Starting January 1, 2018, Golden State boaters ages 20 or younger who operate a motorized vessel on state waterways will need to have a boater safety
card showing successful completion of a boater safety education course. Each year thereafter on January 1, more age groups will be added to the
requirement so that by 2025 all California boaters will need to carry a boater card issued byCalifornia State Parks Division of Boating and Waterways
(DBW).

The easiest and most affordable way to meet the requirement is to take the BoatUS Foundations freeonline Boating Safety Course now approved
byDBW which allows boaters to take the course in the comfort of their own home. Once successfully completed, the course does not expire so
boaters of all ages dont need to delay and can complete their boating safety education now.

Weve loaded the course with interactive animations, videos and photos to give boaters an education that goes well beyond the basics of boating, said
BoatUS Foundation President Chris Edmonston. The best part of all is that our course is free and can be taken at home. Its designed so that you can
stop and then continue at any time, added Edmonston.

Upon finishing the course, boaters can print their own certificate of completion, and beginning in 2018, the state will begin to issue official California
Boater Education Cards to students who have completed the course between January 1, 2015 and December 31, 2017.

The course and exam is approved by the National Association of State Boating Law Administrators and recognized by the US Coast Guard as
exceeding the minimum requirements for the National Recreational Boating Safety Program.

sea lions shoWinG siGns of toXiC Poison

Its been a while since plight of demoic acid has been reported, but it appears that the toxin is taking down our local wildlife once again. According to
a recent story in the Ventura Star, residents have been seeing the telltale signs of demoic poisoning in some of the sea lion population and to a lesser
extent, dolphins and birds. The report stated that a flood of calls came in from beachgoers who had spotted sick or dying sea lions stranded on local
beaches.

As of Friday, we started getting inundated. The floodgates opened, Sam Dover, a veterinarian and executive director of the Channel Islands Marine
& Wildlife Institute told the Star.

According to a report entitled Pathology of Domoic Acid Toxicity in California Sea Lions, the neurotoxin is produced by certain marine algae during
harmful algae blooms and is subsequently eaten by filter feeders such as mussels and anchovies the latter being a staple of many seabird and
marine mammal diets. Once an animal has ingested the toxin, in more severe cases, it typically endures seizures, paralysis and ultimately death.

Thne Huffington Post reported that in Laguna Beach, the Pacific Marine Mammal Center has reported 14 sea lion deaths in April from domoic acid
poisoning. Many of the effected animals were pregnant females, primarily because theyre feeding especially heavily now to support their pregnancies.

Its important to understand that these sick sea lions may, by all appearances, seem normal but, because of their condition, could be dangerous.

You see these big, plump healthy-looking animals coming up people think theyre healthy, said Peter Wallerstein from Marine Animal Rescue,
who has rescued thousands of mammals and sea birds in the Santa Monica Bay over many years. But then you start looking more closely and you can
see their eyes are bugging out of their heads and their heads are rolling its a more neurological recognition.

Marinafest Thrives!

I
ts been an interesting and impressive process to watch the local event, MarinaFest, grow into what it has now become. The weekend of May
26,27 and 28 will turn Burton Chace Park into a small festival that includes a legitimate boat show. The grounds will be filled with vendor
tents, kids activities like bouncers and face painters, as well free boat tours where visitors can get out on the water and learn about the unique
history of MdR. On the dock side its a full on boat show being produced with the help of veteran boat show producer Duncan McIntosh.
The McIntosh company publishes The Log boating newspaper and has been putting on major boat shows all over Southern California for 37
years. They were also one of the original producers of the Marina del Rey boat show in the 90s. Through the years they have put on events
such as the Newport Beach Lido Show, Long Beach and San Diego shows.

MarinaFest continues to evolve into a more significant part of our community, said organizer/founder Steve Curran. By partnering with Duncan
McIntosch, the preeminent Southern California Boat Show dynamo, the Boat Show part of Marinafest will be dramatically better promoted, much
bigger in size and will go on for three days up from two.

Like Curran, fellow organizer Russ Carrington is excited to have the resource and experience of McIntosh handling the boat show portion as well.

We felt the time was right to partner with The Duncan McIntosh Company since we had limited dock space for boat display, Carringtom explained.
DMC has the ability to bring portable docks which will double the amount of boats and their marketing power will help bring MarinaFest to the
next level.

Theres no doubt that each year the event seems to climb to the next level and this year is certainly has taken yet another step forward.

For so many, whats heartening and endearing about MarinaFest is the organic nature of its rise. After the annual Marina del Rey Boat Show, that was
such a constant in these parts for so many years went away, there was something of a sad void left. But as it turned out, this void spawned an energy that
would ultimately motivate local people into creating something arguably better than what once was. However, these volunteers have done it patiently
over time with the good of the community as the rallying reason for putting the event on. MarinaFest is a small group of five boaters (Carly Saltzman,
Christine Rohde, Russ Carrington, Paul Skipper, and Steve Curran) who have tirelessly worked to create what is now possibly the preeminent event in
Marina del Rey.

The show will open 11 a.m. each day, with entertainment until 8 p.m. on Saturday. While the land-side events are free, dock/boat show access is $10.

ast year Small Craft Harbor Commissioner David Lumian spearheaded a special night meeting held specifically for boaters and boating
groups to weigh in, on the record, announcing who they are, what they do in Marina del Rey and offer suggestions or ask questions relating
to their particular needs. This past month another boaters meeting was held and, like last year, was well attended, seemingly fruitful and
possibly a bit cathartic for most involved.

Stakeholders from a wide spectrum of groups stepped to the podium and spoke their piece, for the allotted two minutes, to Small Harbor Craft
Commissioners and Beaches and Harbor Staff. Among the many speakers were yacht club commodores, rowing club members, non-profit reps, charter
captains, brokers, leaseholders, sailing school owners and various members of the boating community politely stated their concerns, perspectives,
suggestions and/or questions about the future of Marina del Rey. The need and reception for such a meeting made it all the more obvious that the
