When a MSA Should be Updated

DuringthereviewofaMeasurementSystemAnalysis(MSA)programwithinanaudit
severalyearsago,InoticedthatsomeoftheMSAstudieswereofvaryingages.One
MSAinparticularwasalmost10yearsold.AsIpointedthisouttotheauditee,Iwas
toldthecompanyupdatestheMSAstudieswheneveritisappropriate.AlthoughIcould
notfindanonconformity,asallthestudieswerealignedwiththecontrolplanlimits
andspecifications,itdidraisethequestionofwhenaMSAshouldbeupdated.

ManualssuchastheAIAGMSAmanual[i],donotindicatewhenstudiesshouldbe
updated.Popularstatisticstextbooks,suchasWheelersEMPIII[ii]donottouchonthe
subject.EvenISO10012:2003[iii]statesthateachtimenonconformingmeasuring
equipmentisrepaired,adjusted,ormodified,theintervalforitsmetrological
confirmation[iv]shallbereviewed.Whilethisisgoodasageneralguideline,itdoes
notcoverallthepossibilities.

Myreviewofmultipletypesofmeasurementssystemsgavemetheopportunityto
developthefollowingcriteriathatcanbeusedinqualityauditstoassesswhenanMSA
shouldbeupdated:

Whenaneworupdatedproductorprocessspecificationlimitisoutsidetherange
oftheexistingMSA

Checkthetimelinefornewproductreleaseforproductionandtheproductslimits.Ifa
newproducthasaspecificationlessthantheminimumorgreaterthanthemaximum
valueintheexistingMSAstudy,anupdatetotheMSAshouldbeperformed.
Regardlessoftheproductsconsistentmeasurementwithinthelimitsoftheoriginal
MSAandregardlessofthenewspecificationsproximitytothevaluesusedinthe
originalstudy,thestudymustbeupdatedtoincludeanynewspecificationvalue.The Entrar Cadastre-se
MSAonlyguaranteescapability(accuracy+precision)withinthelimitsstudied.

Whenameasurementsystemisrefurbishedorupgradedinsuchawaythatthe
changeislikelytoimpactthecapabilityofthemeasurementsystem

Checkformajoroverhaulstothemeasurementsystem.Whenamajorchangetoa
measurementsystemismade(e.g.hardwareorsoftware)thatpossiblyaltersthewaythe
measurementistaken,anupdatetotheMSAmustbedone.Ifthemanufactureror
expertsmaintainingthemeasurementsystemchangeandthatchangehasapossible
impactoncapability,thenanupdatetotheMSAmustbedone.Changesimplementedto
improvethecapabilityofthemachinedonotexcludeperformanceoftheMSA
however,regularreplacementofperishablesorpartspronetoweardoesnotnecessarily
requireanupdatetotheMSA.

Whenanongoingstabilitymonitorfallsoutofcontrolwithnoassignablecause

Checkforongoingproblemswiththemeasurementsystem.Whenmeasurement
systemsaresubjecttounplannedmaintenanceduetooutofcontrolmonitorreports,or
arefoundtobeoutoftoleranceduringregularscheduledmaintenance,thecapabilityof
thesystemisinquestion.Ifthesourceoftheproblemhasanassignablecauseandcan
bereplacedorrepairedsuchthatthecapabilitycanbeassuredwithverificationor
calibration,thenanupdatetotheMSAisnotnecessary.However,repeatedstability
monitorfailuresoroutofcontrolconditionswithnoassignablecausecallsinto
questiontheongoingstabilityofthesystem.Atthispoint,anupdatetotheMSAis
necessarytodeterminethesystemssuitabilityforcontinueduse.

Whenanoperatorhassignificantcontributiontotheoverallmeasurement
variation(ex:visualinspection),periodicupdatestoverifycapabilityare
necessary

Checktoseeifthemeasurementsystemishumanbasedsuchaswhencomplianceto
productrequirementssignificantlydependsontrainedpersonnel.Ifso,thenperiodic
updatestotheMSAarewarrantedtogaugeanychanges.Checktoseeifthemanual
setupofasemiautomatedmeasurementmachinehasameasurableimpactontheresults
(%AV).Ifso,thentheoperatorhasacontributiontotheoverallcapabilityofthe
machineandthus,themeasurementsystemshouldbeevaluatedperiodicallyto
determinetheoverall(machine+operator)measurementsystemscapability.

Thesegeneralcriticaltosuccessvariableshavebeenusedinmanyauditswithresults
thatarejustifiable.However,iftheorganizationbeingauditedhasacustomer
requirementdefininganMSAupdatefrequency,thenthattrumpstheabovecriteria.

Inthecaseofthe10yearoldMSA,itturnedoutthatthestudyhadbeenreviewed
periodically.Thesystemhadnothadexpandedproductrequirements,norhaditbeen
refurbished.Ithadbeenwellmaintainedanddidnotshowsignsofdegradation,norany
measurableoperatorinducedvariance.Thus,therewasnoreasontoupdatetheMSA.
