CHAPTER I

INTRODUCTION

Laguna State Polytechnic University Extension and training program


services is a proactive player in the transformation of lives towards self-sufficient
and productive communities. It will actively lead in the delivery of programs are
project that will enhance the knowledge skills and attitudes of individual for the
attainment sustainable community development.

The Commission of Higher Education mandates institution of Higher


learning like State Universities and Colleges (SUC s) to respond to the call of
societal transformation. Among SUCs most extension programs are demand
driven and accreditation driven. Demand driven community based that
encompass basic functional needs and demands designed to established and
promote the general well-being of the rural and urban popular. Usually this is
requested by the local government unit concerned upon identification of the
specific needs of their constituents.

An extension program faces some difficulties like sources of funds. It is


not easy to get funding in barangay or town where the activity will be done.
Commonly, the local executive will say that they do not have budget for the
project. Their budget is allocated in the barangay expenses. Another one is the
willingness of participants to attend the project, and when the project starts the
participants who is willing to finish the duration of the activity.

Extension is the one four-fold functions of higher education institutions or


to specific mandates of national government agencies, local government unit and
non-government organization seeking goals in transforming people and
communities to their development and empowerment.( MO No.08 Series 2010).

From then on, the LSPU Extension Service use paper work strategy in
order to publish their outputs to the community. Their rather of reaching the
community is well but not good enough in order to reach the community specially
those beyond borders because the area of scope in paper publication is limited.

The researcher form new strategy on how to innovate the current way of
technology transfer. Extension Services was developed to create an information
stop of extension and information services and enrich the total number of
respondent.
Through the implementation of the identified strategies, the University will
achieve its specific targets .In this regard, the implementation on extension as an
alternative way of delivering packages is an effective strategy in improving the
packaging, publication and promotion of technology through the acquisition of
modern facilities for communication system.

The functions of the department of extension services is to serve as


linkages with other agencies for Extension Services in the LSPU Siniloan,
Laguna Campus Services area and publishing worthwhile research result and
relevant brochures for out of school youth and official of barangay and rural
citizen. With help them to developed system, Department of Extension Services
Siniloan, Laguna Campus bring their projects to community easily.

The barangay also known by its former Spanish adopted name, the barrio
is the smallest administrative division in the Philippines and is the native term for
a village, district or ward. Barangay are further subdivided into smaller areas
called Puroks or Zone in the English language a sitio is a territorial enclave inside
a barangay, especially in rural areas. Municipalities and cities are composed of
barangay. In place names barangay is sometimes abbreviated as Brgy or Bgy.

The term barangay was adopted and barangay structure defined in the
modern context during the administrative of President Ferdinand Marcos,
replacing the old barrios and municipal councils .The barangays were eventually
codified under the 1991 Local Government Code.

Barangays are led and governed by its barangay officials. The barangay
officials are considered to be Local Government Unit (LGU), similarly to the
Provincial and the Municipal Government. Barangay are composed of a Punong
Barangay, seven (7) Barangay Counselors or Barangay Kagawad, and a
Sanguniang Kabataan (SK) Chairman which is considered as a member of
Council, there are (8) members of the Legislative Council in a barangay .Each
member has its own respective committee where they are Chairmen of those
committees. The Committees are the following: Education Committee,(2) Peace
and Order Committee,(3) Appropriations, Finance and Ways and Means
Committee,(4) Health Committee,(5) Agriculture Committee,(6) Tourism
Committee,(7) Infrastructure Committee, and(8) Youth and Sports Committee.
There are three (3) appointed members of each committee. The Barangay
Justice System is composed of member commonly known as Lupon
Tagapamayapa who function is to conciliate and mediate disputes at the
Barangay level so as to avoid action and relieve the courts of docket congestion.
The Elected Officials of the Barangay performed their duties and
responsibilities to fulfill the barangay were in through the help of the appointed
members of the Sangguniang Barangay.

And in the line with the vision, mission and extension services there must
be sustainable growth and development of its client community to provide the
needs of Barangays and be able to adapt what they have learned in the said of
extension services of Laguna State Polytechnic University.

Theoretical Framework

This study present focuses on the Impact of Assessment of Extension


services of organsec in Siniloan, Laguna. Community Extension is a expression
of a deep sense of commitment of the people involved in the academe. The
Community Extension Services is a component of development framework which
convey its commitment to services. It providing services to people, groups and
communities inside and outside the University.

Management theory

The term management drives from the Latin word Manu Agene which
means to lead by hand. Lead by hand means giving direction it also implies that
the leading person first goes where he/she wants to send the followers (Shied
2010).

Participative theory

Participative theory leadership suggest that the ideal leadership is one that takes
the input of others into account of a group member and help group members to
feel relevant and committed to the decision making process. A manager who
uses participative leadership, rather than making all the decision seeks to involve
other people thus improving commitment and increasing collaboration, which
leads to better quality decisions to and more successful business (Lamb 2013).

According to Martin (1984) the academic people are in the position to


recognize social problems and take effective steps to solve the problem. As a
group they are supposed to be trained and experienced in social critic and thus
be able to cut through rhetoric and apologetics to the roots of problem. They are
granted academic freedom which should enable to unfetter creative thinking
and bold experimentation towards the solution of social problem. Finally the
academics re supposed to be self-reflective, to critically examine their own ideas
and actions.
According to Fishbein and Ajzen (1975) argued that the person beliefs, a
representation of the information has about an object or a situation, can
determine attitude, which can then have effect on ones behavior towards an
object or situation. Similarly Tesser, Martin, and Mendiola (1995). Argued that it is
a persons conscious thought that can there is a relationship between attitude
and behavior (Gonzales and Maghamil 2009).

Bureaucratic Theory of Management

This theory was given by German Sociologist Karl Emil Maximilian known
as Max Weber main focus of is theory is organizational structure. He focused on
dividing organizational into hierarchies and establishing strong line of authority
and control .He suggest that organization should develop comprehensive an
detailed standard operating procedures to perform preplanned tasks. He felt that
the western civilization was changing from Wertrational to Zweekational. It
means value oriented thinking to technocratic thinking. He thinks that civilization
was changing to seek technical result at the cost of humanistic contest. He
believes that worker should respect the right of the managers to direct activities
dictated by the organizational rules and regulations.(Warwick 1975,Mc Namra
2010).

Skills Theory this theory that learned knowledge and acquired


skills/abilities re significant factor in the practice of effective leadership. Skills
theory by no means refuses to acknowledge the connection between inherited
traits and the capacity to lead effectively, but argues that learned skills, a
developed style, and acquired knowledge are the real keys to leadership
performances.( Wolinski,2010)

Organizational interaction or communication in this paradigm refer to


relational approach between two or more individuals on the basis of social and
organizational structures aimed at achieving goals.(Ololube,2012)
Conceptual Framework

Based on the theory of Bureaucratic presented by the researcher, the


paradigm on figure 1 was conceptualized.

This includes two frames as shown in figure 1.The first frame consist of
the demographic profile of respondent, to lay down the knowledge and skills
through an efficient and effective records management. And the second frame
represent the dependent variables is the impact assessment of extension
services of organisec in Siniloan, Laguna.
Statement of the Problem

This study was conducted to the Impact of Assessment of Extension


Services of Organisec in Siniloan, Laguna; specifically it sought to answer the
following question:

2. To lay down the knowledge and skills through an efficient and effective records

3. Is there a significant relationship between demographic profile of the


respondent to the knowledge and skill through an efficient and effective records
management?
Significance of the Study

This result of the study will be help of the following;

To the Barangay findings will serve as baseline information for improvement


maintenance of the locality.

To the Community the strengths and weaknesses of the University student is also
the reflection of their community. This will help in awakening the initiative of the
professional community b supporting different programs offered by the school
that helps in the performance of their student in the University.

To the Faculty thy may consider this study as springboard to meet the need to
sustain extension program in the community.

To the Student they will more likely improved their knowledge and skills and its
most important clientele o the University and will be benefited through quality
education.

To the Program Coordinator this study will help them in designing and improving
the curriculum leading our courses to secretarial and office administration to fulfill
the needs of the brgy official.

To the school administration/extension and training services this study may serve
as a basic for decision making process for redesigning, improving and or re-
tooling and further training of faculty that will bring quality extension program to
community.

To the Commission of the Higher Education this will help the commission in
identifying different needs of the University that focus on extension program to
provide more facilities and support appropriate programs that will carry the vision
and mission of higher education as started in the year of 1987 Philippines
Constitution and the quality education.

Scope of Limitation

This study was limited in the Impact Assessment of Extension Services in


Organisec in Siniloan, Laguna.

This was conducted during academic year of 2016-12017.The respondent of the


study was the different barangay official of the different barangay of Siniloan,
Laguna; Barangay Pandeo, Kapatalan, JP Rizal, Wawa, Mendiola, Salubungan,
Pag Asa, Halayhayin, Gen.Luna, Bagumbayan,
Burgos,Magsaysay,Llavac,Acevida,Laguio,Macatad,Mayatba,G.Redor,Liyang
and Buhay.
The profile of the respondent such as; age ,civil status, sex, educational
attainment and the position, and the complete address. and to lay down the
knowledge and skills through an efficient and effective records management in
the extension programs. The variables measured the impact assessment of
extension services in Siniloan, Laguna.

The data were gathered through a questionnaire which was content


validated. Data gathered were analyzed statistically, interpretation of the result
was done, conclusion was made and workable recommendations were given
afterwards.

DEFINITION OF TERMS

The following terms are defined conceptually and operationally so that the
readers will be guided in this study.

Barangay- it is known by is former Spanish adopted name, the barrio which is


the smallest administrative division in the Philippines and its the native Filipino
term for a village, district on ward. Barangays are further subdivided into smaller
areas called Puroks (English Zone).A sitio is a territorial enclave inside a
barangay , especially in rural areas. A Municipality is composed of barangays.

Barangay Based Institution- this refers to as the agency in every barangay


which caters the needs of the residents. It serves as sources of aid for every
program and undertaking of the locality.

Community Development- is a structured intervention that gives communities


greater control over the condition that affects their lives. It links at the level of
local groups and organizations rather than with individual families. In additional
community development is transport vehicles for official business purposes etc. It
necessary for teaching and learning activities.

Awareness and Trainings- the provision of appropriate training for identified


target group is often a strategy for achieving sustainability benefit. Information
and dissemination networking wider group of stakeholders should be a
component of sustainability strategy.

Attitude- an implicit drive producing responses considered socially in the


individual society.

Instruction- is to a considered extent, field centered-based on realistic work,


problem and situations.
Leadership- is the art of getting someone else to do something one wants done
because he wants to do it. It is the ability of the mentor to lead in the field of
teaching creativity, research .extension and production and with manifestation of
deep sense of commitment.

Participation- the involvement of stakeholders in project cycle development


process and activities initiated by different institutions. Community participation in
a project means that people living in the region where the project is implemented
have contributed to identifying and characteristic the problem that the project is
attempting to resolve and are taking part in various aspects of its implementation.

Perception- this pertains to the level of understanding knowledge and opinion of


the respondent towards the questions on the prepared questionnaire.

respondent on the question pertaining to the community extension services in the
Laguna State Polytechnic University and its level of sustainability.

Sustainability- means continuation of benefits for a long time after donors


withdraw to support project. Sustainability community development required.

LITERATURE REVIEW

Related literature is necessary to provide a background or this study. Various


recent studies were gathered to serve as bases in formulating the started
problem and also as a pattern in interpretation and findings.

This study attempted to expand the published study done by Gonzales


and Maghamil (2009) on the Impact of Community Extension Program. The
previous study conducted to the beliefs of the faculty that the extension programs
enhanced their skills as a teacher and turned them into service oriented
individuals. The study was limited only to the impact on the side of the faculty but
not on the side of the resident who were directly involved with the community
programs.

From the paper presented by Gonzales and Maghamil (2009) the


extension services in the Philippines has been implemented during Spanish era,
though it was organized into a national system only in 1952.

They further added that a community based approach came into the
forefront of extension during the early 1970s.The community development work
was facilitated by the Department of Local Government Community Development
(DLGCD) which functioned as the coordinate body. After the decade, non-
government organization participated as better conducts for direct assistance.

The Local Government Unit (LGU) are empowered to deliver agricultural


and fishing extension services to all farming and fishing communities.
Government agencies like the Department of Agriculture (DAR) Department of
Environment and Natural Resources (DENR) both private and State Universities
followed to undertake the special programs in all parts of the country.

It has become clear that an integrated extension approach is needed to


address multi-faceted community issues the way of integrating efforts across
different programs areas, extension will also enable to address real-life
community issues effectively (De Bord, 2007).

An integrated programming is defined as a collaborative of approach


involving partners and various disciplined planning and implementing one or
more strategies to impact micro and macro system associate with one or more
identified issue (DeBord,2007).Integrated Extension programming is a joint
approach (involving two or more disciplined) to planning, delivering and
evaluating multi-faceted strategies for addressing broad community issues .It
involves a coordinated effort among Extension educators in community
development 4 h, family consumer sciences , agriculture, horticulture, and
natural resources to meet the needs of community

Moreover it is essential to collaborate across multiple discipline to bring


necessary resources to address community issue (De Bord, 2007) Integrated
programming empowers local extension educators to address community issue
realistically by complementing what they have to offer from their respective
program areas.

The educational system as mandated by Constitution, shall reach out the


educationally deprived communities in order to give meaningful reality of the
membership in national society and finally enrich the civic participation in
program undertaking (De Leon, 2008).

According to Mukeredzi (2013) school is an inextricable participative of


society as well the community to which it belongs. They are social subsystem
which cannot function isolated from the system of the social environment.

In the study of Calhoun et al (2014) he said that developing a sustainable


plan is not the onetime effort. The team must continue working together to
implement the pan over the weeks and months following the assessment.
Santiago (2015) found out that the extent of principal empowerment can
be determined by their instructional authority, administrative, and management
authority, accountability, and handling of physical and fiscal resources .Hence the
needs for continued development of such will benefit not only school heads but
also the stakeholders of the school but the teachers, parents and pupils including
the community must continue to support the school heads to ensure that he/she
will be able to employ the necessary programs and projects of the school.

CHAPTER II

METHODOLOGY

This chapter presents the research design, subject of the study, sampling
technique, research instrument, research procedure, and the statistical analysis
and treatment data.

Research Design

This study utilized a descriptive normative survey type of research. The


descriptive types of the studies gives picture and describe the different aspect of
situation or present facts that concerning in the knowledge and skills of
assessment form for secretaries.

In this study, the descriptive method was used to ascertain the


assessment of extension services in organisec of Siniloan,Laguna.

Subject of the Study

The research used the punong barangay,kagawad,and kalihim of the


municipality of Siniloan,Laguna of the barangays namely: Barangay
Pandeno,Kapatalan,J.PRizal,Wawa,Mendiola,Llavac,Acevida,Laguio,Macatad,M
ayatba,G.Redor,Liyang,and Buhay.The researcher distributed the questionnaire
checklist to the one hundred twenty respondent for each kapitan,kagawad and
treasurerof the different barangay.

Sampling Technique

The study used total enumeration for the punong barangay,


kagawad,treasurer of all barangays of Siniloan,Laguna.

Data Gathering Instrument


The research questionnaire checklist was the main instrument to be used

getting needed and appropriate data. It aimed to know the impact assessment of

extension services in Siniloan,Laguna. The part of the questionnaire was divided

into the demographic profile of the respondents in terms of the located Barangay.

The questionnaire was composed of seven (7) Personality Development, Public

Relation and Skills Development, Keyboarding, Form Management, Office

Management, Records Management, Solid Waste Management and Energy

Conservation.

Data Gathering Procedure

The data Gathering procedure of the researcher started in formulating the

questionnaire and subjected to content validation through the help of the

statistician and some experts. The questionnaires were distributed to

respondents properly followed by the retrieval of the entire instrument. After the

statistical computations, the results were analyzed. After the conclusion were

drawn, the findings and recommendations.

Research Instrument

The research instrument was used as the main data gathering instrument

for this study. The profile contained the name age, sex, civil status and complete

address. The second part focused on the impact of extension services in Siniloan

,Laguna.In terms include in part I and part II was rated using a 4 point scale

described as follows:

Gantt Chart

On the next page shows the Gantt Chart of the study. The study lasted (6)

months the starting from the proposal in which researcher proposed three titles.

Title defense was done to choose one title among the three then gathered for

chapters one and two including related literature, methodology, construction

reseach,checking of the adviser and editing and submission
