Topic 2 : Scope
PM1 There are 12 modules developed in PhIS. Besides that, scope of deliverables include
infrastructure. As of today there are more than 3298 CRs, out of those 1341 number
completed

2.1 To what extend that this project was executed according to initial plan?

PM1 Cost for PhIS project was capped at RM 340 million. Till today, the project has not burst
its spending based on planned budget

3.1 From management perspective, what are the factors that contribute to this?

PM1 Throughout the PhIS project implementation; none of the sites has to shut down its
services to enable PhIS deployment.

4.1 Do you think the implementation strategy works for PhIS or other factor may contribute
to ease the implementation?

Topic 5 : User Adoption

UA1 Business Process Reengineering (BPR) and Change Management were one of the key
project activities in PhIS implementation

5.1 BPR was conducted at the very beginning of the project to address standardised
workflow and policy for all sites. PhIS software was developed based on this standard.
What do you see from this benefit perspective to MOH on this aspect?

5.2 Change management has been conducted aggressively prior to implementation at each
site. Change management agents were appointed along with the change sponsors
(advocates). User resistance to change is kept at minimum. Are you happy with this
situation and should change management activities continue as part of the internal
service?

5.3 As of today, we have 1118 numbers of sites with more than 20,000 direct users. PhIS
seem to be quite well accepted by the users.
