interface to outside and is compatible with R99 standard. ZXUN USPP (HLR) provides
corresponding users information to 3G PLMN network, including users basic service
subscription information, supplementary service subscription information and position
information. It also provides user security management function.

As the data processing center of 3G network, ZXUN USPP (HLR) fulfills user data
processing and exchanges signal with other functional entities through SS7. The
location of ZXUN USPP (HLR) is as figure shows bellow:

Figure 1-1 Location of ZXUN USPP (HLR) in Mobile Network

ZXUN USPP (HLR) is an advanced and reliable system with standard signaling interface.
Different interfaces are provided for different applications in order to satisfy the
requirement for rapid deployment of the core network in preliminary stage of 3G network
construction.

ZXUN USPP (HLR) provides MAP protocol interface based on SS7, which fully follows
3GPP R4 standard and is compatible with other MAP protocol versions. ZXUN USPP
(HLR) system connects to other entities in PLMN by standard MAP signaling. It can also

information for MT short message service and to forward short messages both by
MSC and SGSN. In addition, it also supports short message notification.

Supplementary service function: ZXUN USPP (HLR) supports a lot of SS including

number identify, call forward, call deflection, call transfer, multi-party, advice of
charge, CUG, call holding, call waiting, etc. It also supports various operation
including SS activate, deactivate, register, delete, and password modify.

CAMEL service function. ZXUN USPP (HLR) supports services of CAMEL2,

CAMEL3 and CAMEL4.

Location service function. ZXUN USPP (HLR) supports to process LCS service
subscription including CS LCS service and PS LCD service, and also to process
requests of routing information of LCS.

USSD function: ZXUN USPP (HLR) supports USSD service initiated by a mobile
station or network side.

Lawful interception function. ZXUN USPP (HLR) supports to intercept the non-
voice-traffic action of a specified user.

The interfaces related to HLR in mobile network as follows:

H interface is between HLR and AUC. It is an internal interface for allowing HLR to
acquire user authentication data from AUC.

D interface is between HLR and MSC/VLR in GSM/R99/R4. It is a MAP interface to

realize the function of location updating, user data inserting, supplementary service,
MT routing, etc.

2 Highlight Features and Key Benefits

Convergence

Convergence MNP:

The process and cost will be decreased because the MNP converges into ZXUN
USPP (HLR) (e.g. the SRI message does not need to relay to HLR from MNP
through E1).

Convergence EIR:

Due to convergence EIR, the IMEI can bind with the IMSI. Thus, the operator can
provide new feature, such as verify the mobile station without EIR independently.

Convergence CDMA HLR:

Benefits from the convergence CDMA HLR, the subscriber can roaming flexible
between WCDMA network and CDMA network, and both of the two networks can
provide different features to the same subscriber.

Compliant with 3GPP Protocol

ZXUN USPP (HLR) is designed in strict accordance with the 3GPP R7

specifications, and provides compatibility to R99/R4/R5/R6, smoothly upgradeable
to R9, with protecting users investment.

Smooth Evolution

ZXUN USPP (HLR) can evolve into EPC HSS and IMS HSS smoothly.

Encrypted KI

Ki stored in HLR is encrypted. It is also encrypted before being transferred from the
management center to HLR.

Encryption techniques are used to prevent any unauthorized individuals from

reading or altering Ki. It is the most effective way to achieve data security.

Multi Authentication Arithmetic Support

With the help of COMP128 V1/V2/V3 Authentication algorithm, ZXUN USPP (HLR)
can realize the conversion between 3G triplet group and quintuplet group.

Migration GSM Subscriber to UMTS Subscriber without Changing SIM or

MSISDN

ZTE Confidential Proprietary 2011 ZTE Corporation. All rights reserved. 4

ZXUN USPP Series HLR Product Description

ZXUN USPP (HLR) can migrate 2G subscriber into 3G subscriber, without

changing subscribers SIM card or original phone number.

It provides feasibility to Operator owned 3G license that migrates 2G subscribers to

3G network and raises the service satisfaction and subscribers faithfulness.

It provides feasibility to Subscribers to enjoy 3G service by doing nothing but just

dialing the Call-Center number.

MVNO (Network Sharing)

Network sharing is becoming more and more popular as a mean to provide

coverage quickly and in a cost efficient way. The high price paid for the license in
some countries as well as mergers and acquisitions have recently raised high
interest in this topic.

Based on ZTE core MVNO, OPEX and CAPEX will be decreased. In addition,
MVNO operator can realize customized feature in a short time, such as Dual-IMSI
or Dual-MSISDN for one subscriber.

6 Levels HLR Overload Control

HLR overload control provides 6 levels of different control thresholds and allows
adjustment of these control thresholds according to the actual running conditions.

When the system load reaches a certain point, HLR restricts incoming messages to
avoid any harm caused by burst high load and ensures the important message (e.g.
Location Update) transaction in time. Following table provides service priority and
load level.

Table 2-1 6 Levels HLR Overload Control

for every subscriber by a SERVICE PERMISSION TABLE, in case of the VPLMN

which the subscriber roaming does not support some features.

The SERVICE PERMISSION TABLE is not only for post-paid subscribers but also
for pre-paid subscribers. The items of the table are included but not limited MO
services, MT services, CFU, etc.
