Subject:- PC-II FOR PLANNING SUPPORT FOR APPROVAL OF

UNAPPROVED SCHEMES.

REF Paras 40-45/ante.


A scheme titled, PC-II for Planning Support for Approval of
unapproved schemes has been approved by P&D Department with a cost
of Rs. 5.00 Million reflected in ADP 2009-10. Breakup of scheme is as
under:-
• Engagement of experts for preparation of PC-I/PC-IIs.
• Capacity building/ training
• Advertisement in newspapers
• Honoraria/additional charge allowance for Chief and PA to Chief.

As per implementation mechanism, Chief (Coordination) was


entrusted for implementation of the scheme as focal person of the
scheme, but so far scheme has not yet been started.
A meeting was held on 04-03-2010 under the chairmanship of
Secretary, P&D regarding formulation ADP 2010-11. For preparation next
year ADP basic information carry forward from ADP 2009-10.
For the slow moving scheme Secretary, P&D has appraised to
expedite the implementation. Accordingly, for the subject scheme
Secretary was pleased to nominate Chief (Regional Planning) as focal
person for the scheme titled,” PC-II for Planning Support for Approval of
unapproved schemes”.
Submitted for approval of Secretary, P&D to notify Chief (RP)
as focal person for the subject scheme.

Subject:- MINUTES OF THE PROJECT COORDINATION COMMITTEE
(PCC) MEETING HELD ON 28-04-2010 AT 11:00AM. UNDER THE
CHAIRMANSHIP OF DIRECTOR GENERAL ABAD REGARDING THE
PROJECT “WATER RESOURCE DEVELOPMENT (THROUGH
CONSTRUCTION OF 200 MINI DAMS ALONGWITH COMMAND AREA
DEVELOPMENT) OF POTOHAR REGION BARANI AREA OF PUNJAB”

Moreover, Willingness and Preparedness of the farmers to carry out the


works within stipulated time span was also considered for
recommendations of sites.

Farmers reluctant to deploy Govt. machinery due to the following


reasons:-

• Non availability of fuel /diesel


• Capacity / condition of Govt. bulldozers
• Difficulties in repair & maintenance procedure

DOSC Attock opened the deployment of Government machinery did not


provide any saving to the Government treasury as the procedure to be
followed for payment is based upon Market Rate Schedule (MRS).

The chair emphasized the need of implementing the scheme by all


Stakeholders.

DECISION

(i) Extra care should be exercised relating to the proper selection of


sites, design criteria and construction of interventions as per
specification.

(ii) Physical work on the sites be completed well in time/before the


close of financial year.

(iii) The Director General and deputy Director Development would also
inspect the site.

(iv) The meeting was held to finalize the re allotment/replacement of


intervention for district Attock on the recommendation of DCO for
the financial year 2009-2010.

Subject:- ToRs for PEOP

Reference our meeting proposed in the meeting-these changes are in track mode. As
directed by Secretary Planning &Development department in the meeting, Mahmood sb is
requested to proceed for advertisement of the identified positions of Programme
coordination Unit and Project Implementation Team; the PSDF positions will be taken up on
incorporation of the company. As agreed the contracts will be signed only when the
Exchange of Letter for PEOP is formally signed between DFID and government but the
process of selection will be completed.

Project Implementation Team: Punjab Economic Opportunities Program, Livestock


and Dairy Development Department, Government of Punjab

Team Leader
In the supervision of the Secretary Livestock the Team Leader will be responsible for
providing strategic and operational lead to the Livestock component of the Programme. He
will head the Project Implementation Team (PIT) to be constituted under PEOP and will be
the pivot in keeping the PIT, Program Coordination Unit and DFID-TAMA on the same
wave length. He/She will lead the planning, design and monitoring of the sub-projects for
the work plans under the PEOP, ensure the participation of all stakeholders and that project
activities are in line with the objectives of the Program.

Qualifications & Skills


• Masters degree in Animal Sciences/related biological sciences/livestock economics
or having masters in business management/social sciences wit relevant experience
• At least twelve years of experience in the public/private sector with at least three
years of experience in institutional reforms. Preference shall be given to those with
prior experience of livestock sector reforms, and of working with rural
communities
• Familiarity and understanding of donor and governmental interventions on live
stock and agrarian reforms for pro poor growth
• Solid knowledge of world livestock markets and experience of business
environment ( financing, regulatory, entrepreneurial skills etc)
• Excellent leadership skills;
• Ability to travel within Punjab

Deputy Team Leader (Operations and Procurement)

Qualifications & Skills


• Masters degree in business management or public administration/ social
sciences/ veterinary sciences/livestock economics
• At least 7 years of experience in the public/ private sector in livestock and dairy
sector;
• Strong familiarity with working of public sector and understanding of donor
operations;
• Excellent leadership and interpersonal skills; and
• Ability to move travel within Punjab

Deputy Team Leader (Programme and Finance)

Qualification and skills:


•Masters degree in socials sciences or public policy. Those with degrees in animal
sciences/ livestock economics/related biological sciences to be preferred.
•At least 3 years of experience, with specific knowledge of livestock sector, problems
and solutions
•Familiarity with local context and possess local knowledge about livestock sector.

Procurement Officer

Qualifications and Skills:


• Masters degree in public administration or business management or supply chain
management
• At least 5 years of experience, with at least 3 years in procurement;
• Familiarity with working of public sector and donor operations
• Good interpersonal skills

Accounts Officer:

Qualification and skills:

• Bachelors degree in Commerce/Accounting/SAS qualified


• At least 5 years experience of managing accounts; prior experience of managing
public accounts shall be given preference

Computer Programmer/IT Manager

Qualification and skills:

• Masters degree in Animal Sciences/ related biological sciences/livestock economics


or having masters in business management/ social sciences with relevant experience
• At least 7 years of experience in the public/ private sector, with at least three years of
experience in livestock sector, in particular development of livestock programmers.
Preference shall be given to those who have worked with rural communities;
• Knowledge of local livestock markets and problems, as well as exposure to
international best practices in livestock sectors
• Strong familiarity with public sector working and understanding of donor operations;
• Excellent leadership and interpersonal skills; and
• Ability to move travel within Punjab

Programme Officer

Requirements:
• Bachelors degree in computer science or a bachelors degree in IT
• 3 years of related experience
• Experience of development of programme databases
• Experience of development of maintenance of LAN
• Experience of website management and hosting

Management Assistants
Requirements:
• Graduation from a recognized institute
• 3 years of related experience

Accounts Assistant
• Report to Deputy Team leader (Operation and procurement)
• Assist Accounts Officers in maintaining accounts of Project Implementation Unit
• Prepare account, budget and financial reports
• Provide secretarial support to the accounts wing
• Assist in conducing external audit
• Perform any other related tasks

Requirements:

• Graduation from a recognized institute


• 3 years of related experience

Driver

Requirements:
• Secondary school degree
• At least five years of driving experience

Machine Operator
• Routine maintenance of all electronic and other office equipment including printers,
• Photocopying machines faxes etc.
• Responsible for stock taking of supplies for machines such as paper, toner etc.

Office Boys
• Deliver letters, correspondence and packages
• Maintenance of office furniture
• Provide services for office refreshments, etc.

Requirements:
• High school degree (matriculation)

Sweeper
• Sweep, mop & clean rooms and premises of office building
• Clean and disinfect toilets/bathrooms, sanitary fittings, etc.
• Vacuum all carpets area
• Dust all wood furniture including desks, podiums bookcases, shelves, etc.
• Empty and damp wipe all waste containers
• Remove trash from all areas of building
Requirements:
• At least three years of relevant experience

Office Guard
• Custodian of office building and all office machinery and equipment (vehicles,
electronic equipment, furniture, stationery, etc
• Maintain log of visitors
• Maintain log of movement of office machinery and equipment in & out of office

Requirements:
• Secondary school degree
• At least three years of relevant experience
