OIL AND GAS INDUSTRY
The OIL AND GAS INDUSTRY is usually divided into three major
sectors: upstream, midstream and downstream.
The UPSTREAM oil sector is also commonly known as the exploration
and production (E&P) sector. The upstream sector includes searching
for potential underground or underwater crude oil and natural
gas fields, drilling exploratory wells, and subsequently drilling and
operating the wells that recover and bring the crude oil and/or raw
natural gas to the surface
The MIDSTREAM sector involves the transportation (by pipeline, rail,
barge, oil tanker or truck), storage, and wholesale marketing of crude
or refined petroleum products. Pipelines and other transport systems
can be used to move crude oil from production sites to refineries and
deliver the various refined products to downstream distributors.
The DOWNSTREAM sector commonly refers to the refining of petroleum
crude oil and the processing and purifying of raw natural gas, as well
as the marketing and distribution of products derived from crude
oil and natural gas.
(Midstream operations are often included in the downstream
category and considered to be a part of the downstream sector).

QUANTITY SURVEYOR
A quantity surveyor (QS) is a professional working within the
construction industry concerned with building costs.
The profession is one that provides a qualification gained following
formal education, specific training and experience that provides a
general set of skills that are then applied to a diverse variety of
problems. Predominantly these relate to costs and contracts on
construction projects..

A Professional Quantity Surveyor has a detailed and


comprehensive knowledge of construction and
construction methods, as well as the laws relating to
construction projects and accounting, in order to provide
cost and financial advice..

DOES O&G NEED
A QS?
YES if a QS doesnt mind to be called other names (position) rather
than a QS..

YES if the QS is brave enough to explore new Roles and


Responsibility..but obviously it is what a QS CAN really DO

YES if the QS would like to challenged himself managing O&G Projects


not only preferring working on a typical/conventional building and
civil works

YES if the QS knew the potential in O&G that others doesn't realize that
O&G really need QS..

YES..lets us EXPLORE and CHALLENGED OURSELVES..


WHAT A QS CAN DO..
A Professional Quantity Surveyor (PQS) may perform the following functions:

Prepare and evaluate construction and development tenders from information provided by
architects, engineers and other design consultants and negotiate and award contracts to successful
proponents;
Manage, administer and co-ordinate all types of construction and development projects, including
contracts and sub-contracts, construction progress schedules, cost control systems, and work
measurements;
Prepare, submit and manage progress invoices, valuation of changes and finalize contracts;
Provide advice on construction cost and strategic planning to prospective owners, architects,
engineers and public authorities;
Prepare and interpret tender documents, specifications, general conditions, and other parts and
forms of contracts;
Prepare and submit estimates for construction and development work;
Provide commercial advice and support to construction and development project works;
Conduct or participate in arbitration and court hearings;
Research, negotiate and support dispute resolution activities;
Functions of a Construction Estimator Certified professional.

CURRENT MALAYSIAN
O&G
The year 2016 will be one marked with challenges for the oil and gas (O&G)
industry, with slower progress in the upstream sector, according to the National
Transformation Programme (NTP) annual report 2015
Moving forward, as the pie in this industry shrinks and domestic jobs plateau,
domestic competition will intensify. Malaysian O&G services and equipment
(OGSE) companies should start exploring opportunities to enhance
competitiveness and prepare for the next up-cycle upon recovery
Since 2011, Malaysia has set out on a journey to become the hub for OGSE
activities. With our extensive experience in the O&G market compared with
other countries in Asia-Pacific, we are well-placed to achieve this vision.
However, in order for Malaysia to become a thriving hub, OGSE firms in
Malaysia need to be competitive.
According to the NTP, OGSE firms in Malaysia are competing in a smaller and
more challenging market due to low oil prices and market liberalisation..

Straits of Malacca allowing easy access to both the Indian Ocean and the South China Sea.

First two years working with Offshore Hook-Up Contractor. 45 days
rotational basis working offshore onboard Accommodation Work
Barge and Offshore Platform Terengganu, Sarawak, Sabah and
Thailand waters (Position: QS / Offshore Planner)
1.5 years working with J.Ray Mcdermott, worked in Spore, Batam
and Sarawak (Position: Site Cost Engineer)
Moved to Swiber Offshore Ltd. (OIC) - working on a fast track
project (Position: Project Control Engineer)
3 years with Petronas Carigali Peninsular Gas Development Project
(Tangga Barat) and Sepat Development Project (fast track project),
experienced a complete O&G development cycle (EPCIC)
(Position: Snr. Project Coordinator Cost & Contract Administration)
Moved to a Local Offshore Installation Contractor (Senior Contract
Engineer) and currently with SapuraKencana TL Offshore Sdn Bhd.
