1.0. Introduction
India has a wide variety of climate and soils on which a large number of
floriculture crops such as Roses, Carnation, Gerbera, Ilium, Chrysanthemum, Bird of
Paradise, Orchid, Marigold, Gladiolus, Tuberose and Cut Greens etc. are grown.
From last decade the importance and demand for flowers has increased
tremendously. Odisha has made a great achievement in vegetable production.
However, the need for diversification to floriculture was acknowledged by
Government looking into the demand and to make agriculture more profitable,
through efficient land use; create skilful employment for rural masses and women,
and optimize the utilization of natural resources (soil, water and environment). The
changing scenario encourages private investment. Resultantly floriculture has
moved from rural confines to commercial venture attracting youth since it has
proved to be intellectually satisfying and economically rewarding.

At national level floriculture sector has emerged as a potential player in the


Indian economy contributing 30% to GDP in agriculture from more 8.5% area under
horticultural crops as well as a means of diversification in overall development of
agriculture.

Horticulture invariably improved the economic status of our farmers. The


earlier seasonal availability of fruits and vegetables has now extended to all the
year round, increasing the per capital consumption of fruits and vegetables. It has
also played a significant role in women empowerment, providing employment
opportunities through mushroom cultivation, floriculture, processing, nursery
raising, vegetable seed production etc. The national goal of achieving 4% growth in
agriculture can be achieved through the major contribution in growth from
horticulture.
In Odisha, prior to 1977, Horticulture interventions were under taken,
simultaneously, along with normal agriculture programmers as a part of Directorate
of Agriculture & Food Production. Thus before creation of separate Directorate of
Horticulture, promotion & development of horticulture crops was taken as second
priority, nest to rice, pulses etc. After separation of Horticulture Directorate from
DA & F.P. in 1977, systematic & structured approach for horticulture development
came into being. A designated cadre of extension personnel, through inadequate,
was put in place in 1989. Since then the Directorate of Horticulture is engaged in
promotion of fruits, vegetables, flowers, mushrooms, medicinal and aromatic plants
etc.
2.0. BACKGROUND
2.1. Location: Odisha is situated in the east coast of India and lies between 17 o 49
N & 22o 34 N latitudes and 81o 27 E & 87o 29 E longitudes. Its eastern border
fronting the Bay of Bengal and shares borders with Jharkhand to the North, West
Bengal to the North-East, Chhattisgarh to the west and Andhra Pradesh to the
south. It spreads over an area of 155,707sq. kms (4.74% of India) and is the 10 th
largest state in the country.
2.2. Demography: As per the 2011 census the population of Odisha is more than
4.19 crores and it is the 11th largest state (4% of the country) in the country. Out of
the total population about 83.32% of the population lives in rural area. Cultivators
and agricultural laborers constitute 65% of the total workforce.

2.3. Physiographic: Odisha is mostly an extensive plateau sloping gently towards
the coastal plain along the Bay of Bengal. It has a long coastline of 480 kms. Odisha
can be divided into 4-physiographic zones i.e.

The Coastal Plains at slightly above sea level, comprising 26% of total land
area; the Eastern Ghats at 300-500 meters elevation, comprising about 32% of total
level area; the Central Table Land at up to 900 meter elevation comprising about
24% of total land area and the Northern Plateau at up to 1000 meter elevation
comprising 18% of total land area.

2.4. Climate: The climate of the state is tropical, characterized by high


temperature, high humidity, medium to high rainfall and a mild winter. The
normal rainfall is 1451.2 mm of which 75-80% is received from June to from
South-West monsoon. The peak period of rainy season is from 15 th June to
September.
The actual rainfall received and rainy days vary from district to district.
Although the quantum of rainfall is quite high, its distribution during the monsoon
period is highly uneven and erratic. The occurrence of natural calamities such as
drought, flood and cyclones are quite frequent.
The mean annual temperature of the State is 26.890 C with mean annual
maximum of 32.560 C and mean annual minimum of 21.300 C.

2.5. Land use classification: The net area sown during 2008-09 was 56.04 lakh ha
while the gross cropped area was 90.71 lakh ha giving a cropping intensity of 162
per cent. Agriculture land accounts for 56% of total land area and is sowing a
gradual declining trend over the years.

2.6. Soil: Soils of Odisha have mainly developed under the influence of relief,
parent material and climatic factors and have been divided into 8 broad soil
groups. These broad soil groups are:

Red loam and red sandy soils


Laterite and lateritic soils
Mixed red and yellow soils
Alluvial soils
Coastal saline soils
Black soils
Mixed red and black soils
Brown soils
The soil types differ widely from highly acidic to slightly alkaline and from
light sandy to stiff clay. The soils are mainly acidic with the degree of acidity varying
widely. Further, about 4 lakh hectares are exposed to saline inundation, 3.54 lakh
hectares to flooding and 0.75 lakh hectares to water logging particularly in the
deltaic areas.

The majority of soils in Odisha are light textured red soils, which have low
water holding capacity, low fertility and are highly erodible.
2.7. Agro-climatic zones: On the basis of climate, soil, rainfall, topography, crops
suitability and crop adoptability the state has been divided into ten agro-climatic
zones which are served by 8 Regional Research and Technology Transfer Stations
(RRTTS), 8 commodity research centers and 14 Adaptive Research Stations (ARS). The
climatic data, pre-dominant soil groups and the agricultural districts which are
included in these zones are given below.

2.8. Land Availability: The state has a total cultivable area of 61.80 lakh hectares.
Out of this, 15.11 lakh hectares are low lands, 17.55 lakh hectares are medium
lands and 29.14 lakh hectares are high lands. The district wise break up is given
overleaf.

2.9. Farming structure: According to the agricultural census of 1995-96 there were
39.66 lakh operational farm holdings occupying 51.44 million ha with an average
land holding of 1.3 ha the marginal and small farmers constitute 82% of the farmers
who have access to 50% of the operational area. Thus the remaining 50% is
occupied by only 18% of landholders as depicted.

2.10. Irrigation : The total irrigation potential created during 2008-09 from all
sources is 42.74 lakh ha (28.67 lakh ha during Kharif and 14.07 lakh ha during Rabi).
The gross irrigated area during the year is 31.77 lakh ha (Kharif 20.81 lakh ha. + Rabi
10.96 lakh ha.) which is 74% of the potential created. The source wise irrigation
potential created so far (up to 2008-09) is indicated below.

2.11. Potential Floriculture: The agro-climatic diversity in the state with its high rain
fall distributed over a four-month monsoon and a reasonably moderate winter
allows for growing a variety of floricultural crops. The agro-climatic conditions are
immensely suitable for floriculture like Roses, Carnation, Gerbera, Lilium,
Chrysanthemum, Bird of Paradise, Orchid, Marigold, Gladiolus, Tuberose and Cut
Greens (ornamental foliages used in flower bouquet) etc. The low-temperature in
hilly areas at higher altitude offer ideal conditions for growing various kinds of
flowers. Of late floriculture is also showing excellent prospects. The State thus
enjoys a natural comparative advantage for horticulture with possibilities for
growing a diversified basket of flowers. Floriculture is the fast emerging and rapidly
growing sector in the state. Earlier, known mere as a gardeners activity, it has
become a lucrative venture, creating huge employment potential as indicated by
the growing number of florist. It is worthwhile to mention that Odisha is a treasurer
house of many orchids. Commercial flowers are being grown in the sub urban areas
and as home stead in inland districts over an area of 7321 ha. The area under
floriculture is increasing due to the increasing demand for flowers in the urban areas
and timely intervention of the Directorate of Horticulture by providing input and
logistic support.

3.0. Concept:
During National Conference on Horticulture one power point presentation
was made on the Centre of Excellence established in Haryana in technical
collaboration with Israel. The working of the Centre attracted the participants and
it was told to establish such a centre in each state under RKVY. A Centre of
Excellence is under construction in Deras Farm near Bhubaneswar mainly for
Vegetables and Vegetable Seedling productions, with approximate expenditure of
Rs. 18 Crores. In order to explore the potentiality of the state on floriculture
another Centre of Excellence in Floriculture has been proposed for establishment in
Kotagarh Govt. Farm in Kandhamal district.

4.0. Goal:
Production of high value flowers those grow in lower average temperature
climate.
5.0. Objectives:
The basic objectives of the establishment of Centre of Excellence in Floriculture are
as follows:
To facilitate timely supply of quality flowers and high value vegetables those
require lower temperature to the urban market within and outside state.
To ensure modification in the planning time of floriculture crops.
To reduce field mortality of quality planting materials of floriculture crops.
To permit accurate crop scheduling.
To minimize wastage of expensive seeds.
To increase per unit production of floriculture produces.
To impart training to farmers/entrepreneurs/staffs.
To act as a demonstrative farm for farmers.

6.0. Scope:
Odisha with its diversity nature of soil and climatic conditions favours the
cultivation of floricultural crops under open and protected cultivation. There is
good demand for flowers and planting materials both inside and outside the state.
The vagaries of climate most of the times plays a great role in production which can
somewhat be managed with hi-tech production technologies. Further the
productivity of various floricultural crops remains lower to that of national level and
very low to the agriculturally developed states of India. This can be suitably
modified by disseminating the technology of hi-tech floriculture and increasing per
unit productivity. Further the availability of various seasonal produce can be
increased and made available during off season there by increasing the profitability.

7.0. Strategy:
To achieve the said objectives, it has been proposed to establish Center of
Excellence of floricultural crops first of its kind in the state of international standard
with latest technologies from Israel in collaboration with private partners. The
center will be managed by the staffs of the directorate. The necessary funds are
proposed from RKVY during 2013-14.

8.0. Site: It has been proposed to establish the Centre of Excellence at Kotagarh
Farm, Kandhamal to facilitate marketing as well as visit of farmers and delegates.
The land is available by the Directorate of Horticulture, Odisha with an approximate
area of 80ha. It is located adjacent to the State High Way from Balliguda to
Muniguda and 2.0 Km. prior to Kotagarh Block Headquarter. It is around 25
hundred feet from MSL. The temperature in cold months comes down to 2 to 5 0C
and goes maximum up to 40 0C for few days during summer. The annual average
rainfall is 1450 mm.
9.0. Proposed activities:
It has been proposed to take up the following activities under the programme.
A) FLORICULTURE UNDER CONTROLLED CONDITION
1. Roses in Green house (4000 Sqmt)
2. Carnation cultivation in Green House (4000 Sqmt)
3. Carnation cultivation in Tunnel with top vent. (4000 Sqmt)
4. Gerbera in Green House (4000 Sqmt)
5. Cultivation of Lillium naturally ventilated tunnel (4000 Sqmt)
6. Chrysanthemum in naturally ventilated high tunnel (4000 Sqmt)
7. Bird of Paradise under Net house condition (4000sqmt)
8. Orchid in Net house (4000sqmt)
9. Cut green under net house (8000 Sqmt)
B. POST HARVEST MANAGEMENT:
Besides cultivation all post-harvest technology for different crops will be
demonstrated.
C. FARMERS TRAINING:
There will be a farmers training center with class room training along with
practical on field training facilities.
It is a path breaking project which will have a facility to grow and train
simultaneously the Govt. officers and farmers of the state.

10. THE STRUCTURES


a. The poly house: This will protect the seedling from environmental stress
and ensure good germination and higher productivity. This will be of
naturally ventilated type with minimum height of 6m and provision of fogger
and dehumidifier. The G.I pipes will be used as the base material for
longevity.
b. The shade net house: This will perform as a hardening chamber if the
seedlings are to be planted under stressful and early season conditions. The
transplant may be hardened off by reducing temperature of poly house.
Further reducing watering will also provide some hardening effect but the
plant should not wilt. If plug plants are slightly soft, additional period of
conditioning can improve field performance. This process allows the plant
to become acclimatized to outside conditions while still in the tray. Over
stay of seedlings in poly house may result in additional root growth reducing
plant stand in the field. Further cultivation of certain crops will be made
under these structures. The G.I pipes will be used as the base material for
longevity.

layered, thermic , anti drip, UV Blocking, Anti sulphur, antivirus, Anti dust
etc of high quality with 3 years warranty.
c Poly cover fixing and locking: Aluminium Profile and coated spring
d Polyhouse Ventilation: Top vent 1- 1.2 M, Side ventilation 3-3.5 m, covered
with 40 mesh antivirus net of yarn diameter 0.24 mm
e Insect Net: Imported UV resistant and UV Block with 5 years warranty
against UV Degradation of 0.24 mm. It should create optical and physical
barrier and optical barrier for the insect
f Drip and Foggers of international standard and Make
g Motorised thermal Screen ( with DC Motor to prevent power failure)

11. Gerbera cultivation in Greenhouses and, naturally ventilated high tunnels


with roof ventilation

Gerbera is the leading cut flower used in party and marriage decoration and
it has a great demand in local and metro markets. Gerbera cultivation will be
demonstrated on 2000 sqm of greenhouse and 2000 sq. m of high tunnels.

The specification of the floriculture green house structures is as follows:


A Greenhouse naturally ventilated 4000 sqm each, External column 3 inch dia,
Internal column 2 inch, Arch 2 in, Diagonal Support 1 and 3/4 inch dia, Gutter 2
mm thickness. The structure will be semi arched in shape and shall be assembled
at site. Gutter height 4 mtrs, Ridge height 7 mtrs.
B Clading material : Selection of crop based material , 200 microns, 5 layered,
thermic , anti drip, UV Blocking, Anti sulfur, Antivirus, Anti dust, IR 504 Ginegar
Make, 3 years warranty.
C Polycover fixing and locking: Aluminium Profile and coated spring

The specification of the floriculture tunnel structures is as follows:
Tunnel with top Ventilation and Trellising (Imported Top Vent Tunnel Structure from
Israel). The structure is prefabricated and assembled on site by means of bolts, nuts and
washers only, without welding. The structure is made of galvanized steel pipes and profiles
for long life. This enables easy implementation and full adaptation to all related
subsystems used in modern greenhouse production. The structure is designed for wind
speed of 100 km/h & 25kg/m2 vertical load.

Manual roll-up curtain on both sides, made of 3/4" pipe and same polyethylene as the roof
cover,
The curtain is secure to the tunnel by 8mm rope.
One meter width overlap to ensure rain resistance at the beginning & end of each curtain.
Covering and vent open vents
5 layered 200 Microns IR 504 from Ginegar Plastic Products Limited, Israel
25 meshes (Top vent) to block penetration of birds and fly's and insect 27% wind, 8-10%
shade.
A high-density polyethylene net, super-stabilized against UV ray
50 meshes (sides vent), anti-insect net
The net should be made of monofilaments that are manufactured with special UV-resistant
materials, giving the net durability and longevity. It has strong tucked selvedge, and is
flexible, light, and easy to spread.25-27% shade. The net will be sewed to a skirt, to block
penetrations of animals and heavy weather.
General information:
The structural designs are in accordance with the Israeli standards: Steel standards 1225,
load standards 414/1982, 412/1992.
Load calculation: 120 km/h & 25kg/m2 vertical load (including self-weight)
All metal pipe are made of pre galvanized at 275 grams/m2
Drip and Foggers
Red Chromatinet from M/S Polysack Plastic Industries, Israel with 5 years guarantee
a) Cut flower roses under greenhouse condition:

Rose is popular cut flower in India and abroad. Different varieties of


roses will tested and cultivated in 4000 sqm of naturally ventilated greenhouse
with latest technology.

The specification of the rose green house structures is as follows:


A Greenhouse naturally ventilated 4000 sqm each, External column 3 inch
dia, Internal column 2 inch, Arch 2 in, Diagonal Support 1 and 3/4 inch dia,
Gutter 2 mm thickness). The structure will be semi arched in shape and
shall be assembled at site. Gutter height 4 mtrs, Ridge height 7 mtrs.

b) Cultivation of Soilless Lilium in naturally ventilated high tunnels with roof ventilation
Lilium is a crop where farmers can make more money from a small area. This is a crop
with short growing period. Different varieties of lilium will be demonstrated on 2000 sqm
of high tunnels.

SOILLESS LILIUM

The specification of the lilium high tunnel structures is as follows:


Tunnel with top Ventilation and Trelissing (Imported Top Vent Tunnel Structure from
Israel). The structure is prefabricated and assembled on site by means of bolts, nuts and
washers only, without welding. The structure is made of galvanized steel pipes and profiles
for long life. This enables easy implementation and full adaptation to all related
subsystems used in modern greenhouse production. The structure is designed for wind
speed of 100 km/h & 25kg/m2 vertical load.

Cultivation of Chrysanthemum in naturally ventilated high tunnels with roof ventilation


This is a short day crop and flowers are available only for two months in a year. In
greenhouse with the help of light control this flower can be grown throughout the year
and it can generate very high revenue for the farmers. We intend to demonstrate it on 4
no's of 1000 sqm of tunnel

d) Bird of Paradise under net house condition:


This is a very hardy flower and it is easy to grow in Odisha conditions. Once planted
it can give flowers up-to 20 years continuously. The crop will be planted in net
house of 4000 sq. M

e) Gladiolus and tube rose in open field:
These are the two major bulbous crops grown in open field throughout the
country and are always in good demand in flower market. We will be demonstrated
2 acres gladiolus and 2 acres of tube rose with best suited varieties.

12. POST HARVEST MANAGEMENT:


We intend to show case the harvesting, post-harvest management of all the
above crops grown at our center.

13. FARMERS AND OFFICIAL TRAINING:


There will be modern training center with class room training along with
practical on field training facilities for 150 farmers at a time. Also a farmer's
hostel with a 50 room will be built at the center. An Israeli expert need to be
engaged for a period of 1 years contract to train the local experts.
14. TOOLS AND EQUIPMENTS:
The modern tools and equipments a will be installed in the Centre of
Excellence for facilitate and ease of the working.

15. MANAGEMENT:
As it is a new concept for the state, it has been proposed to take up the
establishment of the Center of Excellence by the private partner to be selected on
Expression of Interest as done in the state of Haryana. However, agreement has to be
made with the private partner to give hand hold support for at least 6 months of
production (after full development) to the staffs of the Directorate. Thus trained man
power will be created within the Directorate.
The Centre of Excellence will be managed by an Assistant Director of Horticulture
to be deputed for the purpose along with 2-Assitant Horticulture Officer, 2-Horticulture
Overseers and 4-Village Horticulture Workers. They will be trained at various protected
cultivation centers of the country.
