It's on our front cover, it's written about in newspapers, blogs and
it's all over social media. Now people are voting about it. It is the
ending of cannabis prohibition. Cannabis advocates for years
have been saying that cannabis prohibition is more harmful to
society than the plant itself and for me I think we're now seeing the
results of years of hard work.

As the world is aware Washington and Colorado are states where


cannabis is legal and now Alaska and Oregon have joined them.
The District of Columbia also voted overwhelmingly for cannabis
legalization but apparently it has to be agreed upon by the U.S.

Congress. Unfortunately there has been an indication by some
that they won't agree to the vote. If so it would be a tragedy for them to accept the 30% vote gathered on the No side
as the majority and ignoring the 65% who supported the measure as the minority. This would be a most certain blow to
democracy.

The voting doesn't end there as other states such as Arizona, California, Maine, Massachusetts and Nevada will have
votes happening in 2016. And who knows maybe Missouri will join them. IF the measures in these states pass, this
could bring the numbers of states who've ended cannabis prohibition to ten, which is the same number when the U.S.
federal government to end alcohol prohibition.

When you look at things globally we have seen the changes in Uruguay with countries such as Jamaica, Spain, Peru
and others looking to some form of ending cannabis prohibition. To learn about some of them please go to

upcoming election in Canada sees a change in government things could change there as well. To help with that we
have included some information on the Liberal Party of Canada cannabis policy which was approved by 77% of the
Liberal delegates at their 2013 convention. While missing details it does show that they plan to allow the citizens to
grow their own cannabis or purchase it from a licensed store. This is very similar to the alcohol model where a person
can brew their wine or beer or go to the store to purchase it.

If you look back over the last few years, even as far back as the votes in the late 90's, the end of cannabis prohibition
has been making a slow climb to becoming a realization and hopefully into something that we can say we have
achieved. It started with a just one place agreeing on allowing it to be used medicinally and now it has gotten to a point
where an election isn't being held when its legalization isn't being decided.

When the end of cannabis prohibition becomes a reality for


the cannabis community the battle will have to continue.
While we can celebrate it won't be a time where we can just
say we did it and just be done with it. There will be those
who oppose ending it and they will continue their fight. This
will mean the cannabis community will have to keep the
fight going and continue educating people. If we let our
guard down and say the job is done, those who oppose us
will take control of the message and before you know it
we'll be behind and not out in front.

Estimated Time: 1 hour and 10 minutes
Serves: Makes 2 cups Ingredients: 2 cups sugar -1 cup light corn
syrup - 1 cup water - 1-2 ounces
Ingredients: 1 cup/250ml milk, 5 tbsp marijuana tincture Candy or Lollipop molds -
granulated sugar, 1 cup/250ml light cream, Your choice of food coloring and flavoring
pinch of cinnamon (optional),1/2 tsp vanilla
extract, 1/8oz/3.5g cannabis, finely ground, Instructions: Add sugar, syrup, and water to
5oz/150g unsweetened chocolate a pot on the stove over medium-heat. Stir
until all ingredients have dissolved and bring

Prisoner of the Drug War: Paul Free

Life in prison. Without possibility of parole. For a
nonviolent marijuana offense. Let the reality of
that sink in for a minute. No, this isn't happening
in some backwards, third world country. It is
happening right here in the United States of
America.
Some marijuana lifers have been warehoused
away for decades, often serving time in
maximum-security penitentiaries because of the
seriousness of their crimes. Others received a
life sentence for pot as recently as 2013.
Were the sentence of life in prison for marijuana not absurd enough, California
native Paul Free, 64, has the distinction of serving over 21 years and counting on a
life sentence for a nonviolent marijuana crime he can clearly prove he not only did
not commit, but also physically could not possibly have committed.
The ironically named Free was found guilty of conspiracy to possess with intent to distribute a controlled substance
(marijuana) in 1995. Like most people serving life, Paul was charged in a conspiracy.
A Bad Attorney, A Bad Trial
Two witnesses came forward during trial, separately from each other. Their attorneys informed Free's attorney that
each had seen Paul Free in the courtroom and realized that he was NOT the person with whom they distributed
marijuana. When Free asked his attorney to bring these men into court to testify, the attorney refused.
Free then requested for his accuser to pick him out of a line up. At first the prosecutor refused, but finally agreed with
two conditions: it was to only be a photo line up, and Paul Free's attorney was not to be present when it happened.
Even more unbelievable, Free's so-called defense attorney agreed!
Free then implored the judge to allow him to replace his attorney, telling the judge, my attorney refuses to interview or
subpoena witnesses.The judge denied the request. This same judge fell asleep on the bench five times during Free's
trial.
Life Behind Bars
Paul Free has spent the last two decades in prison trying to get anyone in a position of legal authority to hear his
appeal. So far to no avail. Just recently, the man who picked Free out of that infamous photo line-up and testified on the
stand against him said that when he told the officers that he didn't recognize anyone in the photo line up, one of the
officers took his finger, placed it on a photo of Paul Free and informed him that's the man we want, that's Paul Free.
This same witness said he was threatened with death if he did not cooperate and testify against Free and has only
come forward now that Paul Atkinson, the real Paul in this case, has passed away and is no longer a threat.
Beyond witness testimony, Paul Free has physical evidence hotel and car rental receipts, phone bills, a traffic ticket
and a sworn affidavit from his college professor that establish beyond any doubt that he was hundreds of miles from
where the crime took place when it took place. He would have had to be in a science fiction time warp that allowed him
to arrive before he left to physically have been able to transport the load of marijuana for which he now serves time.
Nonetheless, the court has turned a blind eye to Free's motions for appeal and to introduce the compelling new
evidence and witness testimony that indisputably proves his innocence. The reasons given for denial show the
presiding judges never so much as read the first page. Sadly, prisoners' motions and appeals are regularly denied
without so much as a glance.
While he enters his 21st year of incarceration, Paul Free remains cautiously hopeful that someone at the ninth circuit
court appeals is paying attention when he sends in evidence of the latest witness in a line who have come forward to
say he is not the guy who did this crime and let's remind ourselves, the crime in question that carries a LIFE
SENTENCE involves nothing more than marijuana. But he has been through this enough times to know the court has a
habit of not looking at things they don't want to see, especially when it involves wrong doing by members of their own
team. The courts never comment on or dispute any of Paul Free's evidence, they just summarily deny his motions.

In the absence of a fair trial, even decades later, Free's best hope lies with executive clemency. He asks that
supporters sign the petition started by his advocates, asking for President Obama to grant group clemency to
nonviolent drug offenders serving life sentences, and to periodically check out his website or Facebook page for news
and updates and how you can help with letters of support for new appeals and release efforts.
On his website, Paul Free asks everyone to help, even if all you can do is pray.

Paul is in need of an attorney who is willing to go before the 9th Circuit Court of Appeals. As with most prisoners, funds

LEGALIZATION OF MARIJUANA POLICY PAPER 2013 - LIBERAL PARTY OF CANADA IN BC

In January 2012, close to 80% of delegates attending the Liberal Party of Canada's Biennial Policy
convention in Ottawa voted in favour of a policy resolution co-sponsored by the Liberal Party of Canada -
British Columbia (LPC-BC) and the Young Liberals of Canada (YLC) to:
LEGALIZE marijuana and and use, while enacting strict penalties for illegal trafficking, illegalimportation
and exportation, and impaired driving
INVEST significant resources in prevention and education programs designed to promote awareness of
the health risks and consequences of marijuana use and dependency, especially amongst youth
EXTEND amnesty to all Canadians previously convicted of simple and minimal marijuana possession, and
ensure the elimination of all criminal records related thereto
WORK with the provinces and local governments of Canada on a coordinated regulatory approach to
marijuana which maintains significant federal responsibility for marijuana control while respecting
provincial health jurisdiction and particular regional concerns and practices
Since the resolution was approved a growing number of Canadians and community leaders have joined the
call to end marijuana prohibition in Canada. At the same time, LPC-BC's Standing Policy Committee has
been working with the YLC to prepare this paper.
In addition to capturing progress over the past year, the goal of this paper is to provide some answers to
legitimate questions Canadians have about the impact of implementing this policy.

Some questions are answered in one sentence. Others are more complex and require on going civil
dialogue. In total, close to 40 questions have been identified in five categories:
1. Policy 2. International Response 3.Legal 4.Public Health 5. Logistics
From the answers to these questions, a framework for legalization emerges which is summarized at the
conclusion of this paper with suggested next steps.

POLICY RESOLUTION 117: LEGALIZE AND REGULATE MARIJUANA

WHEREAS, despite almost a century of prohibition, millions of Canadians today regularly consume
marijuana and other cannabis products;
WHEREAS the failed prohibition of marijuana has exhausted countless billions of dollars spent on
ineffective or incomplete enforcement and has resulted in unnecessarily dangerous and expensive
congestion in our judicial system;
WHEREAS various marijuana decriminalization or legalization policy prescriptions have been
recommended by the 1969-72 Commission of Enquiry into the Non-Medical Use of Drugs, the
2002Canadian Senate Special Committee on Illegal Drugs, and the 2002 House of Commons Special
Committee on the Non-Medical Use of Drugs;
WHEREAS the legal status quo for the criminal regulation of marijuana continues to endanger Canadians
by generating significant resources for gang-related violent criminal activity and weapons smuggling a
reality which could be very easily confronted by the regulation and legitimization of Canada's marijuana
industry;

BE IT RESOLVED that a new Liberal government will:
Legalize marijuana and ensure the regulation and
taxation of its production, distribution, and use, while
enacting strict penalties for illegal trafficking, illegal
importation and exportation, and impaired driving;
Invest significant resources in prevention and
education programs designed to promote awareness
of the health risks and consequences of marijuana use
and dependency, especially amongst youth;
Extend amnesty to all Canadians previously convicted
of simple and minimal marijuana possession, and

WILL PEOPLE BE ALLOWED TO GROW IT IN THEIR HOMES FOR PERSONAL CONSUMPTION OR

Yes. While we expect the interest or need for individuals to grow their own to be greatly reduced post-
prohibition, it should not and likely could not - be eliminated. At the same time, sale of marijuana should be
limited to businesses and require proper licensing.
