A. INVITATION FOR PREQUALIFICATION

1. The United Kingdoms Department for International Development, referred to herein as


DFID, is undertaking a programme of school construction and rehabilitation (HUMQADAM)
throughout the provinces of Punjab and KPK.
2. IMC Worldwide Ltd, referred to herein as IMC is contracted by DFID to manage the SCRP.
3. You are hereby invited to apply for prequalification to participate further in the bidding.
4. Complete the application forms and provide supporting documentation as required.
5. All Applicants must be registered with the Pakistan Engineering Council in the range
category C-5 and above.
6. Evaluation of the application will include an assessment of the Applicants previous relevant
experience and technical and financial capacity.
7. Prequalification process is open (until otherwise notified) and the applications for
prequalification can be submitted any time in sealed envelopes, delivered either by hand or
by registered mail or by courier to:

8. Applicants will be advised, in due course, of the outcome of their application. Successful
applicants will be included in list of prequalified Contractors database. IMC reserves the right
to make all final decisions on the content and structure of the prequalification list accordingly.

B. GUIDANCE TO APPLICANTS
1 Scope of Works
1.1 Each school will typically include the following items of work:
New classrooms constructed of brick work (Chinese bond) with RCC frames,
supported on RCC foundations
Ramps for accessibility
Refurbished classrooms
Prefabricated steel roof structure
New or renovated toilet blocks
Improvements to or construction of boundary walls
Plumbing and electrical works
Water and sanitation facilities
1.2 Applicants should clearly state in the appropriate part of Form 1 (Letter of Application):
The province in which they wish to work.
If they wish to work in both the provinces, the applicants should state so clearly.
2 Qualification Criteria
2.1 Factors upon which Applications will be evaluated include the following:
Financial capacity, considering the contractors income from contracting, annual
turnover, their bid capacity;

Technical capability, considering management structure, key personnel, experience
of similar works in the region, available plant and equipment, proposed sub-
contractors and recent litigation record.
2.2 Due diligence will also cover management procedures and ethical business practices.

C. INSTRUCTIONS TO APPLICANTS
1 Submission of Applications
1.1 Submissions must be made in the manner set out in Section A.
1.2 The name and mailing address of the Applicant shall be clearly marked on the envelope
when delivered by mail or hand.
2 Amendments to Scope of Bids and Prequalification
2.1 IMC reserves the right to:
Reject or accept any application; and
Cancel the prequalification process and reject all applications.
IMC shall neither be liable for any such actions nor be under any obligation to inform the
Applicant of the grounds for their actions.

D. PREQUALIFICATION QUESTIONNAIRE
1 The prequalification questionnaire contains the Forms I to X inclusive, as listed in the
Contents Page.
2 If necessary, additional sheets may be added to the forms. Each page of each form
should be clearly marked in the right top corner as follows: Page 1 Form I; Page 2, Form
1; etc.
3 Some of the forms will require attachments. Such attachments should be clearly marked
as follows: Attachment 1 to Form I, Attachment 2 to Form I, etc.

Prequalification, the undersigned hereby applies to be prequalified as a bidder for
construction under the School Construction and Rehabilitation Programme.

2. The Applicant wishes to be included in bid invitation lists for taking up contracts in the
geographical areas given below:-

4. IMC/HUMQADAM and its authorised representatives are hereby authorised to conduct
any inquiries or investigations to verify the statements, documents and information in this
application, and to seek clarification from our bankers and clients regarding any financial
and technical aspects. This Letter of Application will also serve as authorisation to any
authorised representative of any institution referred to in the supporting information, to
provide such information deemed necessary and as requested by IMC/HUMAQADAM to
evaluate this application, and check the resources, experience and competence of the
Applicant.

6. On the matter of Prohibited Acts of bribery, corruption and fraud, the Applicant represents
and warrants that neither it, nor to the best of its knowledge any company or any person
acting on its behalf, have at any time prior to this application:
(a) committed a Prohibited Act or been formally notified that it is subject to an investigation
or prosecution which relates to an alleged Prohibited Act; and/or
(b) been listed by any government department or agency as being debarred, suspended,
proposed for suspension or debarment, or otherwise ineligible for participation in
government procurement programmes or contracts on the grounds of a Prohibited Act.

7. This application is made with the full understanding that bids by prequalified applicants will
be subject to verification of all information submitted for prequalification at the time of
