MATERIAL DESIGNATION
IN TECHNICAL DOCUMENT

Procedure

The Responsible CONTEC Subcommittee provides guidance on the


interpretation of this Standard when questions arise regarding its contents. The
Department of PETROBRAS that uses this Standard is fully responsible for
adopting and applying the clauses thereof.
Mandatory Requirement: a provision established as being the most adequate
CONTEC and which shall be used strictly in accordance with this Standard. If a decision
Comisso de Normas is taken not to follow the requirement ("non-conformity" to this Standard) it
Tcnicas shall be based on well-founded economic and management reasons, and be
approved and registered by the Department of PETROBRAS that uses this
Standard. It is characterized by the verb forms "shall", "it is necessary...", "is
required to...", "it is required that...", "is to...", "has to...", "only ... is
permitted", and other equivalent expressions having an imperative nature.
Recommended Practice (nonmandatory) a provision that may be adopted
under the conditions of this Standard, but which admits (and draws attention
to) the possibility of there being a more adequate alternative (not written in
this Standard) to the particular application. The alternative adopted shall be
approved and registered by the Department of PETROBRAS that uses this
Standard. It is characterized by the verbal form "should" and equivalent
expressions such as "it is recommended that..." and "ought to..." (verbs of a
nonmandatory nature). It is indicated by the expression: [Recommended

Copies of the registered "non-conformities" to this Standard that may

contribute to the improvement thereof shall be submitted to the Responsible
CONTEC Subcommittee.
Proposed revisions to this Standard shall be submitted to the Responsible
CONTEC Subcommittee, indicating the alphanumeric identification and
revision of the Standard, the clause(s) to be revised, the proposed text, and
technical/economic justification for revision. The proposals are evaluated
during the work for alteration of this Standard.
The present standard is exclusive ownership of PETRLEO
BRASILEIRO S.A. - PETROBRAS, for internal use in the company,
and any copy for external use or disclosure, without previous
express authorization, implies unlawful act pursuant the relevant
legislation through which the applicable responsibilities shall be
imputed. The external circulation shall be regulated by a specific
clause of Secrecy and Confidentiality, pursuant the terms of the
intellectual and industrial property law.

Foreword
PETROBRAS technical standards are prepared by Working Groups GTs
(consisting of PETROBRAS specialists and PETROBRAS Subsidiaries specialists), are commented by Local
Representatives (representatives of the Industrial Units, Engineering Projects, Technical Divisions and
PETROBRAS Subsidiaries), are approved by Responsible Subcommittees SCs (consisting of specialists
belonging to the same speciality, representing the various PETROBRAS Departments and PETROBRAS
Subsidiaries), and approved by CONTEC General Assembly (consisting of representatives of the
Superintendencies of the PETROBRAS Departments and PETROBRAS Subsidiaries that use PETROBRAS
technical standards). A PETROBRAS technical standard is subjected to revision at any time by the Responsible
Subcommittee and must be reviewed every five years to be revalidated, revised or cancelled. PETROBRAS
technical standards are prepared in accordance with standard PETROBRAS N -1. For complete information

PREFACE

This Standard is the English version (issued in MAR/98) of Standard PETROBRAS N-2565 -
REV. DEC/96.

1 SCOPE

1.1 This Standard establishes guidelines for materials designation in PETROBRAS technical
documents, viewing the preservation of the competitiveness in the acquisitions, the
automation of the administrative processes and the communication with the supplier market.

1.2 These recommendations are applied to the documents and its annexes hereunder
indicated: Technical Standards, Technical Specifications, Descriptive Memoranda, Material
Lists and Requisitions and Requests of Purchase and Material Supply Authorization.

1.3 This Standard has only mandatory requirements.

3 DEFINITIONS

For the purpose of this Standard, the following definitions are adopted:

3.1 Material

Any raw material, component, accessory, consumable, equipment or system that can be
treated as merchandise.

3.2 Material Designation

Description or code that specifies and identifies the material.

3.3 Standardized Description

Structured description, that seeks: the adequate explicity of the basic requirements that the
material shall fulfill to satisfy the needs of the Company, the material data backlog, the
standardization of the language and the electronic edition. The elaboration of the standardized
description is guided by a PDM.

3.4 PDM

Directions presented by the SIM that establishes and orders the necessary described data to
specify materials of the same species.

3.5 CMO (Former Number of PETROBRAS Official Stock)

Numeric code, attributed in a controlled way to materials of PETROBRAS corporate interest


with the scope of automating administrative processes, favoring the use of available materials
and facilitating the material data handling. Each material with a Standardized Description is
associated with only one CMO, so that it can also be designated by this Code.

3.6 RM - Material Requisition

It is an engineering design document destinated to material acquisition. The RM shall


establish all the technical requirements and necessary complementary instructions to
accomplish this scope.

3.7 Technical Regulation

Standardization act, of compulsory character, originated from state authority with specific
competence to publish it, which contains legislative, regulatory or administrative rules, and
establishes technical characteristic for a product or service, respecting the standards approved
by CONMETRO (See CONMETRO Resolution n 11/75).

3.8 SIM - Material Data System

System installed in the corporate computers of PETROBRAS and accessible through the net
terminals.

4 MATERIALS DESIGNATION IN TECHNICAL DOCUMENTS

4.1 Whenever a constructive characteristic or a functional request of a material has not been
specified, it shall be considered that any given solution fulfills the user need, unless that the
pertinent standardization indicates which is the presumed characteristic covering the omission
of a descriptive data.

4.2 In order to specify materials in the standards and others technical documents it shall be
considered the functions and necessary characteristics related to this application, not
restricting unnecessarily the competitiveness among the available solutions in the market. The
indication of any particular solution, among others also acceptable solutions, shall be
restricted to the following cases:

a) whenever exist technical-economic confirmed advantages in the standardized


solution;
b) when exists undeniable justification for the indication of an exclusive or
restricted conception, justified as an example, in the compatibility of equipment
and its spare parts existing in the Company;
c) when it refers to a plant, system or equipment component, which was purchased
under an integral task work contract type (turn-key), in case that does exist
an undeniable technical-economical justification indicating a technical
solution or fixing any particular or specific trademark, in these cases, this
indication shall be part of the bidding process documents (summoning act).
d) when the purpose of the specification is the assuring of cooperation agreemts
oriented to materials development, providing the same oportunity is extensive to
other interested suppliers.

4.3 The materials choice shall be based on PETROBRAS and Brazilian standards, but the
materials requirements designation shall be done according to the internationally recognized
standards to facilitate the communication with the national and foreign suppliers. The
following approaches shall be observed:

a) PETROBRAS standards shall be used when the needs of the Company could not
be expressed by other standards; in those cases an English version shall be
enclosed to the purchase documentation of international biddings;
b) materials that have to be certified by force of a standardization act enforced by an
office of public administration shall be specified accordingly the referenced
standards in the legal instrument (code, law, provisory public act, ordinance or
technical regulation);
c) in other cases, unless technical-economic advantages exist for the use of another
patterns, or restrictions to get certification, it shall be preferred, for the
designation of the materials, the following order:
- international standard ISO and IEC;

- standards of the more representative specialized entities of the pertinent


industrial segment (API, ASME, ASTM and other) or international associations
as OCIMF;
- national standard of countries with intensive international participation in the
commercialization of the required materials (ABNT, ANSI, DIN, JIS, BS and
other).
d) when other foreign standards specifications does exist, satisfying PETROBRAS
requirements, the preference for one of them shall be based on the greatest
compliance with the Brazilian standards or with usual standardization existing in
the Company Department;
e) when necessary, and whenever possible, the complementary requirements or
substitutions (deviations in relation to the standard of the used specification) they
shall be expressed in terms of internationally recognized standards;
f) considering that the basic standards adopted by PETROBRAS (ex: ISO, API,
ASTM) contain optional requirements to be foreseen by the designatant, the
material specifications shall indicate the technical variables ,including tests and
essays, that shall be demanded or subject to a deal between the user and the
supplier;
g) the requirements that indicate the use of trademarks and patents shall be limited
to the cases which there is no other technical or economically viable solution in
the market, or when the rights can be used under granted license.

4.4 Besides the technical requirements usually considered (related with industrial safety,
occupational health, environment and use conditions and performance), the purchase
specifications shall indicate a minimum as an obligatory request:

a) standardized aspects imposed by the Technical Regulations;


b) presentation pattern and data organization (FD and other similar data sheets),
seeking to give similar treatment to the received proposals for goods and services
suppliers;
c) requirements to avoid the limitation of the free competition in the after-sale, for
component supplying as well as for maintenance services;
d) identification criteria of the materials standardized by PETROBRAS.

4.5 The materials specifications shall consider:

a) the rational use of the available resources (stocks, energy, existent plants,
maintenance resources);
b) the standardization, without being restrictive related to the economical aspects
and innovation, but avoiding unnecessary variety;
c) the best use of national industry potentialities, without impair suppliers
competitiveness nor the considerations of the two previous items.

4.6 Always when a material covered by a PDM becomes particularized in a PETROBRAS


Standard or in a technical document used for material purchasing, this material shall be
designated by its standardized descrition and by its CMO.

4.6.1 The PDMs shall keep strict coherence with the technical PETROBRAS standards and
with the terminology of the Brazilian Standards.
