POLITICAL and SOCIAL reforms, not achievements, but
his capability to be a visionary in comparison to other
presidents.

- Next Level: What is wrong with this argument?

o However, these were not necessarily directly due to his
actions but because of a violent military that went out of
control

- Even if the argument is correct, so what?

o E.g. even if there were human rights violations, these
were minimal compared to the economic reform he has
pushed for
o You stated that ______. Even though there were
undeniable _____ during his rule, there were minimal or
incomparable or less than to (example: other presidents
rule)

Greatest politically? Yes because
Greatest socially? Yes because
Overall, this has lead to Marcos in creating his
view of a new society in
o History is always written by the victor and the victor has
always been the Aquinos and his oligarchs. They have
always painted this picture of Marcos as a bad president,
a bad politician, oppressing the people, but let us not
forget to look at the facts objectively and to drop the
bias against this issue.
o Although morality does not always equate to greatness,
being a great president entails making decisions that
are for the benefit of the common good and the
common good that he wanted to achieve was through
nation building- creating a national identity with his

REBUT KA MUNA BESHIE!

o You stated that ---
I argue with this because
I beg to differ because
However
Although it is we must not forget..
Rebuttal for member of government: let us go back to
the parameters of the debate and look at marcos as a
great president relative to other presidents. Also, you
stated that he established a new oligarchy BUT we must
not forget that he appointed PROFESSIONALS to LEAD
his development efforts to be more efficient than the
previous oligarchy
Let me ask yu, were any of the other presidents able to
match the achievements of marcos? Before and after
him
In the course of this debate, the government has started off
with their main stand that Marcos is indeed the greatest
president ever in the history of the Philippines because he was
a visionary that aimed for nation building creating a national
identity through his plan of a new society. In comparison to
other presidents, no other president has been this radical,
impactful and insightful showing true marks of a great
president. The governments arguments hinge on the fact that
it was marcos who has most clearly realized that there was a
NEED for radical reforms in order to change the slow
movement of development of the Philippines. Let us also not
forget to put into consideration that some of his choices were
also in relation or in response to the impending need of the
society during his time.
o To Elaborate on this main point, the Government Prime
Minister (Jam) stated that he was the greatest because
SOCIALLY, he was able to establish government agencies
for the Filipino people particularly focusing on health care
programs. But today, our health care system has gone from
bad to worse. Allowing hospitals to be privatized during the
Aquino Administration has made health care a PREMIUM
instead of being a social service.
During his time, Free education access further widened, which
resulted to the HIGHEST recorded increase in the literacy rate
compared to other presidents rule.
The rebuttal of the Leader of the Opposition was to use the
funds for social developments for other developments that
benefit the Filipino people at large.
o To refute this claim, the Deputy Prime Minister
(Kristina) stated that the claim was weak because,
Marcos had results for the betterment of the
Filipino people. To add more, ___ (ask tina)
To continue the governments side, the Deputy
Prime Minister stated that YES Marcos was the
greatest also in terms of politics hinging on two
major political efforts carried out by Marcos. First, he
abolished the existing oligarchy that controlled political power
in support of equality in opportunities. Wherein this oligarchic
rule was already prevalent in the political sphere even before
Marcos rule and was continued after Marcos rule. Second, he
was able to thwart communists through the proclamation of
Martial law at the interest of national security. Clearly he was
the only president who had the guts to deal with a high security
problem through extreme counter actions; hence the martial
law.
To refute this strong point, the Deputy Leader of
the Opposition stated that he put a new
oligarchy instead and even lost potential
economic growth.

o To counter this statements the Member of the Government, Miss Jen

Arabia incorporated her rebuttal statements in her speech
To continue the governments argument, she
stated that ECONOMIC developments were needed
in order to create a national identity and were
apparent in Marcos vision of a new society. This
plan of a new Society raised and projected the
country onto its highest position in the world economy
despite the unfavorable consequences that followed, for
which consequences are caused by external forces of
world trade and markets such as the WORLDLY economic
crisis that time and not directly because of the doings of
Marcos. We should be reminded that no economy could
be sheltered from a world economic crisis. Of all the
presidents, Marcos thought of interrelated projects.
Linking projects that benefit Luzon, Visayas and Mindanao
the Philippines as a whole.
Marcos was great in a sense that he viewed
Filipino Society as a society that was stable and
ready for changes that is open to reforms that
correct and form the national identity.
To rebut some of the arguments of the opposition,
though considerable were not according to our
framework. Furthermore, as an emerging
economy, debt is needed to supply development.
Where else could we get money? Were we to
remain followers of American colonizers?

all arguments of the government point to Marcos being

the greatest president because of this creation of a
new society in terms of economic, political and social
reforms aimed at creating a national identity for the
Philippines which has not been as impactful as other
presidents have. Others may have tried, but none
would come at par as to how this has changed the
Filipino society.

History is always written by the victor and the victor has

always been the Aquinos and his oligarchs. They have always
painted this picture of Marcos as a bad president, a bad
politician, oppressing the people, but let us not forget to look
at the facts objectively and to drop the bias against this issue.

Although morality does not always equate to greatness, being

a great president entails making decisions that are for the
benefit of the common good and the common good that he
wanted to achieve was through nation building- creating a
national identity with his economic, political and social
reforms for a new society.
He is not a hero. He is a great politician the greatest
president of the history of the Philippines.

OPPOSITION WHIP
Stand: Marcos was not the greatest president of the PH
Rebut (1 minute)
- Summarize Point of Member of Opposition:
o E.g .Marcos is the greatest because of his economic
developments

o You stated that Marcos is the greatest president in

terms of ____ because of _____

Although these were reforms aimed at economical

developments of the country, facts also state that the
uncontrolled spending and the sudden rise of debt due
to these reforms created an economic downturn on us
instead.

the benefits.

is wrong with them? What is incorrect?
o Outline three main arguments of opposition (economic,
political and social) and with summary of points from
your side.

- Summarize the arguments of your side
(IF MERON)
First, Id like to point out that anyone who stands by the thought
that Marcos was the greatest president hinging on facts purely due
to economic, political and social reforms without weighing in the
effects and atrocities of these reforms is rather inadequate because
it blurs out and blatantly chips of a part of the greater picture of the
Philippine Society which must be looked at in order to assess
whether he was really a great president.

Although the government whip has already summarized their points

regarding marcos as a great president, ______ Id like to restate that
HE WAS NOT. And he does not deserve this title due to the reasons
that the members of the opposition has highlighted.

o In terms of social, the Prime Minister has blatantly stated that

___________

Although, these. the leader of the opposition (Jam) has

refuted this point by stating that ____
The Leader of the Opposition continued her speech by
delivering the main points as to why the Opposition claims
that Marcos wasnt the greatest due to social reasons that
lead to traumatization of the Filipinos even until today. Human
abuse reached its peak during his time.

o In political terms, the Deputy Prime Minister has raised arguments

regarding _________

o However, the deputy leader of the opposition (Kristina) has

refuted this point by stating that ____

o To further substantiate the oppositions side, the Deputy Leader of the

Opposition hinged her arguments on two points: First, Marcos
monopolized the political power to promote his interests. Second, he
robbed the Filipino people of their rights during and after Martial Law.

o She ended her speech with a rather heartbreaking reality of the recorded deaths
and tortures during Marcos rule. In the course of our history, never have we
been so oppressed by one of our ownrather, we even proclaimed him as our
president. Where is the greatness in that?

o In Economic terms, the Member of the Government has raised

points about Marcos being the greatest president because of his
_____________
However, the member of the opposition (Jen Arabia)
has refuted this by .
To continue the oppositions side, the member of the
opposition discussed rather disturbing damages
Marcos developmentshas done to our country. The
growth strategy of the Martial Law era was based one
excessive borrowings. The growth of economy built on a
foundation of excessive debt aggravated by behest loans,
corruption and mismanagement would not be sustainable.
Foreign dept jumped, inflation rate had surged from
the usual average rates of inflation, according to
Rapplers analysis, we had lost two decades of
development due to his plans.

Furthermore, our arguments are based on the reasoning that

he was not the greatest president due to the idea that a great
president must FIRST prioritize the benefit of the nation FOR
the people. To say that the curtailment of human rights such
as freedom of speech and expression is far less valuable than
aims for economic, social and political development has not
been clearly weighed out because building a society in terms
of these standards must integrate the value for life of the
Filipino People.

A new society based on discipline? As much as Id like to think

it was discipline which was driven by personal perseverance
and drive for betterment, it WAS NOT. Discipline was driven by
fear. Great? No he was not. In fact, he was only impactful in a
sense that the misadministration, misuse of government
funds, overspending and over-borrowing, although aimed at
economic reforms resulted to a great economic downturn and
an even stronger opposition which was not curtailed through
martial law.

Let us not forget that this man created his own history and
controlled media, controlled some of the minds of the Filipino
people, created this notion that this nation should be lead only
by a supreme controlling state and not with the needs and
benefits of the Filipino people. He has fed the thinking of the
elites that they have the rights to gain more power and thus
creating a bigger gap between the poor and the rich.

Greatness, although not measured through morality, should

be defined as excellence in delivery of POSITIVE, ACTIVE,
BENEFICIAL RESULTS FOR THE COUNTRY, FOR THE PEOPLE.
We needed to include the poor in this idea of a new society
and not create reforms which majorly benefitted and created
results for the stronger hold of power of the ruling elites,
cronies and oligarchs.
He wanted to build a nation of the Filipinos. What he forgot
was in order to be great, the nation must be built FOR the
Filipinos and BY the Filipinos.
