DISASTER

Natural disaster Natural calamities such as earthquake,


flood, cyclone, avalanche, drought, hail storm, volcanic
eruption, forest fire, land slide and extreme temperature
(high or low etc.)
Man made disaster - Such as wars, industrial accident, fire
(industrial, residential, commercial etc.), train/ road/ air
accidents and terrorist activities disrupting the infrastructure.
Emergency situation may occur due to the occurrence of :
Fire
Bomb blast
Medical Emergency
Natural/ Manmade Disaster
Civil Disturbance

Objective of Disaster
Management Plan
To improve state of preparedness to meet any contingency
To reduce response time in organizing assistance by
defining responsibilities,
procedures for facilitating the curtailment and/ or restoration
of Asset(s).

man power, material & equipment needed to make the plan
operational

Responsibilities
To maintain and update emergency call out list of persons:
for emergency control,
key personnel for providing technical services
fire safety
first aid, medical
security, police, District Administration Authorities
format enclosed at Annexure-IV.
Display communication details of nodal officers to be contacted in
emergency.
Fixing of permanent notice boards at all suitable locations in Substations
displaying information, map, escape routes, precautions to be taken
during emergency.
Responsibilities
To identify sources for providing heavy equipment like Cranes, Excavators,
Tractors, concrete breakers etc.
To assess damage,
To identify requirement,
To formulate action plan and
Intimate the requisite resources to RDMC & CDMC.
To preserve all evidences so as to facilitate any enquiry into the cause.
To co-ordinate information with RDMC and CDMC on daily basis.
To identify essential staff and to form a task force (prepare check list of
who has to do what)
To mobilise resources for restoration.
Responsibilities
To implement action plan for restoration of affected transmission system
To liaise with local disaster management groups for necessary assistance.
To arrange food, drinking water, Tent for office space at site,
accommodation for deployed employees/ workers
Arrangement of vehicles for movement of manpower and materials
Inflated Lighting arrangement
3 phase-63 KVA Trolley mounted DG sets for Substations, de-watering
pumps etc. at short notice
Responsibilities
Updated as built drawing database for respective Substations under its
jurisdiction.
Adequate quantity of diesel for running of vehicles and operation of DG
sets for at least 07 days is to be kept available in case of early warning.
Security arrangement for Assets, T&P and materials
Finalization of executing agency, if required
To prepare report on closure of emergency, its analysis and submit report
to RDMC.
Install and manage changeover to disaster resilient devices
Crisis levels
Early warning:
On receipt of reliable information regarding an event which is likely to have
significant impact on the system and is likely to lead to an ALERT or EMERGENCY
level
Alert:
In the event of disturbance in the system which results in deterioration in the
network but some-how the situation is manageable without resorting to imposition
of any restriction in demand
Emergency:
In the event of major disturbance in the system leading to significant deterioration
in the network causing imposition of restriction in demand

Some things to be ensured

Fire detection and fire fighting system must be kept in


Auto Mode.
Sensitize Security staff about their responsibilities
Consider to change Main Gate Locks after any Security
staff leaves the service.
Continuous monitoring of CCTV footage
Locking of Switch yard Panel rooms (SPR)
Attending anomalies found during AMP on priority
Maintain important contacts with Maint. Incharge and at
security Incharge at Main gate
Periodic Mock Drills can be conducted

All weather road along the boundary wall to facilitate

Preventive/ precautionary
measures
All tower drawings, hardware drawings, tower schedules etc. should be
readily available.
Towers, Conductor, hardwares, insulators, Earthwire etc. should be
available as per inventory norm
Towers should be in complete shape. Any shortage of tower parts can
result in unnecessary panic at the time of use.
T&P should be available as per norms and in working condition.
Healthiness of T&P to be ensured immediately after its last use.
Repair/ replace defective T&P.
Maintain rate contract for transportation of material for immediate
shifting of material in case of exigency.
Preventive/ precautionary
measures
ERS set should be in complete shape.
Damages/ shortages, if any to be replenished immediately
Keep area wise updated list and contact information of heavy
equipment (like Hydra cranes, JCB machine, Gas cutters, Concrete
breakers, Tractors & Trolleys etc.) providers
Keep updated list and contact information of skilled fitter
contractors to deploy them at very short notice as per
Keep updated list and contact information of tower manufacturers,
erectors operating in your region
SIM cards of different service providers to be sent to affected
sites.

ERS sets with adequately trained teams have been located


in each region to manage such disasters on immediate
basis
Collapsed towers are easily bypassed by ERS structures
resulting in restoration of power supply within shortest
possible time
Damaged towers then attended to through conventional
method without affecting regular power flow

During above crisis, POWERGRID extended full support to restore power supply.
Prioritized supply restoration to Hospitals, Railways and important sub-stations
feeding critical areas in shortest possible time with round the clock restoration
efforts.

During recent cyclonic storm HUDHUD


which struck the eastern Indian coast on
12.10.2014, severe damage in
Transmission system caused in three
districts namely Vishakhapatnam,
Srikakulam & Vijayanagram.

POWERGRID extended all out support to


APTRANSCO, Railways and Vizag Steel
Plant to restore the power system

Supply to the emergency services like


Hospitals, water supply pump houses
were restored by 14.10.2014

transformers, transformer oil,
filter machine etc.
