WORK
APL Service Connection and LT Lines

APL Service Connection including Extension of


LT line (wherever required)
Under
STATE PLAN Scheme

VOLUME I: SECTION-VII

(This document is meant for the exclusive purpose of bidding against the
specification and shall not be transferred, reproduced or otherwise used
for purposes other than that for which it is specifically issued).
General Information and scope of work

1. Detailed scope of work under different Circles in Bihar State to be


implemented on Turn-Key Contract basis is defined in this section.
Detailed scope of work that Employer intends to get executed
through the contractor described hereunder.

2. The scope of work includes execution on turn-key basis to cover but


not restricted to the following activities, services and works:-

i. Complete design and engineering of all the systems, sub-


systems, equipment, material and services.
ii. The survey of all APL household for providing Service Connection
under the scheme is in the scope of Turn Key Contractor. After
getting details of identified households, agency will survey the
actual requirement of quantity in respect to LT line, Service wire
etc and submit it to utility. The filling of request form prescribed
for service connection by the consumer is in the scope of
turnkey Contractor.

iii. Providing engineering data, drawings and manuals for review,


approval & records of the Employer.

iv. Manufacturing, supply, testing, packing, transportation and


insurance from the manufacturer's works to the site.

v. R e c e i p t , storage, insurance, preservation and conservation of


equipment at the site.

vi. Fabrication, pre-assembly (if any), erection, testing and


commissioning of all the equipment/material including
successfully putting them into satisfactory operation.

vii. In addition to the requirements indicated in the section


Technical
Specifications all the requirements as stated in other sections
shall also
be considered as a part of this specification as if
completely bound herewith.

Viii. The contractor shall be responsible for providing all material,


equipment and services specified or which are otherwise
required to fulfill the intent of ensuring operation ability,
maintainability and the reliability of the complete work covered
under this package.

ix. All services & activities required to be given contractually by the


bidder during warranty period.

x. To ensure compliance to the observations of Quality Assurance


Inspections and to submit compliance reports including
photographs within 15 days from hearing. This would also be an
important conditionalitys for release of stage payments.
xi. After village-wise/habitation wise completion of initial scope of
service connections, if any consumer requests for service
connection during the period of execution the same has to be
completed by agency.

3. For individual equipment specifications reference shall be made to


the relevant sections under Technical Specification.

4. Works covered under package:

i. LT line through AB Cable


ii. Service connection to APL HH

5. General: Following basic assumption have been made while covering


detailed scope of work under the package:

a. Type of Supports: Following type of supports are envisaged in


the package:

6. This package is covering following sections:

i. LT Lines Extension
ii. APL Service connection

7. Section-1: LT Lines

The supply, erection, testing and commissioning of LT lines shall


generally be performed as per REC Construction manual for Medium and
Low Voltage Lines (REC Manual 8 / 1955). However, salient features are
detailed out in foregoing par as:

7.2. Line Work involves mainly following jobs:

i. Survey of LT lines and LT single phase service consumers of Above


Poverty Line (APL) category,
ii. Procurement, pre-dispatch inspection, insurance and supplying
required
materials to site/site stores.
iii. Maintaining project wise site stores, maintaining round the clock
security of stores, materials record keeping, materials handling in
stores and up to working site location,
iv. Establishment of fabrication workshop as per requirements of work,
v. Temporarily removing obstructions created by LT lines of
distribution network in the locality and making good the same on
completion of work,
vi. Erection of supports, stay sets, stringing of AB cable etc for
completion of lines work,
Vii Jumpering/ Connection of lines to existing system network.
Vii Testing & commissioning of APL Service Connection works with
i the existing system.

7.3. The Contractor shall start detailed survey and shall submit
report/results
progressively as per agreed PERT chart. Contractor shall extract
required
topographical maps from Survey of India.

7.6. POLE LOCATION: Poles shall be located as per following principles:


7.6.1. Keep spans uniform in length as far as possible. The maximum
permissible span shall be as per REC specifications. However, actual
span may vary as per site conditions. The contractor shall submit
detailed route map of line for Employers approval. In the course of
surveying, any conspicuous variations in route length of the line shall
be brought to the notice of Engineer in Charge. The Employer, if
considers this variations unavoidable, shall make necessary alteration
inline route which shall be carried out accordingly and revised route
map shall be submitted for Employers approval by the contractor.

7.6.2. The span should be as near as possible to the basic design span
indicated in
REC drawings numbers mentioned below:

7.6.2.1. LT Lines B-8, B-11, B-36, B-37

7.7. In this package, the scope of execution of LT lines is also covered. At all
such locations, the contractor shall make adequate provision to guard
against danger to linesmen and others from the lower voltage system
being charged above its normal working voltage by leakage from or
contact with the higher voltage system.

7.8. The LT line between distribution transformer and consumers shall be laid
using LT Air Bunched cables as per prevailing practices of the states.

7.9. In case of LT ABC Cable conductor formation of LT lines, neutral


conductor brought from transformer neutral should be extended to
single phase consumer premises to install and maintain earth Point. Or
else, individual consumers may be provided with separate earthing
along with service connection to maintained earth point in the consumer
premises.

7.10. LT AB cable: For extension of supply from existing line (AB cable / Bare
Conductor) to extended LT line, connection shall be through AB Cable.
The arrangement shall be as described below:

7.11. For this arrangement phase conductors of AB Cable shall be segregated


from the bearer wire.

7.12 Bearer wire of LT AB cable shall be anchored through eyehook


arrangement similar to dead end (anchor) clamps.
7.14. Connection from AB cable & messenger / bearer to bus bar of pole
distribution box should be done using IPC (insulation piercing,
connector).

7.15. LT lines shall be constructed with Aerial Bunched Cable. Support at


each of the Pole as per the final line route to be decided based on
survey. For LT lines with 'ABC', supports shall have Eye- hook and
suspension clamp arrangement for anchoring of bearer wire associated
with ABC line. These shall be as per the Drg. No. REC Construction
Standard: E-34 & 35.

7.16. For LT pole locations, where consumer connections are more


than two (extended), AB Cable shall be anchored on their bearer wire
with suitable clamp or hook arrangement. This clamp shall be similar
to dead end type (anchor) clamps, cable portion shall be terminated in
and out of the distribution box. The anchor arrangement to be
provided on both sides of the pole to facilitate connection of ABC
to the next pole of the line. Locations, where LT lines have to cross
important through fare (Main road, HT line etc.) suitable extension
arrangement (pole top bracket) shall be provided to maintain the
clearances and sags.

8. Section 4: LT CONSUMER CONNECTION FROM SERVICE POLE

11.1. Service connection: General installation procedure of Service


Connections has been elaborated below. For all identified APL (Above
Poverty Line) consumers, the contractor shall carry out following
works:
a. Service line from nearby LT pole/Distribution
Board/Distribution
Transformer,
b. Installation of energy
meter,
C. Low Tension Protective equipment,
d. Installation of earth point,
e. Testing of consumer meter at distribution licensees test laboratory.

The Following Guidelines is being provided for effective installation


of Service Connection:

i). Fixing/grouting of service pipe which includes making of hole on the wall,
passing the service pipe through wall and fitting of earth clamp at suitable
place.
ii). Fixing of Rag bolt for supporting of service pipe with use of 10/8 no SWG
wire with use of admixture of Sand, Cement and chips including fixing of
service pipe with Rag bolt and earth clamp arrangement. Quantity of
Cement, sand and chips should be appropriate to ensure proper fixing.
iii). Stringing of Bearer wire 10/8 SWG from service pipe up to pole and laying
of PVC wire through suitable porcelain Reel Insulators with the support of
bearer wire (for isolating the PVC from bearer wire) from overhead LT line
(SMDB/Bare Conductor) up to Meter Box/Meter Board.
iv). Meter Board will be fitted on the wall with 5 Nos of Proper size of screws.
Thereafter, meter will be fitted on board in Box and its allied
fitting/connection with kit kat/MCB.
v). Bearer wire will be connected to earth wire on the pole of LT system.
vi). Draw a PVC wire through service pipe for earthing whose one end is
connected to bearer wire near service pipe and another end to earth
knob/bolt mounted on meter board or near the meter box.
vii). If earthing system is available in the premises of consumer then the earth
wire of system will be connected to earth knob/bolt.
viii). In case service connection is to be provided from Bare Conductor, a U Loop
has to be provided with ACSR Weasel Conductor as per Size and dimension
attached with this BOQ Sheet " U Loop Drawing" (Total length of ACSR
Conductor is 28 Inches, and required binding wire of 3 mm size to bind the
conductor with existing line)

Following materials shall be used for single phase service connection:

11.2. Service Cable: As per BOQ.

Following are instruction for service cables:

a. The cable shall be free of joints,


b. The cables shall have substantial weather proof and weather
resisting properties.
c. The span shall not be more than 40 meters or shorter.
d. GI wire shall be used invariably when insulated services cable is
preferred between LT Pole and Meter box.
e. The service wire should be taken through suitable porcelain
spool or any other insulating cleat attached with bearer wire by
means of binding wire.

11.3. Meter Board: The meter board should be preferably of the box type
with sides covered and back open i.e. the meter board will have a
frame all round having a clear depth of 40mm to which front board will
be fixed. Size of the meter board should be as specified in the BOQ.
Each meter board shall be provided with 4(four) anchor bolts 6 mm.
Meter board shall be made of good quality SMC Material.
11.4. Service Supports: Service supports comprising of G.I. Pipe, Rag
Bolts/Cheera Bolts etc as per provisions of BOQ..

11.5. Single Phase energy meter Fully Static, class 1.0, compatible
with states existing metering system, 5-30A, 240 Volts. Meter body
and cover shall be sealed
after testing and adjustment with the sealing plier in association with
DISCOM officials.
11.6. PVC Pipe: PVC Pipe 25 mm2 dia (ISI marked) as per IS-2509 (3 mtr
piece) for service termination if PVC pipe is being used to receive
service wire, then 3 meter length angle 35x35x5mm duly painted shall
be used to support the pipe.

11.7. GI Wire: 4.00 mm/3.15 mm dia hard quality GI wire as per IS 280 is to
be used to support the service wire coming from the LT line pole and
for guy. The service wire shall have ground clearance of 5800mm
across the road, 5500mm along the road and 4000mm elsewhere. The
span should not be more than 40 meters.

11.8. LT line support should be installed matching with the single-phase-


service-wire length requirements of up to 40 meters.

11.9. GI pipe or MS angle 35mmx35mmx5mm shall be clamped firmly using


40x3mm
MS flat clamps at at-least two locations.

11.10. GI Medium Class ISI marked, (Blue tripped painted) pipe 20 mm


dia (3 mtr single length without joints) as per IS 1161

11.11. ISI marked double pole miniature circuit breaker as per BOQ [for Single
phase and three phase]

11.12. Meter box for single phase meter made of Fiberglass Reinforced
Polyester (FRP) based sheet moulding compound (SMC) 2.5 mm thick
conforming to 1S:13410 (1992) shall be provided for meter protection,

11.13. Porcelain Reel Insulator/ Spool Insulator as per requirements,

11.14. Unarmoured single core 1.5 sq. mm PVC Wire (For installation earthing)

11.15. Meter board should house Energy meter, earth terminal as per
Rule 33 (1) of IE Rules 1956, , sealed cut-out after the meter as per IE
Rules No 58 of Indian Electricity Rules 1956 and 16 A MCB. It should be
installed at 1500mm min height on the wall. The earth terminal shall
be installed and maintained by DISCOM/Distribution licensee.
11.17. LT Air Bunched cables:

For LT lines with AB Cables, pole shall have Eye-hook and suspension
clamp arrangements for anchoring of bearer wire. These shall be as per
Drg No. E-34 and E-35 of REC Construction Standards.

Pole mounting distribution box, as per the specifications, should be


installed on LT pole for providing consumer connection. The supply
should be tapped from the IPC (Insulation Piercing Connector)
installed on the LT AB cable (on the pole). Thus Pole mounted
distribution boxs LT bus should be charged as well the neutral bus
should be connected by tapping of messenger/neutral wire.

9. Section: 5 Identification of STATE PLAN (APL SERVICE CONNECTION)


Assets:

9.1. All Support Structures Single Pole (SP), are to be provided with
unique identification of the structure as per prevailing practices of state.
The details of pre-painting preparations, painting and writing shall be as
given in section Technical specifications. Provision of Pole top Painting for
identification of Poles is in the scope of work.
