1 INTRODUCTION
1.0.0.1 The European Commissions Joint Research Centre Ispra Site (JRC-Ispra) has initiated a
Decommissioning and Waste Management Programme that will span about two decades. The
programmes undertaking necessitates that JRC-Ispra has an adequate inventory of standard 200-
litre (nominal capacity) steel drums with associated accessories available on-site for waste
packaging activities and a contractual framework to procure them as needed.
1.0.0.2 The drums will be used to contain the various wastes originating from facilities' clean-out and
decommissioning activities for the operation (transport and processing) purposes over a maximum
period of about 10 years and thus the drums will not be used as long-term waste storage
packages.
1.0.0.3 The exact quantities of drums needed cannot be established beforehand, because they depend on
the constant evolution of work activities within the Decommissioning and Waste Management
Programme. Therefore, a framework contract has been chosen to address the supply needs.

2 SCOPE
2.0.0.1 The technical specifications concern the supply of the standard 200-litre steel drums as described
in sections 4 and 5.
2.0.0.2 The scope of the technical specifications is the definition of the characteristics and minimum
technical requirements related to the supply of the steel drums and associated accessories so that
the Candidate Contractor can respond to the invitation-to-tender. In this context the word supply
implies not only the physical delivery but also the design, manufacturing, at-work testing,
certification, packing, delivery to JRC Ispra, documentation (order life records) and the warranty.

3 APPLICABILITY AND RESPONSIBILITY


3.0.0.1 This document is applicable only to the supply of 200-litre steel drums with HDPE inside linings
and with associated accessories (covers, gaskets and closing ring clamps) to be utilised in
activities supporting the Decommissioning and Waste Management programme of the JRC-Ispra
site.
3.0.0.2 The Contractor will be responsible of the complete supply as defined in the 4 and 5.

4 DESCRIPTION OF SUPPLY

4.1 Extent of Supply


4.1.0.1 The extent of supply requested via specific orders within the framework contract comprises of
standard 200-litre steel drums with integral HPDE-linings and associated accessories (covers,
gaskets and closing ring clamps) and, associated activities and services:
a. design;
b. manufacturing;
c. inspections and certifications;
d. packaging and delivery to the JRC-Ispra site;
e. provision of order life records;
f. warranty;

4.1.0.2 JRC-Ispra will only evaluate offers which will fully meet the extent of supply. The offers shall be
fully compliant with the requirements described in the technical specifications.

4.2 Limits of Supply


4.2.0.1 The supplies, after the customs declarations, shall be delivered to the Bld. 42 of the JRC-Ispra site.

5 DESIGN
5.0.0.1 The Contractor shall provide a detailed design of the 200-litre drum with an integral HDPE-lining,
cover, gasket and closing ring clamp to be submitted to JRC-Ispra for review and approval.
5.0.0.2 The design shall comply with the preliminary design given in Appendix 1 in respect to the principal
dimensions of the drum and accessories and their configuration. The dimensions and their
tolerances shall be respected to ensure the drums' compatibility with e.g. the existing automated
drum handling systems at the JRC Ispra site.
5.0.0.3 Drums must be designed for carrying a homogenously distributed load corresponding to a mximum
average density of 1400 kg/m3 and have a minimum loading capacity (drum + contents) of 300 kg.
5.0.0.4 Drum's reinforcement corrugations and welding specifications shall be defined by the Contractor in
function with the general load bearing requirements.
5.0.0.5 It is envisaged that waste belonging to the packaging groups I, II and III [1] will be transported in
the drums and therefore the drums shall be ADR-type certified accordingly and carry an
appropriate UN-marking.
5.0.0.6 The drums shall be made of carbon steel.
5.0.0.7 The drums and covers shall be coated with black paint (RAL 9005).
5.0.0.8 The drums shall be fitted with an HDPE-lining to avoid leakage and corrosive action due to residual
liquids in waste.
5.0.0.9 The drum internal lining shall be prepared with a first-grade HDPE with a method (e.g. extrusion)
that ensures that the lining is an integral part of the drum and avoids to having welded seams.
5.0.0.10 The lining shall cover completely the drum internals and wrap around the top rim of the drum as
indicated in the Appendix 1. The thickness of the lining shall be about 2 mm on the side walls and
between 1.5 3 mm at the bottom corresponding to about 3 kg of HDPE. The bottom part of the
liner shall be formed to adapt to the bulging of the bottom under the load and to provide extra
cushion when drum is loaded.
5.0.0.11 The gasket shall be made of EPD M-class rubber.
5.0.0.12 The closure clamp ring shall be designed according to the indications given in Appendix 1 and
shall be made of steel hot-dip galvanised with Zinc according to EN ISO-1461.

6 DEVELOPMENT
6.0.0.1 Not applicable.

7 MANUFACTURING, INSPECTIONS, AT-WORKS TESTING, PACKING AND DELIVERY


7.1 General Description
7.1.0.1 The Contractor shall be responsible of the manufacturing of the drums, at-works testing, packing
and quality control plans etc. The Contractor shall, likewise, ensure that all the associate activities,
including repairs and other corrective actions will be adequately documented and shall provide
substantiated support data together with the ADR-conformity and material certificates.

7.1.0.2 Every deviation from the technical specifications shall be submitted by the Contractor for the
approval by JRC-Ispra. JRC-Ispra shall specify the conditions for the approval of the deviation, if
granted.

7.2 Manufacturing and Inspections


7.2.0.1 The Contractor shall ensure that the fabrication and workmanship of the drums and accessories
shall be in accordance with the design requirements of these specifications and the approved
drawings including any modifications approved by JRC-Ispra, and shall perform all inspections and
tests necessary to demonstrate compliance of the drums with these specifications.

7.3 At-works Inspections


7.3.0.1 A sample set manufactured for the first order shall be subject to an at-works inspection programme
which, at minimum, demonstrates their compliance with the technical specifications. For the
subsequent drum orders, the inspection can be substituted by the provision of a type-certificate,
conformity certificate and appropriately compiled quality control sheets which document all the
product quality inspection steps.

7.4 Packing and Delivery


7.4.0.1 The Contractor shall ensure that the drums are suitably packed to prevent accidental damage or
excessive stress during its handling and delivery to the JRC-Ispra site. Upon receipt at site, the
shipment shall be inspected for transit damage. The Contractor shall announce the delivery date to
the Ispra site 5 working days in advance.

7.4.0.2 Unless specifically authorised by JRC-Ispra, any single package cannot exceed 5000 kg in weight.
The packages must be loaded on the delivery vehicle so that a standard unloading procedure with
the forklift truck without an unloading ramp can be performed. For the unloading of the packages,
JRC Ispra will have 3000 and 7000 kg capacity fork-lift trucks available with a qualified operating
personnel.

7.4.0.3 Accompanying documentation shall include instructions with respect to the preservation of product
quality, and identify any necessary environmental conditions (temperature, humidity etc.) for the
storage of the product.

8 ASSEMBLY AND INSTALLATION, ACCEPTANCE TESTING, LIFE RECORDS, TRAINING


WARRANTY AND MAINTENANCE SERVICE

8.1 General Description


8.1.0.1 The Contractor shall be responsible for the delivered drums until their acceptance by JRC-Ispra.

8.2 Assembly and Installation


8.2.0.1 Not applicable.

8.3 Final Acceptance Testing


8.3.0.2 JRC-Ispra will perform acceptance tests and inspections with a sample of drums from the delivery
to evaluate their functionality and their conformance to the technical specifications. After the
successful completion of the tests and inspections at the Ispra site and approval of accompanying
documentation, JRC Ispra will approve the supply.

8.4 Order Life Records


8.4.0.1 The Contractor shall provide the order life records in two hardcopies and in digital format (CD-
ROM) with the supply. The life record shall, at minimum, include:
a. the technical specifications (first order only);
b. detailed design (first order only);
c. any concession to the technical specifications requested by the Contractor and its approval
by JRC-Ispra;
d. correspondence between JRC-Ispra and the Contractor;
e. documentation related to the quality (at minimum, type test certificate, certificate of
conformity, material certificate(s) and completed quality control plans);
f. warranty certificate;

8.4.0.2 The Candidate Contractor shall indicate in the offer the list of documentation which will be
provided with an order in case the contract is awarded.

8.5 Training
8.5.0.1 Not applicable.

8.6 Warranty
8.6.0.1 Following its final acceptance, the Contractor will guarantee the performance of the drums during
its 24 months warranty period. The warranty will cover the repair, replacement and/or adjustment of
the drums for returning their performance to that at the time of final acceptance. The cost of the
warranty will be borne by the Contractor unless it is demonstrated that the loss of performance of
drums is due to abnormal use, or a repair or modification undertaken on the drums by JRC-Ispra
without the Contractors prior approval.
8.6.0.2 As soon as the loss of performance is identified, JRC-Ispra will notify the Contractor who will
analyse the defect and propose within 5 working days a corrective action to be undertaken within a
maximum of 20 working days. If the corrective action is not successfully completed within the
specified time limit, JRC-Ispra may undertake the corrective action with all consequential direct and
indirect costs of JRC-Ispra and its agents to be borne by the Contractor.
8.6.0.3 The warranty period starts from the date of the final acceptance of the delivered supplies.

8.7 Maintenance Service


8.7.0.1 Not requested.

9 QUALITY
9.0.0.1 The Contractor will document the execution of the contract to demonstrate with objective evidence
that all the contractual obligations are respected and to ensure that the documentation indicated in
8.4 are fully respected.
9.0.0.2 The Contractor will document the execution of the contract in accordance with a QA Programme
conforming with ISO-9001 or an equivalent nationally certified standard.
9.0.0.3 The Contractor will, in a timely manner (at least 10 working days before the start of the activities),
submit to JRC-Ispra for review and approval appropriate quality control (inspection and test) plans
to cover all phases of the order with a commitment to update the plans as the activity develops.

10 DOCUMENTATION
10.0.0.1 All documentation (written or drawn) submitted to JRC-Ispra will be in Italian or English.
10.0.0.2 All technical documentation will bear a JRC-Ispra unique identifying number together with any
corresponding Contractor number.
10.0.0.3 All parameters within the documentation (written or drawn) will be in SI units.
10.0.0.4 The Contractor will prepare all documentation (written or drawn) in a paper format to be agreed
with JRC-Ispra. In general, documents will be prepared on ISO A4 size paper, and drawings on
ISO A4, A3 and/or A0 size paper.
10.0.0.5 All prepared documentation (written or drawn) will be based on the following software:
a. Microsoft Word 2003;
b. Autodesk Autocad 2007;
c. Adobe Acrobat;

10.0.0.6 Apart from the above, all technical documents attached to contract correspondence will also be
provided in an Adobe Acrobat pdf format either directly from prepared documentation or scanned
from non-prepared documentation. The pdf file name will include a date string in the form
dd.mm.yyyy. Similarly, the order life-records will also be provided in a pdf format.
10.0.0.7 Where used, digitally prepared photographs will be provided in a jpg format.
10.0.0.8 Any proposed deviation from the above documentary specifications will be submitted by the
Contractor to JRC-Ispra for approval. JRC-Ispra will specify any conditions of acceptance if the
concession is granted.

11 PLANNING AND SCHEDULING

11.0.0.1 The Contractor will conclude all activities in the extent of supply (apart from the warranty) within
6 weeks of receiving a procurement order.

12 TENDER INFORMATION
12.1 Technical information
12.1.0.1 To facilitate JRC-Ispras analysis of a tender, the Tenderer will confirm his compliance of or
divergence from each of the clauses forming part of these specifications, and provide any
necessary clarifying and justifying statement(s) that he considers will assist JRC-Ispra when

examining the offer.


12.1.0.2 The Tenderer will also provide in his tender all technical data and descriptions explicitly requested
in these specifications, and the justification of technical solutions proposed by the Tenderer.
12.1.0.3 The Tenderer can provide any other concise technical data that he considers will assist JRC-Ispra
when examining the tender. In addition, if the Tenderer intends to attach catalogs, samples etc. in
the offer, it must be clearly indicated which specific products or samples are part of the supply.
12.1.0.4 With reference to 8.4, the Tenderer will identify in his offer the documentation he proposes to
supply in the contract life-records.
12.1.0.5 The Tenderer will identify in his tender the need for any additional basic technical data necessary
to execute the contract that is not given in this present document or specifically communicated by
JRC Ispra.
12.1.0.6 The Tender will also include the following technical information:
a. a list of documents that will be prepared during the execution of the contract and all principal
quality inspection and test plans issued by the Contractor;
b. a list of any subcontracts that the Tenderer proposes to conclude with one or more third
parties, justifying each proposal from both a technical and quality viewpoint;

12.2 Financial information


12.2.0.1 The Tenderer will provide in his tender the following base financial information:
a. unit cost of a 200-litre steel drum and all the associated accessories as specified in 5 and
the documentation as specified in 8.4 delivered to the JRC Ispra site, based on a minimum
order of 300 drums at the time;
b. optional (will not be considered in the tender evaluation) unit cost of an extra closing ring
delivered to the JRC Ispra site, based on a minimum order of 100.

12.2.0.2 In addition, according to the requirements given in [2, Art. 26.5], the Tenderer will provide the
OH&S cost estimate associated with the supply as a fraction of the unit price given for the above
point, 12.2.0.1.
