QUALIFICATION CRITERIA FOR SELECTION OF SUB-CONTRACTOR/ VENDER:-

1. General:- If the Contractor propose the Sub-contractor before award of works, sub-contractor
should fulfill the below mentioned criteria as on the dates of bid opening and if proposed after
award of works, then Sub-Contractor should fulfill the criteria as on the date of proposal.

A) For Sub-contractors (manufacturers/ Suppliers) of Conductors, Cables:-

a. The firm should be registered with the statutory body for manufacturing of items covered in the
Bidding/Contract Documents. ( Copy of the Registration Certificate to be enclosed)
b. The firm should be in business for at least two years and its annual manufacturing capacity should
be at least five times the ordered quantity. (Copies of the Documentary evidence to this effect to be
furnished)
c. The firm should have supplied similar equipments/item to Central/State Power utilities in last two
years. (Evidence to be submitted)
d. The firm should have type test certificates (as per relevant BIS) for similar products of
equivalent/higher rating duly certified by reputed testing laboratories and representatives of
central/state power utilities.
e. The firm should have testing laboratories equipped with all testing equipments/instruments along
with calibration certificates from statutory/Regulatory body to carry out all the routine tests in house.
f. The firm should have established Quality control organization.

B) For Manufacturers/Supply) Sub-contractors of all other items (Poles, Hardware etc.)

a. The firm should be registered with the statutory body for manufacturing of items covered in the
Bidding/Contract Documents. ( Copy of the Registration Certificate to be enclosed)
 b. The firm should be in business for at least one year and its annual manufacturing capacity
should be at least five times the ordered quantity. (Copies of the Documentary evidence to this
effect to be furnished)
c. The firm should have supplied similar items to Central/State Power utilities in last one year.
(Evidence to be submitted)
d. The firm should have test certificates (as per relevant BIS) for similar products of
equivalent/higher rating duly certified by reputed testing laboratories and representatives of
central/state power utilities.
e. The firm should have established Quality control lab.

2. The employer reserves the right to reject any proposed sub contractors/vendor, in case the
proposed sub contractors/vendor are not meeting the qualification criteria.
C. Vendor Approval procedure for approval of New Pole Factories:
a. The firm should be registered with the statutory body for manufacturing of items covered in the
Bidding/Contract Documents. ( Copy of the Registration Certificate to be enclosed)
b. The firm should have type test certificates (as per relevant BIS) for similar products of
equivalent/higher rating duly certified by reputed testing laboratories and representatives of
central/state power utilities.
c. The firm should have established Quality control lab.
d. Inspection of factory by the Officers of SBPDCL with regard to plant, machinery and Quality
Control lab shall be done.
e. Testing of Poles at manufacturer works.
f. The performance of such new poles shall be monitored and to make it possible the name of pole
factory should be engraved along with the name of project and year & month of manufacture for
identification for easy identification.
Based on the performance of poles of these new manufacturers for period of minimum One
Year decision with regard to manufacturers representation of regular vendor approval may be
considered.
g. The employer reserves the right to reject any proposed sub contractors/vendor, in case the proposed
sub contractors/vendor are not meeting the qualification criteria.
