2. INTRODUCTION
SPEDI is a windows application which allows to easily apply the fast method for the
determination of areas at risk during the External Emergency Planning (EEP) of
industrial plants with Risk of Relevant Accident (RRA).
The calculation methodology is based on the contents of Attachment 1 of the Italian law
DPCM 25 February 2005 (Guidelines for setting up the external emergency plan
described at article 20, point 4, of the Legislative Decree 17 August 1999, n. 334).

The SPEDI software may be used both by Public Agencies in charge for emergency
planning for industrial risk, and by technicians of plant obliged to setup an external
emergency plan.

SPEDI allows to load and georeferentiate cartographic bases in raster format (JPG, PNG,
GIF, etc.) and to position the accident point over them. The areas at risk may be
represented over the cartographic base, and the graphical result may be copied or saved.
When the actual coordinates of the accident point are available, the results may be
exported in KML format and then viewed in Google Earth.

3. SYSTEM REQUIREMENTS
SPEDI is a Windows application that can be used both on 32 bit and 64 platforms. It is
based on the .NET framework 2, which must be present on the PCs where it is installed
(the installation package checks if they are present). SPEDI has been tested by the
developers under Windows XP, Windows Vista and Windows 7. It has not been tested
under older versions of Windows.
It might not function correctly under any Windows emulator of Mac, Linux or Unix systems.

3.1 Installation

To install SPEDI from the distribution setup package, simply double click over the setup
file. The Setup program will issue a number of prompts. Unless you have a reason to
override the defaults it is strongly recommended that you accept the installation default
settings (just press OK, Yes, or Next, as appropriate). SPEDI requires the .NET
framework 2, and the installation package checks for their presence. If they are not
present, the setup package will automatically install them on your PC.

3.2 Uninstallation

There are two ways to uninstall SPEDI, should you wish to do so.

1.1.1 Control panel

Activate the Control Panel, double click Add/Remove Programs, and double click on the
SPEDI list box entry.

1.1.2 Start menu

From the Start menu, click Programs, then SPEDI, and then Uninstall SPEDI.

4. SPEDI ORDERING INFORMATION


All orders are subject to the SPEDI License agreement. Enviroware srl is willing to
license the SPEDI software only if you accept all of the terms in the license agreement.
Please read the terms carefully before you install the software, because by installing the
software you are agreeing to be bound by the terms of the agreement. If you do not agree
to the terms, Enviroware srl will not license the SPEDI software to you, and in that case
you should immediately delete all copies of the software you have in any form.

4.1 Permanent software license delivery

The permanent software key will be sent by email in no more than 2 working days after
the purchase. If the order is received during working days from 9 a.m to 6 p.m Italian time,
the permanent software key is typically sent in less than one hour.

4.2 Credit card orders

You can place secure credit card orders on the Internet using the order link on the
Enviroware web site (http://www.enviroware.com/portfolio/spedi/). Alternatively, you can
use the BUY NOW link on the License Registration form.
They both will transfer you to the e-commerce platform FastSpring
(http://www.fastspring.com/) where you can complete your payment. We dont hold any
information about your credit card. FastSpring will also issue your invoice.

4.3 Other types of orders

Many types of order are possible, some of them depend on the country where the
customer resides. To view all the order types try to purchase the software (you can abort
it if you do not want to proceed), or contact Enviroware srl (info@enviroware.com).

4.4 SPEDI pricing

Current price is indicated on the SPEDI web page:

The software purchase price includes:
the software package and the unlimited-time license;
one year of free software updates;
one year of free technical assistance.
After the first year software updates, technical assistance and license transfer will be
available only to users which will purchase the yearly, or multi year, maintenance plan.

5. REGISTRATION
SPEDI must be activated with an evaluation key or with a permanent key.

5.1 Evaluation key

If you want to evaluate SPEDI click on the TRY NOW link on the License Registration
form represented in the following figure (you need an active internet connection during
this phase).

A web page of the Enviroware's internet site will appear, asking to insert optional
information (country and town) which will be used only for statistical purposes. You may
insert your email address if you want to be informed about new Enviroware products,
otherwise click the Proceed button and you will see a page containing an evaluation
license key. Copy the key, paste it in the License key field shown in the previous figure,

then click the registration button at the lower right corner of the form. At this point you
will be able to evaluate SPEDI for a limited number of days.

The evaluation version has some limitations with respect to the full one:
watermarks or notes are written on each plot,
images cannot be copied,
images cannot be saved,
accident position is randomly moved of about 50 m when exporting KML files for
Google Earth,
check for updates is not activated.

5.2 Permanent license

You obtain a permanent key only after purchasing SPEDI. The permanent key is bound
to a single computer by means of a computer identifier which we need to receive from
you. The computer identifier is a code automatically generated by the software to
uniquely identify the PC where it is installed.
After receiving the payment we will send to the buyer an email containing the instructions
to download the full version of the software and the permanent license.

Please note that:


the software is not physically delivered on any type of support, it will be
downloaded from an internet address;
the permanent license alone will not enable all the features of the software, the
buyer must download and install the full version of the software.

6. SUPPORT AND QUESTIONS


Technical support is available to all the customers covered by a maintenance plan.
To check whether you have the most recent version of SPEDI, please use the Check
for Updates menu item. Updates are free for users covered by the maintenance plan.
Please see the SPEDI web page (http://www.enviroware.com/portfolio/spedi/) for
answers to common questions.
The best way to report problems is to send an email to info@enviroware.com (you can
also use the feedback button on the software, which is represented by an envelope).
When reporting problems, please include at least the following information:
1. Is the problem reproducible? If so, how? (Please include the input data).
2. What version of Windows are you using?
3. What version of SPEDI are you running? (To see what version of SPEDI you have,
choose the About button). Please include version number and date in your problem
report.
4. If a dialogue box with an error message was displayed, please include the full text
of the dialogue box, including the text in the title bar.

7. GRAPHICAL INTERFACE
The calculations performed by SPEDI are based on the Fast Method (Metodo Speditivo)
described in Attachment 1 of the Italian law DPCM 25 February 2005 (Guidelines for
setting up the external emergency plan described at article 20, point 4, of the Legislative
Decree 17 August 1999, n. 334).

The main form of the SPEDI software is represented in the following figure.

There are five menu topics:


File: allows to save a new configuration file (i.e. a set of instructions used for running
AERSCREEN) and to load an existing configuration file.
Options: allows to specify the graphical properties of each risk zone, to position the
accident for exporting the KML file (Google Earth), and to briefly describe plant and
accident.
Map: allows to load a cartographic base, to georeferentiate it, to position the accident
point and to copy or save the results.
Actions: Allows to calculate the areas at risk, to represent them on the map or to
export them in KML files for Google Earth, and to create a brief report which can be
modified, copied and saved in RTF format.
Help: allows to access the Users Guide (this document), to send feedbacks and to
carry out other operations.

7.1 File

7.1.1 File > Load configuration

The File | Load configuration menu item allows to load SPEDI configuration files
previously saved. The configuration files are XML files with the extension .spd.

Some example configuration files are distributed together with the software. They are
saved in folder \Enviroware\Spedi\ that is created within the common application
data folder. The common application data folder position depends on the installed
Windows version. For example, in Windows 7 the common application data folder is
C:\ProgramData\, while in Windows XP it is C:\Documents and Settings\All
Users\Application data\.

7.1.2 File > Save configuration

The File | Save configuration menu item allows to save SPEDI configuration
files.

7.1.3 File > Exit

Exits the program. Remember to save your work before using this command. The
software always asks for a confirmation before quitting.

7.2 Options

7.2.1 Options > Zones

The Options > Zones menu item allows to define the graphical properties of the areas
at risk (i.e. colors and widths for their representations).

7.2.2 Options > Accident positioning (Google Earth)

The Options > Accident positioning (Google Earth) menu item allows to
define the accident position which will be used for exporting the point in KML format for
Google Earth. The accident position may be defined in terms of geographical coordinates
(latitude and longitude), or of UTM coordinates. Export in KML format may be done only
after the accident positioning.

7.2.3 Options > Description

The Options > Description menu item allows to insert a description for the plant
and for the accident. These descriptions will be then used for creating the report at the
end of the simulation. The descriptions are optional.

7.3 Map

7.3.1 Map > Load

The Map > Load menu item allows to load a raster file to be used as cartographic base.
It is possible to load the following graphic formats: PNG, JPG, BMP e GIF.

7.3.2 Map > Georeferentiate

The Map > Georeferentiate menu item allows to specify the real coordinates of two
known points on the map, with the aim to define a coordinate system. In order to get a
good georeferentiation, it is advisable to select the two points as far as possible one from
the other.
The georeferentiation is done by means of the mask represented in the following figure.
The coordinate system is assigned to the cartographic map through the following steps:
1. Select Initial point coordinates;
2. Click on the map over the first point of known coordinates in order to get them in
terms of pixels, then insert the real coordinates;
3. Select Final point coordinates and repeat the same operation;

4. Click on the Ok button (the green one).


Note that the current version of SPEDI allows to use only meters as units of measure for
the real coordinates.

At this point SPEDI will determine a swcale for the map. The map scale and the posizion
of the cursor over the map are shown in the lower left corner of the main mask.
It is important to note that:
The loaded image must have the same scale along X and Y;
The two known points cannot have the same coordinates along X or Y;
The two known points must be as far as possible one from the other.

If the graphic image has an associated world file the georeferentiation is automatically
done by SPEDI, and the above described procedure can be skipped.
A world file is an ASCII file used by the geographical information systems (GIS) to
georeferentiate raster images of relatively small size. A world file descrbes position, scale
and possible rotation of the map. Such files are composed by six records containing the
following information:

Record 1: pixel size along X in terms of map units per pixel


Record 2: rotation around the Y axis
Record 3: rotation around the X axis
Record 4: pixel size along Y in terms of map units per pixel (almost always
negative)
Record 5: X coordinate of the pixel center of the upper left corner of the image
Record 6: Y coordinate of the pixel center of the upper left corner of the image
The cartographic bases loaded in SPEDI cannot be rotated, therefore records 2 and 3
are always 0.0. Moreover, the absolute values of records 1 and 4 must be the same,
which means that the map has the same scale along X and Y.
An example of world file is represented in the following table. It shows that the map has
a scale of 0.5 units per pixel, no rotation is present, and the center of the pixel in the upper
left corner has coordinate (436165, 3292405).

The world file must be in the same folder where the image is located. It must have the
same name of the raster image, while the extension must obey to the rule reported in the
following table.

7.3.3 Map > Accident positioning (Map)

The Map > Accident position (Map) menu item is activated after the map
georeferentiation. It allows to graphically-specify the accident position over the map (i.e.
by clicking over the map). Such menu item shows the mask represented in the following
figure, which shows the accident position, i.e. the point where the user has clicked, both

in terms of pixels and of map units. It is also possible to specify the color and the size of
the point which will represent the accident position. The accident position is stored by
SPEDI when the user clicks on the green Ok button, while it is not stored if the user leaves
the mask with the exit button (red cross).

7.3.4 Map > Clear

The Map > Clear menu item allows to delete any drawings and markers represented
over the map (not the map itself).

7.3.5 Map > Save

The Map > Save menu item allows to save the cartographic base and any other graphical
representation over it.

7.3.6 Map > Copy

The Map > Copy menu item allows to copy the cartographic base and any other graphical
representation over it.

7.4 Actions

7.4.1 Actions > Calculate

The Action > Calculate menu item open the mask which allows to specify the type
of substance involved into the accident (hazardous substances; hazardous families of
substances; substances generated by fires). It is then possible to select the substance,
its physical state, the process/working type and the final event (explosion; toxic release;
fire; dispersion of toxic fumes; fire and explosion). The quantity of substance involved
(Mg), the coefficient for determining the third zone of risk, and the stability class (D5 or
F2) must also be specified. When the accident concerns the dispersion of substances
into the atmosphere, the wind direction (in degrees from North increasing clockwise) must
be specified.
The calculations start by clicking the green Ok button. The results are shown in the lower
part of the mask. The red cross button closes the mask, and the last calculations are
stored.

7.4.2 Actions > Draw on map

The Actions > Draw on map menu item allows to plot the risk zones over the
cartographic map. Such action is therefore available only is a cartographic map has been
loaded. An example of graphical result is shown in the following figure for the atmospheric
dispersion of a toxic substance. When the final event is an explosion or a fire, the area of
risk are represented as circles.
The map legend can be positioned everywhere over the map simply by clicking over it
and dragging.

7.4.3 Actions > Export in Google Earth

The Actions > Export in Google Earth menu item allows to export a KML file
representing the areas at risk. Such file can be loaded in Google Earth. This action is
available only if the user has defined the accident position by means of the menu item
Options > Accident positioning (Google Earth). An example of results is
shown in the following figure.

It is observed that in evaluation mode the accident position is randomly moved of


about 50 m with respect to the correct position. Therefore an erroneous positioning
in evaluation mode is not due to a software error.

7.4.4 Actions > Report

The Actions > Report menu item allows to generate a brief report containing the
description of the accident (if specified by the user), the accident input parameters and

the values of the areas at risk. Such report can be modified by the user, then copied or
saved in Rich Text Format (RTF).

7.5 Help

7.5.1 Help > License

This menu item opens the Registration form, which is used for obtaining the computer
identifier needed for preparing the permanent license.

Opens the SPEDI User's Guide (this document).

7.5.3 Help > Feedback

This menu item allows to send a feedback, or report an error via email. Note that the
message subject is automatically prepared; it contains software name, version and date
(e.g. Feedback for: SPEDI 1.2.10.0 (2014-12-21))

7.5.4 Help > Check for updates

This menu item opens the SPEDI web page.

7.5.5 Help > Web site
