1 WORKS REQUIREMENTS

1.1 GENERAL / SCOPE OF WORKS SUMMARY

The document outlines the engineering services design and construction requirements for the design, supply
and installation of a complete vehicle exhaust system to manage diesel exhaust fumes and particulates.
Vehicle specifications are also included in this documented to allow mechanical services to be coordinated.

1.2 SITE INFORMATION

1.3 PREVIOUS INFORMATION

Airservices has previously engaged Aurecon to create a Design Return Brief - Rev 0 dated 18 February
2016. Some information and options contained within may be relevant, however at the time the document
was not accepted, and has not been assessed for compliance by Airservices Engineering. At the discretion
of Airservices Property, a copy of this may be provided on request for information. The Contractor is to
ensure all works are tendered and delivered as per this document Engineering Brief and Functional
Requirements.

1.4 DEFINITIONS AND ABBREVIATIONS


AEI: Airservices Engineering Instruction a maintenance procedure document
FCC: Fire Control Center
NCC: Denotes the current applicable National Construction Code of Australia (NCC). The version of the
NCC must be outlined on all documents for verification by Airservices Australia as the current applicable
revision.
Contractor: The main contractor supplying the works, including all sub-trades, suppliers and equipment
manufacturers
Ventilated: Denotes areas utilising ambient or air-conditioned relief air to provide mechanical exhaust or
supply air requirements
Naturally Ventilated: Denotes areas utilising ambient air movement to provide cooling/outside air
provisions to the spaces.
Shall: The contractor has a requirement to provide under the works contract
Must: The contractor has a requirement to provide under the works contract
Should: The contractor must consider this solution and implement if the solution provides improved
performance
May: The contractor is to consider the use of this requirement as an option
Fit for Purpose: The determination by Airservices Australia of the systems to meet or exceed the
requirements. This must include the ability of the systems to function as designed in addition to complying
with standards, the design criteria and performance requirements within this specification. Items not
determined as fit for purpose must be rectified to perform in accordance with the specification
requirements.

Contractor: The Contractor responsible for the works of these requirements including sub-trades, suppliers
and manufacturers.
Provide: The supply and all installation of items or systems necessary items for the reliable operation of
the item/system.
Submit: Means submit to the Airservices Australia appointed administrator of the contract.
Works: Means the services and goods to be delivered by the Contractor under this contract.
Non Critical and Critical Defects: As defined in this document (Refer Commissioning)

1.5 CONTRACTOR RESPONSIBILITIES

In submitting the Tender for this project, the Contractor is deemed to have made themselves aware of the
design intent and responsibilities for the design, documentation, co-ordination and construction of the
engineering services for this project.

Where sizes, quantities and capacities are provided within this document, they are to assist in the tendering
process only. The Contractor is responsible for ensuring that the selection of the final sizes, quantities and
capacities meet the design intent and performance requirements for this project. No claim or variation will
be entered into where the final design sizes, quantities and capacities differ from the specified requirements.

The Contractor shall be fully responsible for the complete design of the engineering services installation
and must provide calculations and drawings and other documentation to demonstrate conformance with the
design parameters, industry practice, codes, regulations and standards to Airservices to demonstrate
compliance and quality assurance.

The contractor must provide all additional detailed items, equipment and services to achieve the
performance, design and construction requirements of this document and referred documents to ensure
complete, commissioned and fully operational systems are provided to the acceptance of Airservices
Australia.
1.6 NON COMPLIANCES

All works must comply with all requirements of this document. Where non-compliances are proposed by
the contractor these non-compliances must be outlined in detail within tender submission for review by
Airservices Australia and may not be accepted. It is the intent of this document to outline all general design
and construction requirements for the works with full the contractor providing compliance of all services
installed.

1.7 ALTERNATIVE ENGINEERED SOLUTIONS


Alternate Engineered solutions to deemed to comply requirements of the NCC and Australian Standards
may be accepted subject to relevant certifying authority and Airservices approval. Where approval is not
provided then deemed to comply solutions must be provided. The facility must achieve a fit for purpose in
accordance with Airservices Australia requirements.

1.8 AIRSERVICES REVIEWS


Approval, Approved, No Objection and Review from Airservices means the following:
Means Airservices Australia has performed a general check of the document or supplied information for
compliance with the nominated requirements. This does not mean Airservices Australia has accepted the
installation and systems until final performance meets the specified requirements. Should the systems not
meet the specified requirements then the contractor is responsible for modifications, rectification or
replacement of systems to meet the nominated requirements. Responsibility rests with the contractor to
achieve all compliance, design, construction and performance requirements.

2 ARFF VEHICLE REQUIREMENTS

The following ARFF vehicle requirements are provided to enable coordination as part of the design and
construct. The design is to meet the specified briefed requirements by using these vehicle details.

1 x Mk 8 vehicle
1 x DRV (domestic response vehicle) with a Euro 3 engine

Refer appendix A for specific vehicle engine performance specifications.

3 ENGINEERING SERVICES COORDINATION REQUIREMENTS

The following must be provided by the contractor in relation to any engineering services works:

3.1.1 Existing Buildings Survey


The Contractor is responsible for coordinating and carrying out all necessary surveys/site inspections to
validate any existing system capacities, constraints or compliances to achieve the required the design,
construction and functional requirements.

3.1.2 Architecture and Building Works


The design and construction must incorporate the following:
All services penetrations through walls, ceilings and roofs must be sealed airtight with flashings,
insulation and sealant. Provide clear openings through the building structure for the passage of
ductwork, and other systems.
Cutting, patching, trimming and making good of the building structure and ceilings for the
installation of ductwork, air terminal fittings and the like.
Structural steel kerbs and upstands for any roof mounted plant, discharges and intakes. Upstands
must not be constructed from sheetmetal ductwork. Upstands must be direct fixed to roof structure
The under flashing of flashing collars on ducts, and flues penetrating the roof or external walls.

3.1.3 Demolition and/or Existing Re-used Systems


The existing vehicle exhaust system (passive in operation) is to be completely demolished and removed
from site. All associated building and structure penetrations as a result of the demolition are to be made
good to the requirements in this Brief.
Where demolition and/or re-use or modification of existing systems is necessary the contractor must
investigate any and all existing systems prior to their demolition to ensure their demolition does not impact
on Airservices ongoing operations. Coordinate any foreseeable impact on operations with Airservices
Property and Local ARFF stakeholders

3.1.4 Co-ordination with all other services and trades


It is the responsibility of the contractor to co-ordinate the engineering services with all other disciplines
and trades to enable a building and system that is fit for purpose and of which with this brief in full.

3.1.5 Building and Structural Co-ordination with Airservices

Any and all building and/or structural modification works required to either assess, calculate or deliver the
scope of works as per this brief are to be submitted to Airservices Buildings Technical Authority for review.

4 GENERAL REQUIREMENTS

4.1 ENVIRONMENTALLY SUSTAINABLE DEVELOPMENT


All works must comply as a minimum with section J of the NCC.

4.2 STANDARDISATION
The works must employ Airservices Australia standardisation of equipment, facilities and control systems
as per the Airservices suppliers schedule.

4.3 WARRANTY AND DEFECTS LIABILITY


All systems installed must be provided with a minimum twelve (12) months warranty and defects liability
by the contractor. Where manufacturers warranty exceeds the defects liability period then this warranty
must be maintained for the full manufacturers warranty period by the contractor. The contractor must
submit a schedule of manufacturer provided warranty for each item of equipment provided.

4.4 ROUTINE SERVICING AND FAULT REPORTING DURING THE DEFECTS LIABILITY PERIOD

Airservices Property division in coordination with the Airservices Maintenance Authority will be
responsible for the reporting of all items during the during the defects liability period. There is no
requirement for routine maintenance or servicing by the Contractor as part of these works. Routine
maintenance and servicing requirements during this time will be the responsibility of Airservices Property
division in accordance with the Airservices national maintenance contract.
4.5 SUBMISSIONS
The contractor must provide the following submissions to Airservices Australia as nominated. Upon review
the contractor must re-submit, until reports are to the satisfaction of Airservices Australia. It is not the intent
to provide comprehensive written documents but instead provide concise transfer of essential review
information in demonstration of all of Airservices requirements.
4.5.1 Alternate Equipment Options
Tender submissions must incorporate the following:
Detailed alternate equipment submissions
Detailed deviations with supporting justification to any functional requirements and brief for
Airservices assessment.
Where any deviations, modifications or departures are proposed the Contractor must present such
modifications or departures within a dedicated Request for Information (RFI) along with reasons
and supporting documentation for their necessity.
4.5.2 Reports
Reports must be submitted for approval as nominated including;
Warranty provisions schedule for all equipment provided
Maintenance and service access safety report outlining plant and equipment removal requirements
and service access requirements for all plant installed. This report must outline service
methodology to all equipment
Section J compliance report

4.6 DESIGN STANDARDS


4.6.1 General
All systems must comply with the latest version of the following relevant Standards and Codes:

National Construction Code (BCA), latest version applicable to the project


All relevant Australian Standards, including applicable standards not specifically referred to by the
NCC but applicable for installed equipment or systems

Minimum Energy Performance Standards (MEPS), latest version applicable to the project
Fire engineering requirements where applicable to the project including strict adherence to the fire
engineers design requirements
AS/NZS 3000 Wiring Rules

All HVAC design, installation and commissioning must comply with recommendations and commentary
within the following AIRAH Design Application Manual guidelines:
DA03 - Ductwork
DA13 - Fans
DA19 - HVAC&R Maintenance
DA28 - Building Management and Control Systems (BCMS)

Commissioning and testing must comply with the following:


CIBSE commissioning codes, including code A or NEBB testing standards (Commissioning must
comply with this standard however NEBB certification is not required)
A current test certificate from a registered testing authority for all measurement equipment utilised,
provide copies if requested.

4.7 AUTHORITY REQUIREMENTS


4.7.1 General
All systems must comply with the following authorities having jurisdiction over the works including the
following:
Airservices Australia
Local airport building controller requirements
Certifier and building surveyor requirements
Any other relevant authority as advised by Airservices or required under law

4.8 DESIGNER REQUIREMENTS


4.8.1 General
The contractor must organise and attend co-ordination meetings with Airservices Australia to confirm final
specification requirements.

4.8.2 Design Verification, Designers Qualifications and Certification


The contactor must engage a suitably qualified designer for all works and utilise this designer to provide
relevant authority certification. The designer must comply with at least one of the following requirements:

RPEQ (Qld) and Qualified Mechanical Engineer


CPENG and Qualified Mechanical Engineer
Registered Building Practitioner (Victoria) and Qualified Mechanical Engineer
NPER Qualified Mechanical Engineer

The contractor must provide a statement outlining the designers involvement within the project and must
certify that the designer will be designing all systems and signing all nominated documents.
The contractor must provide evidence in the form of signed documentation that the design has been
independently quality assessed and verified (may be within or outside the same organisation) by a designer
with qualifications not less than those listed below. This must be reported to Airservices Australia and the
design verification competed prior to commencement of construction.

5 ELECTRICAL REQUIREMENTS

5.1 ELECTRICAL INFRASTRUCTURE


The electrical system shall comply with the following requirements:
All new electrical infrastructure shall be designed to meet a 25 year design life;
The electrical system shall be fully compliant with all relevant Federal, State/Territory and Local
government legislation, WH&S and Australian Standards requirements and recommendations;
All electrical infrastructure shall be rated for continuous operation;
The exhaust system shall be power from a non-essential switchboard;
The nominated non-essential switchboard shall be:
o Assessed for available capacity; and
o Data shall be provided to Airservices for approval;
The nominated non-essential switchboard drawings shall be updated to reflect the new loads.
The nominated non-essential switchboard legend shall be updated to reflect the new loads.
The Electrical Power System design shall be such that the tripping of any protective device or the
failure of any component or sub-system within the Electrical System will not cause subsequent
failure of other facilities dependent on the Electrical System for their operation, i.e. protection and
discrimination shall be employed such that only the failed section of the Electrical System will be
selectively isolated from the remainder of the Electrical System without impacting on the
remainder of the Electrical System.
The overall Electrical System Design and Installation shall comply with the requirements of
AS/NZS 3000.
The overall Electrical System Design and Installation shall comply with the requirements of
AS/NZS 3008.1.1.
All equipment, cabling and terminations shall be labelled.
Labels shall be suitable for purpose, legible, permanent and shall relate to designations as per
design drawings.
The new sub-circuit shall be tested to AS/NZS 3000 Section 8.
Test results shall be sent to Airservices for review.
All electrical installation works shall be certified as compliant with all State and Federal Legislative
Requirements, including the provision of all completed and authorised electrical certifications
including the relevant State Certificate of Compliance/Testing.

5.2 ELECTRICAL SYSTEMS FOR SPECIFIC MECHANICAL SERVICES

5.2.1 General

The contractor must provide all electrical systems for safe operation of the mechanical plant including the
following:
Provide run out cabling, circuits and sub-circuits to mechanical equipment.
Variable speed drives provided to all three phase fans, compressors and motors to minimise
starting current load on power systems
All controls must be 24V AC, provide a dedicated control circuit.
IP rating of all equipment to be in accordance with AS3000 and AS60529

5.2.2 Mechanical Switchboards


Switchboards must be tested and certified. Switchboards must contain the following and be constructed as
follows:

Fault lights located on the MSSB fascia for all items of equipment served from the MSSB
Control interfaces and interposing relays for correct control of equipment

6 CONTROL SYSTEMS

6.1 OPERATIONAL INTENT

Provide the following controls functionality and operational requirements:

In accordance with ARFF operational needs defined in this document


All mechanical plant must automatically re-start on fire mode test completion
All mechanical plant must automatically re-start on change-over to generator supply (if connected
to essential supply)

6.2 GENERAL
The controls system must be developed and designed to a construction level of detail and documentation.
The controls system designer is required to coordinate with all other required disciplines to establish the
full and functioning architecture, control and monitoring intent to meet the outcomes specified by
Airservices Australia
The controls supplier is to be by an Airservices Australia approved supplier as listed within the Airservices
Australia suppliers list.

All controls must:


Be 24V AC
The system must monitor and control all mechanical equipment and/or associated systems
installed for run/fault as well as status.
All controls must be installed in a separate control panel adjacent mechanical switchboards with a
separate lockable door or within a segregated section of a mechanical switchboard with separate
lockable door. No mixing of 24V and 240V circuits is allowed.

6.2.1 Sample Points List


A sample points list for the controls and monitoring is provided as a minimum requirement. The contractor
must provide all points and controls to achieve full compliance with the specification requirements and
specialist systems for the relevant plant installed.

7 MECHANICAL REQUIREMENTS

7.1 GENERAL
All systems must comply with all authorities having jurisdiction over the works, relevant legislation,
building codes and Airservices Australia specific requirements. All systems must operate reliably and
without fault. If faults do occur then the contractor must provide a full assessment of reasons and provide
all requirements and actions to rectify faults.

7.2 WORKPLACE HEALTH AND SAFETY


The contractor must implement considerations for safety in accordance with Airservices Australia
requirements for the project. This must include key mechanical services items as follows:

Design and construction to federal, state and local authority requirements including Workplace
Health and Safety legislation.

7.3 ACOUSTICS
The contractor must achieve the maximum sound level ratings in accordance with AS/NZS2107 Latest
Edition. Specific maximum services sound levels for itemised spaces are:
The noise rating curves shall be as defined in AS 1469.

7.4 DESIGN FOR MAINTENANCE


All plant and equipment must be selected and designed to minimise and ensure ease of service access and
maintenance. The contractor must provide the following:
Documentation showing maintenance zones for all equipment installed. These maintenance zones
must appear on all design and workshop layouts and must be clearly defined.
Nomination of equipment required for maintenance (e.g. platform ladder or motorised platform
model/size)

7.4.1 Maintenance Access


The design and construction must incorporate the following requirements:
Equipment and services must not be installed on roofs unless specifically approved by Airservices
Australia or noted in this specification.
Fans may be roof mounted where roof pitch is less than 15 degrees and permanent access ladders
with walkways and harness with wire provisions are provided to access fans. Fans on roofs must
be installed within a dedicated manufacturer supplied cowl. Ductwork, pipework and filter plenums
must not be installed on roofs. Cowls without fans may be installed on all roof pitches. Access for
cowl cleaning must be provided via walkways and harness wire systems
Maintenance must not be performed via step ladders. Scaffolding is not acceptable. Maintenance
may be performed via motorised mobile working platforms, platform ladders or fixed platforms
with stair access. All maintenance strategies must demonstrated a maintenance procedure that has
the ability of free open access and sufficient space for clearance and manoeuvrability
The contractor must submit a report to Airservices Australia outlining service access provisions
provided to all equipment. This must include a maintenance report outlining maintenance

requirements, intervals and methodology for each item of equipment. Clearances must not be less
than the manufacturer supplied requirements and Airservices Australia performance requirements
for equipment design capacities

7.5 FUNCTIONAL DESIGN REQUIREMENTS


The following detailed functional requirements must be complied with:

7.5.1 Domestic Response Vehicle (DRV) and Mk 8 Tender Bays

Item Requirement
General Mechanically ventilated space to accommodate vehicle engine startup,
running and maximum acceleration on exit in accordance with provided
vehicle data (appendix A) and Australian Standards calculations.
A dedicated exhaust for each Mk8 and DRV bay is required. The systems
will be required to operate both individually and simultaneously.
If additional information is required the Contractor is to request an RFI
prior to commencing.

intent is to be utilised and coordinated with the differing vehicle exhaust
locations.
No direct connection between the exhaust duct and vehicle is allowed.
System to be a flexible and adjustable to a degree necessary to
accommodate slightly differing truck positioning within the dedicated bay
and minimise the possibility of an impact between the vehicle and exhaust
system
Controls The exhaust system is required to be controlled and automatically run in
the following events:
1 Manual push button with run on timer (adjustable, but initially set for 5
mins runtime) for non-alert vehicle movements
2 Normal Alert system interface with FCC system (coordinate with
ARFF)
3 Crash Alarm system interface with FCC system (coordinate with
ARFF)

7.6 Calculations
Calculations must be submitted for approval on request, as a minimum provide the following:
Section J compliance calculation summary for all services
Calculations to demonstrate AS1668.2 compliance. These must specifically nominate and identify
against the specific AS section requirements
Fan static and ductwork system pressure calculations

7.7 DESIGN & CONSTRUCTION PHASES EQUIPMENT AND MATERIALS


Submit the following for Airservices Australia equipment and materials review:
Fan construction, type and ratings
Functional controls description for all systems to be installed

8 MECHANICAL PLANT QUALITY REQUIREMENTS


8.1 GENERAL
All systems and equipment must comply with the following requirements:

8.2.1 General
All ductwork, rigid and flexible, associated fittings and manually adjustable dampers at duct branch take

8.2.3 Sheet Metal Ductwork and Associated Fittings


Ductwork must be rectangular, round or oval. Round and flat oval ductwork must be spiral wound grooved
seam type. Rectangular ductwork must be cross broken or beaded in accordance with the relevant
Standards/Codes for uninsulated ductwork, regardless of the fact that it may be insulated.

8.2.4 Material
The material of sheet metal ductwork must be lock seaming quality galvanised steel sheet metal,
manufactured to the relevant Standards/Codes.
Seal drive slide joints airtight at corners using metal tongues and duct sealant.
Proprietary type transverse joint reinforcement and intermediate reinforcement not specifically listed in
tables nominated in the relevant Standards/ Codes, must not be used without approval.
All ductwork for vehicle exhaust systems is to be temperature rated to no less than the exhaust temperature
of the vehicle.
Ductwork must not be installed outside the building unless specifically approved by Airservices Australia.

For specifically approved ductwork installed outside the building or exposed to weather, transverse joint
reinforcement, intermediate reinforcement and flanges must be hot dipped galvanised. Hot dipped
galvanised reinforcement and flanges must be riveted to the ductwork. Spot welding is not acceptable.
Seal joints between transverse joint reinforcement and the duct, with silicone sealant. For ductwork
tranverse joints exposed to weather provide top hat sections to a top joint and vertical side joints of all
joints. Hat section must comply with ductwork construction requirements

8.2.5 Spigots for Flexible Ducts


Spigots for connection of flexible ducts must be circular or oval. The spigot must be manufactured from
0.8 mm minimum thickness galvanised steel. Where required for air balancing, e.g., take offs from supply
ducts, spigots must be fitted with an iris damper or a butterfly damper with lockable quadrant damper fixed
in place with a wingnut.

8.2.6 Sealants
Seal ducts in accordance with the relevant Standards/Codes.
Duct sealants must have properties to the nominated specific requirements when tested in accordance with
the relevant Standards/Codes. Submit a copy of test certificate from a laboratory as relevant or recognised
by the Statutory Authority responsible for compliance, to verify compliance.

8.2.7 Support
Support ductwork from the building structure in accordance with the relevant Standards/Codes.

8.2.8 Flexible Connections


Connect ductwork to vibrating equipment such as fans, etc., with flexible connecting sections in accordance
with the relevant Standards/Codes.

8.2.9 Pitot Holes in Ductwork


Provide 15 mm diameter holes, closed off with rubber grommets or other approved means suitable for the
pressure classification of the ductwork, to allow testing with a velometer or pitot tube in accordance with
the relevant Codes/Standards.
Locate the holes in straight lengths of duct where air flow is most favourable for accurate measurement.
Where practical there must be 10 equivalent diameters of straight duct up stream and 1.5 equivalent
diameters down stream.
Locate the holes in circular ducts at 0o and 90o relative to an axis of the duct.
Locate the holes in rectangular ducts, evenly spaced across the duct with a half space at each end, at 100mm
centres: Provide holes in locations to check air balance where required to achieve commissioning
compliance.

8.2.10Flashing Collars
Provide galvanised steel over flashing collars to ductwork penetrating roofs or external walls for
waterproofing.

8.2.11 Flexible Ductwork

Install ducts fully extended with and supported without bends that restrict the throat radius.
Flexible ducts must:
Be suitable for the operating temperature and pressure criteria of the systems to which they are
installed
Comply with the air tightness standards set out in the relevant Standards/Codes.
Be provided with nylon ratchet fixing straps

8.3 ROOF COWLS


The use of roof cowls should be minimised. Roof cowls may be utilised however the following applies to
their use:
Cowls must be bolted down to structural roof upstands (cowls on upstand ductwork will not be
accepted)
Cowls must be located close to roof ridges and raised a minimum of 300 to underside overflashing

8.4 AIR TERMINAL FITTINGS


8.4.1 General
Air terminal fittings must be selected to achieve required air movement rates and conditions as specified.

8.4.2 Air Terminal Dampers


Air terminal dampers must not be located directly behind grilles, balancing dampers must be located remote
from grilles and diffusers.

8.5 EXTERNAL LOUVRES HORIZONTAL BLADE TYPE


Single stage louvres may be utilised with suitable plenums mounted behind to direct water ingress back out
louvers. For highly exposed facades two stage louvres must be utilised.
All other external louvres must be of the two stage storm resistant type to protect against ingress of wind
driven rain, leaves and vermin.
Louvres must be powder coated aluminium or galvanised steel to match the existing louvres and building.
All ductwork louvers intakes and discharges must be protected against vermin ingress by galvanised wire
mesh screens installed to allow access for cleaning of screens

8.6 DAMPERS
8.6.1 General
Provide damper sets to enable complete balancing of the system
Dampers and components must comply with the following Standards and Codes:

8.6.3 Installation
Dampers must be installed with sufficient bracing to eliminate any flexing, distortion and binding and be
capable of withstanding a static pressure differential across the damper of not less than 200% of the fan
shut off pressure, when in the fully closed position.
8.6.4 Motorised Damper Sets
Install motorised dampers with blades horizontal.
Provide drive shaft extending clear beyond the extremity of the frame by not less than 150 mm and drive
arms designed to withstand the greatest torque applied by the fitted actuator. Engrave the end of the drive
shaft with a slot parallel to the damper blade position.
The number and size of motors for each damper must be addressed to providing an installed motor torque
for each module
8.6.5 Non Return Dampers
Non return dampers may be utilised provide subject to Airservices approval.

8.7 SILENCERS ACOUSTIC ATTENUATORS


8.7.1 General
Silencers must be provided by a specialist manufacturer experienced in silencer construction.
Where silencers are mounted on, or through a wall or plenum, the wall and any sheetmetal baffling must
be acoustically treated to have the same acoustical performance as that provided for the attenuator. All
attenuators exposed to ambient air are to have mylar lining installed below the perforated sheetmetal.
Acoustic insulation materials and facings must comply with the ductwork required sections of the
specification. Attenuators exposed to external ambient air must have mylar faced internal lining. Tapered
attenuator splitters must be utilised.

8.8.2 Fusible Link and Motorised Type

8.8.3 Intumescent Type

8.9 FANS
8.9.1 General
Fans must be factory assembled units, complete with casing or scroll, cowl, impeller, drive, motor, power
terminal box, guards, fabricated steel frame, vibration isolation, and accessories. Fans must be provided by
a major supplier of this equipment.
Wall mounted fans must not be utilised
Fans must be provided with local isolators in close proximity to the unit for maintenance with a minimum
rating IP54.

8.9.3 Installation
Fans must be installed on the floor, slab or plinth, suspended from the soffit or structural members by
structurally adequate hangers and/or fabricated frames.
Fans mounted on floor or slab in plantrooms, or external locations, must be elevated on a concrete plinth
or hot dip galvanised steel section sub frame or platform to prevent moisture accumulation beneath the fan
Provide levelling adjustment and vibration isolation for all plant.
The whole of the support system must be corrosion protected, which in external locations must include hot
dip galvanised protection of steel sections.

8.9.4 Casings, Scrolls, Cowls and Accessories


Casings, scrolls, cowls and accessories of fans installed in internal locations must comprise of:
Material type, thickness and reinforcement adequate for continuous operation at the scheduled
operating conditions, and without distortion, drumming or vibration
Components corrosion protected
Fan specification plate, mechanically fixed to the fan casing/scroll, incorporating permanently

8.10 AXIAL AND CENTRIFUGAL FANS


8.10.1 General
Fans must be of the non overloading type.
Where used as smoke spill fans, the fans, and motors in the smoke spill airstream, must comply with the
relevant Standards/Codes.

8.10.2 Fan Arrangement


Fans may be of the Plug Type, SISW or DIDW according to their type

8.10.3 Drives
Fans must be direct driven. Belt driven may be accepted with Airservices Approval

8.10.4 Motors
Electric motors must incorporate:
EFF1 energy efficiency rating
A minimum kW rating to satisfy whichever is the greater of 120% of the power required by the fan
at the design duty point and adequate for the duty, inclusive of run up to speed under the proposed
starting regime
A minimum degree of protection in accordance with the relevant standard or as nominated in this

Drives must be of the solid state electronic, variable frequency type suitable for control of three
phase squirrel cage induction motors and shall be standalone intelligent control devices
Mounted in a durable polycarbonate enclosure with LED display for interrogation/display of all
control parameters

8.13 PAINTING AND PROTECTION


8.13.1 General
Apply protective coatings to all machinery and equipment, ductwork, pipework and ancillaries including
platforms, support structures, brackets and hangers.

9.3 COMMISSIONING AND ACCEPTANCE TESTS

9.3.1 Air Distribution Systems

Air distribution systems must be tested and commissioned in accordance with figure 1 and the
manufacturers recommendations.
Adjustable controllers in air outlets must be set to produce the required air flow pattern. Adjust system and
duct air quantities to within -0% to +10% of the design air quantities.

Measure the air quantities in main and major branch ducts by pitot traverse. Provide pitot traverse stations
and carry out pitot traverses in accordance with Standards/Codes as necessary to accurately determine
correct air distribution. Blanking plugs are to be provided to seal tight all pitot traverse holes within
ductwork.

Measure the air quantities at individual inlets or outlets using a calibrated measuring hood, anemometer
traverse or other approved method for grilles and registers, to a tolerance of 5%. Correlate the sum of
outlet air quantities against pitot readings to ensure total airflow is comparative. Results which show a
variation of 5% or more between air quantities measured within duct (pitot traverse) and the actual total of
outlet measurements will not be accepted. In these instances the system will be required to be investigated,
corrected and retested to meet the above criteria.

After the distribution system has been balanced, prove that the total air quantity for each system is within
the allowable tolerance of -0 to +10%. This is to be carried out by submitting evidence of correlating test
readings for at least two of the following methods of measurement:

Pitot traverse in main supply duct in accordance with the referenced Standards/Codes:

Sum of pitot traverses in branch ducts;


Fan air volume determined from fan curves and measured fan speed and static pressure. Fan
dimensions and impeller clearances are to be checked against manufacturer's requirements;
Anemometer measurement taken off the face of the air leaving side of the filter or coil. These are
to be averaged over the airflow cross sectional area and implement an appropriate correction factor;
Sum of air quantities measured at outlets (with appropriate correction factor applied);
Comparison of actual fan power consumption against scheduled fan power consumption at the
specified duty. Fan dimensions and impeller clearances are to be checked against manufacturer's
requirements.

Submit test sheets, accompanied by calibration curves, factors, fan speeds, motor voltage and current draw.
Any graphs submitted are to have clear lines and markings showing referenced values in addition to
scheduled summary of the information listed above. Marked up workshop drawings are to be submitted
which identify test point and measurement locations of each of the following:

Outlet, return or exhaust grilles;


Main duct and major branch duct pitot traverse location;
Air handling unit, fan or other plant.

9.3.2 Control Systems

The Controls must be tested and commissioned in accordance with table 1, and the developed description
of operation document from the nominated Airservices manufacturer / supplier. A description of operation
is required to be created and submitted to Airservices for approval by the Controls designer. The operation
of the design is to achieve the nominated functional requirements in this document.

and scheduled within the projects commissioning programme.

9.4 DEFECTS
9.4.1 Critical Defects

Critical defects as described in the definitions section of this specification must be rectified within 2 days
of notification by Airservices Australia if prior to practical completion. If defects become apparent and are
affecting the operation of critical systems to the extent where they cannot operate or support the site control
systems or tower then action must be taken immediately and within 4 hours to rectify defects to make
systems operational. Final rectification must accompany emergency attention to issues.

9.4.2 Non Critical Defects

Non-Critical defects as described in the definitions section of this specification are to be the responsibility
of the contractor to rectify prior to practical completion or alternatively after this time with the approval of
the Technical and Maintenance Authorities.

9.5 AIRSERVICES AUSTRALIA SITE INSPECTION AND REVIEW

The Technical and/or Maintenance Authorities and/or their nominated representatives are required to site
inspect and review the progress of the project where deemed necessary to facilitate the efficient and timely
delivery of the project. These inspections are to monitor the construction progress of the project, maintain
a high level of quality assurance as per the Inspection Test Plan, and minimise risk by early identification
via the critical or non critical defects list.

The size and type of the project will vary the number and type of inspections required. The Project Manager
is to discuss and agree with the TA & MA's accordingly to set dates and organise resources with
consideration of overall workloads. This must be agreed as far in advance as practical but no less than four
weeks.

9.6 BUILDING COMMISSIONING (PRELIMINARY / FINAL)

This relates to the commissioning processes carried out to test and approve the building services plant and
systems. For Example: Items such as HVAC and Electrical systems. This commissioning does not
included ASA operational processes such as placing into operational service. These are to be considered
separate to the building commissioning requirements unless specifically required within the project scope.

The building commissioning process must be carried out in accordance with Airservices Australia C-
MAN0107: System Management Manual (SMM). The Project Manager is to liaison with the Contractor
and Technical and Maintenance Authorities in programming of these works.

Works will vary based on the building services disciplines and criticality of the system. The following
terms define the different stages of commissioning.

Preliminary: The contractor must commission the system to achieve the requirements of the design
and submit verified data to ASA to demonstrate compliance as per figure 1.

Final: On approval of submitted data, testing and measurements of the systems will be carried out
by the contractor with ASA in attendance. On approval of the final witnessed data and procedures
by the relevant Technical and Maintenance Authority the commissioning is deemed complete.

9.7 COMPLETE PRACTICAL COMPLETION DOCUMENTATION

Ensure handover is actioned for any remaining aspects of contract, e.g. Maintenance, warranty, support
services, documentation, defects etc. Engineering Authority and Stakeholder approval of Practical
Completion must be achieved prior to awarding Practical Completion to the contractor by the Project
Manager.
9.8 TRAINING
9.8.1 General

Provide training courses suitable for attendance by Airservices Australia of the installed systems and
controls. One course on-site at the time of commissioning and provide sufficient training to allow the
operators to operate the system on a normal day to day basis. Coordinate this training in conjunction with
Airservices Property and Local ARFF Personnel. The training must include the following:
Overview of the type of equipment installed and intended operations
Overview of the normal system operating parameter control ranges
Specific operation and methods for adjustment
Safety and hazards, emergency shutdown and restarts
Specific maintenance steps, procedures, spare parts process, ordering and renewal etc
A hands on demonstration on the plant to run through any of the above points

9.9 O&M MANUAL


9.9.1 General

All existing Operating and Maintenance manuals must be updated to record works carried out under this
briefs scope. In general the existing format is to be retained, with relevant data of installed and
commissioned systems to be added to the relevant or newly created sections. Coordinate these works
directly with the Airservices Property responsible for the onsite manual.
Where existing manuals are not available, the Contractor is to provide a new manual following AS1388 in
format and content. The manual must include a record of all works carried out under this briefs scope.
Submit a draft copy of the description, instruction and maintenance sections of the manual and the drawings
before compiling the manual.

9.9.2 O&M Manual Content


The content of any mechanical services O&M manual section and the extent of information required for
each and all systems included in the scope of this contract must include:

Plant protection and restart procedures after fault
Manufacturers pamphlets for each and all items of equipment and accessories. Only relevant plant
and information is to be provided from the manufacturers catalogue.
Electrical system description, schedules, operator functions and operational procedures
As-Installed Ventilation drawings including equipment and accessories for each duct system
As-Installed Controls systems drawings, including equipment and accessories for each control
system
As-Installed Electrical systems drawings, including equipment and accessories
As-Installed Details of earthing systems and results of earth resistance test
Test report and all commissioning data, as specified in clause Testing and Commissioning of this
specification.

9.10 AS-INSTALLED DRAWINGS


All drawings included shall contain as installed information, accurately reflecting location, arrangement,
dimensions, and set out for each item of equipment, accessory and system element. Such drawings must
include as a minimum, the following information:
Schematic and single line diagrams
Plans, elevations and sections, inclusive of general arrangements, sufficient to fully illustrate the
system for maintenance and modification purposes
Equipment locations and arrangement
Accessory locations and arrangement
Location, route, dimensions and identification of duct, electrical, control and associated services
distribution systems
Location and identification of accessories associated with air distribution systems
Location and identification of air terminals, cross referenced to data schedules and test results
Location and identification of accessories associated with electrical and control systems eg
pressure sensors and controllers, and cross referenced to data schedules and test results

9.11 ADDITIONAL INFORMATION REQUIRED TO BE SUBMITTED FOR AIRSERVICES F104

The following data must be provided in a spreadsheet format for inclusion within the Airservices
Australia database for building maintenance provisions:
A comprehensive equipment list outlining equipment name, model, rating
Results of performance testing and test data recorded
Controls descriptions against each item of equipment
Controls settings for each item of equipment
Specific bar code number for each item of equipment as supplied by Airservices Australia
