BACKGROUND
ABCAC Architecture & Construction Company is nongovernmental, non partisan, non
political, established to assist for the development, rehabilitation and reconstruction of
Afghanistan, fully controlled and run by professional well educated experienced. ABCAC
was found in 2006 and since 2006 has been working in all sort of construction in
Afghanistan.

ABCAC Architecture & Construction Company is an active organization working


through direct cooperation with local Ministries, NGO's, Resident and contractor and
registered by Afghan Investment Support Agency (AISA)
ABCAC Architecture & Construction Company organizational structure consists of Head
Quarter, Engineering Department, and Planning Department, Survey and Design
Department and Finance department.
ABCAC Architecture & Construction Company is Board of Director General and his
management Team, which is comprised of all department and section head, carries out its
management and operations.
The ABCAC is proud to count on over5 years experience of the par net co m p an y.

VISION
ABCAC Architecture & Construction Company is In Afghanistan to contribute toward
rehabilitation and reconstruction of Afghanistan through relief of poverty, destruction and
war demolitions.

MISSION STATEMENT
Taking an active and fruitful part in Reconstruction and Rehabilitation of Afghanistan
through maximum participation of community in Project identification. Planning and
implementation with no prejudice to religion, race and language.

PRINCIPLES
ABCAC strategy and program implemented on the basis of the following principle:

o To respect Afghan culture, Islamic value and universally accepted human rights.

COMPLEMENTATION STRATEGIES
Considering the above mentioned principles ABCAC strive to achieve its rehabilitation
and reconstruction objectives based on the following operational strategies:

o To encourage the community to identify, prioritize and justify their needs well
organized with technical inputs from ABCAC stay.

o With the exception of some core technical stay of the project, ABCAC l tries its
best to recruit labors from project areas of surrounding villages and utilize
available local materials and resources in the area.
o To facilitate capacity building of the target community and ABCAC staff during
implementation of the projects.
o To promote the spirit of ownership of the project among the community to ensure
that the project is maintained by beneficially after completion.

CAPABILITIES
ABCAC Clowns and operates soil and concrete test machinery, enabling confidence and
success at the start of any given projects and can provide all kind of transportation vehicle
in Afghanistan and neighbor's countries.

Experienced stars ensure professional management and control of all material and work in
progress.
Operators are trained and experienced in all types of heavy equipment machinery.
ABCAC has the capability to commence projects immediately after the NTP received.
AII workers are able and willing to work to tight schedules and if required additional
shifts can be implemented to meet critical deadlines. Innovate, Flexible and Reliable,
ABCAC can meet or exceed our customer's demands with high quality standards.

EXECUTION CAPACITY AND EXPERIENCE


ABCAC has demonstrated experience in managing several small and
large-scale construction projects in Afghanistan.

TECHNICAL CAPABALITY
ABCAC may be one of few Afghan contractors, working in Afghanistan
with its own professional in-house design resources that excel in
experience and advanced technology.

Additionally, ABCAC has proven record in performing up to 15 small and


medium-scale construction projects. A short review of the companys
construction records proves that ABCAC has a trustworthy background of
performing complicated construction projects, throughout Afghanistan,
consisting of tasks in various fields in a multi-task environment such as
will be experienced in the successful delivery of project.

ABCAC will use its extensive experience in delivering both small and
large Design and Construct multi-task projects, as required to deliver the
projects, by using its wide resource pool of experienced and expert
engineers and managers from diverse technical fields and national
background, headed by experienced project managers for both design
and construction.

MANAGEMENT CAPABILITY
The staff that would be a combination of local and international
personnel is most suited to carrying out the projects to a success full
end.

ABCAC has just completed several large and medium sized projects and
has the man power and resources to undertake new contracts of this
nature. We have a large pool of seasoned project managers, QC
managers, and safety managers as well as the organization and
established control mechanisms necessary to support our Site
Construction Teams to deliver to plan, on budget and to time.

We also have a pool of capable and vetted local subcontractors that can
be brought in to successfully and cost effectively work with us on
project. They have screened engineers, foremen and skilled workers.

INSTALLATION OF PRE ENGINEERING BUILDING:

sandwich panels from any countries around the world ABCACis also

HEALTH & SAFETY
All employees, whether existing, newly hired or re-hired, will attend an
employee Health & Safety course before starting work on site. The
Safety Officer will administer induction courses by liaison with the Site
Management and subcontractors.

Employees and supervisors will be trained in the requirements of


working safely. Supervisors are responsible for the conduct and health of
their employees. They will prevent unsafe conditions, stop unsafe acts
and correct those that may occur. Work stoppage due to a failure to plan
for or perform work safely shall not be compensable. Failure to maintain
a safe work environment will be grounds for workers and supervisors to
receive disciplinary action.

A work-specific Activity Hazard Analysis (AHA) shall be prepared,


submitted and accepted, reviewed in the prep meeting, and used to
train workers and supervisors. An inadequate AHA does not excuse
unsafe activities or conditions. Several sample AHAs will be provided in
various formats. At commencement of the work, the appropriate AHA
will be provided by Safety Officer and fully reviewed by the
Superintendents of that work. Multiple phases or types of work may
require additional AHAs. Required personal protective equipment (PPE)
will be assigned to the worker as needed by the task at hand, or
stipulated by the AHA, or by the employer.

Foremen will meet at the beginning of each workday with their assigned
crew members for Task and Safety Instructions (TSI) to discuss the days
work tasks, related safety issues and/or hold a brief toolbox meeting.
Supervisory staff safety meetings will be held at least once per month or
more often if the need arises. Means of reducing hazards, preventing
unsafe working methods, and pre-planning for safety will be discussed
at these meetings. Detailed means and methods to safely accomplish
the work will be passed on to crews through toolbox safety meetings.
Toolbox safety meetings will be held at least weekly or as required.
Supervisory personnel will participate in monthly supervisory safety
meetings.

A detailed and comprehensive Safety and Accident Prevention Plan will


be provided after award of the project, which details the specific
measures to be taken and responsibilities.

SECURITY
A comprehensive security plan will be drawn upon project award,
covering all aspects of transportation, storage, active worksite,
machinery, material and personnel. This requires a flexible management
of and communication between several security teams working in
parallel. Based on project location and its content, an assessment of
possible threats and their avenues of action have been performed and
an overall security plan created. ABCACs general construction site
security plan is divided into 4 areas:

Security for transportation of items need to be supplied from abroad will


be handled on a shipment by shipment basis, where a new security
assessment is made considering the security situation of the route as
well as the neighboring provinces at that time.

As previously experienced, depending on the size of shipment, both


escorted-armed convoys as well as low profile shipments with local tribal
support will be considered to best protect each shipment against attack
and hijacking scenarios. Relying on its previous successful shipment
deliveries in hostile areas both in Afghanistan, and utilizing our
extensive network of tribal connections in the area, ABCAC is confident
that it is familiar with possible threats and has the resources and
experience to handle it.

All procedures will be documented in writing and briefed to staff


members. All staff members are trained on all security matters and
methods of reacting to them. Training through lectures, hands on
exercise and drills is performed on a continuous basis.

DELIVERY MANAGEMENT PLAN


To ensure no delays in design and Technical Specification delivery ABCAC
has partnered with the AQ Consultancy design organization, who have
tremendous experience for Brigade design and an extensive library of
design for NCO, Enlisted Barracks, Officers Barracks, Vehicle
Maintenance Garage, DFAC and other facility related to the projects.
This enables us to accelerate our design and construction processes and
enables us to foreshorten the Design Submittal phase, thus speeding up
the clearance for construction process and avoiding any potential delays
in starting. All Technical Specifications are then developed in
accordance to UFGS standards and, with our designers experience of
the technical specification guidelines, we able to submit the Technical
Specification documentation along with the design.

Due to our close relationship with our suppliers, ABCAC will have
identified during the Design and Technical Specification stage any the
long lead time items of equipment and materials (i.e., generators,
transformers, waste water treatment, water treatment equipment, fuel
tanks, water tanks, etc.) for procurement. For such items we will have
scheduled in any such lead times and also work with security company
for support in the movement or transportation of the equipment and
materials across any borders into Afghanistan and from Kabul to any
province. We will also schedule the delivery of the long lead time items
of equipment and Materials for before any weather changes, such as
winter, thus avoiding any delays. If necessary, the airlifting of equipment
and materials is another option for bringing in equipment and materials
onto site.

ABCAC will then develop the baseline schedule through an iterative


process in collaboration with the Site Construction Team and Project
Management Team. The PM-Construction, with the help of project
scheduler, is responsible for developing and updating the CPM. ABCACs
Project Support Office (PSO) will provide scheduling support to the
project team. The scheduling team in PSO uses e-mail, teleconference
and live web conferencing sessions to facilitate schedule reviews
between project offices. This process will ensure that the scope of work
is accurately reflected in the schedule and that the sequencing and
duration of the various activities has been reviewed and discussed at
the field management level.

Short interval schedules (daily, 3 week look-ahead), will be managed on


site by field supervision with the project superintendent assuring that
the short interval schedules are based on, and support, the master
schedule.

Weekly schedule updates will be performed by project scheduler and


verified by PSO based on field status reports. Variances from the
baseline and previous period plans will be evaluated and any needed
corrective actions or other changes will be incorporated into the
remaining work plan.

ABCAC utilizes Primavera P6 (and Primavera 5 alternatively) to produce


true Critical Path Method (CPM) schedules that are USACE / UFGS-01 32
01.00 10 compliant. Schedule Analyzer Pro 3.0 is used to review and
critique schedules prior to submittal. Pert Master 7.81 is used as
required for Schedule Risk Analysis.

WORKING PROCEDURES
ABCAC has an active and professional management, engineering
and financial department. We also have quality control and maintenance
system always working on best values and principles.

Once the management receives a request for a proposal they estimate


the project cost and make a proposal including (technical proposal, cost
proposal, drawings and Project Schedule). After being awarded & signing
of contract the project management team holds a staff meeting to
introduce the field team and to introduce them to their responsibilities.

After the site survey project is mobilized and the site engineer according
to the time schedule prepares the list of materials for first phase of the
project to the administration and finance department and then they will
provide the material for the project. It is the responsibility of the site
engineer to perform his work according to the time schedule and
provide reports such as daily report, weekly report, work plan, time
sheet and etc.

OPERATIONS
ABCACs 2010 Business Plan also called for a new Operation structure
throughout Afghanistan. Country Managers were assigned to each
Province and broad guidelines were given to them on creation of the
necessary capacity for the projects to come. This directive includes the
following elements:

1. The Kabul office is responsible for projects all over the country.
These offices are headed by experienced national senior or program
managers and staffed with local personnel geared to handle several
construction projects simultaneously.

2. Country Managers are to interview and vet expatriate and local


managers and engineers to create a pool of construction professionals in
order to prepare themselves for the new workload.

3. Forge partnership and Joint Ventures with local and international


companies active in the theater in order to have existing resources at
our disposal when an award is made.

The above guidelines ensure that ABCAC is prepared for the new project
awards while keeping its initial overhead at an acceptable level.

In addition to the various country offices, ABCACs HQ in Kabul is geared


to support Program Management Offices (PMOs) with several services,
including procurement, scheduling and project controls, centralized
document control and management.

DESIGN
ABCAC has established a strategic partnership with AQ Consultants of
Pakistan, and AQC will bear the burden of the majority of design work.
ABCACs board of directors made the decision to turn ABCACs design
department to a full-fledged stand-alone subsidiary. This subsidiary
pushes for fast growth of the design services function and provides
ABCACs Operations with a friendly reach back in case the design effort
for a project requires additional support. Both AQC and FDO have
demonstrated their ability to turn out conceptual (30%) designs for
similar project within 15 days. The presence of Design Manager at the
site will further facilitate timely transfer of data and/or inconsistencies
between design and ground. He is also responsible for shop drawings
and publishing and distribution of final drawings among the site

HUMAN RESOURCES (HR)
At ABCAC, each branch is self-sufficient in its HR activities and it has its
own HR manager. The HR manager is independent in recruiting but
receives support and general guidelines from Corporate HR department.
In addition, Corporate HR maintains a pool of expatriate managers and
skilled third country nationals (TCNs) on hand or on call to dispatch to
countries.

In short, ABCAC has taken significant, proactive steps to ensure its


capability to successfully manage, operate, and complete new work,
including the project at hand, in a timely, cost effective way with high
quality results, without disrupting its performance on other projects.

PROCUREMENT
ABCAC has forged partnerships with major manufacturers of the
equipment and material it needs for its operation in support of US Army
and USACE.

Centralized procurement and transportation of imported goods reduces


the work onsite office. Each Project Manager receives a procurement
plan directly from ABCACs Procurement Department and receives
material accordingly. This process has been tested on ABCACs newest
projects and proven successful.

DESIGN AND SURVEY WORKS


PROCEDURES:
ABCAC has the experience to find the position of the project site by GPS
when having the Global Coordinates of the project area corners or Bench
Mark Coordinates, our surveyors use modern Total stations to take data
from the site quickly and then use programs to transfer this data to
AutoCAD for drawing automatically the contour lines and topographic
plans, our survey team provides exact and detailed topographic plans
for using in other fields of design and grading, the contours horizontal
spacing is 50cm for most of our topographic plans we use, Civil Land
program which is used to provide calculations and many other
automatic and fast design information for the master plan civil design.
Grading plans and site lay outing plans are designed for laying out the
buildings and utilities and to have designed sloping of the project area in
coordination with water supply and drainage systems designers and site
plan architect. Master plan design is carried out by the expert architects,
water supply engineers, mechanical engineers and road and bridge
designers in a high level technical team under supervision of an
experienced civil engineer as team leader, then the concept of a master
plan is divided to architectural, civil, mechanical, electrical and
structural detailed design which is then carried out by the teams we
have in different fields. Architects are usually the project design
managers to coordinate different technical issues between different
disciplines and the architect is always consulting with other designers to
perform an architectural design taking into consideration the other
technical needs of a building or utility, structural engineers beside
structural design; work together with architects to primarily design a
good structural system. The design documents we provide for a project
both drawings and analysis is included. The documents are printed in
standard scales and are bound in standard number of pages to be easily
used in the site by the site engineers. The design documents we provide
for a project and the application used for producing them is listed in the
table below.

As mentioned above the technical team uses the most recent version of
AutoCAD to induce drawings and are well trained. Besides we use 3D
Studio MAX to design 3D models to model the project.

SURVEYING & GIS


ABCAC has professional land surveying services in the

and GIS specialist. ABCAC can provide a wide range of services
