SUBJECT: Consider a resolution rescinding City Policy C95-08: Use of City Council Discretionary
Account for Expenses Associated with Co-Sponsored Events.

RECOMMENDATION

Adopt the resolution rescinding City Policy C95-08: Use of City Council Discretionary Account for Expenses
Associated with Co-Sponsored Events.

BACKGROUND / SUMMARY

City Policy C95-08, Use of City Council Discretionary Account for Expenses Associated with Co-Sponsored
Events stipulates that if the Council elects to cosponsor a special event or activity, City-incurred expenses
such as equipment rental, space rental, and insurance coverage will be paid by way of transfer(s) from the City
Council Discretionary Account to the appropriate revenue accounts.

Staff has been unable to identify when, or under what circumstances, the policy was ever applied. Because
the City Council recently adopted two policies C16-01 City of Carmel-by-the-Sea Special Events, which
provides grant funding for special events; and C17-01 City Council Discretionary Funds Grant Program, which
provides grant funds from the Council Discretionary account for community service activities City Policy C95-
08 is obsolete and should have been rescinded with the adoption of Policy C17-01.

FISCAL IMPACT

There is no fiscal impact associated with rescinding the policy.

PRIOR CITY COUNCIL ACTION

The City Council adopted Policy C95-08 November 9, 1995.

co-sponsored events.

Purpose:
To establish a policy to adequately cover City out-of-pocket expenses and other charges associated with
activities and events which are cosponsored by the City.

Policy/Procedure:
Sponsors of special events and activities conducted within the City of Carmel-by-the-Sea are charged for
City expenses such as equipment rental, space rental, and insurance coverage. If the City Council elects
to cosponsor a special event or activity, such City charges will be paid by the City by way of transfer(s)
from the City Council Discretionary Account to the appropriate revenue account(s). The City Council
may elect to partially cosponsor an event or activity by paying only a portion of the applicable charges.
Each such co-sponsorship requires separate City Council action.

POLICY C95-08, USE OF CITY COUNCIL DISCRETIONARY ACCOUNT FOR EXPENSES ASSOCIATED
WITH CO-SPONSORED EVENTS.

WHEREAS, City Policy C95-08 was adopted November 9, 1995; and

WHEREAS, the City Council recently adopted two policies: C16-01 City of Carmel-by-the-Sea Special
Events, which provides grant funding for special events; and C17-01 City Council Discretionary Funds Grant
Program, which provides grant funds from the Council Discretionary account for community service activities;
and

WHEREAS, City Policy C16-01 and City Policy C17-01 render City Policy C95-08 obsolete.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:

Rescind City Policy C95-08, Use of City Council Discretionary Account for Expenses Associated with
Co-sponsored Events.

PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA this
4th day of April, by the following roll call vote:
