Dear National Conference of State Legislatures (NCSL),


We, Isaac Vasquez, Miguel Diaz De Leon, and Blake Frick are scholars at Great Oak High
School who are in disfavor of the Temecula Valley School District Wi-Fi regulations. Our
internet rights as students who study at Great Oak are violated by the regulations the district has
enforced. Our issue is to in any way terminate or establish a new and improved system that meets
the needs of our students while protecting our key information that we possess.

The TVUSD Wi-Fi requires students to accept their regulations if a student would like to connect
to their wi-fi. The irony is that when students log onto Great Oaks wi-fi, they are not presented
with the TVUSD wi-fi policy. Instead, they are presented with a 3rd party software engine that
they are obligated to accept if they wish to use the school's wi-fi. Students are unaware what they
are even accepting. We located the TVUSD Wi-Fi regulations pdf on their website by searching
for an extensive amount of time, and deep for it. How can TVUSD expects their students to
accept the wi-fi policy, when the regulations are not even presented before connecting to the
wi-fi. The TVUSD regulations pdf states that the cellular devices of students, are monitored, and
can be searched at any moment, as long as they are connected to the wi-fi. Searching a student's
device not only violates their privacy, but the law. The official American Civil Liberties website
says that if a school wants to search a student's phone, they must obtain a search warrant from a
judge. The way TVUSD has managed the Wi-Fi regulations, is unacceptable, untrustworthy, and
unlawful.

TVUSD has blocked precarious websites and programs to protect students from inappropriate
content, or technical issues. Blocking these websites and programs also prevents the server from
being hacked due to having non-secure browsers that keep the schools information safe, as well
as students information. TVUSD is responsible for staff and students information. As said in the
TVUSD regulations pdf, theyre main purpose in filtering the internet is to keep the students and
staff from harmful content that can be inappropriate to any school related purposes.This is said to
ensure that no student or staff is proceeding to be discovering content that strips away the
purpose of internet use in the districts eyes. The connection must be secure and not be
interrupted by devices that can cause any delation to the Wi-Fi speed and that wont harm the
filter that can be hacked from foreign devices. TVUSD wants to protect students and staff from
outside content that can pose a threat.

The protected programs and personal information that the students use are said to be secure by
the contract policy that the district goes by, but flaws can always be found in ones design. When
talking about web filtering, TVUSD has said that they believe that not all that is blocked in the
schools filter is harmful, but is used to preserve bandwidth. Filtering non-harmful use just for
the consideration of the strength connection of the Wi-Fi loses value in its purpose. They are
willing to sacrifice most non-harmful web browsers that may be beneficial to the students work
just to preserve the strength of the connection takes away the real reason to use a filter. Web
browsers that have low security and have a chance of being hacked are considered an offensive
or have harmful content that can potentially slow down the speeds of the Wi-Fi. And the filtering
goes into the mobile devices that the students use as well. BYOD (Bring Your Own Device) is an
agreement to the students and staff of the school and allows them to bring phones, tablets, and
laptops into the school and be able to use the Wi-Fi. What we, in the school, do not know is that
if our devices is not up to date in security and antivirus is not installed to the technology that we
bring into use, the Wi-Fi can be blocked from any use of the internet. As mentioned before, they
are harmful and can slow down the bandwidth. This goes the same way if anyone in the school
brings any unsafe or unprotected routers, switches, or wireless access points. We are aware that
its the districts responsibility to provide a well running internet access point to the people of
their schools, but if the accessibility of the Wi-Fi is filtering out more goods than it is providing
to the students and staff, then it defeats the purpose of having one at all.

We, Isaac Vasquez, Miguel Diaz De Leon, and Blake Frick are well aware of the TVUSD Wi-Fi
regulations, but aspire to terminate it, enable to gain optimal cellular freedom. This protocol
TVUSD has established does not demonstrate success to their objective but instead,
demonstrates total failure to pleasing students and securing their safety.
