How is the congressional pork barrel violative of the principle of separation of

powers?

Through the pork barrel, congressmen were authorized to participate in the various post-
enactment/operational aspects of budgeting, regulation and release of funds. Any provision
of law that empowers members of Congress to play any role in the implementation or
enforcement of a law violates the principle of separation of powers. (Belgica v Ochoa, G.R.
