1 GENERAL

The purpose of this document is to outline all the methods of execution necessary for the performance
of the complete scope of activities/services/works for the dismantling of 220 kV KL12 S3-4 HTUNA-
BECKOMBERGA between the tower 633A-665, as per the requests, conditions and scope of the
Tender dossier issued by the Svenska Kraftnt.
The document takes into consideration the following elements of the contract:
Technical characteristics of the Facility to be dismantled as given in the relevant
documents of the Tender Dossier and the personal experience of the Contractor with
the goal to execute dismantling works with basic characteristics as follows:

2 SCOPE

Contracted scope of works includes dismantling of conductor, shielded wires, insulator strings and
towers on OHL 220 kV HTUNA-BECKOMBERGA, KL12 S3-4, from tower No.633A to tower No.
665 in app. length of 8 km.

3 METHODOLOGY

Methodology describes all activities necessary for execution of the works in scope. All the works will
be executed with tested machines, equipment and tools.

3.1 Preliminary Works

Preliminary works consist of:

- Overview and check of all technical documentation and requests of Employer according to
Contract and other regulations,
- Elaboration of all necessary documents according to Contract
- Preparation of all necessary equipment for execution
- Mobilization of Site

3.2 Access Roads and Tree Cutting

According to Contract, it is not planned to build new access roads for demolition of existing line, but
since some parts of line, and some towers are overgrown with bushes and trees, it will be necessary to
cut bushes and trees in order to reach particular tower locations, as follows:

- Along the line route it will be necessary to provide 2m wide corridor for dismantling of conductors
and shield conductor
- In order to reach the tower locations, it will be necessary to cut bushes and trees in width of 4m,
- Around the towers, it is necessary to cut down bushes and trees for demolition of towers in form
of rectangle 40 x 20 m.

3.3 Protection of crossing objects

3.3.1 Road crossing

Before the dismantling of the conductors is necessary to safety of the crossing roads be ensured in that
way to ensure the safety of people and objects moving on these roads.

On the crossings with the main (public) roads (with frequent traffic) crossings will be protected by
building of scaffolding. Scaffolding will be built in a way that on both sides of the road will be installed
metal structures supported by precast concreat blocks in order to avoid digging necessary for the
installation of wooden poles. After the construction of protective crossbars they will be covered and
connected by plastic nets that will have a role to prevent any object related to dismantling of the
conductors to come into contact with objects moving along the road (Figure 1).

Smaller and local roads will be protected by using of pulley suspended from the crane on the truck
(Figure 2).

In case of applying of any of the described methods, as back-up protection, will be present one or two
workers (if it is necessary on both sides of the road) with signal flag and radio-station, who will be
observing if conductor accidently loses its height, warn others that conductor is being dismantled over
the road and if it is necessary temporary stop the cars by signal flag.

Need for possible permits during the works over the roads will be discussed on daily site meetings 7
days in advance of planned works, individually for each road crossing.

3.3.2 Low and medium voltage lines


Protection for low and medium voltage lines will be provided by de-energizing of the lines and using
mobile crane with pulley. If there is a need in some places will be built protective scaffolding.

3.3.3 Pedestrian and bicycle path, jogging track


Intersections such as pedestrian walkways, bicycle path or jogging tracks, will be protected by a man
with radio station who will mark by tape area which is under line.

Remark 1: In Appendix 1 is given detailed list of intersections through the line with planned method of
protection.

3.4 Dismantling of phase and shield conductors

Dismantling of the conductors in one tension section takes place only when the protection measures
have been put in place.

Since in some tension sections it was noticed that there are existing spacers between phase
conductors, firstly these spacers must to be removed. Removing the spacers will be done by
experienced linemans using the Overhead Lines Bicycles (Figure 3).

Next step will be erecting of pulleys at each tower and unclamping of the conductor and placing them
into the pulleys. On the suspension towers pulleys, will be connected to the end of insulator strings
instead of suspension clamps, while on tension towers pulleys will be directly connected to the
construction of towers cross arms. This action will be executed by the crew of experienced lineman at
the tower and two auxiliary workers on the ground, who will assist during erecting of pulleys to the tower
(Figure 4).

Note 1: At the towers no. 642, 652, 653 and 659 (special type of combined suspension and tension
insulation chains) will be dismantled tension insulation chains and the two ends of the conductors will
be connected using double head-type temporary socket joints and one piece of old conductor between
them. After that the conductor will be inserted in the pulley in the same way as at the suspension towers.
In this way there will be no need to anchor the towers because they now have the role of ordinary
suspension towers. At the towers no. 647, 655 and 658 will be positioned machines for winding of
conductors. These towers are classic tension towers and they will be temporarily anchored using
concrete blocks or heavy construction machines (Hudiq).

In parallel with unclamping of conductors and erecting of pulleys will be done positioning of pulling
(Puller) and tensioning (Tensioner) machines near to the first and end tension tower in the tension
section (Figure 5). Machines must be placed at a distance of at least two heights of towers. The choice
of which of the machines will be placed at the beginning and which one at the end of the tension section
primarily depends on the geographical location of tension towers. In Appendix 2 is described a proposal
for positioning of the machines, but on the site, will be made the final decision depending on the
suitability for positioning of each machine. After positioning machines must be properly anchored.

Dismantling of conductors will be done using of two basic methods.

First method is related to the tension section where doesnt exists important crossings and object below
the line. In these sections using combination of Puller and Tensioner tension in the conductors will be
released and the conductors will be gently lowered to the ground. The conductors will be then cut into
manageable parts, coiled up and removed from site.

When dismantling conductors passing over obstacles such as road, parking area or walking paths will
be used method by which will be avoided lowering of conductors to the ground during the dismantling.
In this case pulling rope will be connected to the conductor at the side of Tensioner. After that conductor
will be coiled using the coordinated work of Puller and Tensioner and during that process pulling rope
will be stretched. The same process will be applied to coil the pulling rope and on this occasion will be
stretched plastic rope. In the last phase plastic rope will be carefully lowered to the ground and coiled
manually.

The proposal, which method will be used for specific tension section will be given in tabular form in
Appendix 3. If on the site will be noticed that selected method is not in accordance with the situation on
the terrain it can happened that the Site Manager makes decision that this method will be replaced in
accordance with the proposed methods.

The above described process will be repeated for all phase and shield conductors.

After dismantling of conductors the pulleys, insulators and fittings will be lowered from the towers and
removed from site (Figure 6). This process will be done by the same crew that was responsible for
hanging of pulleys at the towers. Due to the weight of the mentioned equipment, for execution of this
work will be used light motor winches in order to lowering equipment from the towers. On this way will
be prevented potential danger to people and facilities that can be found around the towers.

4.1 Dismantling of towers

The method statement provided below is given for the phase of dismantling of construction of towers
using appropriate method depending on tower type and surrounding conditions for each tower, in order
to meet the requirements, as set out in the construction regulations. It is however still the responsibility
of the contractor to provide and demonstrate to the client a suitable and sufficiently documented health
and safety plan which includes safe work procedures/method statements to mitigate, reduce or control
the hazards identified.

Towers will be dismantled after the conductors, shield wire and insulator strings are removed from the
tower. Dismantling of the towers will be realized using two basic methods that will be described below.
Applicable method of dismantling to each tower will be described in the Appendix 4.

The following equipment will be the minimum required equipment for the safe dismantling of the
structure:
Mobile crane (capacity to be determined on site while taking into account the terrain and
required reach of the crane).
Truck with the crane (capability of reaching 21 m and capacity to lift 2,5 tons at height of 21
m. Maximum bearing capacity of the truck with the crane is 25 tons)
Motor winch for controlled falling of the tower construction.

4.1.1 Dismantling by crane

Dismantling of the towers using a crane will be realized in places where it is accessible by mobile crane
or truck with crane to the tower place.

Dismantling the towers of type V and B will be done on that way that firstly will be dismantled crossbeam.
Crossbeam will be connected to the cable of crane using the round slings connected in V-shape as
shown in Figure 7. Using this method will be achieved appropriate disposition of the load. When
crossbeam is connected to the crane, two experienced lineman carry out loosening the screws that
connect crossbeam with tower legs. After releasing, crossbeam will be removed and descended to the
ground.

The next stage relates to the dismantling of the tower legs. Tower legs will be dismantled one by one,
depending on how many legs tower has (2 or 3). During the whole process of dismantling, tower leg will
be connected to the crane. This way of dismantling ensures complete safety of the workers involved in
this process (Figure 8).

Cutting of the tower legs takes place at the height of 0.3 - 0.6 m above ground level. Cutting will be done
using electric or gasoline powered grinders (Figure 9). This activity can be carried out only by workers
who have passed the education for this type of work (Hot work).

After cutting tower legs will be slightly descended to the ground using the crane.

On the ground tower legs will be cut into pieces of 5 m length and transported to area where storage
containers are placed.

Special type of dismantling with the crane will be dismantling of towers type SPEC (steel lattice towers).
This will be done in a way that tower will be removed segment by segment starting from the top to the
bottom. In this operation, will be included team of experienced linemans who will be responsible for the
releasing of the screws that connect the segments of the tower (Figure 10). After that, at the ground will
be made dismantling of the tower segments to the components suitable for transportation.

4.1.2 Dismantling by controlled falling down by rope

Where there is no possibility for access of a crane, towers will be dismantled by falling down by
rope.

Rope will be tied for the middle of crossbeam, and other end will be held by 3 workers. Length of
rope will be at least twice as long as the overall height of the tower. On this way is ensured safety
of the workers involved in this process. Tower legs, one by one, will be cut from three sides, but
fourth side will be left untouched to prevent uncontrolled falling of tower. After that, workers will
be pulling a rope to fall down a tower in the desired direction (Figure 11).

If it is noticed that some of the tower legs are protected against corrosion with special paint which
contains red lead, special measures will be taken in order to prevent contamination of ground
with this toxic matter. Before dismantling of tower, ground surface where the tower legs will be

placed, will be covered by geo-textile. Also area around tower in width of 3 m will be covered by
geo-textile. During transport of tower pieces, they will be covered (rolled in geo-textile) - Figure
12.

surrounding conditions and tower type.

4.1.3 Transport of Dismantled Equipment

All dismantled equipment (conductor, shield wire, insulators, fittings, towers) will be transported by
special vehicle to the nearest existing road, and after that by truck with crane to the nearest point where
the container is located. Locations of containers will be agreed with representatives of the investor and
the local community.
During loading into container taking-over record will be made, and listed all dismantled equipment.
