''I have spent more than two decades on account of a language post,
(presently I am father of two IITians) it is my experience that fake
or inflated statitistics are part of a propaganda to keep a particular
committee (known to enjoy foreign tours and to accept lavish golden
coins as gifts) in good humour. We may take a lesson from how sanskrit
stripped itself as a language of the people, there was an attempt to
take a narrow view of the language by binding itself to grammar,
consequently it became restrictive language of the few people ...''

We are pleased to inform you that you are appointed in the grade of 520-30-670-45-850-60-
1210-75-1660 on the post of of Hindi Translator /
Assistant (clerk)/Assistant (typist) to the basic pay of 580 on

Probation. You shall be entitled to amendment in the aforesaid pay scale and other allowances as
per rules prevalent in General Insurance Industry and you shall be accepting the amendments in
the aforesaid pay scale. The following terms and conditions shall be applicable to you in
addition to service conditions of those applicable to other confirmed employees of your grade:-

1. Your appointment shall be with effect from 24.02.1988 your reporting for duty to
Regional Manager/Deputy Manager/Divisional Manager.

However,the aforesaid date should not be later than a fortnight to the acceptance of this
letter.
2.(a) You will be on probation for a period of six months which may be extended at the
discretion of the Management.
(b) During the probationary period your services will be liable to be termination without
notice and without assigning any reasons by the Company.

4.You shall be entitled to confirmation of services if you succeed by completing the


probationary period.

5. On confirmation of probationary period you shall be entitled to other allowances,e.g.


Provident Fund,Gratuity etc.

6.Increments in salary are not released automatically,they are based upon regular
attendance,good conduct,satisfactory work and performance and is subjected to other rules of
the Company also.

7.While in the services of the Company,including probationary period you will be subject to
the rules and regulations of the company,including General Insurance (Conduct,Discipline
and Appeal)Rules,as are in force from time to time and carry out instructions given to you
from time to time orally /in writing.

8. During the probationary period if you leave/resign from the services of the Company,you
are required to give three full days notice in writing. In default company shall have right to
deduct from dues payable to you/recover from you directly an amount equivalent to three
days salary.

9. On confirmation your appointment is terminable at any time by giving one months notice
in writing on either side without assigning any reason.

10..You are liable to be transferred from one department to another from the Company to
any subsidiary of the Corporation or from one place to another as and when required to do so.

11. The Companys right at law to take any action against you and to recover the dues of the
Company from you and/or to claim damage from you and the rights of the like nature will
not be affected or deemed to be waived by any reference to the terms and condictions
mentioned herein and they are expressly reserved notwithstanding any specific mention
herein of the rights of the Company.

12. You will have to undergo such training either during probation or any time thereafter as
may be prescribed by the Company.

13. Your appointment shall be subject to with effect from your reporting for duty. The
appointment letter shall be cancelled in the event of your not reporting for duty within a
fortnight.

You may return the duplicate of this letter of appointment duly signed by you,to
indicate that you have accepted all the conditions mentioned in this letter.

In one case there is corrupt purchase of (VIDE VOUCHER NO. 2251000614


DATED 19-06-2012 amount Rs. 1,15,140/-) 30 silver coins to gift Parliamentary
committee meet held at Dharmasala in month of June 2012.

In yet another case Rs. 1,20,000/- issued through cash (vide voucher no.
2251000399 dated 09-06-2011& v.no. 2251000153 dated 22-06-2011) for
purchase of golden coins, for purported gift to Members of Indias Parliament
while the meeting held at Kullu (HP).

There are seven MP's only in the 3rd sub committee of the Parliament
(official language) who participated said meeting with insurance company
officials.

Where were rests of 22-23 silver coin?

Obviously the said coins were either embezzled by insurance company's Public
servants or passed on for bribing to another GIPSA company officials.

Even if the so called gift was actally presented to members of parliament


commitee on official language then both the rules of ethics applicable to
insurance company and that of Hon'ble Parliament prohibit expensive gift with
the following rules:

General Insurance Book of Ethics called Book of DO's Don'ts (applicable to


General Insurance Corp. India,and 4 general insurance companies,including OICL
etc) prohibits the officials to be capricious /whimsical in the discharge of their
duties.

It is indeed capricious act that a public servant who cannot accept gift worth
more than Rs. 500/- actually pays public money in the name of gift of about Rs.
3500 or above.

The Code of Conduct for Members enumerated by the Committee on Ethics


adopted by the Rajya Sabha stipulates,inter alia, the following:

" VI-Members should not take a gift which may interfere with honest and
impartial discharge of their official duties. They may, however, accept incidental
gifts or inexpensive mementoes and customary hospitality."

In the wider public interests,it is requested that action be taken against all those
who have violated the rules of ethics and morality in public life with intimation to
complainant.

P.S.: I believe assurance was given to parliamentary committee on official


language to investigate the manner in which the post of translater has been
abolished in the New India Assurance,a GIPSA company. The post cannot be
abolished as per the act and rules of official language.

I suspect consequent to illegal attempts to influence one or more bureaucrates


of the committe ,and or,the Ministry of Finance/Home the issue has been put to
red tapism.

About me:

A Hindi Translator, A fellow of Insurance Instt of India,a post graduate of English


and Hindi,A graduate in economics etc.,I suffer consequences of dismissal on a
so called grave charge of leaving headquarters obviously because during my
two decades services without any stigma I neither received bribe nor paid bribe
nor I ever offered bouquet to chairman or any other officials of insurance
company while well known bribe takers (e.g. one of salary No. 26019) was seen
doing this and despite the corrupt acts perpetrated and well recorded by anti
corruption bureau ,a decade ago, near Jaipur,alleged bribe taker still enjoys
public money of about 50 K as a reward to keeping company of a GIPSA (New
India Assurance) Co's chairman on 20 July 2012 at Jaipur
