The municipality is not willing to take a decision now. There
is the potential for flooding
The responsibility of the wastewater treatment plant is
removed from chief engineer to technician

The Chief Engineer is the only licensed professional engineer
who takes authority of all engineering decisions and is
removed from the responsibility of the sanitation system
whereby a major pollution and flooding can happen. He is
warned not to discuss the problem further. However, there is
responsibility as licensed professional engineer.

allocated to a technician, where he is responsible of all
engineering systems and works of the city.
