1. Invite for Expression of Interest (EOI)

The Maharashtra Pollution Control Board (MPCB) invites an EOI from interested
agencies to provide the services for preparation of `Eco-Village Development Plan for
selected villages in the State of Maharashtra.
Interested parties, who meet the qualification criteria specified in this document, shall
be short listed for issue of detailed Request for Proposal (RFP).
2. Background information

In the current scenario of village governance, the Panchayatraj system expects greater
involvement of villagers in the developmental planning & administration of village
structure. The Government of India and State Government have various schemes in
place for rural empowerment of almost each unit of society. However, need is felt to
integrate concept of sustainability with rural developmental planning and village
administration.

An Eco-Village is a sustainable human settlement which is in harmony with all


aspects of life, including the cultural, ecological & social dimensions.

The Department of Rural Development and Water Conservation, Government of


Maharashtra, Mumbai has institutionalized an ambitious scheme for transforming
villages in the State of Maharashtra into Environmentally Sustainable Village or An
Eco-village and has issued a Government Resolution dated 18.08.2010. The present
scheme intends to ensure implementation of planning tools to design and implement
programs and projects to promote environmentally sustainable village development
through peoples participation.

It is therefore, essential to build the capacity from grass root level to ensure
environmentally sustainable development of village, following the `bottom up
approach. The scheme envisage the development of each village with a long term vision
based on current demographic, social, cultural, educational status of the village and
giving due considerations to economic, agricultural, industrial, tourism and ecological
potentials of respective villages. The idea is to ensure that the natural resources of the
village are not adversely affected and are preserved for the generations to come.
To meet the above objectives, MPCB seeks assistance of agencies to prepare the Eco-
village development Plan for selected villages having population above 10,000 in first
phase. Based on this piloting experience, the Rural Development Department of Govt.

of Maharashtra will replicate preparation of such plans across other villages in


subsequent phases.
EOI is invited from interested parties ("bidder") to offer the above mentioned services
(but not limited to) who satisfy the qualification criteria mentioned below. Parties may
submit their EOI as per the instructions provided in the section Submission of EoI.
3. Objectives

1. To protect, conserve and enhance available natural resources through peoples


participation & ensure sustainable village development
2. To prepare an action plan by at selected villages integrating available/existing
govt. schemes in village development plan and by mainstreaming
environmental, social, cultural considerations in economic development
3. To serve as a guide for implementing eco-village scheme at other villages in the
State of Maharashtra
4. To build capacities of panchayats and local NGOs and professionals to ensure
implementation and sustainability of the Scheme
4. Scope of Work

1. It is expected that each agency shortlisted will be allotted specific village(s)


considering its expertise & capabilities to prepare:
i. Formulation of Vision. Mission Statement, Policy, Guiding and
Operational Principles in consultation with Village Panchayat
a. Situation Analyses Baseline data/information of village and
identification of issues and gaps wrt Air Quality, Surface & Ground
Water Resources and Quality, Solid & Bio Medical Waste Management &
Handling, green cover; The situation analyses will also include study of
village structure, existing land use plan, developmental pattern of village
& adjoining areas (MIDC, SEZ, urban settlement etc.), available
infrastructure etc. places of social, cultural, ecological & tourism
importance, socio-economic demography of village, occupational pattern,
agriculture & industrial potentials etc. using available data and maps.

a. Environmental Improvement Measures: Measures will be


recommended to address the issues identified in Situation Analyses.
Specific actions will be developed in the form of projects, programs and
plans in tune with Vision/Mission and Policy/Principles.
The interventions will include projects such as Water conservation &
protection, Rain water harvesting, Waste water management (Reduce,
Reuse, Recycle), improvement of Public health, eradication open

defecation, management of public sanitation facilities, management &


handling of Solid, biomedical waste, waste from industrial, institutional,
commercial, religious etc. establishment; green cover development,
afforestation programs, use of Renewable Energy resources for energy
requirements, promotion of eco housing, promotion of organic farming,
reduction of use of water, chemical fertilizers & pesticides in agriculture
etc.
b. Environmentally Sustainable Village Development Plan (ESDVP):
Based on situation analyses and identified environmental improvement
measures, an Environmentally Sustainable Village Development Plan
(ESVDP) will be developed. Preparation of ESDVP should give due
considerations to study existing village structure, land use & land use
plan if any, developmental pattern of village & adjoining areas (MIDC,
SEZ, urban settlement etc.), infrastructure etc. using available data and
maps.
c. The ESVDP shall be prepared giving due considerations to the
developmental potentials of village based on strengths, threats,
opportunity and plan development with a central theme of ecological
security by involvement of public, NGOs, peoples representatives & local
experts.
The ESVDP shall be prepared using GIS information from available
sources @ 1:5000 or 1:10000 scale depending upon geographical spread.
The plan will consist of short term & long term infrastructure
requirements, policy intervention for developmental activities &
estimated costs and benefit factoring economic, environmental and social
(e.g. green jobs) considerations
The SVDP will also include recommended institutional arrangements for
implementation, monitoring and reporting. An awareness raising and
capacity development plan will also be required.

The ESVDP will have to be presented and endorsed by the Village


Panchayat

turnover of at least Rs 50 Lakhs over the last (reflecting overall turnover)

Consortium bids shall be accepted. Letters of association must be attached. In such
case, the qualification criteria (3) would be aggregated and verified for all bidders,
where as qualification criteria (1), (2) and (4) would be verified for principal bidder
only; the other associated bidders of the consortium should have had an overall
turnover of Rs.10lakhs each over each of the last 3 financial years.
The entire project is to be executed at village level in local language Marathi. Hence,
deployment of Project group head with very good knowledge of Marathi is mandatory.
6. Submission of EOI

Bidders fulfilling the Qualification criteria mentioned above may submit their EOI
along with documents mentioned in clause 3 above and a brief write-up on profile of
the Bidder with relevant contact details.

6.1 Mandatory Documents

The firms are required to attach copies of the following documents as part of their EOI:

a) Company Registration Certificate/Incorporation


b) Latest Tax compliance certificate issued by IT Department
c) Documentary proof of capability and experience in doing similar works and,
d) DD of Rs. 5000/- towards scrutiny fees of EoI

Failure to submit any of the above will result in disqualification. Any firm specifically
exempted from any of the items listed above may provide written proof of the same.

Proponents are expected to submit information that addresses items contained in the
table below:

6.3 The instructions for submitting the EOI are mentioned below:

a) The EOI must be in English.


b) The EOI may be submitted in any mode, including electronic mode (.pdf).
c) The duly complete EOI should be submitted not later than 14.00 Hrs. (IST)
on 15.11.2010 in a sealed envelope marked

d) EOI must be submitted along with a non refundable scrutiny fee by a demand
draft of INR 5000 (Rupees Five Thousand Only) drawn in the name of
Maharashtra Pollution Control Board payable at Mumbai
e) The same will be opened in the presence of those tenderer representatives who
choose to attend at 3.00pm at above address.
f) No price bid, rates or cost estimate should be submitted along with
expression of interest.
g) Bidder would be responsible for all of its expenses, costs and risks incurred
towards preparation of the EOI document, attending any pre-bid/bid meeting
and visiting the site or any other location in connection therewith. MPCB
shall, in no case, be responsible or liable for any such costs whatsoever,
regardless of the outcome of the EOI / bidding process or its abandonment
by MPCB.

7. Evaluation Criteria

Expression of Interest will be evaluated on their responsiveness to the above


requirements based on the following criteria:

Expressions of Interest scoring of at least forty-two points 70 points or seventy per


cent (70%) will be pre-qualified.

8. Additional Instructions

a) All responses should be typed and their numbering to correspond with that set
out in the format (section 2) Please include all attachments as required in the
format for expression of Interest.

b) Pre-qualified firms will be required to submit detailed technical and


financial proposal (s) for their site(s) of interest in a format of solicitation
documents to be provided.

9. Disqualification

Without prejudice, a bidder or consortium may be disqualified and its EOI dropped
from further consideration for any of the reasons listed below:
a) Material misrepresentation by such Bidder in the EOI or otherwise.
b) Failure by such bidder to provide the information required in the EOI.
c) The parties not satisfying the qualification criteria specified in the above
sections.
d) Non submission of scrutiny fee of INR 5000.

10. Criteria for Bid Evaluations


a) Based on an evaluation of EOI received, interested parties, which are deemed fit
("Qualified Interested Parties" or "QIP"), will be called upon to participate in the
subsequent selection process (without conferring any right or expectation
whatsoever to QIP.

b) Following evaluation of the Expressions of Interest, only qualified shortlisted


firms will be invited to participate in a formal tender in which they will be
required to submit detailed technical and financial proposal in a format to be
provided.

c) Eventual selection will be based on the Quality and Cost-based Selection


(QCBS) Method.

d) All the communications and decisions of the present bid process will be made
available on MPCB website www.mpcb.gov.in Bidders are advised to visit the
website for regular updates of the process. MPCB shall not take any
responsibility for non receipt of any communication to individual bidders.

e) Expressions of interest (EOI) must be delivered to the above address by 15th


Nov., 2010 before 2.00pm.

f) The MPC Board reserves the right to:

Modify specific deadlines and to reject any or all submissions, or to


cancel or withdraw an EOI invitation for any reason without incurring
any liability for costs, losses or damages incurred by any respondent;

Interview any respondent or request additional information if deemed


necessary.
