VALIDATED MODEL TRAINING COURSES
Report on the model courses programme under the Revised guidelines for the
development, review and validation of model courses (MSC-MEPC.2/Circ.15)

This document reports on the model courses that have been developed and
submitted to HTW 4 for validation in accordance with the Revised guidelines
for the development, review and validation of model courses (MSC-
MEPC.2/Circ.15). The Secretariat also conducted a preliminary review of
existing model courses which are older than five years which derive from requirements of the
STCW Convention and Code, and other IMO instruments

There are currently 72 existing IMO model courses, and 50 of these model courses are within
the purview of the HTW Sub-Committee. Of the 72 model courses, 46 are older than 5 years,
i.e. published in 2011 or earlier. Of the 46 model courses that are older than 5 years, 29
model courses derive from the STCW Convention, and thus within the
purview of the HTW Sub-Committee. At this session of the Sub-Committee, five new model
courses, in addition to four existing model courses that have been comprehensively revised,
are expected to be validated.

Clarification of the training requirement for ECDIS equipment
This document outlines a training requirement under the STCW Convention,
1978, as amended, that appears to have been misinterpreted and proposes the
development of a circular to better define the term
Discussion
The United States does not approve ECDIS training specific to a type of equipment. The
approach of the United States to ECDIS training to date is to only
require general instruction on the equipment. Type-specific training for each type of ECDIS
equipment is not realistic in the merchant marine. There are numerous manufacturers and
models of equipment, in addition to variances in the installation of each type of this
equipment. As such, it would be impractical to develop courses for each type of system.

Approved ECDIS training in the United States is not based on the physical attributes of the
equipment at the training institution. Rather, the training relates to how the equipment works
(theory) and how it can aid in the vessel's safe navigation (practical use). In this way, the
instruction provides the seafarer with the baseline information on the proper operation of
ECDIS equipment. It is then incumbent upon the seafarer to review the Operator's Manual or
User Guide to familiarize themselves with the operation of the shipboard equipment.

subsequent issuance of MSC.1/Circ.1560. The Bahamas provides information on
its experience in issuing certification to seafarers and differing interpretations
of STCW requirements, supports the need to develop guidance to avoid unnecessary
delays, administrative burden and cost to seafarers, ships, companies and STCW Parties.

The Working Group, taking into account comments and decisions made in plenary,
was instructed to:

4/6/4, HTW 4/6/5, HTW 4/6/6 and HTW 4/6/7, and prepare draft
amendments to the Annex of the International Convention on Standards of Training,
Certification and Watchkeeping for Fishing Vessel Personnel, 1995, for
consideration by the Sub-Committee;
Bearing in mind the instructions of the Plenary, and using the annex to document HTW 4/6 as
the base document for the discussion, the Group prepared preliminary revised draft text of
chapter I of the STCW-F Convention, as set out in annex 1.

Quality of On-board Training (OBT)
This document provides the Sub-Committee with information on the International
Association of Maritime Universities' research project entitled "Comprehensive study
on quality of on-board training", Part I: post-OBT questionnaire feedback data
The gaps in the OBT exposed by this survey are:
.1 The involvement of CTO, STO, Master and Chief engineer in the training
process is not as involved as it is done in the training academy;
.2 Training of the prospective officer takes a back seat because of the pressing commercial,
technical and regulatory demands to run the vessel;
.3 Possessing the self-initiative to get trained and to acquire knowledge and skills during
OBT is a responsibility vested with the trainee. Unfortunately, this responsibility
gets eroded with the passage of time during OBT. Eventually, the trainee manages to develop
only a focused skills set that is just enough to meet the immediate technical requirements of
the job but fails to reflect the broader aspects needed to meet the full expectations of
competent performance as a ship's officer;
.4 There is a lapse in the administration efforts to give full and complete effect to the STCW
code essentially with respect to OBT, which results in a shortage of on-board training berths
and shortcomings in expected quality standards;
.5 Furthermore, there is bottleneck in the current system, which creates severe stagnation of
trainees waiting to find their berths on board. As the duration of the waiting period increases,
the motivation to perform well during OBT wanes and trainees try to adopt quick fix methods
to complete their training record book without even knowing the tasks they are supposed to
do; and
.6 Often the inability to retain and retrieve acquired knowledge is caused by the lack in
quality of training. This shortcoming could be overcome by giving full and complete effect
to the guidance given in section B-II/1 of the STCW Code regarding on-board
training.

The Sub-Committee recalled that MSC 97 had approved the draft amendments to the IGF
Code and had requested the Secretary-General to circulate the draft
amendments in accordance with SOLAS article VIII, with a view to adoption at MSC 98
(MSC 97/22, paragraph 3.100 and annex 10).
The Sub-Committee, noting that no documents had been submitted for consideration or
referred to the Sub-Committee by CCC 3, deferred consideration to HTW 5, pending further
input from CCC 4.

11. Revision of requirements for escape route signs and equipment location
markings in SOLAS and related instruments

12. Revised SOLAS regulation II-1/3-8 and associated guidelines


(MSC.1/Circ.1175) and new guidelines for safe mooring operations for all
ships

The Sub-Committee recalled that MSC 95 (MSC 95/22, paragraph 19.2) had included in the
2016-2017 biennial agenda of the SDC Sub-Committee and the provisional agenda of SDC 3
an output on "Revised SOLAS regulation II-1/3-8 and associated guidelines
(MSC.1/Circ.1175) and new guidelines for safe mooring operations for all ships", with a
target completion year of 2017, in association with the SSE and HTW Sub-Committees, as
and when requested by the SDC Sub-Committee.
The Sub-Committee also recalled that MSC 96 (MSC 96/25, paragraph 11.37) had noted the
progress made by SDC 3 on matters related to the revised SOLAS regulation II-1/3-8 and
associated uidelines (MSC.1/Circ.1175) and the new guidelines for safe mooring operations
for all ships.
The Sub-Committee, noting that no documents had been submitted for consideration
or referred to it by SDC 3, deferred consideration to HTW 5, pending further input from SDC

13. Biennial status report and provisional agenda for HTW 5

Taking into account the progress made at this session, the Chair, in consultation with the
Secretariat, prepared the Sub-Committee's biennial status report, as set out in annex 1.
Taking into account the progress made at this session and the relevant decisions of MSC 96
and MSC 97, the Chair, in consultation with the Secretariat, prepared the proposed agenda of
the Sub-Committee for the 2018-2019 biennium, as set out in annex 2, and the proposed
provisional agenda for HTW 5, as set out in annex 3.
Proposed arrangements for working, drafting and correspondence groups for HTW 5,
correspondence groups and review groups established at HTW 4 are set out in annex 4, for the
consideration of the Sub-Committee.

14. Election of Chairman and Vice-Chairman for 2018

In accordance with the Rules of Procedure of the Maritime Safety Committee, the Sub-
Committee unanimously elected Ms. Mayte Medina (United States) as Chair and
Ms. Farrah Fadil (Singapore) as Vice-Chair for the year 2018.
