Zoning History: In April of 2015, a preliminary site plan was approved for a 49,000 sq. ft. building on the
site. In November of 2012, the Planning Commission approved a preliminary site plan
and Conditional Use Permit (CUP) for a commercial gun range at this location. The
right-of-way plat for Tin Man Road was recorded in October of 2002.

Engineering Comments:
BUILDING
{B6*} A Building Permit is required for new buildings. Plans shall be submitted for permit review by the Chief
Building Official for conformance with the Ohio Building Code and necessary permits obtained.
STORMWATER/SUBDIVISION
{ST4} Calculations for drainage and detention required for City review and approval. Calculations received for
proposed development are subject to review and approval by City. Drainage Design Standard sheets to
be completed and submitted for City review. Drainage Design Standards are available on City website:
www.cityofmentor.com/departments/engineering-building.
{ST8} Provide emergency overflow for proposed detention facility.
{ST16}Site may be subject to NPDES Stormwater Permit requirements. Copy of permit or permit application
required prior to start of construction.
{ST17}Site subject to City stormwater quality requirements. Site plan shall detail the installation and long term
maintenance plan of post-construction best management practices to manage stormwater quality per City
requirements.

{ST18}Erosion control plan including schedule for installation to be included in construction plans. (Refer to

{ST19}Off-site flows entering site to be evaluated by showing and providing for review of existing topography
of adjoining sites and reflecting results within drainage calculations and said flows accommodated in site

{ST26}Storm sewer design shall be based on a minimum 2-year frequency, with a hydraulic gradient check at a
10-year frequency showing no surcharging. Drainage calculations shall be provided for review and shall
be sealed by a registered professional engineer.
(ST27)BMP Maintenance Agreement for stormwater management practices shall be submitted with permit

{SD11}Per Section 1133.05(h) and 1113.02(q), preliminary site plan and/or plat to include the location of any
jurisdictional wetlands on the site as delineated by an expert acceptable to the U.S. Army Corps of
Engineers and the Ohio E.P.A. The Ohio EPA has taken authority for isolated wetlands.
{SD12} Per Sections 1133.06(v) and 1113.03(s), submittal of final site plan and/or plat to include a copy of the
permit application or a wetlands delineation affirmation submitted to the U.S. Army Corps of Engineers
for all proposed disturbances of jurisdictional wetlands as required for the proposed
development/subdivision and associated building construction.
Proposed detention to be designed to accommodate future building expansion area and future pavement
both storm water quality and quantity management required.
Drainage to northwest corner of site to be managed on site to account for future development.
CIVIL/SITE
{CS7} All utilities servicing site shall be bored under Tin Man Rd. as necessary.
{CS12}Site plan shall indicate all permanent parcel numbers associated with and adjacent to site. Ownership of
each parcel shall also be indicated. A lot consolidation plat shall be prepared and filed at the Lake County
Recorders Office.
{CS14}All existing utilities and proposed service connections shall be indicated on plan in their entirety. Include
gas, electric, phone and cable service.
TRAFFIC
(T2.1) The applicant pursuant to 1133.05(f) or 1113.02(p) of the Mentor Code of Ordinances is required to
provide a trip generation study.
(C6) Handicap parking with van accessibility and curb ramps shall be provided and be designed in accordance
with Chapter 11 of the Ohio Building Code. Handicap signing and mounting heights shall be detailed on
the plans. Signs shall be mounted to a 7 height to bottom of sign.
{T6} All traffic control devices shall be designed, installed and maintained in conformance with the Ohio
Manual of Uniform Traffic Control Devices and shall be detailed on the plan. Provide appropriate
directional traffic control to promote safe and free flowing traffic movement within site. All sign sheeting
material shall be Type H reflective sheeting. All signs shall be mounted at a 7 height to the bottom of the
sign.

Fire Department Comments:


1. Fire lanes shall be a minimum of 20'
2. Turning radius shall be 25' inside and 50' outside
3. Fire line shall be a minimum of 8" and shall be looped.
4. All new fire hydrants shall have a 5" locking storz connection

Police Department Comments:
No comment.
Analysis: The applicant proposes to construct an 181,560 sq. ft. warehouse/office building with a future
54,300 sq. ft. expansion at 6240 Tin Man Road. The undeveloped site is located on the west side of
Tin Man Road south of the intersection of Tyler Boulevard and is zoned M-2, Heavy Manufacturing.
The proposed building is set back 123.07 ft. from the front property line, 138 ft. from the north side
line, 42.58 ft. from the south side and line and 220 ft. from the rear property line. All of the building
setbacks exceed the minimum building setbacks established for the M-2, Heavy Manufacturing
district.
Access to the site is provided by two (2) 25-ft. wide drive aprons at the front property line; one on
the north side and one on the south side of the site. A minimum width of 28-ft. is required for a two-
way access drives with truck deliveries. The 14 loading docks are proposed on the north side of the
building, with an additional 12 proposed in the future. The parking lot is set back 50 ft. from the
front property line in conformance with the minimum setback requirement. Parking areas are located
at the front, south and north side of the building. The site plan provides for 160 parking spaces,
which exceeds the code minimum for the proposed use.
The Fire Department is requesting that the proposed fire lane be a minimum of 20-ft. in width with a
turning radius of 25 ft. inside and 50 ft. outside. The fire lane will need to be constructed of concrete
or asphalt pavement in order to provide year-round access. The proposed fire line shall be eight (8)
in. and have a looped system.
Preliminary provisions for drainage and stormwater detention include three basins; one (1) adjacent
to Tin Man Road will be approximately four (4) ft. deep while the other two (2) basins will be
located in the southwest corner of the site and they will be between five (5) to (6) six ft. in depth.
Calculations for drainage and stormwater detention are required for City review and approval. The
final site plan shall include the location of any jurisdictional wetlands on the site as delineated by an
expert acceptable to the U.S. Army Corps of Engineers. The Ohio EPA has taken authority for
isolated wetlands.
The preliminary building elevation indicates a 42 ft., 6 in. high building constructed with painted pre-
cast concrete panels. The elevations indicate there are eight (8) reveals, each one-half () in. deep by
two and one-quarter (2 ) in. wide, cast in the panels. One of the reveals will be located
approximately two (2) ft. from the foundation while four (4) of the reveals will be located between
10ft. to 15 ft. above the foundation. The next two (2) reveals will be between 24 ft. to 26 ft. above
the foundation while the last one (1) will be 40 ft. above the foundation. The concrete precast panels
are similar to what was approved on the DeNora Tech building to the south.
The site plan provides for landscape islands dispersed in the parking lot with shade trees planted
within them. The landscape area along Tin Man Road will also have seven (7) shade trees planted
between the right-of-way and the basin, while the northern drive entrance will have three (3)
evergreen trees. The southern drive entrance will have a landscape bed with evergreens and shrubs.
The front building foundation will have a mixture of deciduous and evergreen shrubs and ornamental
trees planted in front of it. The rear expansion area, future loading docks and detention basins will be
planted with no mow fescue while the rest of the grass areas will be seeded. The plant list shall
indicate what each of the symbols represent on the drawing. The applicant is advised that a
landscape bond in the amount of 100 percent of the plant material and cost of installation is required
prior to the issuance of a building permit.

Per Chapter 1162.06, screening of any roof- and/or ground-mounted mechanical equipment is
required to be screened from all off-site view. Should trash dumpsters be located outside of the
building then they shall be fully screened with matching masonry walls and a gate.
A photometric lighting plan indicating the level of lighting at the property line shall be provided for
review and approval as part of the final site plan. The level of lighting shall not exceed 11 lux and/or
one (1) foot candle and all outdoor lighting fixtures shall be fully shielded. The height of any
outdoor light poles shall not exceed the height of the building or 36 ft., whichever is shorter.
Conditions:
1. Comments per the City Engineer and Fire Department shall be addressed as part of any final site plan
application.
2. Access drive width shall be increased to 28-ft. to allow for truck delivers.
3. A landscape plan conforming to Chapter 1162 Landscaping, Screening and Buffering shall be submitted as
part of the final site plan. Details on the trash enclosure shall be included.
4. A photometric plan conforming to Chapter 1169 Outdoor Lighting shall be submitted as part of the final site
plan.
