This Standard is not equivalent to I S 0 9328-2: 2004 "Steel Flat Products for Pressure
Purposes-Technical Delivery Conditions-Part 2: Non-alloy and Alloy Steels with Specified
Elevated Temperature Properties".
Referring to EN 10028-2:2003 "Specification for Flat Products Made of Steels for
Pressure Purposes: Non-alloy and Alloy Steels with Specified Elevated Temperature
Properties", this Standard makes revision and combination for GB 7 13- 1997 "Steel Plates for
Boilers" and GB 6654- 1996 "Steel Plates for Pressure Vessels".
Since the implementation date of this Standard, GB 7 13- 1997 "Steel Plates for Boilers"
and GB 6654- 1996 "Steel Plates for Pressure Vessels" shall be abolished.
Compared with GB 713- 1997 and GB 6654- 1996, this Standard has the following
major variation:
-Enlarge the thickness and width scope of the steel plates;
-Change the standard name and grade denotation;
-Cancel l5MnVR and 1SMnVNR, and also bring in 14CrMoR and 12Cr2MoIR;
-Merge 20R and 20g into Q245R, and also 16MnR, 16Mng and 19Mng into Q345R,
13MnNiMoNbR and 13MnNiCrMoNbq into 13MnNiMoR;
-Reduce S and P content of grades.
Improve the V-mode ballistic work index of grades.
Cancel 20g and 16Mng aging impact test.
Appendix A of this Standard is informative.

1 Scope
This standard provides the sizes, shapes, technical requirements, test methods, inspection
rules, package, marking and quality certificate for steel plates and pressure vessels for boilers.

3 Order content
The contract or list ordered according to this Standard shall include the following
content:
a) Standard number;
b) Product name;
c) Grade; I
d) Size;
e) Delivery state;
f , Weight;
4 Grade denotation
The grades of carbon steel and low-alloy high-strength steel are denoted by the yield
strength, the Capital letter of Chinese characters "Q" (Qu), "R" pressure vessel (Rong). Such
as, Q245R
The grades of molybdenum steel (Mo steel) and chromium molybdenum steel (Ct-Mo
steel) are denoted by the average carbon content, alloy element letter and the Capital letter of
Chinese characters " R pressure vessel (Rong), for instance, 15CrMoR.
5.1 The size, shape and allowable deviation of steel plates shall meet the requirements of
GB 709.
5.2 The thickness allowable deviation of steel plate shall meet the requirements of Class B
deviation of GBIT 709.
5.2.1 According to the requirement of demander, steel plates with reduced negative
deviation or invariable tolerance can be supplied as agreed by both the supplier and the
demander.
5.3 Steel plates can be delivered by theoretical weight. When delivered by theoretical
weight, the theoretical thickness for weight calculation is the sum of permissible maximum
thickness of steel plate plus the arithmetic average of the minimum thickness. . The steel
density is 7.85&m3.
6 Technical requirement
6.1.1 Steel grade and chemical composition (smelting composition) shall meet the
requirements of Table 1.
6.1.1.1 For Q345R steel plates at thickness over 60mm, the carbon content can be 0.22% at
most.
6.1.1.2 In analysis of residual elements in steel, the content of Cr, Ni or Cu shall not exceed
0.30%, that of Mo shall not exceed 0.080%, and the total content of Cr, Ni, Cu and Mo shall
not exceed 0.70%. If the supplier can guarantee, the analysis may not be carried out.
6.1.1.3 In order to improve performance of steel plate, the microelements (Nb, V and Ti) are
allowed to be added in Q245R, Q345R and Q370R steels. The element content shall be filled
in the quality guarantee. The content sum of the above three elements shall be no greater than
0.050%, 0.10% and 0.12% respectively.
6.1.1.4 According to the requirement of demander, and mutual agreed by both the supplier
and the demander, P content of Q345R and Q370R steels50.015%, S content<0.005%, P
content of 14.CrlMoR and 12Cr2MolR50.012%.
6.1.1.5 According to the requirement of demander, and mutual agreed by both the supplier
and the demander (hereinafter referred to as "both parties"), Q245R, Q345R and 4370 steel
grades may define their carbon equivalent, and the values are negotiated by both the parties.
The carbon equivalent is calculated according to formula (1):
6.1.1.6 Total aluminum Alt content may be replaced by the determination of acid-soluble
aluminum, the acid-soluble aluminum Als content hereby shall not be less than 0.015%.
6.1.2 The allowable deviation of chemical composition of finished steel plates shall meet
the requirements of GB 222.
6.3.4 Agreed by both the parties mutually, Cr-Mo steel may be delivered by accelerated
cooling and tempering after the normalizing, by then, they shall be inspected by each rolling
billet group.
6.3.5 Restricted by the equipment ability, agreed by both the parties mutually, and indiaated
in the contract, rough edge delivery may be allowed.
6.4.1 The tensile test, Charpy (V-notch) impact test and bending test results shall be in
accordance with those specified in Table 2.
6.4.1.1 The steel plates at thickness of greater than 60mm, agreed by both the parties
mutually and indicated in the contract, bending test may not be made. 1

6.4.1.2 According to the requirement of the demander, and mutual agreed by both patties,
Q245R, Q345R and 13MnNiMoR steel plates may be made with -20C impact test, to
replace the 0C impact test listed in Table 2, and the impact energy value shall be in
accordance with those specified in Table 2.
6.4.1.3 Charpy (V-notch) impact energy allows the single one value among the arithmetic
average of the three samples to be less than those specified in Table 2, but shall not be less
than 70% of the set value.
6.4.1.4 For Charpy Notched Impact Test for steel plates at thickness less than 12mm,
auxiliary samples shall be adopted. 8-12mm thick, sample size: 10mmx7.5mmx55mm, the
test result shall not be less than 75% of the value set in Table 2; 6-8mm thick, sample size:
10mmx5mmx55mm, the test result shall not be less than 50% of the value set in Table 2 and
the steel plates at thickness of less than 6mm may not make impact test.
6.4.2 According to the requirement of demander, the steel plates at thickness of greater than
20mm may be made with high temperature tensile test and the test temperature shall be
clearly indicated in the contract as agreed by both parties. Proof Strength Non-proportional
Extension (RP0,2)or yield strength (ReL)under high temperature shall be in accordance with
those specified in Table 3.
6.4.3 According to the requirement of demander, tensile test along the thickness may be
made as agreed by both parties, and the test result is filled in the quality certificate.
6.4.4 According to the requirement of demander, falling weight test may be made as agreed
by both parties, and the test result is filled in the quality certificate.
6.5 Ultrasonic test
According to the requirement of demander, ultrasonic test shall be carried out for steel
plate piece by piece. The test method complies with GB/T 2970 or JB/T 4730.3, and the test
standard or test level shall be clearly indicated in the contract as agreed by both parties.
6.6.1 There shall not be any cracks, bubbles, scars, folds or inclusions on steel plate surface.
The steel plates shall not be laminated.
In case of the above surface defects, chipping is allowable. The chipping depth is
calculated from the practical size of the steel plate, but shall not be greater than half of the
thickness tolerance of the steel plate. The minimum thickness of steel plate shall be ensured
and the part chipped shall be smooth without edge angle.
6.6.2 In case of the above surface defects, chipping is allowable. The chipping depth is
calculated from the practical size of the steel plate, but shall not be greater than half of the
thickness tolerance of the steel plate. The thickness of steel plate at the defect shall be ensured
to be less than the minimum allowable thickness of the steel plate.

7 Test methods
The test items, sample quantity, sampling method and test method shall meet the
requirements of Table 4.

8 Inspection rules
8.1 The acceptance of steel plates shall be conducted by the technical supervision
department of the supplier.
8.2 The steel plates shall be accepted in batches. Every batch shall be composed by steel
plates of the same batch number, same thickness, same rolling pattern and same heat
treatment system. The weight of each batch shall not exceed 30t.
Provide application report and factory examination data to the steel plant with
long-period production quality, and then, approved by national special equipment safety
inspection agencies, the steel plates may be delivered by the approved enlarged batch weight.
8.3 According to the requirements of the demander, the steel plates at thickness of greater
than 16mm may be made with mechanical properties test on the basis of rolling batches as
agreed by both parties.
8.4 The sampling location of the mechanical properties test complies with the requirements
of GBIT 2975. For the steel plates at thickness of greater than 40mm, the axial line of the
impact sample lies in 114 of the thickness.
8.4.1 According to the requirements of the demander, the axial line of the impact sample
may locate in 112 of the thickness as agreed by both parties.
8.5 If the Charpy (V-notch) impact test's result fails to meet the requirements of 6.4.1.2,
take another 3 samples from the same steel plate (or the same sample blank) for test. The
mean value of the two groups with 6 samples shall not be less than the specified value. It is
allowed that the value of 2 samples is less than the specified value, but only one is allowed to
be less than 70% of the specified value.
The grades stated in GB 713 -2008 and those stated in GB 713- 1997 and GB 6654-
1996 (including first and second modification sheet) are compared below:
