2 Overview
With High Speed Packet Access (HSPA), mobile operators can provide services with
diversified traffic rates. This is beneficial to mobile operators in many cases, such as in
competing with fixed-line operators and in justifying service fees. The typical traffic rates
configured at the Radio Network Controller (RNC), however, are fixed and separated, and
may be inconsistent with the maximum bit rates (MBRs) configured at the core network
(CN).
If an inconsistency occurs, the RNC selects a typical traffic rate closest to the MBR assigned
by the CN. This rate, not the MBR, is then used for calculating the actual maximum traffic
rate of the UE. As a result, the rate used by the UE is inconsistent with the MBR configured at
the CN, and user experience may be affected.
With the feature Adaptive Configuration of Typical HSPA Rate, the RNC can calculate the
actual maximum traffic rate based on the MBR assigned by the CN when a traffic rate
inconsistency occurs between the RNC and CN. In this way, the rate assigned to the UE is
consistent with the MBR configured at the CN.
Figure 2-1 shows how this feature is implemented in the WCDMA system.
NOTE
Typical traffic rates refer to the MBRs configured at the RNC rather than the MBR assigned by the CN.
3 Principles
3.1 Overview
The CN sends the MBR to the RNC using an RAB assignment request message; The RNC
compares the MBR assigned by the CN, the maximum rate supported by the UE, the
maximum rate supported by the serving cell, and the rate specified in the license file, and
selects the lowest of these four values. The RNC uses the lowest value as MBRrnc. The RNC
then maps the MBRrnc onto a typical traffic rate.
Without the feature Adaptive Configuration of Typical HSPA Rate, if the MBRrnc cannot be
mapped onto any typical traffic rate, the RNC selects the typical traffic rate closest to the
MBRrnc. The RNC then identifies a Radio Access Bearer (RAB) index based on the MBRrnc
and the related attributes. These attributes are the CN domain, traffic class, source statistics
descriptor, and direction. These attributes and RAB indexes are stored in the Traffic Radio
Bearer (TRB) specifications table at the RNC. The MBRrnc corresponding to the RAB index
is the typical traffic rate. The RNC then sends the actual maximum traffic rate calculated
based on the typical traffic rate to the UE and configures the associated parameters for the
service based on the RAB index.
With this feature, if the MBRrnc cannot be mapped onto any typical traffic rate, the RNC
configures the associated parameters for the service according to the traffic-bearing
parameters for the typical traffic rate closest to the MBRrnc and the rate assigned to the UE is
consistent with the MBRrnc.
This feature is applicable only to best effort (BE) services over HSPA channels.

MBRrnc. The RNC then configures the associated parameters for the service according to the
traffic-bearing parameters for the typical traffic rate closest to the MBRrnc.
Assume that the MBRrnc is 5400 kbit/s. The typical traffic rates at the RNC that are close to
5400 kbit/s are 2720 kbit/s and 5440 kbit/s. The rate closest to 5400 kbit/s is 5440 kbit/s,
which corresponds to RAB index 58, as shown in Figure 3-1. Without this feature, the rate
assigned to the UE for BE services is 5440 kbit/s. With this feature, the rate assigned to the
UE is 5400 kbit/s. In addition, the RNC configures the associated parameters for BE services
according to the traffic-bearing parameters for RAB index 58.
If two typical traffic rates are equally close to the MBRrnc, the larger traffic rate is selected.
For example, if the MBRrnc is 4520 kbit/s, traffic rates 3600 kbit/s and 5440 kbit/s are equally
close to the MBRrnc. In this situation, 5440 kbit/s is selected.
This feature can be provided in the uplink and downlink. The radio resources in the uplink
and downlink are separately allocated. The CN sends an uplink MBR and a downlink MBR.
The RNC compares the MBR assigned by the CN, the maximum rate supported by the UE,
the maximum rate supported by the serving cell, and the rate specified in the license file, and
selects the lowest of these four values. The RNC uses the lowest value as MBRrnc. The rate
adaptive configuration procedure in the uplink is similar to that in the downlink. Figure 3-2
shows the rate adaptive configuration procedure based on the assumption that the MBRrnc
configured on the CN is 5400 kbit/s.

With this feature:
l The actual maximum traffic rate of the UE increases if the MBR assigned by the CN is
higher than the typical traffic rates configured at the RNC.
l The actual maximum traffic rate of the UE decreases if the MBR assigned by the CN is
lower than the typical traffic rates configured at the RNC.
5 Engineering Guidelines
5.2 Deployment
This section describes how to activate, verify, and deactivate the optional feature
WRFD-030004 Adaptive Configuration of Typical HSPA Rate.
5.2.1 Requirements
l Hardware
The 3900 series base stations must be configured with the WBBPb, WBBPd,
WBBPf, UBBPd, UBBPe, or UBBPei board. Downlink services must be
established on the WBBPb, WBBPd, WBBPf, UBBPd, UBBPe, or UBBPei board.
l Dependencies on Other Features
The features WRFD-010610 HSDPA Introduction Package and WRFD-010612 HSUPA
Introduction Package have been configured before this feature is activated.
l License
For details about how to activate the license, see License Management Feature
Parameter Description.
If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary
and secondary operators according to the value of the "License Allocation for Multiple
Operators parameter".
Method 3: it is recommended that the license allocation proportion of a feature be
consistent with that of the capacity license item "HSDPA Throughput-1KBPS". The
licensed values can be set by running the SET LICENSE command. If the
FeatureResAssignMode parameter in this command is set to AutoAssign, the licensed
values are automatically allocated among the primary and secondary operators. If the
FeatureResAssignMode parameter in this command is set to ManualAssign, you also
need to specify the related license parameters to implement manual license allocation.
5.2.3 Activation
Run the RNC MML command SET UCORRMALGOSWITCH (CME single configuration:
UMTS Radio Global Configuration Express > Connection_Oriented RRM Switch
Configuration > Connection Oriented Algorithm Switches; CME batch modification center:
Modifying RNC Parameters in Batches) to enable this feature. In this step, select the
HSPA_ADPTIVE_RATE_ALGO_SWITCH check box under the parameter PS Rate
Negotiation Switch.

5.2.5 Deactivation
Run the RNC MML command SET UCORRMALGOSWITCH (CME single configuration:
UMTS Radio Global Configuration Express > Connection_Oriented RRM Switch
Configuration > Connection Oriented Algorithm Switches; CME batch modification center:
Modifying RNC Parameters in Batches) to disable this feature. In this step, clear the
HSPA_ADPTIVE_RATE_ALGO_SWITCH check box under the parameter PS Rate
Negotiation Switch.

(Switch for Restoring PS Services ASAP During an
Incoming Inter-RAT Handover)
1: This switch is turned on. The RNC resumes PS data
transmission after receiving a Handover to UTRAN
Complete message.
0: This switch is turned off. The RNC resumes PS
data transmission after receiving a UTRAN Mobility
Information Confirm message.
12) UE_TRB_RESET_IOT_SWITCH (Switch for
Waiting for the UE's Response After a TRB Reset)
1: This switch is turned on. After a UE in the
CELL_FACH state sends a CELL UPDATE message
with the cause value of TRB reset to the RNC, the
RNC performs the following procedure:The RNC
sends a CELL UPDATE CONFIRM message
containing physical layer information to instruct the
UE to respond.The RNC waits for the UE to send a
response message. If the RNC does not receive the
message before a timer expires, the RNC sends an
RRC RELEASE message to the UE.The UE will
respond with one of the following messages:UTRAN
MOBILITY INFORMATION
CONFIRM,PHYSICAL CHANNEL
RECONFIGURATION COMPLETE,TRANSPORT

0: This switch is turned off. After a UE in the
CELL_FACH state sends a CELL UPDATE message
with the cause value of TRB reset to the RNC, the
RNC does not wait for the UE to send a response
message. Instead, the RNC performs the normal
procedure.
13) CUC_CMP_NO_ACTIVE_CFN_SWITCH(No
CFN in CELL UPDATE CONFIRM Response)
1: This switch is turned on. The RNC does not release
the connection for the UE performing CS services in
the CELL_DCH state if the UE does not put the radio
bearer activation time information element (IE) in the
response to a CELL UPDATE CONFIRM message.
0: This switch is turned off. The RNC releases the
connection for the UE performing CS services in the
CELL_DCH state if the UE does not put the radio
bearer activation time IE in the response to a CELL
UPDATE CONFIRM message.
14) RAB_DL_BITRATE_MOD_SWITCH(Switch of
DL RAB Bit Rate Changed by RNC)
1: This switch is turned on. The RNC changes the PS
downlink RAB bit rate to a value specified by
"RabDLBitrate".
0: This switch is turned off. The RNC does not change
the PS downlink RAB bit rate assigned by the CN.

TCH (Compatibility Switch for Re-locations from
LTE/GSM to UMTS When RNC Pool Is Enabled)
1: This switch is turned on. When a NodeB control
switchover occurs in an RNC pool, the RNC performs
as follows:
(1)Upon receiving a RANAP_RELOCATION_REQ
message from the CN, the RNC sends a message
containing the failure cause value
IU_TIME_CRITI_RELOC to the CN.
(2)After the eNodeB initiates a RIM procedure for
obtaining the system information about the cell where
a UE camps on, the RNC sends back a message
containing the ID of the RNC with the NodeB control
rights.
0: This switch is turned off. When a NodeB control
switchover occurs in an RNC pool, the RNC performs
as follows:
(1)Upon receiving a RANAP_RELOCATION_REQ
message from the CN, the RNC sends a message
containing a failure cause value to the CN. The failure
cause value is the same as that used when a cell is
unavailable.
(2)After the eNodeB initiates a RIM procedure, the
RNC sends back a message indicating that the
required system information fails to be obtained.
