SUMMARY

A. Background

Technology is always evolving and progressing in according with

times and the development of human thinking. The Indonesian nation as
one of the developing countries will not able to advance as along as not
improve the quality of human resources of our nation. Quality of life of the
nation can be increase if supported by an established educational
especially in behavior engineering. With behavior engineering system,
allow us to get more easier in activities especially in transportation.

Nowadays transportation is very important especially for urban

community because they need easiness and smoothness in accessibility.
According to Tamin (1997), transportation has two roles, that are:

1. As a tool for directing development in urban city.

2. As an infrastructure for the movement of people and/or goods that arising
from activities of these two urban areas.

All of interaction transportation needs accessibility and produce

movement of traffic flow. Generally, the purpose of transportation for
more easier accessibility and for more easier all of activity. Therefore, it
needs effort for decreasing traffic jam with optimizing function of public
transportation especially angkot.

Based Direktur Jendral Perhubungan Darat Nomor 271/HK

105/DRDJ/96 decision shelter established for smoothness and discipline
warranty, safety for public transportationuser in transportations movement
warranty.

B. Problem Formulation
Based in the background, the problem discussed can be formulated
as follows:

1. How does the description of the way for the angkot drivers can truly
discipline for decreasing traffic jam.
2. How does the description of the way for the angkot user can use shelter as
a go-stop place.
3. How does the description of the way for the angkot driver and angkot user
to use shelter optimally.

C. Methodology
This paper use descriptive method because this research has
purpose to get answer that related with opinion, response and perception,
so in this discussion have to use words qualitatively.

D. Result

Based on the problem, traffic jam can be reduced with shelters

comfortably and it is not far from the point of traffic jam. All of angkot
will stop and go temporary in the shelter has been provided, so they will
not stop caressely and hamper all of this street users.

Palcement shelter in Bandung city must have acessiblity for

pedestrian. This placement among shelter in a road minimal 300 meters
and no more than 700 meters. But according to small road Bandung
conditions, then the placement shelter can be appropriate with the needs.

For small roads use traffic sign enough and for the go-stop more
bigger we can add roof and some seating. Even, for some roads there is
swing in the shelter. There is one kind of big and long shelter for example,
we can see in Alun-Alun Bandung.

In the location that have not been built shelters will be alternative
designed based on the size of the road conditions. After looking the
weakness in design before, the design of the shelter changes. Process
development of design decided by aspects of safety, ergonomic and
environment. A combination of public facilities and green spaces is a
refreshment view while we feel tired of driving. Therefore, shelters design
development will be designed to combine the vertical garden it self.

Vertical Garden design serves as a place waiting for public

transport or take a break when dropped from public transportation and as a
checkpoint for pedestrians on the sidewalk. Traffic signs at shelters use as
a crossing lights, warning lights to be careful on vehicles passing stop, and
special lights for public transportation stops. If the roads has a small place,
then it can use the traffic sign only for go-stop public transportation
(angkot).

Installation CCTV needs in every shelters for it works optimally.

With CCTV installation, gives a feeling safe for angkot users from
criminality. Moreover, it can decrease possible damage shelter facility
itself from people who are not responsible.

E. Conclusion
Based on the description of the discussion can be concluded that:
1. The role of shelters is to support decrease traffic jam in transportation
system.
2. Shelters are very important and should exist in every road.
3. Shelters management must be implemented in accordance with the
purposes and functionts.
