Introduction & Scope of Project:

This project is located in downtown State College and is interested in constructing four
buildings to create a mixed-use development to support the town, student population
and anticipated new activities at the renovated high school football stadium. The client
would like preliminary construction and design estimates to be developed for various
building types in order to make an informed decision on what projects to construct.
The four buildings are listed below: (Buildings are to attain a minimum of LEED Silver
Rating).
1. One 70,000 SF, 6-story, Apartment Building, plus a full basement;
2. One 3--story 205,000 SF Parking Garage with a 2.0 increase in story height to
accommodate larger vehicles;
3. One 10,000 SF Upscale Convenience Store;
4. One 19,000 SF Movie Theater;

The scope of work to be carried out by the design team is as follows:


Researching the web or other sources to find photographs of sample projects that the
design team would like to build. These photographs should be representative of the type
of project design selected.
Developing design and construction costs for the buildings listed above. Include in the
building costs appropriate additives deemed fit to make a complete project. Project
costs for each building are to be broken down by discipline (e.g. substructure, shell,
interiors, etc.).
Design and construction budgets.
Explanation of how environmental impact will be reduced.
Express chosen project delivery system with explanation.
State chosen Design Professional compensation method with explanation.
Assembling the design and construction cost data in a logical and presentable Excel
spreadsheet.

Project Description:

For this project there will be 4 different buildings created, each for their own specific
use. Each building also must also attain at least a LEED silver rating. The first building
is a 70,000 square foot, six story, apartment building with a full basement. This building
will cost about $22,157,000. Along with the construction costs, the costs also includes
the money required to attain a LEED Gold rating. To attain the gold rating the designer
made sure to leave at least twenty percent of the lot vegetated. The designer also
incorporated tree canopies to minimize the heat island effect. Along with those options,
the construction manager will make sure to reuse at least ten percent of materials.
There are many more adjustments that were made to achieve the LEED gold rating, all
of decisions follow on the LEED project checklist.

The next building that was designed is a three-story, 205000 square foot parking garage
with a two foot increase in story height to accommodate larger vehicles. This structure
will cost about $21,915,000. To minimize costs the designer used materials that had a
moderate price point rather than the most expensive materials.

An upscale convenience store with 10,000 square feet was also designed. Since the
client wanted a more upscale feel the materials and additions were more pricy than a
usual convenience store. Instead of a plain wood siding that would be a cheaper option,
a stucco on concrete block was chosen to give a nice look, but it still wasnt the most
expensive option because the client wants an upscale look with the lowest cost
allowable. This store will cost around $5,405,000.

Finally a 19,000 square foot movie theater was designed. The movie theater will cost
about $1,992,000. The designer chose to go with decorative concrete block exterior wall
so that the structure would blend in with the surrounding buildings to cause the least
disruption possible in the
area. This wasnt the
cheapest option, but in the
downtown State college area
buildings have a similar
design.
The total cost of this
development will be
$51,469,000 this is much
more than the original budget
of $1,385,000. This cost is
justified in the following pages
and is a great representation
of the product being created.

The first client requested project is a 70,000 SF, six-story apartment building to be
constructed in State College, PA in 2018. The Basis of Design (BOD) for this project is
the Cedarbrook Apartments located at 320 East Beaver Ave State College, PA 16801.
The Cedarbrook Apartments building is a six story, 150-unit apartment building with
comparable square footage to the requested project. For the purpose of cost estimating,
the most aspects of the proposed building design and additives will be based on the
units/ quantities present in the Cedarbrook Apartments. The proposed building will be
designed with a similar architectural style to the BOD and will be furnished with mid-
range amenities in order to suite the heavy student housing market in State College.
The building will have a face brick with concrete block backup exterior and a reinforced
concrete frame including a 12,000 SF basement. The basement will be 12,000 SF in
order to fit the footprint of the building based on the assumption that each floor is the
same size (70,000 SF/ 6 floors = 12,000SF per floor). The building will contain two 3500
lb. capacity five-stop elevators with two additional stops each to accommodate the
basement and sixth floor. In addition, the building will contain one closed circuit
surveillance system with 12 additional camera stations assuming two cameras per floor.

As for emergency equipment, the building will contain 24 lead battery emergency lights
assuming 4 lights per floor and 330 smoke detectors assuming two for each apartment
and five detectors per floor. As for apartment furnishings, each apartment will include
one microwave oven, one combination range, refrigerator, and 72 sink, and one sink
type garbage disposal each in the middle price range.

The second client requested project is a 205,000 SF, three story parking garage to be
constructed in State College, PA in 2018. The Basis of Design (BOD) for this project is
the Pugh Street Parking Garage located at 126 South Pugh Street State College, PA
16801. The Pugh St. garage is a three-story garage with approximately 270 parking
spaces and comparable square footage to the proposed structure. For the purpose of
cost estimating, the most aspects of the proposed building design and additives will be
based on the units/ quantities present in the Pugh St. parking garage. Similar to the
BOD, the proposed garage will be a precast concrete exterior with a precast concrete
frame but will also have a two ft. increase in story height to accommodate for larger
vehicles. The proposed garage will feature two 3500 lb. capacity, five-stop elevators,
three fee computers, two barrier gates with programmable controllers, and one ticket

spitter with time/date stamp which matches the equipment in the BOD. The proposed
garage will be complete with 270 painted parking stalls and 15 traffic signs (assuming
five per story).

The third client requested project is a 10,000 SF, one story upscale convenience store
to be constructed in State College, PA in 2018. The Basis of Design (BOD) for this
project is the Sheetz convenience store located at 129 South Pugh St. State College,
PA 16801. Sheetz on Pugh is a rather small convenience store that offers conventional
convenience store items as well as premade foods, made to order food, and some
alcoholic beverages. This establishment promotes a clean atmosphere with an upscale
feel compared to other similar businesses in the State College area. For the purpose of
cost estimating, the most aspects of the proposed building design and additives will be
based on the units/ quantities present in the State Theatre. Similarly to the BOD, the
proposed store will have a stucco on concrete block exterior with bearing walls. The
store will feature one single belt checkout counter, three 6x6x7-6 prefabricated walk-
in refrigerators, one 12 long multi deck dairy refrigerated food case, and one 78 C.F.
upright glass door freezer for customers to purchase their favorite beverages, frozen
goods, and premade foods. The establishment will also include a sound system

consisting of one 250-watt amplifier and four ceiling or wall speakers to keep customers
entertained and achieve a positive purchasing environment. In regards to security, the
store will have one 30x18x18 1 hour fire rating office safe, four 25 watt lead battery
emergency lights, and 10 ceiling mounted smoke detectors. The photos below exhibit
the desired atmosphere for the proposed building.

The final client requested project is a 19,000 SF, one story movie theater to be
constructed in State College, PA in 2018. The Basis of Design (BOD) for this project is
the State Theatre located at 130 West College Ave. State College, PA 16801. The State
Theatre is located in downtown State College and has the clean look and positive
atmosphere that is desired for the proposed theater. For the purpose of cost estimating,
the most aspects of the proposed building design and additives will be based on the
units/ quantities present in the State Theatre. Similar to the BOD, the proposed theater
will be decorative concrete block with steel joists to achieve the old fashioned cinema
appeal on the exterior. Within the building there will be five theaters for customer
enjoyment. Each theater will contain 15 rows of 15 veneer back, padded seat
auditorium chairs that results in 225 seats per theater or 1,125 seats total. Each theater
will also include a sound system that consists of one 250-watt amplifier and four ceiling
or wall speakers resulting in 5 amplifiers and 20 speakers total. In regards to emergency
equipment, the proposed building will include 15 lead battery 25-watt emergency lights
and 15 ceiling type smoke detectors (one per theater and 10 for various locations). The
photo below presents a theater style that is desired for the proposed building.

Sustainable Sites
Site Selection
The site is acceptable to build on and is a safe environment for anyone to inhabit.
Development Density and Community Connectivity
State College is a well-developed area with a densely populated and active
community.
Alternative Transportation
State College has access to many buses and bike storage space. With 5% of
total parking spaces being specified for carpools.

Strong site development with more than 20% a vegetated area.

The stormwater design has a good quality water with a 25% in runoff.

High population of tree canopies to create shade for the structures. The roofs
have a higher solar reference index as well.

Project delivery system: (Entire project, consisting of four total projects)

All four parts of this project are state-of-the-practice projects. This means standard
technologies are used and these are projects where the scope and risks are reasonably
defined. The design teams scope is simply to design the four projects, select additives
and provide relevant budgets and cost estimates. The suited project delivery system for
this project is Design-Bid-Build. Although Design-Bid-Build is more time consuming
than alternative project delivery systems, it is a cost efficient system, requires minimal
contract administration and is proven to work well with state-of-the-practice projects
with controllable risks. The above criteria match this entire project. Furthermore, this
project delivery system supports standard levels of quality (industry norm).

Design Professional compensation: (Entire project, consisting of four projects)

The entire project at hand consists of four smaller projects, (listed in the introduction), all
of which are state-of-the-practice projects, (as discussed in the Project delivery
system section). A fixed price design professional compensation method is well suited
for this project. Overall, it is highly recommended to implement a fixed price design
professional compensation method for the following reasons. Firstly, the scope of all
four projects are well defined. Secondly, a fixed price design professional compensation
method works best for repetitive design work done for the same client (which is this
case).
