Action Plan for 2014-15 for Disaster Management

1. Hazard mapping (the different types of natural disasters are to be mapped


with respect to historical data for different districts of the state).
In the past years this state has experienced disasters like flood, cyclones,
wind hazard and damages from earthquake. Although, this state is prone to
hazard due to sever flood and cyclone/ wind but earthquake is also not .
As per the experience held, the coastal belt of this state is prone to disasters due
to flood and cyclone.
It has been seen that many road are to . of embankment due to
overtopping of rain/ flood water. The public buildings and . Infrastructures
under this department are vulnerable to damages from earthquake, cyclone, flood
and wind hazards for which the (R&B) Divisions and Circles following in the
following districts have been identifications prone to flood.

Besides flood, the above districts being also prone to wind hazards are cautioned
to be equally alternative for cyclonic districts. However, the following districts which are
been vulnerable to flood but very much prone to cyclone are to be specifically cautioned
for such districts.

So far as earthquake is concerned, the entire state may be considered as


vulnerable to such districts so specific identification of district has not been considered.

2. Mapping of human resources in disaster prone area (Available/ lack of


technical manpower in the field with respect to disaster prone areas, their
Telephone / mobile numbers).
Existing Resources (both in Manpower, Materials) in Works Department is
inadequate or negligible to combat the war-like situations during the occurrence of
any disasters and the post-disaster periods. Prior Disaster preparedness
pertaining to Works Department are also confined to the carrying out of executive
instructions to Works Department HQ level and field level officers to remain alert
and to enhance communications and collection of periodical status regarding
damages of Road and Bridges, Buildings during Flood through the Central
Monitoring Control Room operate at the O/o the Engineer-in-Chief (Civil) Odisha.
Chief Engineer (DPI & Roads) Odisha is the direct monitoring officers of

So far control Room has been only establishment in the state capital as
mentioned at Sl. No-2 in the Office of the Engineer-in-Chief (Civil) Odisha. Details of
establishment of control room in other places of the State are yet to be received
which shall be available shortly commencement.
4. Vulnerability and risk assessment of weak/ submersible/ wooden bridges and
reconstruction action plan for 2013-14.
In the Annual Maintenance Plan 2014-15 and planned works for 2014-15 all
the wooden bridges have been included for this improvement. There is no wooden
bridge for its replacement. The submersible bridges which were constructed as fair-
weather bridge shall be disconnected immediately on the month of monsoon by 15 th
of June whichever is earlier.

5. Vulnerability and risk assessment of CD Works/ Bridges with inadequate


vents and reconstruction action plan for 2013-14.
As mentioned in para-4 above such bridges identified till March, 2014 have
been included in the construction programme of 2014-15.

6. Vulnerability and risk assessment of breach prone stretches of roads in


flood prone areas and the action plan for 2013-14 for raising/ strengthening.
As mentioned in para-4 above such bridges identified till March, 2014 have
been included in the construction programme of 2014-15.

7. Vulnerability and risk assessment of unsafe/ weak building and buildings


with temporary roofs and action plan for reconstruction/ retrofitting for 2013-
14.
Pertaining to Chief Engineer (Buildings) Odisha.

8. Standard Operating Procedure (SOP) to restore road communication,


Clearance and disposal of debris for improvement of relief materials.
Beginning from the Chief Engineers Office to Divisional level office there is
an emergency cell equipped with telephone e-mail and FAX facility to collect data
from the location of damage and surpass these to the Government. Details of the
staff members with their contact address and telephone numbers are made
available. Field & officials have been advised to remain on duty at the head
quarter and remain to be vigilant to the hazard prone areas. Machineries/
materials required for post flood/ cyclone/ earthquake activities are available with
various agencies/ contractors who have been short listed, their contact numbers
are available with the filed units for procurement of these in case of emergency
requirement such as earth movers, excavators, dewatering pumps, generators,
power saw, ladder, rope, flood lights, shovels , hammers etc which can be used
during emergency. Longitude and latitude of the vulnerable location are also
available with division for passing them to collectors and in-turn to the requisitions
authorities in emergency situations. Field personnel have been advised to keep
the position/ up-to-date information of approach and other roads of all villages/
areas vulnerable to hazards.
In this regard suggestions are being considered to trained man power of
both technical and non technical persons in the field of disaster to face the
situations.
At present, restoration works are emergently taken up so as to complete
these within 48 hours meeting the expenditure from Non-Plan budget available
with Works Department.

9. Awareness and capacity building of technical manpower to ensure disaster


resistant constructions and to meet the disasters.
Based on the part experience of flood, cyclone and heavy down rain, this
department has intimated all the divisions to make adequate provision in
the estimates of the proposed improvement and original works to make the
proposed ../ works resistant to wind process, damage due to
flood and earthquake. Field officers have been directed to be very particular
to provide protective measure to the stretches / areas vulnerable to specific
distance/ flood zone. Cross drainage .. are designed with enough
discharge capacity based on the past flood experience, earthquake
resistant and cue of construction materials having better resistant capacity
to flood/ cyclone and weather affects. In this regard the estimates are got
prepared by the highly engineering consultant who are adopting the recent
development in Civil Engineering Construction method.

10. Requirement/ Availability of funds for the Disaster management Plan 2013-
14.
All the mitigation method being adopted by this department for Disaster
Management is mostly through the Non-plan Budget of the State. It is
considered that specific budget for this prepare can be earmarked so that
all the venerable portions identified in, but you can be taken up in the
current year for its implementation.
