1 WORKS REQUIREMENTS
The document outlines the engineering services design and construction requirements for the design, supply
and installation of a complete vehicle exhaust system to manage diesel exhaust fumes and particulates.
Vehicle specifications are also included in this documented to allow mechanical services to be coordinated.
Airservices has previously engaged Aurecon to create a Design Return Brief - Rev 0 dated 18 February
2016. Some information and options contained within may be relevant, however at the time the document
was not accepted, and has not been assessed for compliance by Airservices Engineering. At the discretion
of Airservices Property, a copy of this may be provided on request for information. The Contractor is to
ensure all works are tendered and delivered as per this document Engineering Brief and Functional
Requirements.
Contractor: The Contractor responsible for the works of these requirements including sub-trades, suppliers
and manufacturers.
Provide: The supply and all installation of items or systems necessary items for the reliable operation of
the item/system.
Submit: Means submit to the Airservices Australia appointed administrator of the contract.
Works: Means the services and goods to be delivered by the Contractor under this contract.
Non Critical and Critical Defects: As defined in this document (Refer Commissioning)
In submitting the Tender for this project, the Contractor is deemed to have made themselves aware of the
design intent and responsibilities for the design, documentation, co-ordination and construction of the
engineering services for this project.
Where sizes, quantities and capacities are provided within this document, they are to assist in the tendering
process only. The Contractor is responsible for ensuring that the selection of the final sizes, quantities and
capacities meet the design intent and performance requirements for this project. No claim or variation will
be entered into where the final design sizes, quantities and capacities differ from the specified requirements.
The Contractor shall be fully responsible for the complete design of the engineering services installation
and must provide calculations and drawings and other documentation to demonstrate conformance with the
design parameters, industry practice, codes, regulations and standards to Airservices to demonstrate
compliance and quality assurance.
The contractor must provide all additional detailed items, equipment and services to achieve the
performance, design and construction requirements of this document and referred documents to ensure
complete, commissioned and fully operational systems are provided to the acceptance of Airservices
Australia.
1.6 NON COMPLIANCES
All works must comply with all requirements of this document. Where non-compliances are proposed by
the contractor these non-compliances must be outlined in detail within tender submission for review by
Airservices Australia and may not be accepted. It is the intent of this document to outline all general design
and construction requirements for the works with full the contractor providing compliance of all services
installed.
The following ARFF vehicle requirements are provided to enable coordination as part of the design and
construct. The design is to meet the specified briefed requirements by using these vehicle details.
1 x Mk 8 vehicle
1 x DRV (domestic response vehicle) with a Euro 3 engine
The following must be provided by the contractor in relation to any engineering services works:
Any and all building and/or structural modification works required to either assess, calculate or deliver the
scope of works as per this brief are to be submitted to Airservices Buildings Technical Authority for review.
4 GENERAL REQUIREMENTS
4.2 STANDARDISATION
The works must employ Airservices Australia standardisation of equipment, facilities and control systems
as per the Airservices suppliers schedule.
4.4 ROUTINE SERVICING AND FAULT REPORTING DURING THE DEFECTS LIABILITY PERIOD
Airservices Property division in coordination with the Airservices Maintenance Authority will be
responsible for the reporting of all items during the during the defects liability period. There is no
requirement for routine maintenance or servicing by the Contractor as part of these works. Routine
maintenance and servicing requirements during this time will be the responsibility of Airservices Property
division in accordance with the Airservices national maintenance contract.
4.5 SUBMISSIONS
The contractor must provide the following submissions to Airservices Australia as nominated. Upon review
the contractor must re-submit, until reports are to the satisfaction of Airservices Australia. It is not the intent
to provide comprehensive written documents but instead provide concise transfer of essential review
information in demonstration of all of Airservices requirements.
4.5.1 Alternate Equipment Options
Tender submissions must incorporate the following:
Detailed alternate equipment submissions
Detailed deviations with supporting justification to any functional requirements and brief for
Airservices assessment.
Where any deviations, modifications or departures are proposed the Contractor must present such
modifications or departures within a dedicated Request for Information (RFI) along with reasons
and supporting documentation for their necessity.
4.5.2 Reports
Reports must be submitted for approval as nominated including;
Warranty provisions schedule for all equipment provided
Maintenance and service access safety report outlining plant and equipment removal requirements
and service access requirements for all plant installed. This report must outline service
methodology to all equipment
Section J compliance report
Minimum Energy Performance Standards (MEPS), latest version applicable to the project
Fire engineering requirements where applicable to the project including strict adherence to the fire
engineers design requirements
AS/NZS 3000 Wiring Rules
All HVAC design, installation and commissioning must comply with recommendations and commentary
within the following AIRAH Design Application Manual guidelines:
DA03 - Ductwork
DA13 - Fans
DA19 - HVAC&R Maintenance
DA28 - Building Management and Control Systems (BCMS)
The contractor must provide a statement outlining the designers involvement within the project and must
certify that the designer will be designing all systems and signing all nominated documents.
The contractor must provide evidence in the form of signed documentation that the design has been
independently quality assessed and verified (may be within or outside the same organisation) by a designer
with qualifications not less than those listed below. This must be reported to Airservices Australia and the
design verification competed prior to commencement of construction.
5 ELECTRICAL REQUIREMENTS
5.2.1 General
The contractor must provide all electrical systems for safe operation of the mechanical plant including the
following:
Provide run out cabling, circuits and sub-circuits to mechanical equipment.
Variable speed drives provided to all three phase fans, compressors and motors to minimise
starting current load on power systems
All controls must be 24V AC, provide a dedicated control circuit.
IP rating of all equipment to be in accordance with AS3000 and AS60529
Main isolator
Phase failure protection
Sub circuits to mechanical equipment
Motor overload protection to all motors
Auto-off-manual switches located behind recessed section of the front panel of the MSSB
Fault lights located on the MSSB fascia for all items of equipment served from the MSSB
Control interfaces and interposing relays for correct control of equipment
6 CONTROL SYSTEMS
6.2 GENERAL
The controls system must be developed and designed to a construction level of detail and documentation.
The controls system designer is required to coordinate with all other required disciplines to establish the
full and functioning architecture, control and monitoring intent to meet the outcomes specified by
Airservices Australia
The controls supplier is to be by an Airservices Australia approved supplier as listed within the Airservices
Australia suppliers list.
7 MECHANICAL REQUIREMENTS
7.1 GENERAL
All systems must comply with all authorities having jurisdiction over the works, relevant legislation,
building codes and Airservices Australia specific requirements. All systems must operate reliably and
without fault. If faults do occur then the contractor must provide a full assessment of reasons and provide
all requirements and actions to rectify faults.
Design and construction to federal, state and local authority requirements including Workplace
Health and Safety legislation.
7.3 ACOUSTICS
The contractor must achieve the maximum sound level ratings in accordance with AS/NZS2107 Latest
Edition. Specific maximum services sound levels for itemised spaces are:
The noise rating curves shall be as defined in AS 1469.
requirements, intervals and methodology for each item of equipment. Clearances must not be less
than the manufacturer supplied requirements and Airservices Australia performance requirements
for equipment design capacities
Item Requirement
General Mechanically ventilated space to accommodate vehicle engine startup,
running and maximum acceleration on exit in accordance with provided
vehicle data (appendix A) and Australian Standards calculations.
A dedicated exhaust for each Mk8 and DRV bay is required. The systems
will be required to operate both individually and simultaneously.
If additional information is required the Contractor is to request an RFI
prior to commencing.
Air supply Ambient makeup to be provided via tender bay open doors in compliance
with Australian Standards.
Exhaust Via ducted system to AS1668.2. A close proximity capture at source
intent is to be utilised and coordinated with the differing vehicle exhaust
locations.
No direct connection between the exhaust duct and vehicle is allowed.
System to be a flexible and adjustable to a degree necessary to
accommodate slightly differing truck positioning within the dedicated bay
and minimise the possibility of an impact between the vehicle and exhaust
system
Controls The exhaust system is required to be controlled and automatically run in
the following events:
1 Manual push button with run on timer (adjustable, but initially set for 5
mins runtime) for non-alert vehicle movements
2 Normal Alert system interface with FCC system (coordinate with
ARFF)
3 Crash Alarm system interface with FCC system (coordinate with
ARFF)
7.6 Calculations
Calculations must be submitted for approval on request, as a minimum provide the following:
Section J compliance calculation summary for all services
Calculations to demonstrate AS1668.2 compliance. These must specifically nominate and identify
against the specific AS section requirements
Fan static and ductwork system pressure calculations
7.9 COMPLETION
Submit the following for Airservices Australia review:
As-built manuals and drawings to accurately reflect the final installation limited to the scope of the
works
As installed drawings are to be provided in electronic microstation (DGN), AutoCAD (DWG)
(DXF) or PDF format.
Operation and Maintenance manual format limited to the specific works in scope. This content
must be in accordance with AS 1388 as defined in this document
8.2 DUCTWORK
8.2.1 General
All ductwork, rigid and flexible, associated fittings and manually adjustable dampers at duct branch take
offs must comply with the following relevant Standards and Codes:

8.2.4 Material
The material of sheet metal ductwork must be lock seaming quality galvanised steel sheet metal,
manufactured to the relevant Standards/Codes.
Seal drive slide joints airtight at corners using metal tongues and duct sealant.
Proprietary type transverse joint reinforcement and intermediate reinforcement not specifically listed in
tables nominated in the relevant Standards/ Codes, must not be used without approval.
All ductwork for vehicle exhaust systems is to be temperature rated to no less than the exhaust temperature
of the vehicle.
Ductwork must not be installed outside the building unless specifically approved by Airservices Australia.
For specifically approved ductwork installed outside the building or exposed to weather, transverse joint
reinforcement, intermediate reinforcement and flanges must be hot dipped galvanised. Hot dipped
galvanised reinforcement and flanges must be riveted to the ductwork. Spot welding is not acceptable.
Seal joints between transverse joint reinforcement and the duct, with silicone sealant. For ductwork
tranverse joints exposed to weather provide top hat sections to a top joint and vertical side joints of all
joints. Hat section must comply with ductwork construction requirements
8.2.6 Sealants
Seal ducts in accordance with the relevant Standards/Codes.
Duct sealants must have properties to the nominated specific requirements when tested in accordance with
the relevant Standards/Codes. Submit a copy of test certificate from a laboratory as relevant or recognised
by the Statutory Authority responsible for compliance, to verify compliance.
8.2.7 Support
Support ductwork from the building structure in accordance with the relevant Standards/Codes.
8.2.10Flashing Collars
Provide galvanised steel over flashing collars to ductwork penetrating roofs or external walls for
waterproofing.
Install ducts fully extended with and supported without bends that restrict the throat radius.
Flexible ducts must:
Be suitable for the operating temperature and pressure criteria of the systems to which they are
installed
Comply with the air tightness standards set out in the relevant Standards/Codes.
Be provided with nylon ratchet fixing straps

8.6 DAMPERS
8.6.1 General
Provide damper sets to enable complete balancing of the system
Dampers and components must comply with the following Standards and Codes:

8.6.2 General
All dampers, actuators and components must be designed for operation at system conditions in the installed
location.
Motorised modulating control dampers must be of the opposed blade type
Dampers required to control or isolate smoke and hot gases must comply with the requirements of the
relevant Standards/Codes, must meet the time and temperature requirements and conditions
All dampers must be of the opposed blade type
8.6.3 Installation
Dampers must be installed with sufficient bracing to eliminate any flexing, distortion and binding and be
capable of withstanding a static pressure differential across the damper of not less than 200% of the fan
shut off pressure, when in the fully closed position.
8.6.4 Motorised Damper Sets
Install motorised dampers with blades horizontal.
Provide drive shaft extending clear beyond the extremity of the frame by not less than 150 mm and drive
arms designed to withstand the greatest torque applied by the fitted actuator. Engrave the end of the drive
shaft with a slot parallel to the damper blade position.
The number and size of motors for each damper must be addressed to providing an installed motor torque
for each module
8.6.5 Non Return Dampers
Non return dampers may be utilised provide subject to Airservices approval.
8.9.2 Performance
Centrifugal and axial type fans and motors must be selected for operation at the designed air quantity and
installed system resistance:
And with a capability for 10% more air flow at 10% higher pressure than design flow requirements,
to allow for an increase in centrifugal fan speed or axial fan impeller blade pitch
Within the stable operating range
8.9.3 Installation
Fans must be installed on the floor, slab or plinth, suspended from the soffit or structural members by
structurally adequate hangers and/or fabricated frames.
Fans mounted on floor or slab in plantrooms, or external locations, must be elevated on a concrete plinth
or hot dip galvanised steel section sub frame or platform to prevent moisture accumulation beneath the fan
Provide levelling adjustment and vibration isolation for all plant.
The whole of the support system must be corrosion protected, which in external locations must include hot
dip galvanised protection of steel sections.
8.10.3 Drives
Fans must be direct driven. Belt driven may be accepted with Airservices Approval
8.10.4 Motors
Electric motors must incorporate:
EFF1 energy efficiency rating
A minimum kW rating to satisfy whichever is the greater of 120% of the power required by the fan
at the design duty point and adequate for the duty, inclusive of run up to speed under the proposed
starting regime
A minimum degree of protection in accordance with the relevant standard or as nominated in this
brief
8.11 INSULATION
8.11.1 General
Insulate equipment, ductwork, etc to provide thermal and acoustic performance. All insulation must be
applied and supported in accordance with relevant standards and the Thermal Insulation Contractors
Association (TICA) installation guidelines.
Insulation materials, facings, adhesives, mastics, fixings and accessories and all work, work practices and
processes must comply with the following relevant Standards and Codes:

Submit to Airservices Australia a commissioning method statement for approval 14 days prior to
commencement.
On completion of successful commissioning and testing by the contractor provide a copy of the results to
the Technical Authority for approval.
The Airservices Australia Technical Authority is required to validate test results and operational acceptance
by means of witnessing the plant performance. The contractor is required to be make all necessary
arrangements to allow witnessing of the system operation by the Airservices Australia Technical Authority
in additional to all other stages of commissioning. Refer Figure 1 below

Air distribution systems must be tested and commissioned in accordance with figure 1 and the
manufacturers recommendations.
Adjustable controllers in air outlets must be set to produce the required air flow pattern. Adjust system and
duct air quantities to within -0% to +10% of the design air quantities.
Measure the air quantities in main and major branch ducts by pitot traverse. Provide pitot traverse stations
and carry out pitot traverses in accordance with Standards/Codes as necessary to accurately determine
correct air distribution. Blanking plugs are to be provided to seal tight all pitot traverse holes within
ductwork.
Measure the air quantities at individual inlets or outlets using a calibrated measuring hood, anemometer
traverse or other approved method for grilles and registers, to a tolerance of 5%. Correlate the sum of
outlet air quantities against pitot readings to ensure total airflow is comparative. Results which show a
variation of 5% or more between air quantities measured within duct (pitot traverse) and the actual total of
outlet measurements will not be accepted. In these instances the system will be required to be investigated,
corrected and retested to meet the above criteria.
After the distribution system has been balanced, prove that the total air quantity for each system is within
the allowable tolerance of -0 to +10%. This is to be carried out by submitting evidence of correlating test
readings for at least two of the following methods of measurement:
Pitot traverse in main supply duct in accordance with the referenced Standards/Codes:
Submit test sheets, accompanied by calibration curves, factors, fan speeds, motor voltage and current draw.
Any graphs submitted are to have clear lines and markings showing referenced values in addition to
scheduled summary of the information listed above. Marked up workshop drawings are to be submitted
which identify test point and measurement locations of each of the following:
The Controls must be tested and commissioned in accordance with table 1, and the developed description
of operation document from the nominated Airservices manufacturer / supplier. A description of operation
is required to be created and submitted to Airservices for approval by the Controls designer. The operation
of the design is to achieve the nominated functional requirements in this document.
The control system will be fully operational prior to practical completion of the installation or as agreed
and scheduled within the projects commissioning programme.
9.4 DEFECTS
9.4.1 Critical Defects
Critical defects as described in the definitions section of this specification must be rectified within 2 days
of notification by Airservices Australia if prior to practical completion. If defects become apparent and are
affecting the operation of critical systems to the extent where they cannot operate or support the site control
systems or tower then action must be taken immediately and within 4 hours to rectify defects to make
systems operational. Final rectification must accompany emergency attention to issues.
Non-Critical defects as described in the definitions section of this specification are to be the responsibility
of the contractor to rectify prior to practical completion or alternatively after this time with the approval of
the Technical and Maintenance Authorities.
The Technical and/or Maintenance Authorities and/or their nominated representatives are required to site
inspect and review the progress of the project where deemed necessary to facilitate the efficient and timely
delivery of the project. These inspections are to monitor the construction progress of the project, maintain
a high level of quality assurance as per the Inspection Test Plan, and minimise risk by early identification
via the critical or non critical defects list.
The size and type of the project will vary the number and type of inspections required. The Project Manager
is to discuss and agree with the TA & MA's accordingly to set dates and organise resources with
consideration of overall workloads. This must be agreed as far in advance as practical but no less than four
weeks.
This relates to the commissioning processes carried out to test and approve the building services plant and
systems. For Example: Items such as HVAC and Electrical systems. This commissioning does not
included ASA operational processes such as placing into operational service. These are to be considered
separate to the building commissioning requirements unless specifically required within the project scope.
The building commissioning process must be carried out in accordance with Airservices Australia C-
MAN0107: System Management Manual (SMM). The Project Manager is to liaison with the Contractor
and Technical and Maintenance Authorities in programming of these works.
Works will vary based on the building services disciplines and criticality of the system. The following
terms define the different stages of commissioning.
Preliminary: The contractor must commission the system to achieve the requirements of the design
and submit verified data to ASA to demonstrate compliance as per figure 1.
Final: On approval of submitted data, testing and measurements of the systems will be carried out
by the contractor with ASA in attendance. On approval of the final witnessed data and procedures
by the relevant Technical and Maintenance Authority the commissioning is deemed complete.
Ensure handover is actioned for any remaining aspects of contract, e.g. Maintenance, warranty, support
services, documentation, defects etc. Engineering Authority and Stakeholder approval of Practical
Completion must be achieved prior to awarding Practical Completion to the contractor by the Project
Manager.
9.8 TRAINING
9.8.1 General
Provide training courses suitable for attendance by Airservices Australia of the installed systems and
controls. One course on-site at the time of commissioning and provide sufficient training to allow the
operators to operate the system on a normal day to day basis. Coordinate this training in conjunction with
Airservices Property and Local ARFF Personnel. The training must include the following:
Overview of the type of equipment installed and intended operations
Overview of the normal system operating parameter control ranges
Specific operation and methods for adjustment
Safety and hazards, emergency shutdown and restarts
Specific maintenance steps, procedures, spare parts process, ordering and renewal etc
A hands on demonstration on the plant to run through any of the above points
General Q&A from Airservices
All existing Operating and Maintenance manuals must be updated to record works carried out under this
briefs scope. In general the existing format is to be retained, with relevant data of installed and
commissioned systems to be added to the relevant or newly created sections. Coordinate these works
directly with the Airservices Property responsible for the onsite manual.
Where existing manuals are not available, the Contractor is to provide a new manual following AS1388 in
format and content. The manual must include a record of all works carried out under this briefs scope.
Submit a draft copy of the description, instruction and maintenance sections of the manual and the drawings
before compiling the manual.
The following data must be provided in a spreadsheet format for inclusion within the Airservices
Australia database for building maintenance provisions:
A comprehensive equipment list outlining equipment name, model, rating
Results of performance testing and test data recorded
Controls descriptions against each item of equipment
Controls settings for each item of equipment
Specific bar code number for each item of equipment as supplied by Airservices Australia
10.1 GENERAL
