One change order was issued in the amount of $43,981 for automatic retractable screens (ARS) units to be instaled on the County ‘onmes catch basins located in Alhambra because the standard connector pipe screens (CPS) units dis not conform to the specications for instalation. The total cost of the project was $270,603.50. This project has been inspected by staff and ali work has been Completed in accordance with the City requirements and specifications. As part of the 2013 Metro Call for Projects, the City applied for a grant for the Alhambra Pedestrian ImproverentWaking Viabilly Project on Valley Boulevard between Ninth Street and Garfield Avenue, The project would improve safety and access to encourage walking as ‘viable form of transportation and improve connectivity between transit areas Improvements would include the instalation of pedestrian countdown signal, inetallation of High Intensity Activated Crosswalks with pedestrian lights, public transit slop improvements, ADA accessibily and sidewalk improvements. The City was notified that the project was approved in the amount of $1,027,820. The contract documents require the City Councl to adopt a resolution designating an offial to execute the agreemenis and supporting documents, Recommended Action: City Council adopt Resolution No. R2N17-14 ented: A Resolution ofthe Alhambra City Council authorizing the City Manager fo act on behalf of the City of Alhambra with respect to the Local Transportation Funds administered through the Los Angeles County Metropottan Transportation Authority (MTA); and, direct staff ta undertake the steps necessary to finalize Council's action 5, AUTHORIZE DEED RESTRICTION ON CITY PARK AND GOLF COURSE PROPERTIES AS REQUIRED BY THE SAFE NEIGHBORHOOD PARKS PROPOSITION GRANT - F2M11-83, M2M17-54 Staff requests that the City Council authorize recording a Deed Restriction on the Alhambra Parks and Golf Course properties in order to comply with the Safe Neighborhood Parks Grant received (0 replant trees throughout the City. On May 14, 2012 the Cty Counc approved a resolution that enabled staff to apply for the Competitve Tree Planting Grant Program administered by the County of Los Angeles. ‘The program offered funcing to communities that suffered unprecedented tree loss due 4 41017 to the windstorms in the San Gabriel Valley in late 2011. On September 11, 2012 the Los Angeles County Regional Park and Open Space District granted the Cty $60,000 to replant trees downed by the storm. On oF about September 30, 2018 the tree planting project was completed. Staff isin the process of closing out this grant program. In order to receive the $0,000 reimbursable funds the City must record a deed restriction onthe properties where the trees have been planted. Recommended Action: City Council authorize recording a Deed Restriction on the Anambra Parks and Gull Course properties in order to comply with the Safe [Neighborhood Parks Grant received to repant trees throughout the City; and, direct stat to undertake the steps necessary to finalize Counci's action. CLASS SPECIFICATION: POLICE SERGEANT ~ F2417-2, M2M17-55 Before a class specication becomes effective, it must be approved by the City Council {An assessment by the Human Resources Department and Police Department sustained the need for an Update of the representative duties and qualification guidelines for the position of Police Sergeant to more accurately reflect the duties and qualifications of the ‘lassifcation, Therefore, staff requests thatthe Cty Council adopt class specication for the postion of Poice Sergeant. Recommencled Action: City Council adopt the class specification forthe positon of Police Sergeant as described in the Assistant City Manager/Human Resources Apri 1, 2017 report on fila inthe office of the City Clerk. CLASS SPECIFICATION: FIRE BATTALION CHIEF ~ F2017-2, M2M17-56 Before a class specification becomes effective, it must be approved by the City Council [An assessment by the Human Resources Department and Fite Department sustained the need for an update of the representative duties and qualifcation guidelines for the positon of Fire Battalion Chief to more accurately reflect the dutes and qualifications of the classification. BACKGROUND: 4. 1n2005, the Governmental Accounting Standards Board (GASB) issued Statement No.45 Financial Reporting or Postemplayment Benefit Plans Other Than Pensions Plans (OPEB) to address nancial statement and disclosure requirement fr reporting. 2. In 2015, (GASB) issued Statement No. 75, Accounting and Financial Reporting for Postemployment Benefits Other than Pensions. GASB TS requires the Gity'o report costs and obligations for its OPEB. The City must also report ts net OPEB lablty (cifference: between the total OPEB lability and assets accumulated to pay forthe lability) on its Financial Statements. Under GASB 75, cies that do not provide OPEB through a trust ‘would be required to report the entre OPEB labilty on its financial statements. For ces thal provide OPEB through an irrevocable pian that is administered through a trust, the (OPEB liability would be reported net ofthe amount of the OPEB plan's fiduciary net positon. 3, Creation of an irrevocable trust, even if not fully funded will demonstrate the City's commitment to a long-term strategy to fund this lability 4, GASB 75 (which replaces the requirements of GASB 48) will Become effective for fiscal yearsbeginning after June 15, 2017. As of June 30,2016, the City has an unfunded OPEB liabilty of approximately $14'5 millon and may accrue up to an additonal $2.0 milion annual Having a significant unfunded OPEB Fabiliy is not uncommon to most cies. To do date, ‘more than 170 public agencies have adopted programs through PARS to reduce their OPEB Fabiities including local agencies such as the City of Covina and Rosemead. 8. On January 9, 2017, staff submited the City’s Comprehensive Annual Financial Report (CAFR) forthe fiscal year end June 30, 2016 for City Counci consideration. As part ofthe CAFR andin an effort to ideniy funds fr the City's OPEB labily, $1,000,000 was assigned in the fund balance to begin offseting the obligation 7. In an effort to manage the City’s GASB 75 labllles, staff has researched different invesiment trust options for prefunding current and future retiree healthcare lables (OPEB). Presently, the two major OPEB ust fund administrators handling Calflora public ‘agency funds for compliance with GASB 48 and 75 requirements are the CalPERS - Caifornia Employers’ Retirement Benefit Trust Fund (CERBT) and the Publie Agency Retirement Services (PARS) ~ Pension Rate Stabilization Program (PRSP) 8. After reviewing the benefits and administrative requirements of both rust providers, sla recommending the Cty eontract with the PARS ~ PRSP program, While both programs are avallaba, the PRSP program offers more flexibilly and investing options, The CERBT program or example, has three asset allocation svalegies while the PRSP program hasten. In addition to testing for compliance, the aueltors also tested for internal conivol compliance. FY 2016 URBAN AREA STRATEGIC SECURITY INITIATIVE GRANT — F2M1-408, (C2M17-23, M2M17-46, ‘As a dosignated Core City, the City of Los Angeles is eligible for addtional funding ‘through the Urban Atea Strategic Security Initiative (UASI) Grant Program that is administered by the Department of Homeland Security. In addition to the Core City, individual cities that are contiguous to the City of Los Angeles are also eligible for funding. The Alhamira Fire Department and the Alhambra Police Department jointly submited a grant request for $119,137 lo the Approval Authority wo adminsters the UAS! Grant Program, aikd Ure reves was approved. The Fire Department was allocated $97,560 and the Police Department was allocated $21,577. The Fie Department wil use their funds to cover the cost of Urban Search & Rescue equipment, for the Regional Training Center, and for MOBEX Exercises, The Police Department will use fs located funds for Trauma Kits and a Mask Fit Test Machine.
