30.1 Transformer Differential Relays (87K). Each transformer differential


relay shall be in accordance with the requirements of Article 1002­
28.2.

1002-30.2 Non-Directional Overcurrent Relays (51 T/51 TG). Each non-


directional overcurrent relay shall be in accordance with the
requirements of Article 1002-28.5. Each relay will be used as the
backup protection for the transformer.

1002-30.3 Non-Directional Overcurrent Relays (51/51G). Each non-directional


overcurrent relay shall be in accordance with the requirements of
Article 1002-28.5. Each relay will provide protection on the low side
of the transformer against phase and ground faults.

1002-30.4 Non-Directional Overcurrent Ground Relays (51151GB1). Each non­


directional overcurrent ground relay shall be in accordance with the
requirements of Article 1002-28.6. Each relay shall be provided for
the tertiary winding protection.

1002-30.5 Non-Directional Overcurrent Ground Relays (51151 GB2). Each non­


directional overcurrent ground relay shall be in accordance with the
requirements of Article 1002-28.7. Each relay shall be provided for

the tertiary winding protection.

1002-30.6 Auxiliary Tripping and Lockout Relays (86K). Each auxiliary


tripping and lockout relay to be furnished shall be in accordance with
the requirements of Article 1002-28.4.

1002-30.7 Loss of DC Alarm Relay (27XR). Each transformer protective


relaying DC control circuit shall be monitored by a loss of DC alarm
relay. Each relay to be furnished shall be in accordance with the
requirements of Article 1002-28.9.

Any additional equipment required for complete functions of the transformer


protection shall also be included with each transformer protective relaying.

1002-31. 230 kV Bus Protection. 230 kV substation buses shall be protected by bus
differential relays. A separate auxiliary tripping & lockout relay shall be
provided for each zone of bus protection.

1002-31.1 Bus Differential Relays (87B). Each bus differential relay to be


furnished shall be in accordance with the requirements of Article
1002-28.3.

1002-31.2 Auxiliary Tripping & Lockout Relays (86B). A separate auxiliary


tripping & lockout relay shall be furnished for each zone of bus
protection, and shall be in accordance with the requirements
described in Article 1002-28.4.

1002-31.3 Loss of DC Alarm Relay (27XR). Each bus differential DC control


circuit shall be monitored by a loss of DC alarm relay. Each relay
shall be in accordance with the requirements as specified in Article
1002-28.9.

Any additional equipment required for complete functions of the bus


differential protection shall also be included with each bus differential relay
system.

1002-32. 230 kV Breaker Failure Protection. The necessary relays shall be provided so
that upon failure of a circuit breaker to trip within its normal time, the trip
circuit of all the appropriate circuit breakers necessary to isolate the faulted line
shall be energized to trip and lockout. Lockout relays shall be provided to

prevent reclose, either manual or automatic, until lockout relays are reset.
Sensing for breaker failure shall be by instantaneous overcurrent relays in
conjunction with timing relays. Provision shall also be made so that the remote
end relays, of the line with the faulted breaker, may trip the remote end breaker
instantaneously.

1002-32.1 Current Detector Relays (SOBF). Each current detector relay shall be
non-directional instantaneous overcurrent relay with fast-resetting
time of less than 30 milliseconds when the current drops from S times
of the pickup to zero. Each relay shall be of the numerical type. Each
shall contain two or three phase units and one ground unit with O.S-1 OA
pickup range. The setting for the phase and ground units shall be
independently adjustable. The indicating target shall be provided with
each relay.

A cut-off switch (SOBF-CO) with a separate red indicating lamp shall


be furnished with each set of the relays, to segregate the auxiliary
tripping and lockout relay from the current detector relay. Each cut­
off switch shall be in accordance with the requirements of Article
1002-21.

1002-32.2 Breaker Failure Timer (62BF). Each timer shall be a time delay relay
with timing range of O.OS to 1.0 second and shall be continuously
adjustable. An output contact with an indicating target shall be
provided with each timer. The timer may be included with the current
detector relay.

1002-32.3 Auxiliary Tripping & Lockout Relay (86BF). A separate auxiliary


tripping & lockout relay shall be furnished for each set of breaker
failure protection, and shall be in accordance with the requirements
described in Article 1002-28.4.

1002-32.S Loss of DC Alarm Relay (27XR). Each breaker failure protection DC


control circuit shall be monitored by a loss of DC alarm relay. Each
relay shall be in accordance with the requirements as specified in
Article 1002-28.9.

Current detector relay and breaker failure timer shall be especially designed for
the breaker failure function and it is unnecessary to create any logic to form the
breaker failure function.

Any additional equipment required for complete functions of the breaker
failure protection shall also be included with each breaker failure relay system.

1002-33. 230 kV Direct Transfer Tripping System. When the breaker failure protection
at the local end operates, the breaker failure protection shall transmit the trip
command to the remote end via a communication channel to trip and lockout
the remote end power circuit breaker instantaneously as sho\\'TI in Drawing No.
TP-E-6.3.

1002-33.1 Direct Transfer Tripping and Lockout Relay (86DTT). After


receiving the trip command via a communication channel, the direct
transfer tripping and lockout relay shall trip and lockout the breaker at
the local end. A cut-off switch (86DTTCO) shall be furnished with
each set of the relay to disable the direct transfer trip function when
the communication link is out of service. Each direct transfer tripping
and lockout relay and cut-off switch shall be in accordance with the
requirements as specified in Article 1002-28.4 and Article 1002-21,
respectively.

1002-33.2 Loss of DC Alarm Relay (27XR). Each direct transfer tripping


system DC control circuit shall be monitored by a loss of DC alarm
relay. Each relay shall be in accordance with the requirements as
specified in Article 1002-28.9.

1002-34. 115 kV Transmission Line Protection. For 115 kV substation, the protection
on each transmission line shall be a distance protection with carrier transfer
trip. The type carrier transfer trip relay is of the permissive transfer trip
scheme. Each relay line terminal shall include three-pole tripping and
rec1osing. The three-pole reclosure shall be done through a synchro-check
relay.

Each relay line terminal shall consist of the following components:

1002-34.1 Distance Relays (21P). Each distance relay system shall be used to
provide complete protection for all combinations of phase faults and
ground faults. Each distance relay shall be of the three-phase,
numerical type with separate measuring elements for each type of
faults and shall be of the non-switched type. Each distance relay shall
be of the integral type with all the main and auxiliary units mounted

and wired in one enclosure.

The measuring element shall determine simultaneously the distance


and direction of the fault. It shall be insensitive to frequency changes,
DC components and harmonics in the fault circuit. The measuring
element shall be directional with infinite directional sensitivity and
fast detection for all types of phase and ground faults, even when the
fault is on the line side of the CT terminals and the faulty voltage is
zero. The operating characteristic of the measuring element shall also
be capable of detecting high resistance ground faults. Each distance
relay shall also have the operating characteristic suitable for the very
long line and heavily loaded application. Each relay shall operate
properly with high values of source impedance. It shall be capable of
measuring all faults with minimum fault current of 0.2 time of rated
current. The maximum continuous operating current rating of the
distance relay shall not be less than 2.0 times of rated current.

The measuring element shall be adjustable between 0.05 to 50 ohm


per phase with 5A current rating.

Distance relays shall be insensitive to all balancing transients such as


power swing (hunting), capacitive loading etc., whereas it shall be
sensitive to detect fault current which can be less than the maximum
load current. For close-in fault near the relay location or bus-bar,
where the relay voltage is low, the relay shall be able to pick-up on
such faults, and operate only if the fault is in the protection zone and
in the proper direction. In any substation where there are more than
one transmission line in parallel, effective means for fault detection
shall be provided for each distance relay with either one or all the
lines in operation.

Each distance relay shall operate correctly for all types of evolving
faults. This shall include phase-ground faults evolving to phase­
phase-ground faults, phase-phase faults evolving to phase-phase­
ground faults, phase-phase faults evolving to three-phase faults, and
external faults evolving to internal faults.

The necessary relays shall be incorporated in each distance relay to


provide instantaneous tripping in the event that the circuit breaker is
closed manually on to a three-phase fault.

Each distance relay shall not misoperate for current reversals that may
occur during the clearing of external faults.

Each distance relay shall be suitable for operation with capacitor


voltage transformers.

The operating time of distance relays shall depend on the fault


location. For SIR ~ 3, ifthe fault location is less than 50% of the relay
setting, the operating time shall not exceed 40 milliseconds.

The time-step distance characteristics shall be of the four-step type.


Each time step shall be continuously adjustable to approximately 5
seconds, regardless of the settings of the others. Settings of distance
measurement in each step shall also be independently adjustable in
fine steps over a reasonable range. Distance measurement unit shall
be accurate, and provided with means to closely represent the primary
protection data, such as varied phase angle of the transmission lines,
etc.

Distance relays shall be able to be used with carrier equipment to


permit high-speed simultaneous intertripping of the circuit breakers at
both ends of the transmission line. Each relay shall be able to operate
properly with any type of carrier scheme such as permissive under­
reaching, permissive over-reaching, zone acceleration, transfer trip,
transfer block etc., that is satisfactory for high-speed trip of
transmission circuits where the available fault current may be lower
in magnitude than the maximum load current.

Each distance protection system shall be suitable for operation with


the reclosing scheme for the high speed trip protection.

All relays contacts for tripping duty shall have an operating time
including bouncing time not exceeding 10 milliseconds at 250 Watt
load.

A permissive transfer trip Cut-off Switch (PTTCO) shall be provided


to separate the distance relay from the transfer tripping scheme when
the carrier is out of service. Each carrier on-off switch shall be in
accordance with the requirements of Article 1002-21.

Each distance relay shall be provided with not less than five (5)
electrically separate self-reset nonnally open contacts in addition to
the contacts required by the distance protection scheme. These
contacts shall be : one contact shall be wired to initiate the remote
tenninal unit (RTU); one contact shall be wired to initiate the fault
recorder; one contact shall be wired to initiate the line fault locator;
and the others shall be wired to tenninal blocks for future use.

Each distance relay shall provide the same functions as listed in the
Article 1002-29.1.1.1.

1002-34.2 Auxiliary Tripping Relays (94P). Each auxiliary tripping relay to be


furnished shall be in accordance with the requirements of Article
1002-29.1.1.2.

1002-34.3 Automatic Reclosing Relays (79). Each relay shall be of the static,
digital or numerical type. Each shall be provided one high-speed,
single-shot, 3-pole reclosure for first zone faults and for remote
carrier trip signal. Each reclosing operation shall be initiated by a
contact of the primary protective relays. The dead time setting range
shall be adjustable between 1-15 seconds. The reclaim time setting
range shall be adjustable between 1 to 30 seconds. Each shall be
provided with two electrically separate nonnally open contacts, one
for annunciation of recloser operation and the other for annunciation
of recloser lockout.

In the event that the reclosing relay is used with a synchro-check


relay or voltage check relay, the reclosing relay shall be capable of
completing its reclosing cycle with a maximum time delay of 5
seconds imposed by the synchro-check relay or voltage check relay. If
the reclosing relay is not inherently capable of operating with a
supplemental device with a 5 seconds pick-up, then one extra timer
shall be provided for this purpose.

Each reclosing relay may be combined with a synchro-check relay.

1002-34.4 Synchro-Check Relays (25 & 27/59). Each synchro-check relay to be


furnished shall be used with the automatic reclosing relay. Each
synchro-check relay shall be in accordance with the requirements of

Article 1002-28.1.

1002-34.5 Loss of DC Alarm Relays (27XR). Each line relaying DC control


circuit shall be monitored by a loss of DC alarm relay. Each shall be
in accordance with the requirements of Article 1002-28.9.

Any additional equipment required for complete functions of the distance


protection scheme with permissive underreaching transfer trip, permissive
overreaching transfer trip, zone acceleration transfer trip and directional
comparison carrier blocking and with three-pole tripping and reclosing shall be
included with each distance protection scheme.

Provision shall also be made with each line relaying for selection of pilot
scheme modes of operation as specified above.

In case of the 115kV transmission is short, it shall utilize current differential


relay (87L) in accordance with the requirement of Article 1002-29.2.1.1 as
primary protection and distance relay in Article 1002-34.1 as backup
protection.

1002-35. 115 kV Transformer and Local Line Protection. For 115 kV substations, each
transformer and local line protection shall consist of the following
components:

1002-35.1 Transformer Differential Relays (87K). Each transformer differential


relay shall be in accordance with the requirements of Article 1002­
28.2.

1002-35.2 Non-Directional Overcurrent Relays (51T/51TO). Each non-


directional overcurrent relay shall be in accordance with the
requirements of Article 1002-28.5. These relays will be used as the
backup protection for the transformer.

1002-35.3 Transformer Differential Auxiliary Tripping & Lockout Relays


(86K). Each transformer differential auxiliary tripping & lockout
relay to be furnished shall be in accordance with the requirements of
Article 1002-28.4.

1002-35.4 Non-Directional Overcurrent Relays (511510). Each non-directional


overcurrent relay shall be in accordance with the requirements of

Article 1002-28.5. These relays will be used as the local line
protection against phase and ground faults.

1002-35.5 Overcurrent Auxiliary Tripping Relay (SIX). Each overcurrent


auxiliary tripping relay shall be in accordance with the requirements
of Article 1002-28.8.

1002-35.6 Loss of DC Alarm Relays (27XR). Each local line protective


relaying DC control circuit shall be monitored by a loss of DC alarm
relay. Each relay shall be in accordance with the requirements of
Article 1002-28.9.

Any additional equipment required for complete functions of the transformer


and local line protection shall also be included with each transformer and local
line protective relaying.

1002-36. 115 kV Bus Protection. 115 kV substation buses shall be protected by bus
differential relays. Each bus protection shall consist of the following
components:

1002-36.1 Bus Differential Relays (87B). Each bus differential relay to be


furnished shall be in accordance with the requirements of Article
1002-28.3.

1002-36.2 Bus Differential Auxiliary Tripping & Lockout Relays (86B). Each
bus differential auxiliary tripping & lockout relay shall be in
accordance with the requirements of Article 1002-28.4.

1002-36.3 Loss of DC Alarm Relays (27XR). Each bus differential protective


relaying DC control circuit shall be monitored by a loss of DC alarm
relay. Each relay shall be in accordance with the requirements of
Article 1002-28.9.

Any additional equipment required for complete functions of the bus protection
shall also be included with each bus protective relaying.

1002-37. 115 kV Breaker Failure Protection. Each 115 kV breaker failure protection
shall be in accordance with the requirements of Article 1002-32.

1002-38. Auxiliary and Control Relays. Additional auxiliary and control relays shall be

used to complete the control as required in this Specification and Drawing
Nos. TP-E-6.4 and TP-E-IO.2. All auxiliary and control circuits shall operate
on the rated DC voltage as specified for each substation, which shall be the
nominal rated voltage of each relay to be furnished.

Auxiliary and control relays shall be of the semi-flush mounted type if feasible,
otherwise of the surface mounted, switchboard type, with a removable cover
and transparent window, where applicable, and shall be finished dull black.

There shall be coil transient suppression device in order to protect the relay coil
from electromotive force.

The coils of relays shall be suitable for continuous duty at their normal
operating voltage. All contacts shall be of the renewable type with ample
current-carrying and interrupting capacity for the application, and shall
withstand at least 30 A, 600 V at 3 seconds and 5 A, 600 V at continuous duty.
Auxiliary relays of the mechanically latched-in type shall have manual reset
devices operable from the front of the panel and shall have an operating time
not to exceed 30 milliseconds. Auxiliary relays of the self-reset, standard-speed
type shall have an operating time not to exceed 40 milliseconds. Auxiliary
relays of the self-reset, medium speed type shall have an operating time not
exceeding 30 milliseconds. Auxiliary relays of the self-reset, high speed type
shall have an operating time including bouncing time not exceeding 20·
milliseconds.

1002-39. Interposing Relays. Interposing relays shall be used for substation control,
indication, and annunciation functions. Where necessary, interposing relay
shall be of the latched-in type especially for those concerning the mode
selection functions. Each Interposing relays shall be in accordance with the
requirements of Article 1002-38.

Interposing relays shall be of the highly insulated type capable of withstanding


5 kV positive or negative pulses applied across the coils and between the coil
terminals and ground with the contact assemblies bonded to ground.

1002-40. Annunciators. Each annunciator system shall be of the solid-state type


consisting of a back-lighted display assembly, alarm modules, a flasher, a DC
input type power supply, and an annunciator horn relay. Each annunciator horn
relay shall be wired to initiate the common horn. If specified, one common
horn shall be furnished for each substation. The annunciator system shall

operate from DC source with rated voltage as specified.

Each annunciator system shall be integrally mounted in a dustproof, back­


connected, flush-mounted, switchboard type panel. Individual windows shall
be separated from each other with suitable bezels. Each window shall be
provided with two lamps, connected in parallel. Window size shall be
approximately 25 mm high by 75 mm wide. Each nameplate shall be made of
white translucent material, engraved with black letters.

A red group pilot lamp for indication of annunciator operation and a white
indicating lamp assembly for monitoring availability of annunciator potential
shall be furnished, separately mounted, with each annunciator system. They
shall be suitable for mounting on the control board panel face.

Pushbuttons for "ACKNOWLEDGED", "LAMP RESET", and "FULL


FUNCTIONAL TEST" shall be furnished separately from annunciator system
and they shall be suitable for mounting on the control board panel face.
Pushbuttons shall be of the full shroud, dustproof, heavy duty type and
constructed for definite over-travel in both directions. Pushbuttons mounted on
the annunciator panels shall not be accepted.

The alarm hom shall be of the vibrating type, and shall be suitable for surface
mounting inside the control board.

Each power supply shall be of the DC-to-DC converter regulated type and
designed to protect it from high voltage and surge and to provide transient
surge isolation between the station battery and the sensitive electronic
components of the annunciator system. Each power supply shall be provided
with necessary equipment to protect it from overloads that occur on the output
side of the power supply. Each power supply shall include input reversed
polarity protection and overvoltage and short circuit protection on the logic
voltage supply. In the event of a short circuit on the power supply output, no
damage will occur to the power supply.

Each annunciator system shall be designed for continuous operation at any


voltage from 80 per cent to 120 per cent of rated voltage as specified and at a
range of ambient temperatures of 10°C to 50°C and 0 to 95% humidity.

Each annunciator system shall be designed for full functional test.

Events that occur during the full functional test shall be stored in memory and
displayed at the end of the test.

Solid-state alarm modules shall consist of highly reliable logic circuits and
circuit components. All modules shall be mounted on plug-in circuit cards.

Plug-in circuit cards shall be so designed that selection of annunciator sequence


can be achieved by operation of switches on the card or by substitution of
cards. Circuit cards shall be designed to operate either with contacts that closed
for alarm or open for alarm by the use of plug-in jumper or by selector switch.
Lock-in shall be provided to prevent momentary alarms and selected by the use
of switch or jumper on circuit card.

All signal inputs and outputs of annunciator modules shall be provided with
optical couplers and RC filter circuits for high voltage and surge protection.

Wiring boards shall be epoxy-fiberglass construction. Printed circuit wiring


shall be employed with soldered or welded connections to circuit components.
Wiring boards shall be provided with gold-plated contacts.

All annunciator systems to be furnished shall have the same numbers of alarm
points per alarm module and all alarm modules shall be interchangeable.

The annunciator operational sequence shall be manual lamp reset type


and shall conform to the fol1owing table:

Each annunciator shall be designed so that the closing of a trouble contact shall
flash the annunciator lamp, light the group pilot lamp and sound the alann.

The operator shall then be able to silence the alann, stop flashing and
extinguish the group pilot lamp by pressing the horn reset pushbutton and
extinguish the annunciator lamp by pressing the lamp reset pushbutton,
provided the trouble contact has been opened.

Operation of the lamp reset pushbutton shall not cause the alann to sound.
Release of the pushbutton shall not cause the alann to sound again whether or
not any trouble contacts are still closed. Operation of an annunciator lamp shall
not interfere with or cause false operation of any other annunciator lamp
whether operated simultaneously or in sequence.

Wrong operation of any pushbutton shall not cause malfunction to the correct
operation of the system.

Operation of the test pushbutton shall simultaneously simulate inputs and


exercise the logic of each alann point.

1002-41. Size of Drawings. All drawings and transparent reproducibles of all final
approved drawings of metering and relaying diagrams, main control board
equipment layout, AC schematic, DC schematic, internal wiring diagram of
each panel, and nameplate and annunciator schedules shall be as follows:

1002-42. Factory Tests. After the s\\-itchboard and panel structures have been fabricated
and all components assembled, the complete gear including instruments, relays
and devices shall be given standard factory tests and all others in accordance
with the latest applicable standards of NEMA and ANSI. These tests shall
include, but not be limited to, the following:

1002-43. Finishing and Painting. Finished panel surfaces shall be free from waves,
bellies, or other imperfections. Exterior and interior surfaces shall be cleaned
by sanding and steam cleaning, ground smooth, filled, primed, sanded and shall
be finish-painted inside and outside with ANSI 61 medium gray (RAL 7036
full gloss).

One quart of matching paint shall be furnished under each item of equipment
for touching up damaged places.

1002-44. Spare Parts List. A list of spare parts shall be provided with the type number,
style number, and catalog number of each spare part as required for each type
of relays, instruments, meters, and auxiliary devices based upon 50 hertz
operation and the voltages as applied to the circuit.

1002-45. Tools and Accessories. All special tools and accessories required for
installation and normal operation and maintenance of the equipment shall be
furnished to the System Protection Department. The notebook computer,
software (stored in diskette or CD-ROM), manual to used the software and
connector links between relays and PC should be furnished to the System
Protection Department for each substation which relays protection can be
connect by the computer. The specification of notebook computer should be
clarified by user of the System Protection Department.
