SITE INFORMATION:
SITE DESCRIPTION
The Franks Property is located along 54th Avenue Southwest, approximately one mile west of downtown Tumwater,
Washington. Surrounding properties primarily include low-density residential housing, however, an industrial park
and electrical substation are located within a half mile of the site. The 4.16 acre property currently includes a single
family residence and several outbuildings. Approximately 50% of the property is identified as either a Palustrine
wetland or high groundwater hazard area and includes a small pond, which may be man-made.
From 1998 to present, the property owner has been cited for numerous county code violations, including junk
vehicles, burying of solid waste, unpermitted structures and dwellings, wetland filling/grading, and others. Most
recently, the property was found to contain numerous drums of suspected waste oil and other hazardous materials.
Petroleum-like sheens and stains were observed in numerous locations throughout the site. Additionally, it appeared
that portions of the wetland area have been graded and filled with a mixture of soil, wood debris, and solid waste.
Presently, the property remains in violation of various county codes and has been referred to the Thurston County
Prosecuting Attorney for enforcement.
SPECIAL CONSIDERATIONS
Due to the limited number of residential properties in the surrounding area, it is believed that the risk to human health
is minimal.
