COURSE OUTLINE

TITLE: Citizenship Advancement Training

CODE: Military Orientation and Public Safety and Law Enforcement Service
(PSLES)

DESCRIPTION:
Citizenship Advancement Training (C.A.T.), a restructuring of Citizen Army
Training, is a component of MAPEH required to all Fourth Year students in the
Philippines and gives emphasis on citizenship training, instilling patriotism, moral
virtues, respect for the rights of civilian and adherence to the Constitution.
The subject focuses also on the development and enhancement of
leadership traits among students through various leadership and teambuilding
activities.

CREDIT: 0.30 units (1 hour per week)

COMPETENCIES:

At the end of this course, trainees are expected to demonstrate the following
competencies:

1. appreciation and understanding of the various aspects of the course


2. desirable attitudes and characteristics of a good Filipino citizen
3. duties and obligations of citizen as required by the Constitution and National Service
policy
4. understanding and appreciation of the various services of the military in the country
5. military skills through drills and formations
6. qualities of effective leadership
7. upholding law and order as they assume active participation in addressing social and
civic concerns
8. basic first aid application
9. awareness, readiness and desire to assist in times of emergencies
10. appreciation and deep feeling for the spirit and true meaning of the motto Honor,
Loyalty and Integrity

REQUIREMENTS/ CRITERIA

Requirements
1. Small Notebook (dark green)
2. Medical Certificate for Unable trainees due to health concerns
3. Wooden Rifle (for drills)
4. Hairnet for Female
5. Proper Haircut for Male (preferably trimmed walls)
6. Attendance in Flag Raising and Lowering Ceremonies, Formation and Drills

Criteria
1. Attendance/ Formation 20%
2. Quizzes 10%
3. Participation/ Project 20%
4. Performance/ Behavior 25%
5. Periodical Exam 25%

THE DEMERIT SYSTEM

Every Cadet shall be given the highest possible grade in each quarter for their
Performance and Behavior, however for every infraction of standing subject or school
regulations; he/she shall be penalized by demerits.

CLASS A: (11-30 DEMERITS) Major Misdemeanor


Gross disrespect of authority and superior officers
Abuse of authority (for officers)
Unexcused absences
Destruction of school properties
Cheating during examination
Gross violation of standing school rules

CLASS B: (6-10 DEMERITS) Grave Misdemeanor


Pointing rifle at any person
Rumoring
Making boisterous remarks while in ranks
Sleeping in classroom while instruction is being conducted
Tardiness in classes and formation
Unkempt hair

CLASS C: (4-5 DEMERITS) Less Grave Misdemeanor


Slouching in ranks
Rolling up of sleeves
Spitting in ranks
Doing any act detrimental to discipline while in ranks (howling, shouting)
Chewing gums/ candies while in ranks
Carelessly laying aside rifle
Wearing of dirty and slovenly uniform
Improper throwing of trashes

CLASS A: (1-3) Minor Misdemeanor

Unfix hair for cadettes
Unpolished brass articles

Not bringing of notebook/ handouts

Wearing of unprescribed uniforms
Falling out from ranks without permission
Lazy dragging of rifle

THE SPECIAL PROGRAM FOR TRAINING CADET-OFFICERS

To further strengthen the implementation of the CAT program, cadets who


signifies willingness to be trained as CAT Officers will be given special/ advance training
to help in facilitating/ training basic cadets. Those cadets will form the Corps of CAT
Officers and shall extend service in the school as need arises.
Trainings will be done every 2nd Saturday of the month based on the proposed
Program of Instruction (please see attached).

LEADERS TRAINING COURSE
for those who want to lead

There are scholars among you who aspire to achieve something even greater
than graduating as high school students. They aspire to be LEADERS. They are C.A.T.
cadets and you can join them by attending the Leaders Training Course (LTC).

LTC is a series of classroom and field training that goes beyond daily classroom
experiences. This course is an accelerated version of one-year of leadership and
citizenship advancement training required to all fourth year classes. By transforming
yourself through this training, you will qualify as officer/ student-leader in the campus.

At LTC, you will experience the Army firsthand. You will receive the kind of
leadership development training that is unmatched by any other program. How? By
developing your potential in the most important ways mentally, physically, and
emotionally. You will be formed as a group where you will gain experience in all
leadership roles culminating in verbal and written feedback on your improvement.

LTC will lead you to your ultimate goal becoming a cadet officer and
responsible leader.

The benefits of this leadership training will extend well beyond your high school
years into any field/ career you choose.

THE FOUR (4) PHASES OF LEADERS TRAINING COURSE (LTC)

1. Search-in Phase (Soldier First Phase)


Upon admission of willing students and passing certain qualifications, trainees
will be immersed in the ways of the army. They will be oriented on the principles of
leadership and the salient points of CAT while instilling self-discipline and preparing
them for the rigors and challenges of the upcoming phases.
The trainees will also be engaged in the Team Development Course where they
work together to overcome obstacles in simulated situations.

2. Training Phase (Warrior Leader Phase)


This phase will build on the cadets foundational concepts of leadership and
citizenship advancement. This phase includes adventure training, obstacle courses and
physical tests/ challenges that will test cadets individually while developing teamwork
skills. Fundamentals of organizing and facilitating group will also be introduced.

3. Bold Leader Phase (Leading Phase)


In this phase, cadets will take part in demanding field exercises while practicing
group management skills in every part of a mission from receiving and analyzing
orders to making a plan and attaining objectives. Cadets will receive feedback on their
leadership abilities.

4. Dynamic Leader Phase (Commissioning and Assessment Phase)


Cadets in this fourth and final phase are given guidance from the LTC Instructor
to get a sense of their accomplishments over the past trainings. While performing
continuous daily tasks such as Physical Fitness, cadets also arrange, take part,
facilitate and help in the implementation of school programs. Cadets will be assigned to
specific roles in organizing and training platoons.

Cadets under the LTC will be evaluated according to their ability to exemplify the
CAT values as well as perform in 17 Leadership Dimensions outlined as:
