CHAPTER I

GENERAL DESCRIPTION OF THE PLACE

1.1 Location of Tourism Potential

Pakpak Bharat is one of the small regency in North Sumatera which has about 30.000 inhabitants.
this regency is surrounded by mountain. It can be called that Pakpak Bharat is a green regency,
because almost in every side of this regency is trees. Beside of that, Pakpak Bharat has many places of
tourism starting from small place, medium and big, and moreover familiar not only in Pakpak Bharat,
but also in another regency in North Sumatera. Eventhough Pakpak Bharat is a small regency, but
Pakpak has been famous because of its place of tourism. One of the most familiar place is Lae
Simbilulu. It is located at Prongil Julu village, Tinada Subdistrict, Pakpak Bharat Regency, North
Sumatera. It is around 5 km from Tinada District and 20 km from Sidikalang. The access to go to this
place is actually not so good. But, at first it was good access. There were actually several changes of
access of this place. Before this place was found as a place of tour, it was surrounded by big trees and
could not be accessed. Then, after been found, it was not immediately made to become a place of
tourism. After this place was established as one of the beautiful place of tourism in Pakpak Bharat, it
was still limited access, because the visitors could only access good way until to the village, thats
Prongil Julu. The visitor would be walking on foot from the village to that place around 20 until 25
minutes. After a few years, this place is being better from the previous, especially for location. The
location is easily to be accessed, because there is upgrading to the road. The access to Lae Simbilulu
from the village has been better. The visitor can ride vehicle or car to the place. But now, there is
ravage of the road. It might be caused by the vehicles, because it is now being a favorable place, so
that many vehicles pass from this road. The visitors could still ride the vehicle until to the location,
but it is not as good as before. The trip will need more time to arrived there. From the park, the visitor
would only walk on steps to down about 5 minutes. Now, from highway to the location, the trip is
approximately 20 minutes eventhough the road is still not so good. But if the road is good enough, the
trip is estimated about 15 minutes only. With a cozy atmosphere and fresh air , making this waterfall
into a tourist area that is well worth a visit . Anyone who wants to enjoy the beauty and pampering
can hypnotize any visitors.

1.2 Available Resources

About resources, the visitor can enjoy the fresh water in Lae Simbilulu, because Lae Simbilulu is
actually a waterfall. The visitor can swim around the waterfal and even under the waterfall. Beside of
the water, visitor can also see the view from top through the thousands steps. There are long steps
named seribu tangga. There is also canteen around the waterfall. The canteen keeper also serves
clothes to rent for swimming.

1.3 Negative Factor of Less Potential

Beside of long distance of trip which actually makes visitors to feel exhausted, the facilities are
also still limited there. The visitors actually need a rest when arrived there because of long distance,
but sometimes they would not get space anymore to rest when the place is crowded. There is only one
house for the visitor to rest in the location of Lae Simbilulu. The negative factors that might be
happen is that the visitors would be feeling bored to be there because of theres nothing to enjoy
beside of the water and taking photos. Not only the boredom of the visitors, but for the local revenue.
It will affect the revenue, because from the visitors the local revenue significantly affets it, to be better
or not. Actually the local revenue is only from the cost of park and ticket.

For people, facilities are actually the most important thing in a place of tour, because it can make
them feel comfortable in the place. Lae Simbilulu is actually having less of facilities. The effect is, the
visitors sometimes consider to the facilities that make them bored to go to there. Because of the less of
facilities or tour potency, it affects three sides, they are the place of the tour, the income of the region,
and the desire of the visitor to visit the place.

1.4 Purpose of Developing

There are some purposes of developing the place of tour. The first: for the local region, the
second: for the local revenue, the third: for the visitors.

1. For the local region

The purpose of developing a place of tour is actually for getting advantages. Beside of
earning money from the cost of park and tickets, to be familiar is actually the most important
thing for the local region. Because, if the region is familiar, automatically it will be a memorable
place for the visitor or people from another region. Another aspect is, in the village the inhabitants
can also make a business perhaps by opening restaurant or the others. Because the people or the
passer-by to the village need some foods, drinks, or the other because of their exhaustion. The
benefit for the local region is the revenue from the visitors themselves. Another purpose is for the
beauty of the environment.

2. For the local revenue

It is related to the first point. The advantages that the local place can get is the revenue. The
revenue is from the ticket and park cost.

3. For the visitors

The comfort of the visitors is actually a crucial thing that ought to consider regarding that the
comfort of the visitors certainly affects the place of tour itself, whether it is more advanced or the
contrary. If the place is good, the impacts is the visitors will never feel bored to visit the place.
The advantage for the visitors is they would feel comfortable when they are in the that place.
They would enjoy their mission to go to there. If it has been actuated by the government, beside
the place being familiar, day by day or year by year the place is automatically becoming a favorite
place of tour.

CHAPTER II

DEVELOPING OF TOUR POTENTIAL

2.1. Strategic Design for Tour Potential

Many things need to improve for a location of tour in order to make it to be strategic one.
Regarding the purpose of making a beautiful place of tour, the government is needed to be creative
and innovative to create something good for the place. How to make visitors comfortable to visit the
place is actually becoming the most important thing to think of.
 Access to the location is also being one of the most important thing to do. There would not be
many people to come to a place if the people could not feel something that makes them comfortable.
For example: road. People tend to consider about the road to a place. If the road is good, they
probably will alway pass through the road. But if not, it becomes a big question for them whether
they will continue or back. Strategic design for a tour location are actually facilities and access.
These are the most crucial thing to make it strategic. Actually in Lae Simbilulu there is no inn.
Because the trip to this place is really exhausting, the government or the people who involved in this
tour, they should think about this one thing. There are actually two inns, but it is not proper enough as
an inn, because the building is narrow. The inn can load not more than 20 people. But in fact,
normally in a day especially on Sunday or vacation the visitor is not less than 50 person. Because of
this matter, it is necessary to build some building of inn, because not all day people can enjoy the Lae
Simbilulu waterfall. They need a rest.

Beside of road and inn, restaurant is also important in a place of tour, because the visitors also
need to eat or drink caused by their exhaustion in the place of tour and on the trip. It is a weird thing
if in a place of tour theres no restaurant. For additional thing, souvenir is also good in order to make
the place of tour become more familiar. Contribution and participation of government and local
inhabitants are very essential in order to develope this place of tour.

2.2. Developing of Facilities and Access of Location

The developing of facilities and access of location dont need to be directly overall done, but
there must be stages of the actuating. Progress is needed in a developing of a place of tour. For
facilities, the government is needed to continually build some facilities in the place. Facilities and
access of location are the premier thing in a place of tourism. Restaurant and inn are secondary
eventhough it all very needed. It is not enough if the location is beautiful only, but the four of these
aspects are necessary too.

2.3. Stages of Developing

Stages of developing need improvement. The improvement is like upgrading. There are some
side of the road until to the location broken. If the government does care with the place of tourism,
he/she must care about the development of that. Those sides of road are actually not proper to be
accessed, because there were some accidents occuring along the road. The first thing need to improve
is road. Because if the road is not good, it is impossible for people to visit a beautiful place of
tourism. After this one is already better, facilities are important to improve. Some of the facilities in
around the location are not proper anymore, such as toilet, steps, and bridge. Those are actually need
to be built again.

2.4. Outcomes of the Developing

After the developing of this place of tourism has been done, there will be many changes of that
place realized by the government, especially for regent of Pakpak Bharat. Lae Simbilulu is actually
the most beautiful place of tourism in Pakpak Bharat. But until now, facilities and access are still not
good. To preserve this place of tourism those aspect could not be omitted by the government,
moreover the government needs to make some program regarding to preserve the place. From the
construction of those aspects, there will be more many visitors expected come to that place. The
visitors are also expected enjoying their vacation as in the location. After this constuction also
expected there will be new comers from another region to that place.

Another outcomes expected are:

 For the place of tourism
This place will become a favoreble and memorable place of tourism in Pakpak Bharat
For the local inhabitant
The village (Prongil Julu) will be known and familiar in many new comers
For the government
Government will easily preserve the place of tourism, because there are many people will care
about the preservation of that place. It can be by the visitors and the local inhabitants.
For the visitors
There will be many visitors enjoy their vacation and comfortable to visit that place, the
visitors will be happy when they are in that place, the visitors will always miss that place and
tell another people to come to there.

CHAPTER III

OUTPUT OF DEVELOPING

3.1. Profit for Tourism Sector

There will be so many profit of the developing of the place of tourism. On the sector of tourism,
the beauty of the place is actually expectation of all people, where the people would be more enjoy in
the place. The expected profit of this developing of place of tourism is generally for advance of the
region. Commonly, when there is a construction of a place, the profit is actually for many people. It
can be for inhabitants, new comers, government and another people from another places. For the
developing of Lae Simbilulu, the profit for this place that expected are:

a. Preservation of the place

To preserve and conserve the place is important for a tourism. When the place of tourism is
staying beautiful and clean, the place will be well-preserved. All thing that contain in that place
will also be preserved. Maybe the tree, the purity of the water, the cleanliness of the location, and
everything in that place.

b. Visitors comfort

When the place of tourism is staying beautiful and clean, it automatically makes the visitors
feel comfortable to go to that place. The comfort of the visitor is actually the most important
thing to be considered by the host of the place. The host must make some innovations or thing
that make the visitor will not feel something not good or even regret. Regression of the visitor
must be prevented by making some ways, creation or things that make them comfort.

3.2. Economical Profit for Society in the Location of Tourism

Many things that can be got by the people who live in around the location of tourism. Simply, the
can make any business in that place. They can stay in the location without moving to their village. It
can become their opportunity to make their business. Beside of economic profit, the society
especially for the Prongil Julu inhabitants, they will feel happy because their village is not quiet
anymore.
