In idle mode, UE prefer camping on 4G, otherwise prefer camping on 3G U2100 or U900, last to 2G. UE in 3G will always try to reselect

UE reselect from 4G to 3G, UE on 4G setup CS service will CSFB to 3G U2100 F1 or U900. (LTE Macro cell CSFB to UMTS F1/ U900,
LTE IBS cell CSFB to UMTS F3)
