Adam Henry is a lifelong resident of Virginia Beach

and a product of Virginia Beach City Public Schools,


who graduated from First Colonial High School in
1992. He received his bachelor's degree from
Virginia Tech in 1996 in History and Education, and
he holds Masters degree from Old Dominion
University in History. He has been teaching with
Virginia Beach City Public Schools since 1997, and
currently teaches US-VA History at First Colonial
and serves as an adjunct professor of American
History at Tidewater Community College's Virginia
Beach and Portsmouth campuses.
Kimberly Melnyk was elected to the Virginia Beach
School Board in November 2014. She has lived in
Virginia Beach for 40 years and is a product of
VBCPS, having attended Old Donation Elementary,
Brandon Middle School and Green Run High School.
She graduated from Longwood University with a
Bachelor of Science in Education and taught for
VBCPS at Glenwood, Strawbridge and Christopher
Farms Elementary Schools. Melnyk is the past
president and secretary of the Christopher Farms
Homeowners Association and currently serves on
the Virginia Musical Theatre Board of Directors. She
and her husband, George, have three children, two
of whom still attend VBCPS.
Rashard J. Wright, M.T., Ed.S, has provided empowering educational leadership
skills in an array of educational environments. Proven and recognized for building
successful academic settings quickly and efficiently, Rashards name is
acknowledged throughout the state of Virginia and beyond as an
accomplished academic, public speaker, teacher leader, and mentor for principal
supervisors, principals and assistant principals.
Rashard is currently the Chief Schools Officer with the Virginia Beach City Public
Schools (VBCPS), where he oversees 86 schools and the department of school
leadership. Prior to joining VBCPS, Rashard was the
Executive Director of K-12 Schools and Leadership Development for the Isle of
Wight County School District in Smithfield, VA.

He is the recipient of the 2014 Marcus Foster National Distinguished Educator


Award for his vision work in the area of change leadership and leadership
succession planning. Rashard and his wife Erin have three sons Ryan, Owyn, and
Evan and live in Hampton, VA. Rashard truly believes that he was called to be an
educator.
Judge Bullock currently serves as the Chief Judge of the Virginia Beach Juvenile and Domestic
Relations District Court. She is a native of Virginia Beach, Virginia. She is a graduate of Bayside
High School and North Carolina State University. She received her Juris Doctor degree from
Regent University School of law in 2000. In 2016 Judge Bullock received an executive
certificate in Multi-System Integration from Georgetown Universitys Center for Juvenile Justice
Reform.She received the Hampton Roads Top 40 Under 40 Award by Inside Business, the
Partners in Education Award from the Virginia Beach Public School System, the Urban League
Silver Star Legacy Award, Outstanding Professional Woman Award and her firm was named,
Virginia Beachs Business of the Year by the Department of Economic Development in 2011. In
2013, Judge Bullock was given the Trailblazers Under 40 Award by the National Bar
Association.She presides over criminal and civil cases involving juveniles, adults involved in
disputes concerning support, custody, visitation, offenses against members of their own family,
foster care and protective order cases. She currently serves on the board for the Virginia Council
of Juvenile and Domestic Relations District Court Judges, the Virginia Association of District
Court Judges and was appointed by the Chief Justice of the Virginia Supreme Court as a member
of the Committee on District Courts. She is a member of the National Bar Associations Judicial
Council; the Virginia State Bars Judicial Division and serves on the Board of Governors Section
on Criminal Law.
Ron Taylor is a retired Chief Petty officer of the United States Navy
with over twenty-two years of service to his country .He holds a
Certificate of Completion in Correctional Management from
Christopher Newport University, an Associate Degree of Liberal
Arts, a Bachelor of Arts in Criminology and minor in Sociology
from St. Leo University, and a Master of Science in Criminal Justice
from Capella University. He is also a Ph.D. candidate in Human
Service from Capella University.As a business owner, Mr. Ronald
Taylor is the founder and President of JUSTBY5 INC, Taylor Group
and Associates, LLC community mental health skills-building
service and outpatient developed to intervene for older
adolescents and adults who have serious mental illness and
emotional problems.
He has played an integral role in the community, as he has
founded non-profit organizations: Men of Faith and Hampton
Roads Youth and Community Advisory Council (HRYCAC) Mr. Ron
Taylor is the President and founder of the Hampton Roads Black
Caucus (HRBC). Mr. Taylor provides mentorship and counseling for
male youth who are without father or male role models in their
home. Currently, Mr. Taylor is part of Virginia Beach's Community
Policy and Management Team (CPMT), serves a City of Virginia
Human Rights Commissioner; the mayor's African American
Roundtable and the City of Virginia Beach Public School's Equity
Council. Mr. Taylor believes and promotes education because
education is the key that's unlocks all dreams and potential in an
individual. He believes that our prize possessions can be taken
away however never our level of knowledge in education.
Master Police Officer Andre Jerry started working for the Police
Department on November 15 2007. Throughout out his career he
has spent a majority of his time in the operations division as he
patrolled the neighborhoods working the evening shift and
midnight shift. MPO Jerry is a local to Virginia Beach graduating
from Green Run High and then went on to Liberty University to
play football. After receiving his B.S. in Business, MPO Jerry
returned back to Virginia Beach where he became an educator
before joining the police department. MPO Jerry is well known to
the community for not only his style of policing but he has been a
High school football coach for 12 years, where he uses that
platform to mentor the youth.

On the job MPO Jerry is a C.I.T. Officer (Crisis Intervention Team)


and a police training officer. He has received 5 EMS lifesaving
awards and several documented encounters where citizens have
praised MPO Jerry professionalism while in performance of his
duties. Currently MPO Jerry is assigned to the investigative
division 1st Precinct Property Crimes Unit.

The Honorable Tanya Bullock, Judge
Virginia Beach Juvenile & Domestic Relations District Court

Judge Bullock currently serves as the Chief Judge of the Virginia Beach Juvenile and
Domestic Relations District Court. She is a native of Virginia Beach, Virginia. She is a graduate
of Bayside High School and North Carolina State University. She received her Juris Doctor
degree from Regent University School of law in 2000. In 2016 Judge Bullock received an

Juvenile Justice Reform.

After graduating from law school, Judge Bullock worked as a prosecutor in the Norfolk
and Virginia Beach Commonwealth Attorneys Offices. Subsequently, she entered into private
practice and started her own law firm, Bullock & Cooper, with her identical twin sister, Wanda
Cooper. As a practicing attorney, her primary practice areas were criminal defense and federal
civil litigation. Judge Bullock developed a niche in litigating what has become known as
foreclosure rescue scams. In fact, she was at the forefront of getting Virginias first foreclosure
rescue scam statute passed in 2008.
Judge Bullock and her firm received numerous honors and awards. She received the
Hampton Roads Top 40 Under 40 Award by Inside Business, the Partners in Education Award
from the Virginia Beach Public School System, the Urban League Silver Star Legacy Award,
Outstanding Professional Woman Award and her firm was named, Virginia Beachs Business of

Integrally involved in her community, Judge Bullock is a member of Alpha Kappa Alpha
Sorority, Inc. She has served on the Virginia Board of Correctional Education, the Virginia Beach
Community Development Corporation which focused on providing workforce housing and was a
member of the Virginia State Bar Associations Disciplinary Committee. In addition, she is a
proud graduate of the CIVIC Leadership Institute.

In 2012, Judge Bullock was appointed by the Governor as a judge to the Virginia Beach Juvenile
and Domestic Relations District Court. She presides over criminal and civil cases involving
