THE IMPLEMENTING RULES AND REGULATIONS (IRR) OR


CONSTITUTION OF BYLAWS

OF THE

UNITED ARCHITECTS OF THE PHILIPPINES STUDENT AUXILIARY


URDANETA CITY UNIVERSITY

CHAPTER

PREAMBLE
We, the Architecture students of Urdaneta City University imploring the aid of
the

Almighty God, desirous of establishing a student organization that shall


embody our ideals and aspirations to foster a school-wide interest in matters
affecting our rights; and to promote

fellowship among the students that will ultimately lead to achieve just,
effective, self - reliant, progressive and law -abiding students of the Urdaneta
City University.

ARTICLE I
GENERAL PROVISIONS
Section 1. The name of this organization shall be the UNITED ARCHITECTS
OF THE PHILIPPINES

STUDENT AUXILIARYURDANETA CITY UNIVERSITY CHAPTER and be


recognized as UAPSA UCU Chapter.

Section 2. The UAPSA UCU shall be domiciled at the Urdaneta City


University, San Vicente West, Urdaneta City, Pangasinan

Section 3. For purposes of these Implementing Rules and Regulations (IRR),


the following shall hereinafter refer to:

3.1 GA (General Assembly) it is the body where sovereignty resides.

3.2 Permanent Vacancy refers to a situation where a position is


vacated by reason of death, resignation, removal from office, impeachment,
academic suspension and dropping out of the course, dismissal from school
and any other act which entails absence from school beyond the duly
constituted tenure.

3.3 Temporary Vacancy a situation whereby a position is vacated and


which allows resumption of office before the expiration of the duly
constituted tenure.

3.4 Term of Office refers to the period within which the duly elected
officers shall hold office, which is for one (1) academic year starting on the
month of June and shall end on April, to commence from the time they take
their oath of office until the next set of officers for the succeeding academic
year shall have been elected and qualified.

3.5 Organization refers to the UAPSA UCU Chapter.

ARTICLE II

DECLARATION OF PRINCIPLES AND OBJECTIVES


Section 1. The UAPSA UCU Chapter adheres to the following principles.

1.1 Academic freedom must be exercised in the University.


1.2 The organization should be autonomous, democratic, and
participative.

1.3 The right of every Filipino to education must be recognized.

1.4 To protect and advance the rights and welfare of the students.

Section 2. The UAPSA UCU Chapter is committed to the attainment of the


following objectives:

2.1 To foster the growth and development of the students of the


University through the promotion of their intellectual, spiritual, moral, social,
cultural, and physical well-being.

2.2 To serve as ideal forum for leadership training and intelligent


participation whereby the students can ventilate their ideas and sentiments.

2.3 It shall recognize the respective role of other sectors in the


University, which shall contribute to the motivation and betterment of the
students, the administration and the faculty.

2.4 To serve and develop a sense of service and responsibility among


the students for a concerted

effort to uphold the ideals and objectives of the University and the National
Architectural Organization.

2.5 To enhance and enrich the architectural and creative skills of all
members through trainings, seminars, workshops, mass orientation
programs and the like.

2.6 To uphold the members and promote social responsibility in


preparation for the architecture profession.

ARTICLE III

ORGANIZATIONAL STRUCTURE AND MEMBERSHIP


Section 1. The UAPSA UCU Chapter shall consist of all bonafide architecture
students of the Urdaneta City University. They shall exercise the following
rights and duties:

1.1 To respect and honor the Urdaneta City University and to observe
its rules and regulations;
1.2 To protect and defend this IRR and uphold the policies and rules
emanating from the University

Student Council;

1.3 To present views and suggestions through fixed channels of


communication to proper academic

and administrative bodies of the University of any policy and decision that
affect their rights, interests, and welfare;

1.4 To annually elect the officers of the UAPSA UCU Chapter;

1.5 To ratify through a plebiscite any amendment or revision of the IRR;

1.6 To evaluate the performance of the officers of the UAPSA UCU


Chapter in accordance with this IRR;

1.7 To initiate amendment and/or revision of this Constitution and By


-Laws;

1.8 To initiate impeachment proceedings against any officer of the


UAPSA UCU Chapter

in accordance with the rules provided herein;

1.9 To peaceably organize and assemble for purposes of religious


beliefs and political advocacy not contrary to law;

1.10 No student shall be subjected to disciplinary action without due


process of law;

1.11 Every student shall have the right to enjoy such other rights
provided by the laws of the land.

Section 2. The UAPSA UCU Chapter shall be composed of the executive and
legislative bodies and shall exercise the following duties and functions:

2.1 It shall represent the students in matters affecting their rights and
shall perform appropriate actions regarding the same;

2.2 It shall provide mechanism/s for the attainment of the objectives


and realization of its principles;

2.3 It shall adopt its own implementing rules and regulations in


accordance with the UAPSA ByLaws.
Section 3. Membership for UAPSA UCU Chapter shall be fulfilled by the
following procedures:

3.1 Submitting an accomplished form to respective directors of the


UAPSA UCU Chapter with the following information:

3.1.1 Full name;

3.1.2 Home address;

3.1.3 Date of birth;

3.1.4 Contact number;

3.1.5 E-mail address.

3.2 Payment of national membership fee amounting to one hundred seventy


(PhP170) only, which

shall serve as the budget of the organization for the entire duration of the
present term;

Article IV

FUNDS AND ALLOCATION


Section 1. The UAPSA UCU Chapter shall have the independence to decide
where to allocate its funds constituted from the fees collected from members
of the organization, provided that projects and allocations shall be beneficial
to the entire department of architecture of the university.

Section2. The UAPSA UCU Chapter may conduct income-generating projects


(IGPs) within and outside the premises of the university such as fund-raising
programs, solicitation, and the like.

ARTICLE V

ADVISORY AND CONSULTANCY


Section 1. The UAPSA UCU Chapter shall have an adviser who will oversee
all of its activities and functions.
Section 2. The adviser shall have the following qualifications:

2.1 Must be a licensed architect and a member of the UAP Mother


Chapter;

2.2 Must be a member of the faculty of the Urdaneta City University;

2.3 Must have not been convicted of any administrative case.

Section 3. The adviser shall be endorsed by the UAPSA UCU Chapter and
confirmed by the program head of the Department of Architecture and the
dean of the College of Engineering and

Architecture of Urdaneta City University

Section 4. The adviser must be present during organizational assemblies


and regular meetings.

ARTICLE VI

TENURE OF OFFICE
Section 1. The officers of UAPSA UCU Chapter shall hold office for one
academic year upon induction in office. Any officer, however, may hold office
for more than one term upon reappointment by the adviser.

Section 2. Any officer or member shall step down from his/her designated
position upon the discretion

of the Chapter President and Adviser

ARTICLE VII

DUTIES OF OFFICERS
Section 1. The President, being the head of the student organ, shall:

1.1 Have direct control and must exercise supervision over all
activities, officers and committees of the organization;

1.2 Preside over all meetings of the organization with the right to vote
only to break the tie.
1.3 Recommend disbursements of funds to the auditor;

1.4 Represent the member of the organization in its business


transaction and sign in its behalf all contracts, obligations and official
documentations made in accordance with the CBL;

1.5 Call for a special meeting of the organization when he/she deems
necessary or upon request of the three-fourths of its members;

1.6 Update the Chapter Adviser and UAP Mother Chapter/s regarding
the organizational concerns and affairs;

1.7 Seek for assistance from any of his/her co-officers any minute,
provided that it crosses the affairs of the organization.

Section 2. The Vice-President of Planning and Development shall:

2.1 Take charge in the planning and development of upcoming events


programmed by the organization;

2.2 Represent the Chapter President on his/her absence in assemblies


and meetings of the organization;

2.3 Be obliged to inform the Chapter President on the issues of


planning and development of organizational projects;

2.4 Seek for assistance from the Representatives regarding the


meeting inside the chapter;

2.5 Be responsible in the formulation and revisions of the


Implementing Rules and Regulations (IRR) of the chapter, to be approved by
the chapter president and adviser, respectively;

2.6 Call for an assistance to the Commissioner on Internal Affairs in the


planning and development programmed by the organization and its
Implementing Rules and Regulations.

Section 3. The Vice-President of Operations shall:

3.1 Manage the operations for implementation of the upcoming events


programmed by the organization;

3.2 Represent the Chapter President on his/her absence in the events,


projects and programs of the organization;
3.3 Call for assistance to the Commissioner on External Affairs in the
implementation of projects programmed by the organization;

3.4 Be obliged to inform the Chapter President of issues regarding the


implemented events, projects and programs of the organization;

3.5 Seek for assistance from the Representatives regarding the issues
outside the chapter;

3.6 Be responsible in the dissemination of the Implementing Rules and


Regulations (IRR) of the chapter on its members;

3.7 Take charge in the submission of IRR, programs and relevant


documents to the National Board of Directors.

Section 4. The Chapter Secretary shall:

4.1 Assist the Chapter President on his/her organizational obligations;

4.2 Be authorized to sign any necessary documents in the absence of


the Chapter President;

4.3 Call for assistance to the Representatives, regarding the lists and
issues of members of the chapter;

4.4 Be responsible in the collection, compilation and dissemination of


necessary information to the organization; and is obliged to inform the
Chapter President of any relevant issues from its officers and members.

Section 5. The Chapter Treasurer shall:

5.1 Take charge in the collection and securing of fees and funds of the
organization;

5.2 Regularly inform the Chapter Auditor regarding the monetary of the
organization;

5.3 Be responsible for any loss of treasuries and undocumented


expenses of the chapter.

Section 6. The Chapter Auditor shall:

6.1 Take charge in the breakdown and documentation of fees, funds


and expenses of the organization;
6.2 Be responsible in the dissemination of informations regarding the
fees, funds and expenses of the chapter;

6.3 Call for assistance from the Chapter Treasurer regarding the
monetary of the organization;

6.4 Inform the Internal Vice-President regarding the monetary of the


organization for planning and development of projects.

Section 7. The Commissioner on Internal Affairs shall:

7.1 Assist the Vice-President for the planning and development of


organizational projects and its Implementing Rules and Regulations;

7.2 Regularly inform the Vice-President regarding the changes and


issues of the planned organizational affairs;

7.3 Be authorized to represent and sign any necessary documents in


the absence of the Vice-President for Planning and Development;

Section 8. The Commissioner on External Affairs shall:

8.1 Assist the Vice-President of Operations programs and activities of


the organization;

8.2 Be updated to regularly inform the Vice-President of Operations


regarding the changes and issues of the programs and activities of the
organization, inside or outside the chapter;

8.3 Be authorized to represent and sign any necessary documents in


the absence of the Vice-President of Operations.

Section 9. The Representatives shall:

9.1 Be responsible in the scheduling of organizational meetings and


assemblies to be approved and promulgated by the Vice-President for
Planning and Development;

9.2 Be updated on assemblies outside the organization, to be


disseminated to the organizational officers and members;

9.3 Represent the Chapter President, Vice-Presidents and Secretary in


their absence on congress and assemblies.

9.4 Supervise and control the various activities regarding the


requirements for organizational membership;
9.5 Take charge in the documentations of the organizational
membership lists and collection of membership fees.

9.6 Inform the Chapter Secretary on the organizational membership to


keep the Chapter

President updated;

9.7 Regularly inform the members of the organization for such changes
and issues of projects, programs and other relevant affairs of the chapter;

9.8 Take charge in the concerns of the chapter members to be


evaluated by the chapter officers.

ARTICLE VIII

MEETINGS
Section 1. A regular meeting of the organization shall be held at least once
every week; the venue and the date of which shall be determined by the
officers. As exigencies of the service, so requires a special meeting shall be
called by the President.

Section 2. A special meeting of the organization may be called and


requested by the President, the officers, members and the Adviser/s of the
chapter.

ARTICLE IX

QUORUMS
Section 1. The order of business during meeting shall be:

1.1 Roll call

1.2 Reading and review of the minutes of the meeting of the previous
meeting

1.3 Present business based agenda

1.4 Unfinished business


1.5 Other business

1.6 Adjournment

Section 2. The President shall act as the presiding officer in all meetings of
the organization however in his/her absence or at his request, the Vice-
President/s shall preside. In the absence of the VicePresident/s, the decision
of which who among the rest of the officers shall preside lies on the
President.

Section 3. The member shall abide by the rule of the majority in all
deliberations of the organization.

Section 4. No disbursement shall be made without the approval of the


Chapter President.

ARTICLE X

MISCELLANY
Section 1. At the end of the term, the Chapter President shall make a
written report to the officers of

the organization, the adviser, as well as a progress report to the Office of the
Student Affairs (OSA).

ARTICLE XI

POWERS OF THE MEMBERS


Section 1. All members shall:

1.1 Attend all meetings/events of the UAPSA UCU Chapter;

1.2 Be informed of all events/issues regarding the activities of the


organization;

1.3 Have the right to scrutinize record of the organization for purpose
of transparent interfacing;

1.4 Make suggestions/proposals for whatever is good for the


organization.
ARTICLE XII

DISCIPLINARY ACTION
Section 1. In the event that an officer or member fails to comply with his
duties and responsibilities, he/she shall be subject to:

1.1 Disciplinary action sanctioned by the Adviser for failure to attend


regular meeting conference except for reasonable and justifiable reasons:

1.1.1 A fine amounting to Php10.00 for failure to attend


scheduled meeting conferences unless having reasonable and
justifiable excuse; the funds collected shall be used as additional
revolving fund by the organization.

1.2 Expulsion from the organization by the adviser due to the officers
non-compliance with any rules and regulations pertaining to the
organization. It is therefore upon the prerogative and discretion of the
Adviser to appoint other officers to the position to be vacated by the latter.

ARTICLE XIII

AMENDMENTS
Section 1. These Implementing Rules and Regulations of the UAPSA UCU
Chapter may be amended only after one (1) year upon its effectivity.
Thereafter, it may be amended, repealed or altered in whole or in part
subject to the following conditions and procedure:

1.1 Proposed amendments must first be submitted to the


Commissioner on Internal Affairs for study and evaluation.

1.2 The Commissioner shall refer the proposals, as studied and


evaluated which shall then endorse to the Internal Vice-President for
dissemination to the Chapter President and Adviser.
1.3 The UAPSA UCU Chapter officers shall endorse to the chapter
membership the proposed amendments for approval during the Architecture
Department Assembly or a meeting called for the purpose.
