APPENDIX A: Community Description and Demographic Profile

HISTORY

The Birth of Tacunan

Many stories have been told about the creation of Barangay


Tacunan, mostly from the elders who witnessed its birth. In 1920,
Tacunan was named after Tau Nunn, an American teacher who came
to the place and taught the people how to read and write. The people
loved him clearly because of his charisma and for being friendly. Few
years later, people from Luzon and Visayas migrated to Tacunan.

During the Japanese regime, Davao city was considered little

Colonel Magata built his house at the area where Tacunan


Elementary School is now located. Beside the house is the Japanese
hospital for its army. During the World War II, the Japanese imperial
army put up a garrison in Tacunan and because of this, the civilians
evacuated the place and sought a safer place to live.

The Japanese settlers then joined the Imperial army. After the
World War II, some people from Ilocos, Cebu, Bohol, Leyte and some
other places came and settled in Tacunan. In 1947, Mrs. Rosita
Ramas, a comadrona was appointed as the first Teniente del Barrio
and established six sitios namely Colagsoy, Calubian, Campo3, Campo
8, Biatilisan and Kasimo.

In 1953, Tacunan Elementary School was extablished and built


at the 5.4-hectare area donated by Mr. Melanio Braganza. He later
became the first elected barangay captain after the conduct of a
barangay election in 1960. Tau Nunn was renamed Tacunan under the
Presidential Proclamation.

In 1960, Tacunan was the haven of the rebels of the New


Peoples Ar,y. Many civilians were forced to support the rebels
because of the death threats. The civilians gave revolutionary taxes to
the rebels either in case or in kind such as livestock, fruits and rice.
The residents longed for peace thus the government negotiated with
the people and gained their support. Eventually, the rebels were
defeated and peace reigned once again in Tacunan.

In 1983, the barangay celebrated its first Araw ng Tacunan and


renamed sitios to Puroks. Different organizations were formed and
established cooperatives. In 1990, water system was installed at
Purok 8, since it was nearest purok in Mintal.

In 1992, Tacunan was fortunate enough because it was chosen


as the site of D.S.Cs projects, the community Audio Tower System
(CATS), and came the birth of the DXRT Radyo Tacunan. It was a pilot
project of UNBP-FAO and made impact to the barangay because it
opened the door for many opportunities since it because the linkage
between Nongovernment offices (NGOs) and Government offices. The
NGOs helped the people of the barangay by giving trainings and
seminars like skills and leadership trainings. The Government
Agencies like the Department of Agriculture (DA) extended their
livelihood assistance to the barangay.

From then on, many organizations were formed and established


in the barangay such 4H Club, NAGKABATA, TASCOFAMCO (Tacunan
Small Coconut Farmers Coop.), SATAWO and BATADECO (Brgy.
Tacunan Development Coop), BTMAA, PROFAT, TADAFCO and man
others.

Barangay Tacunan was considered a remote area before it has


gained popularity and became well known because of the several
awards it had received.

In 1999, Barangay Captain Arnold Asobe was awarded as the


Outstanding Young Farmer at the District, City and Regional level and
became a finalist at the National level. In 2001, Carmelita Parantar
won the Barangay Nutrition Scholar first place at the District and City
level. In 2005, Barangay Tacunan was one of the awardee of Gender
Development (GAD).

Different subdivision were also established nearby including


Deca Homes Resort and Residence, which consists of 10 phases, and
Barangay Pag-asa Homeowners Association as the Urban Poor making
the population rate increase in the area. It is a proof that the
Barangay Tacunan is one of the most livable barangays in Davao City.
In 2010, Davaos only existing wakeboard resort was established in
the barangay at DECA WAKEBOARD.

The Davao City Water District (DCWD) signed a memorandum


agreement (MOA) as partner of the Barangay Tacunan in establishing
the first Eco-Tourism Tree Park in Tugbok District. The tree park was
funded by the DCWD and it was developed of the different sectors in
the barangay.

The dreams of every constituent to have a barangay high school


also came true. The Barangay Council of Tacunan has worked for the
project thus the Tacunan High school was born. It was established last
June 2011 at the 2.2-hectare site donated by Tacunan Elementary
School. It is an annex of Mintal Comprehensive High School with the
help of concerned people and Dr. Ma. Inez Casona Asuncion, Asst.
Schools Superintendent, who is a lumad of the Barangay Tacunan.

With the help of the different government agencies and non-


government agencies, Tacunan will not just be a remote are as it was
before, but it will be a place that the constituents could be proud of.

BARANGAY PROFILE

GEOGRAPHY

Barangay Tacunan is one of the 18 barangays of Tugbok District


under the Third Congressional District. It is located 18 kilometers
away from Davao City Hall and around 4 kilometers away from Davao-
Bukidnon Road.

The Barangay was bounded by Barangay Matina Biao on the


North, Barangay Langub on the east, Barangay Mintal and Barangay
Catalunan Grande on the South and Barangay Tugbok and Barangay
Ula on the west. At present its political subdivision consists of 11
puroks.

TOPOGRAPHY

Tacunan is an agricultural land consisting a total land is of 940


hectares. The area is elevated 200 feet above sea level but of the total
land area, 70% is characterized as flat terrain while the remaining
30% characterized by sloping hills or rolling lands. Still, the 940
hectares was classified as 0.6% institutional, 43.82% residential, and
1.06% commercial. The area has generally fertile soil with clay as its
soil type.

Climate

One reason characterized the area. Months from January to May are
considered to be dry reason while the remaining months or mid-year,
from June to December, as consider as wet seasons. June and July are
the times of the year when heavy rains would flow. This would cause
flood on some part particularly Purok 4, Purok 5 and Purok 1 as result
of deforestation and salivations of creeks.

Infrastructure

The main road of Brgy. Tacunan was built thru the initiative of Senator
Ramon Revilla , Sr. There were several infrastructure built in the
barangay funded by the City Government such as Women Center
building built in 2009, road concreting at Purok 2 and 5 and the
construction of bleacher funded by the Third District Representative
Congressman Isidro Ungab. The Tacunan Gym was funded by the
former Congressman Eliaz Lopez, Jr. The two classroom building
nearly established Tacunan High School is currently being
constructed which was funded by the Filipino-Chinese Chamber of

Commerce and Three more buildings will be constructed soon which


are funded by Liga sa Barangay (LSB), Congressman Ungab and
SPEMRS (construction aid).
