Online Applications are invited from eligible candidates for the admission to Post
Graduate Medical Degree / Diploma course in various subjects. The applications
will be accepted only on https://pgmedical.vnsguadm.org link/website. The last
date of submission of the online application will be on or before 1 st March 2017.
Hard copy of the online application form with relevant documents shall be
submitted to the Post Graduate Section (Room No.121) Veer Narmad South
Gujarat University, Surat on or before 6th March 2017 during university working
hours. Rules of Post Graduate Medical admission and online process are
available on university website : www.vnsgu.ac.in
Note : Above mentioned P.G. Medical Degree / Diploma admission process shall
be done, as per the Govt. of Gujarat / DGHS/ MCI regarding Common
Admission Process.

INSTRUCTION OF ONLINE SUBMISSION PROCESS
(1) The applicant shall have to submit his / her application form on online basis. Online application form is available
on link https://pgmedical.vnsguadm.org

(2) PROCEDURE FOR SUBMISSION OF APPLICATION


a) Open the link https://pgmedical.vnsguadm.org
b) Submit the details regarding admission.
c) After submission a Bank Chalan will be issued by the link.
d) Deposit application fees to the Bank as mentioned in the challan.
e) Then go to the link using ID and password and submit the details of the fees.
f) After the submission of fees, hard copy of application form will be issued by link.
g) Submit the hard copy of the application form along with all relevant documents to the Post Graduate
Section (Room No.121) of the University on or before 6 th March 2017, during office hours.
(3) Payment of Application Fee :
The application Fees for Post Graduate Medical Degree/Diploma programme under all categories will be
Rs. 500 /- only. Applicant shall have to deposit the amount with UNION BANK OF INDIA at any branch of India
during working hours of the Bank on or before 3 nd March 2017. All application shall be automatically rejected if
applicant will deposit the amount to the bank after the last date and University will not be responsible for any refund
and admission.

Rules governing admission to Post Graduate degree and Diploma Medical Courses
from Admission year-2017

IMPORTANT Note :
(1) Applicants are requested that before being submission of online form, Please
carefully read PG Admission rules. (Form submission related information is
given in the instructions)
(2) Please follow PG admission Rule No 6, for online application submission and
choice filling.
1.ELIGIBILITY CRITERIA:
1.1 He/ She must be an Indian national.
1.2 The candidates must have completed MBBS or equivalent Course recognized by MCI.
1.3 He/ She should be completing/completed MBBS or equivalent internship before 31 st March of the same calendar
year. All candidates shall have to submit the documentary proof from the Dean of the college regarding the status of
internship along with the application, failing which their application shall be summarily rejected.
1.4 Candidate will be allowed to join the postgraduate course after completion of internship. A candidate will have to
obtain permanent Registration with Gujarat Medical Council within one month from the date of his/her admission,
failing which the admission of candidate shall be cancelled and he/she will not be eligible to apply in future.
1.5 A candidate who is currently engaged in P.G. Medical Studies in Veer Narmad South Gujarat University Surat or
any other university or equivalent body is not eligible. On completion of course (i.e. obtaining the Degree/Diploma
for which he/she was registered) he/she becomes eligible
1.6 A candidate , who in the past, selected and admitted to any P.G. Medical course of this or any other University or
equivalent body and did not complete the course, is not eligible.
1.7 A candidate who had applied earlier to this University and who was disqualified because of reasons mentioned in
Rule 6.5 is not eligible.
1.8 A candidate who is graduate of a university other than Veer Narmad South Gujarat University Surat will have to
submit provisional eligibility certificate (P.E.C) from Veer Narmad South Gujarat University within one month from
the date of his/her admission, failing which the admission of candidates shall be cancelled and he/she will not be
eligible to apply in future.
1.9 A candidate shall have to appear Qualifying Exam of the AIPGMEE ( of respective Year) or decided by
University Authority for admission to post-graduate medical courses (M.D./M.S./Diploma) to be held in same
academic year and should have to secure 50% for seeking admission to open category,45% for physically
handicapped candidate in open catagory and 40% for seeking admission to SC, ST & SEBC category seats
only.(Reserved candidate securing 40% or more but less than 50% in Entrance test will not be eligible for open
category seat even if it remains vacant.)

1.10 Candidate must be eligible to get the residency as per existing rule of residency.(if there is any discrepancy
between the rules of residency by Govt. of Gujarat and rules of University P.G. admission then residency rules will
be final)
1.11 Candidate who has successfully completed MBBS programme with Internship as per guideline of Medical Council
of India on 31st March of academic year for which he/she applies. (Amendment from Admission Year 2017)
This rule shall not apply to the Medical Officer/tutors appointed by government of Gujarat If he/she is
seeking admission on the basis of reserve seats of Medical Officer.
2. ADMISSION COMIMITTEE :
Admission and Placement of these candidates shall be decided by the Admission Committee. The Admission
committee will be as under:
1. Dean, Medical faculty-Chairperson
2. Principals of the Medical Colleges affiliated to this university.
3. Heads of PG Departments of the subjects in which PG seats are to be filled.
4. One member nominated by the Vice-Chancellor.
3. Allocation of Seats
Allocation of Total Seats available for P.G. Medical Degree / Diploma course will be in the following order.
(a) As per directive of Honble Supreme Court of India 50% of the total available government seats in an academic
year (subject to change) in various postgraduate degree and diploma courses in each subject will be filled up
on all India bases from central admission by Government of India

(b) Appropriate percentage seats will be reserved for medical officer appointed by Govt. of Gujarat as per
MCI directive in force from time to time. Preference will be given to the candidate passing from Veer
Narmad South Gujarat University & in accordance with rule 4.1 and the students of other Universities
will be considered as per their merits in accordance with rules 4.2 & 4.3.

(c) The remaining available seats (after allocation as rule 3 (a) & (b) will be offered to candidates passing
from Veer Narmad South Gujarat University in accordance with rule 4.1 and the students of other
Universities will be considered as per their merits in accordance with rules 4.2 & 4.3.
3.1 In case the seats reserved in rule 3 (a) and (b) remain vacant because of non-availability of candidates, the
same will be filled as per Rule No.3 (c).
3.2 Selection will be done once in each Academic Year as per directive by Medical Council of India
4 SELECTION :
Selection of candidates eligible under rule 1 for seats under rule 3 will be done category wise on the basis of
merit as laid down herein further.
4.1 Preference shall be given to candidates graduating from this university.
4.2 Candidates graduating from any other university located in Gujarat state and eligible as per rule 1 will be
considered for any PG. course and eligible as per rule 1 will be considered after Selection of candidates in the
merit list as per rule 4.1
4.3 After operation of rule 4.2 If any vacancy remained thereafter the candidates graduating from any other
university located out side Gujarat state and also outside India eligible as per rule 1 will be considered for the
PG admission.
4.4 No student shall be given P.G. admission without Residency/ or higher post or post like tutor.
4.5 Seats can be utilized in the same academic year only and Vacancy in any one academic year cannot be filled in
subsequent academic year.
5 RESERVATION :
7% of seats available for P.G. Degree and Diploma will be reserved for candidates belonging to scheduled
caste, 15% of seats for candidates scheduled Tribal and 27% of seats for candidates belonging to socially and
educationally backward class (SEBC) students including widows and orphan children. 3% of seats will be
reserved for physically handicapped candidates in each category on the basis of criteria laid down by Medical
Council of India. The students desiring admissions under SEBC category will have to submit a certificate that
they are not included in the creamy layer from the competent authority as prescribed by the Govt. of Gujarat
from time to time along with the applications. Applications received without the latest (current financial year)
Non Creamy layer certificate will be considered in open category and the benefit of SEBC category will not be
given to such student. The certificate of OBC will not considered for SEBC category.
The candidate who wishes to claim for a seat reserved under Physically Handicapped category, should furnish
the details in application from. This candidate must present himself/herself before Board constituted as per G.R.
No.MCG/1004/1976/J for assessing and certifying percentage of his/her Loco-motor disability (Lower limbs
only and upper limbs being normal) between 50% to 70% as per M.C.I guideline. The candidate with a disability
more than 70% will not be eligible for admission to Post Graduate Courses. No other disability shall be allowed
as per the MCI guidelines. The eligible candidates under this category will be given admission as per M.C.I
guideline in force from time to time and Supreme Court guideline subject to the availability of seats in different
courses for physically handicapped students as per roster point guideline given by the Govt. of Gujarat.

5.1 The seats are reserved for the candidates belonging to SC/ST and SEBC recognized as such in the
state of Gujarat and not for those candidates or their parents who have migrated from other state
to Gujarat state.
5.2 For allocation of seats to this reserved category a 100 point roster will be followed, record of which will be
maintained by the university/respective college/institutions. These roster point list will be separate for
affiliated institutions/college
5.3 In case the seats reserved under rule 5.0 remain vacant due to non-availability of the candidates of
the specified category up to rule 4.3 selection, they shall be treated as unreserved seats and be will
filled up by the candidates on the basis of merit as per rule 4.1, 4.2, 4.3 and 4.4
5.4 Candidates seeking admission under rule 5.0 will have to produce the caste certificate form the competent
authority as prescribed by govt. of Gujarat form time to time, and submit it along with the application. The
candidate will not be allowed to change the caste category thereafter.
5.5 In case of doubt or discrepancy about the caste certificate, decision of the director, social welfare,
Gujarat state, shall be final.

6 APPLICATION :
University conducting the admission procedure will issue notice-inviting applications for admission under
these rules. Eligible Candidates are required to submit the prescribed admission forms duly completed
within the prescribed time limit.
6.1 The application form should be complete in all respects before submission, no alteration or addition will
be permitted later.
6.2 Every candidate will be issued a receipt when he submits his application form. This must be preserved for
all future references and produced when asked for.
6.3 DELETED FROM ADMISSION YEAR 2016
6.4. a. 6.4.a Admission process shall be online, so applicants are requested to submit their application form by Online
process. Online process link or website be announced by Veer Narmad South Gujarat University
P.G.medical admission advertisement. Admission related other information will be uploaded after
advertisement on university website.
All eligible candidates who desire to take part in first round of online allotment will have to submit their
choice during choice submission period for first round and lock the choices during period of locking.

6.4.b The choices of candidates, who have submitted option for participation in the second round during the
reporting period for the first round seat allotment, would be initialized (reset), and are required to submit
fresh choices online during the time the window is open for the same.
All eligible candidates who desire to take part in second round of online allotment will have to submit
fresh choice during choice submission period for second round and lock the choices during period of
locking.
There will not be any indicative allotment in 2nd round of allotment, locked choices of the candidates
would be processed and result will be published. Those candidates, who could not submit fresh choices
for the second round counseling, would not be considered.
After 2nd round of allotment and joining
if there is any resultant vacancy due to resignation. the same can be filled up as per residency rules by
College Council / Local PG admission committee by in person allotment on or before last date of joining
as prescribed by MCI / DGHS for that admission year. (Amendment from Admission Year 2016 )
If any of the statements made in the application form or any information/document supplied by the
6.5 candidate in connection with his application for admission is later on found to be false or incorrect or
misguiding or if it is found that the candidate has concealed any information/fact in connection with his
application, his admission shall be cancelled without any notice there of and fees will be forfeited and he
may be expelled and prosecuted
7 Determination of merits :
7.1 100 % Merit will be determined as per the marks obtained in Qualifying Exam of the AIPGMEE (of respective
Year) or decided by University Authority. (Amendment from Admission Year 2015)
7.2 Determination of inter-se-merit of candidates obtaining equal merit:
In case of two or more candidates obtaining equal merit number, the inter-se-merit of such candidates shall be
determined in order of preference as under.
(a) Candidate scoring higher marks in MBBS exam (internal marks will not be counted) Weight age of exam
is as follow, (25% I MBBBS, 25% II MBBS, 50% III MBBS)
(b) According to age, older candidate will get preference over younger candidate.
7.3 Notification: Merit list will be notified as under:
Merit list 1.0 = under rule 2.0 (B) belonging to medical officer.
Merit list 1.1 = candidates under rule 4.1 belonging to SC
Merit list 1.2 = candidates under rule 4.2 belonging to SC
Merit list 1.3 = candidates under rule 4.3 belonging to SC
Merit list 2.1 = candidates under rule 4.1 belonging to ST
Merit list 2.2 = candidates under rule 4.2 belonging to ST
Merit list 2.3 = candidates under rule 4.3 belonging to ST
Merit list 3.1 = candidates under rule 4.1 belonging to SEBC
Merit list 3.2 = candidates under rule 4.2 belonging to SEBC
Merit list 3.3 = candidates under rule 4.3 belonging to SEBC
Merit list 4.1 = candidates under rule 4.1 belonging to open merit seats
Merit list 4.2 = candidates under rule 4.2 belonging to open merit seats
Merit list 5.0 = candidates under rule 4.3 belonging to open merit seats

After completion of the reserve category (SC-ST) admission process, if seat/s is/are remain vacant of SC/ST
category said vacant seat/s be transfer to ST/SC category interchanging after transfer of the ST/SC seat, if
seat/s is/are vacant to the said seat/s is/are be transfer to open category.

7.4 These merit list will be placed on the notice board of the university/ respective college / Institution at least 7
days prior to the date of selection.
7.5 A candidate having objection to the merit list may submit it in writing to the admission committee within 3 days
of notification of merit list. The admission committee will duly consider the objection and decide the case. If
candidate is not satisfied, he /she may make a written appeal to the vice-chancellor , whose decision shall be
final.
7.6 For first counseling only, If all the originals are not available with him / her; he/she will have to give an
undertaking (Format given as Annexure....) to produce the originals by 10th of MAY; failing which the admission
will be treated as cancelled, and the seat will be allotted during second round of counseling.
Candidates belonging to merit lists 1.1, 1.2.,1.3.,2.1.,2.2,2.3.,3.1,3.2,3.3.,4.1,4.2,4.3 in that sequence will be
allotted , one by one according to merit and will be allotted subjects of his/her highest choice as per availability.
Conversion of reserved seats into open merit seats: When the merit lists 1.1, 1.2.,1.3.,2.1.,2.2,2.3.,3.1,3.2,3.3., are
exhausted and if seats reserved for SC,ST, SEBC are remained vacant, all these seats will be converted into open
merit seats, as per residency rules.
If in service Medical Officer candidates, selected than they shall have to provide the proof of resignation or
relieving form the current job or proof of sanction of requisite leave or permission from concerned authority
before joining . Original mark sheets etc. of admitted candidates will be retained by authority.

7.7 All P.G courses are full- time and the candidates shall not indulge in practice or Employment of any nature (part-
time or full-time-paid , stipendiary or unpaid) During the course. If candidate is employed, he shall have to
produce proof that He has left the service or taken leave for full period of the course before he is given admission
order. No concession will be given regarding joining period of 7 days. His / her admission shall stand canceled if
he/she does not join in time.( if the candidate is serving as tutor in the same specialty , he/she may continue on the
post). If violation of any of these conditions (shown in 7.7) is detected anytime after the admission, his admission
shall be canceled without giving any notice and he /she will not be eligible to apply in future.

7.8 The selected and admitted candidate will have to join within 7 days or as per directives by MCI for last date
whichever is earlier. If he /she fails to do so or if he /she leaves before completion of the course, he /she will lose
his / her admission ( and registration) and will not be Eligible to apply in the future.
(a) As per MCI provision, In each term, minimum 75% of total attendance is required for granting
respective term.
(b) for counting attendance of the Female Resident Doctor (student) for the respective term/s, following period
/days available as Maternity Leave will be excluded and 90% attendance for the remaining term will be
required for granting the remaining term/s

7.9 If any post graduate student is found absent for more than 30 consecutive days without Permission of concerned
authority, his/her admission/ registration in P.G. course will be Cancelled without any notice & his/her fees and
deposits will be forfeited and he/she will not be eligible to apply in future.
8 All admission will be decided by the Admission Committee constituted as per rule 2 on behalf of the Veer Narmad
South Gujarat University
9 A candidate admitted to a post graduate degree course for any of the subjects, may subsequently be required to
work maximum for six months in another allied subject/unit /hospital /super-specialty related to the discipline
concerned Provided he/she has kept remaining period of post graduate training under his/her own P.G. teacher in
the original subject.(one month training is compulsory in emergency care/casualty department).
10 The University reserves the right to introduce any new rules or regulations or to make changes in any of the
existing rules or regulations at any time .
11 Rules framed by Govt. of Gujarat for residency will be followed in Toto.
