Myself Prasanta Kr. Talukdar is a MSc. in Agricultural Sciences with specialization in


Agricultural Statistics from Assam Agricultural University. I have been associated with
Social Sector project for more than 9 years and my field of interests are Livelihood
restoration and Agricultural issues, Monitoring & Evaluation, Road Safety,
Resettlement & Rehabilitation and Social Impact Assessment. I have acquired rich
working experiences in the field of Project Monitoring and Evaluation including MIS

Power Sector Enhancement Investment Program.
Position: Project Manager cum Social & Environmental Expert

Responsibilities:

The prime responsibility is to advise and assist the EA/IA in monitoring Social &
Environmental issues and to draw the detailed resettlement plan, providing logistic
support, administration and implementation of social and environmental
management & monitoring plans financed under the ADB’s MFF and capacity
development for EA/IA staff.

Policies for ADB funded PMGSY Roads in Assam.
Position: Project Manager cum Livelihood Expert

Responsibilities:

Resource Planning and mobilizing a group of key professionals (social and


environmental experts) to 26 districts of Assam where ADB funded PMGSY sub
projects are being constructed with administrative control of PWD, Govt. of Assam.
Technical works include - planning, implementing and monitoring of Social and
Environmental Safeguard Policies in the light of Community Participation
Frameworks (CPF) and Environmental Codes of Practice (ECoP) given by ADB for
PMGSY Roads in Assam. Another Major responsibility is to identify and assessment
of Impact on Livelihoods of Project Affected Persons (PAPs) in the process of
voluntary land donation required for construction of the rural roads in Assam. Also,
planning, identification and arrangement of impact mitigation measures need to be
addressed for PAPs (which includes agricultural farmers, land less labours and other
socially vulnerable groups) with the active participation from Panchayati Raj
Institutions at village level.

Capacity building and providing training to the PIU Officials as well as the
contractor / contractor’s engineers regarding Social and Environmental Safeguard
norms is an additional responsibility. Also, assist the client (Assam PWD) for preparing
the monthly and compliance reports for Periodic Fund Request (PFR) from ADB. Apart from
the above responsibilities, ensuring the quality project deliverables is one of the key duties
as Project Manager.

Vulnerability Mapping for Disaster Risk Management in Assam (A joint
venture project of Govt. of Assam, Unicef and IIT Guwahati)

Responsibilities: Coordinating & mobilizing a Team of Field Executives (FS) for


collection of huge range of primary as well as secondary data (including GPS
survey) on identified parameters related to the development of a GIS base Disaster
Risk Management System for pre and post disaster management scenario.
Responsibility includes the validation and verification of primary and secondary
data collected by the FS and putting them into a MS Access data base need to be
linked up with the GIS Maps.

Addendum Studies of Pare Hydro Electric Power Project

Responsibilities: Review of R&R policies prepared by the DPR consultant for Pare
Hydro Electric Power Project and analysis of alternative livelihoods proposed in the
R & R Plan. Also, additional studies were carried out to identify Agricultural
Potential and alternative livelihoods of the Project affected area in search of an
alternative for Jhum Cultivation. Also, an investigation was made on Social and
Environmental impact of Ranganadi Hydro Electric Power Project to assess the
relevance of impacts from Ranganadi Power Project on Pare Hydro Electric Power
Project.
