Since January, the Department of the
Interior and Local Government (DILG)
region 10 has been conducting orientation-
workshop in all barangays in the region.
This is to orient and enhance the profi-
ciency of barangay officials, especially the
newly-elected ones, in managing the affairs
of their respective barangays.
Said orientation is simultaneously
conducted around the country by all field
officers of the Department, in coordination
with the Liga ng mga Barangay. It is a
distance learning education, which means
all these orientations are done on-site in
their respective barangays or as joint
activity with other barangays.
In Misamis Occidental, 321 barangays
from its 11 municipalities and one compo-
nent city had all undergone orientation by
municipal local government operations
officers and provincial staff of DILG.
Meanwhile, the province of Lanao del Norte
had already oriented 209 barangays from
its 11 municipalities, the province of
Bukidnon with 220 barangays from its 11
municipalities, in the province of Misamis
Oriental with 261 barangays from its 17
municipalities and one component city, and
President Gloria Macapagal Arroyo
launched a new program for the margi-
nalized poor in the province of Misamis
Occidental last January 9, 2008 at the
Ozamiz City School of Arts and Trade. She
was joined by top officials from DSWD,
LBP, DILG Region 10, and local executives
in the said province.
The President, in her speech, explained
that the Ahon Pamilyang Pilipino program
(APP) is a national poverty reduction
strategy using a conditional cash transfer
card that shall provide money to extreme
poor households to allow the members of
the said families to meet certain human
development goals set by her government.

the province of Camiguin which started with
nine barangays from one municipality.
This General Orientation on Enhancing
the Proficiency of Barangay Officials
Towards Effective Governance is one of
the three parts in the Barangay Newly-
Elected Officials (NEO) program of the
DILG. In the said orientation, all newly
elected and even re-elected barangay offi-
cials will be oriented on all basic informa-
tion about barangay government with
focus on the role of the barangay as the
basic political unit. It intends to assist them
in their performance of their duties and
functions as development partners of the
national government.
Other parts of the Barangay NEO pro-
gram is on Strengthening of the Barangay-
Based Institutions (BBIs) and conduct of
Special Skills training. The second part
emphasizes on teaching the barangay
officials on BBIs-organization, functions and
processes that will maximize their potential
in barangay governance. The latter are
special trainings to be conducted by other
identified national government agencies and
other training institutions with focus on
honing the special skills of the barangay

(1) Would the preventive suspension of
SB Secretary Hermolando Caytuna
be considered an interruption of his
government service and therefore
extend his retirement?
(2) Would SB Secretary Caytuna be
allowed to retire even before the
lapse of his preventive suspension
before a final decision is reached in
the case involving the latter?
With regard to the first query, the inter-
ruption of service in relation to the 3-term
limit rule applies only to elective local
officials by virtue of that express prohibi-
tion in RA 9164 where they are given the
privilege to run and be elected and to
serve for the same position for 3 con-
secutive terms. The rule does not apply
to appointive officials and employees.
However, the imposition of preventive
suspension is considered a gap in
government service of SB Secretary
Caytuna as appointive employee. Fur-
thermore, retirement from service is
mandatory on an appointive official or
employee when he or she reaches the
mandatory age for retirement.
As to the second query, Section 12
(Termination of Office) R.A. No. 3019
provides that No public officer shall be
allowed to resign or retire pending an
investigation, criminal or administrative,
or pending a prosecution against him, for
any offense under this Act or under the
provisions of the Revised Penal Code on
bribery.
Thus, it being clearly established as a
fact that the accused is being prosecuted
under R.A. No. 3019, then Section 12,
thereof, finds application against SB
Secretary Caytuna.

R10 readies coaches and program managers for Brgy NEO
Last February 5-6, 2008, a Regional Coaches and Program Managers Orientation for the
Barangay Newly Elected Officials (NEO) program was conducted by DILG-10 at the Gardenia
Guesthouse, Macasandig, Cagayan de Oro city to jumpstart the program in the region.
Said training was participated in by around 93 DILG-10 officers from all provinces, cities and
municipalities in region 10. They will form as teams of coaches that will soon spearhead the con-
duct of the Barangay NEO program in their respective LGUs.
Director Quirino Libunao gave the overview of the barangay NEO program. He stressed the
significance of this program and the need to make the barangay officials aware of their respective
roles and responsibilities.
Libunao announced that the roll-out of the Barangay NEO Program will immediately be
implemented at the barangay level after the regional coaches orientation. It shall strictly be done
on-site, consistent with the austerity measures of the government.

Learning Concepts and Radyo Aralan, (2) Barangay Government Structure and Organization, (3)
Powers and Services performed by the Barangay, (3) Barangay Officials Duties, Functions and
Benefits, (4) Basics of Barangay Development Planing, (5) Basics of Barangay Finance, and
(6) Basics of Barangay Legislation.

support to the Millennium Declaration in
alleviating poverty. Since then the
Department has been conducting several
activities in the local government units to
localize the MDGs. The LGUs are
encouraged to intensify their efforts in the
implementation of such programs,
projects and activities (PPAs) to achieve
the MDGs.
Now, the Department is working with
the Department of Finance (DOF) to offer
funding assistance to those eligible LGUs
for their respective MDG PPAs. The
DILG, on the other hand, will provide the

Planning. Workshops on drafting the FS
or project proposal by the LGUs were
focused on these components.

The training does not end here
because the PDMU members will conduct
visits to these participating LGUs to
provide more assistance in finalizing their

The Barangay NEO program was
designed by DILG, Local Government
Academy, with the National Barangay
Operations Office, DILG regional offices,
Liga ng mga Barangay and the local gov-
ernment units.
Registration fees are handled only by
the Liga ng mga Barangay. They also
identify the training venue, shouldering
the accommodation and managing the
billeting of participants and training
management staff.
DILGs responsibilities are on
designing the program, flow of the
orientation, and organize regional/provincial
teams of coaches based on the criteria set
by the program. The office also prepares
the local calendar of program offerings
from NGAs, local resource institutions and
private sectors that can be accessed or
made available to barangays.
Meanwhile, LGUs are enjoined to
support DILG and the Liga in the implemen-
tation of the Barangay NEO program.

and responsibility to DILG by having the

Governor Zubiri pronounced that he is
very happy that his strong support to the
peace and order program produced
outstanding accomplishments such that the

national award. That he allocated then a
P15 M budget for the PPOC this year. The
P1M will finance POC operations and the
P14M will be used for the support and
honoraria of Barangay Tanods who are the
frontliners in the barangays. DILG Bukidnon
will be in charge in disbursing the fund for
the tanods since this is under the scope of the
office.
This pronouncement happened during
the joint meeting of the Regional and
Provincial Peace and Order council meeting
last January 23, 2008 at Loizas Pavilion,
Casisang, this city. Said meeting coincided
with the visit of the the POC National
Evaluators where Bukidnon and Region X
are the National Finalists for CY 2006 Best
POC.
Said meeting was jointly scheduled to
provide a venue for the RPOC and PPOC
Evaluating Teams-National Search and
Awards Committees of the National Peace
and Order Council to validate the accom-
plishments of the two POCs.
During the meeting, the Chair of
Provincial Peace and Order Council (PPOC)
and Regional Peace and Order Council
(RPOC) expressed his sentiment and plans
for the peace and order in the province.
We cannot be complacent. We can be
offensive but we will find alternativessuch
as providing livelihoods to the rebel
returnees, stressed Governor Zubiri Jr. on
the issue of insurgency.
Other crucial issues besetting the region
and the province discussed during the meet-
ing were on matters relating to criminality,
illegal gambling, illegal drugs, and the plight
of the Sumilao farmers in Bukidnon.
Governor Zubiri vowed to support the
eradication of any form of illegal activities
operating in the province and on curbing
criminalities and insurgencies. He encou-
raged the Mayors to do the same in their
respective areas of responsibility. He also
stressed that the case of Sumilao Farmers is
not yet resolved. Further negotiations will
have to be conducted to come up with a best
solution, he added.
Moreover, a number of Regional
Directors commended and congratulated
Governor Zubiri for his outstanding
accomplishments as chair of the two peace
bodies.

 FIELD Gov. Zubiri Awards Outstanding LGUs
REPORTS Governor Jose Ma. R. Zubiri Jr. awarded
the best performing LGUs in the Province
during the monthly convocation sponsored
by the Governors office held at the
Provincial Capitol grounds last January 14,
2008, this city.
For the Gawad Pangulo sa Kapaligi-
ran (GPK) 2007 - dubbed as the Governor
Zubiri Award for the Cleanest and Green-
est Municipalities and Inland Bodies of
Water - 1st placer went to Pangantucan (1st
to 3rd class category) and Kadingilan (4th to
6th class category). Each LGU received a
plaque and cash prize of P175, 000.
The municipalities of San Fernando
and Maramag were 2nd and 3rd placers,
respectively, under category A (1st-3rd
class municipalities category). On the
other hand, the municipalities of Sumilao
and Damulog were the 2nd and 3rd plac-
ers, respectively, for Category B (4th-6th
class municipalities category).
For the Inland bodies of water, the
Siloo River in the municipality of Malitbog
was awarded the Cleanest River and Lake
Pinamaloy in Don Carlos for the Cleanest
Lake. Both LGUs received plaques and
cash prizes of P50, 000 each.
The provincial finalists were given
plaques of appreciation and consolation
prizes.
Best POC
For CY 2007 Search for Best
Peace and Order Council (POC), the
municipalities of Manolo Fortich (1st to 3rd
class category) and Kalilangan (4th to 6th
class category) were big winners. The City
of Malaybalay also bags the 1st place in
the component city category. Each LGU
received plaque and cash prize of P50,
000. These three LGUs were automati-
cally nominated as national finalists in the
CY 2006 Search for Best Peace and Order

DILG Malaybalay supports LGU Award
The City DILG team of Malaybalay continues its support to the annual Search for
Outstanding Barangay Government of the local government of the local government of
Malaybalay. DILG Malaybalay has always been active in the evaluation ever since its
inception.
For the CY 2007 award, the DILG team once again joined other evaluators from the
LGU and evaluated the barangays in the city. The month-long evaluation started last
February. Followed by the one week consolidation.
After careful deliberation by the committee, Barangays Kalasungay, Violeta and 8
were held as big winners for the categories A, B and C respectively. Categories are
based on the IRA of the barangay. Category A is for barangays with IRA of P1M and
above. Category B for IRA of P500,000 and above but below P1M, while category C is
for those barangays with IRA below P500,000.
Awarding of winners will be held during the celebration of the Malaybalay City
Foundation Day on June 2008. (With report from DILG Malaybalay)

LTIA
Under the Peace and Order Program,
the CY 2007 Lupong Tagapamayapa
Incentives and Awards (LTIA), known as the
Governor Zubiri Award for Best Performing
Lupong Tagapayamapa, also awarded
deserving barangays which has execute
effective local arbitration.
Barangays Poblacion of Pangantucan
(1st to 3rd class category) and Kisolon of
Sumilao (4th to 6th class category) won as 1st
placers, each receiving a plaque and cash
prize worth P26, 000. Barangays Poblacion
and Agusan Canyon won as 2nd and rd
placers for the 1st to 3rd class category,
while barangays Poblacion and Liboran
were 3rd lacers under the 4th to 6th class
category.
In CY 2006, the LTIA national award-
giving body conferred the barangay
government of Damilag, Manolo Fortich as
the 2nd runner up in the (1st to 3rd class
category).
Governor Zubiri was very supportive of
these endeavors ever since the inception of
the said programs.
The Provincial Government of
Bukidnon is determined in its goal to
produce national achievers in various
award-giving bodies, both local and
national, that responds to the programs and
objectives of the national government.
DILG spearheaded the conduct of
evaluation on these local award-giving
bodies.
Attending the event were Municipal
Mayors down to the Barangay Officials who
are also the awardees along with the
Bukidnon provincial employees and guests
attended the said activity. (With

Last March 29, 2008, barangays
in the cities of Cagayan de Oro,
Malaybalay and Valencia held
barangay assemblies. Common
issues raised during the
assembly were on peace and
order, proposed barangay
projects, community tax, health
care, among others.
