MAINTENANCEORGANIZATIONS

1. GENERAL

1.1 This chapter prescribes the condition for grant of approval to a


maintenanceorganizationformingaswellasnotforming(aseparate)partofan
aircraftoperator'sorganizationandalsospecifiestheapplicationproceduresfor
grant,extensionorrenewalofaCertificateofApproval.

1.2 ChapterC.1oftheseRequirementsprescribesthatanyorganizationperforming
maintenanceonaircraftoraircraftcomponentsshallbeapprovedforthepurpose.
With effect from 1 October 1983, approval will be granted by issue of a
Certificate of Approval and such a certificate will be granted only to an
organizationwhichmeetsthestandardsspecifiedinthisRequirement.

1.3 AmaintenanceorganizationapprovedbytheDirectorGeneralmaywithinthe
scope of the approval perform maintenance work on aircraft or aircraft
componentsbelongingtoNepaleseorforeignoperatorsandissueReleaseNotes
toverifythattheworkmeetstheprescribedstandard.

2. APPLICATIONFORAPPROVAL

2.1 Anorganizationrequiringapprovaltodomaintenanceworkmustmakea
writtenrequesttotheDirectorGeneral.

2.2 Theapplicationforapprovalmuststatetheparticularfunctionforwhichapproval
isrequired.Subjecttomeetingtheprescribedconditions,approvalmaybegranted
for:

Minormaintenanceofaeroplanes
Minormaintenanceofhelicopters
Majormaintenanceofaeroplaneairframesand/orspecifiedcomponents
Majormaintenanceofhelicopterairframesand/orspecifiedcomponents
Majormaintenanceofavioniccomponents
Majormaintenanceofenginesand/orspecifiedcomponents
Majormaintenanceofpropellersand/orspecifiedcomponents

2.3 Theapplicationmustbeaccompaniedbyalistoftheaircraftoraircraft
componentstobemaintainedandastatementdetailingthefacilities,technical
data,licensed/approvedpersonnel,toolsandequipmentavailableforthepurpose.
Note:Ifthemaintenanceorganization formspart ofanaircraft operator'sorganization,it
shallbedetailedintheOperator'sMaintenanceProcedureManual:ifitisaseparate,it
shallbedetailedinanEngineeringProceduresManual.

3. CONDITIONSFORGRANTOFAPPROVAL

3.1 TheDirectorGeneralwillgrantaCertificateofApprovaltoamaintenance
organizationonlyifitmeetstheconditionsprescribedinthisRequirement.

3.2 Tobeeligibleforapprovaltoperformmaintenance,anorganizationshall:

a) occupy suitable premises, including hanger and workshopaccommodation,


appropriatetotheaircraftand/oraircraftcomponentstobemaintained,
b) possesssuitableequipmentandtools,withthepowersuppliestooperatethem,
toprovidethecapabilityofmaintainingandtestingthedesignatedaircraftand
aircraftcomponentstotheprescribedstandards,
c) employsufficientqualifiedpersons,inparticularproperlylicensed/approved
engineers, to ensure adequate supervision and inspection of all work
performed,
d) holdanapprovedOperator'sMaintenanceProcedureManualorEngineering
Procedures Manual, as appropriate, meeting the standard prescribed in
ChapterE.2oftheseRequirements,
e) holdacompleteset,fullyamendeduptodate,oftheManufacturers'Manuals
andServiceBulletinsforeachtypeofaircraftandaircraftcomponenttobe
maintained,
f) operateasystemforreceivingandactioningAirworthinessDirectivesrelative
to the aircraft and aircraft components to be maintained. Airworthiness
Directives fromthe State of Manufacture shall be held in respect of each
aircraftandenginetype,
g) operate a system for recording and retrieving information on all time in
service and all maintenance work performed on aircraft or aircraft
components. The system must ensure that there is complete control of all
periodicmaintenanceandtimelimitationsoncomponentlives,
h) holdanadequatequantityofsparepartstoensuretheproperperformanceof
maintenance,andstorethesepartsinabondedstoreunderstorageconditions
appropriatetotheparticularparts,e.g.astoreforcomplexandsophisticated
avioniccomponentsofmodernaircraftshouldbeairconditioned.Theremust
alsobequarantinestoreforincomingparts.
i) showproofthatallpartsstoredwereobtainedonlyfromapprovedsuppliers
and are covered by Release Notes or equivalent documents issued by the
manufacturers or on the authority of a Contracting State. It must also be

proven that, since delivery, the parts have been properly stored and the
prescribedshelflifehasnotbeenexceeded,

j) operate a system of quality control or quality assurance under the direct
supervision of a Chief Inspector, Quality Control Manager or person of
equivalentauthorityholdingarecognizeddegreeinengineeringandhavinga
minimum of five years experience or holding Aircraft Maintenance
Technician'sLicenceandhavingaminimumoftenyearsexperienceinthe
airworthiness certification ofcivil aircraft, its components andsystems for
commensuratewiththeScopeofApprovalforhisacceptanceinsuchcapacity
bytheDirectorGeneral.TheChiefInspector(orequivalentmanager)shall
haveauthorityinallmatterspertainingtotheAirworthinessoftheaircraftor
aircraft components receiving maintenance, andshall reportdirectly tothe
ChiefExecutiveofthecorporationorotherbodytowhichthemaintenance
organizationmaybelong.
k) WheneveraChiefInspector(orequivalentmanager)istobechangedvalid
justification thereof shall be given by the Chief Executive to the Director
General for the acceptance of his replacement by equally qualified and
experiencedperson.

4. CONDITIONSFOREXTENSIONORRENEWALOFAPPROVAL

4.1 Anorganization approvedtoperformspecifiedmaintenance mayapplyforits


approvaltobeextendedtocoveradditionalmaintenance.Theapplicationmustbe
madeinwritingandmustdetailthereasonsfortheapplicationandthefacilities
availabletoperformtheadditionalmaintenance.

4.2 ACertificateofApprovalisvalidforoneyear.Onexpiryitmayberenewedby
the Director General if the organization continues to meet the conditions
applicabletotheoriginalgrantofthecertificate.Applicationforrenewalofa
CertificateofApprovalmustbemadeinwritingnotlaterthantwoweeksbefore
expiryoftheexistingcertificate.

5. INSPECTIONOFAMAINTENANCEORGANIZATION

5.1 Amaintenanceorganizationforwhichapplicationhasbeenmadefortheissue,
extensionorrenewalofaCertificateofApprovalissubjecttoinspectionbythe
authorizedpersonfromtheAirworthinessDivision.

5.2 An applicant for approval shall provide them with any information or access
requiredforverifyingthecapabilityoftheorganizationtomeettheconditionsof
approval.

5.3 A maintenance organization holding a Certificate of Approval is subject to


random inspections by an authorized person from Airworthiness Division,
althoughsuchinspectionswillonlybemadeatreasonabletimes.

5.4 Anapprovedmaintenanceorganization,oranapplicantforapproval,whichisnot
inNepal,isalsosubjecttoinitialorrandominspection.Theexpensesofsuchan
inspection shall be borne by the Nepalese operator utilising the foreign
organization.

5.5 Anauthorizedpersoninspectingamaintenanceorganizationforcompliancewith
thisRequirementmayinspect:

a) premisesforcondition,cleanliness,fireprotection,etc.
b) equipment and tools for adequacy, condition, manufacturer's specification,
etc.
c) stores for cleanliness, condition of components, component identification,
correlationofitemsandReleaseNotes,segregationofquarantineandbonded
items,shelflifecontrol,etc.
d) aircraftforstandardofmaintenanceandcompliance withtheMaintenance
Schedule,AirworthinessDirectives,etc.
e) records, including logbooks and other documents, giving the maintenance
historyofaircraftandaircraftcomponents,
f) the Operator's Maintenance Procedure Manual, or Engineering Procedures
Manual as appropriate, Manufacturers' Manuals, Service Bulletins, etc.
comprising the data and procedures required for performance of the
maintenancespecifiedintheapplicationortheconditionsoftheapproval.

6. THECERTIFICATEOFAPPROVAL

6.1 An organization approved to perform maintenance will be issued with a


Certificate of Approval. A specimen certificate is shown in Form D.1.1 of
Appendix1.Thiscertificateshallbedisplayedin,oradjacentto,theofficeofthe
Chief Inspector (or equivalent manager) of the approved Maintenance
Organization.

6.2 WitheachCertificateofApprovalwillbeanassociatedScheduleofConditionsof
Approval.Thisschedulewilldetailthemaintenancewhichtheorganizationis
approvedtoperform.AspecimenscheduleisshowninFormD.1.2of
Appendix2.

6.3 TheDirectorGeneralmaysuspendorcancelaCertificateofApproval,oramend
the Schedule of Conditions of Approval, if the approved Maintenance
Organizationisfailingtomaintainthestandardsapplicabletoapproval.

7. PRIVILEGESOFAPPROVAL

7.1 AnapprovedMaintenanceOrganizationmayissueReleaseNotesasspecifiedin
paragraph1.3ofthisChapterD.1.

7.2 OtherprivilegesmaybeapprovedthroughapprovalofanOperator'sMaintenance
Procedure Manual or Engineering Procedures Manual, as appropriate. These
privilegesmayincludesomedelegationofauthoritytotheorganization'sChief
Inspector (or equivalent manager) if the Director General is satisfied that an
equivalentlevelofcompetencywillbemaintained.
