Abd. Rahman Razak

Regular Lecturer of Economic Faculty, Hasanuddin University, Indonesia
arnan_2009@yahoo.co.id

Abstract: This study aimed to measure the degree of regional specialization of each
regency/city in Papua Province, which was created from the concentration of economic
activities of leading sectors ineach regency/city in this area. The data used were
secondary which were then analyzed by using Krugman Index as analysis tool, as it has
beenused by Kim (1995) to analyze the regional specialization in the United States. The
research findings indicated thevalue ofthe indexof regional specialization in all
regencies/cities in Papua Provincein 2009 and 2013 was less than 1 which indicated that
concentration level of leading-economicsector activity in each regency/city in this area
was still low so that there was noregency/city having specialization that has been able to
accelerate the increase of economic linkages among regency/cities in this are a
significantly during the period 2009 2013 as the period of observation. Therefore, it is
necessary to change the direction ofthe development of regional leading commodity of
each regency/city in Papua Provincein order to promote the role of regional leading
commodity in achieving rapid economic developmentof this region in the future.

than 60% of Indonesia's population lives in the village. The position is a strategic village
a capital base that must be understood as a whole and integrated, both in terms of
strengths, weaknesses, opportunities and constraints, as well as relationships with
strategic environment, regional, national and international. Strategic implications of
independence of the village in the welfare society is still a big question, because the
village government's ability to use the budget. This study intends to investigate whether
the allocation of funds village (ADD) to contribute to the economic empowerment. With
institutional economics approach, the findings of this study are: Directional distribution of
ADD for this can be seen from the reality that most of the village allocates its budget
ADD to repair / improvement of physical roads, buildings, irrigation. Low contribution in
encouraging community development and very little village which directs its budget for
financing ADD more productive example BUMDes formation, Village Bank, and the Village
Market. Capital revolving loan without interest for the development activities of small and

Managing Political Risk Management and Business Aspects Toward

Motivation Theory

mulasaurmaruli@yahoo.com

Abstract: Political risk and negotiation are becoming increasingly important to

multinationals. MNCs must be able to asses political risk and conduct skillful
negotiations. Firm evaluate political risk in a number of ways. One is through macro
political risk analysis, which reviews major political decisions that are likely to affect all
enterprises in the country. Macro analysis looks at the whole country, micro political risk
analysis directed toward government policies and actions that influence selected
sectores of the economy or specific foreign businesses in the country. Large firm are
often more likely targets than small firms because more is to be gained from
expropriating from large firms. The objective of this strategy is o be perceived as less
foreign and thus unlikely to be target of government action. Power distance is a term
describing the relationship between superiors and subordinates. Where power distance is
high, people prefer little consultation between superiors and subordinates-usually
wanting and having an autocratic or paternalistic management style in their
organization. Where power distance is low, people prefer and usually have consultative
styles. Nationalities differ in how happy people are to accept things the way there are
and how they feel about controlling their destinies. This paper examines four aspects of
risk-taking behavior-uncertainty avoidance, trust, future orientation, and fatalism-across
nations.

Abstract: This study deals with urban waste management in general by considering key
issues in waste management in Indonesia and various problem solving alternatives
dealing with waste problem referring to waste management in developed countries
(Curitiba). In addition, problems faced will be discussed with the systems approach
including: institutional sub-system (sub-system of institutions), operational technique
sub-system (sub-systems engineering), financial sub-system, legal and regulatory sub-
system (law sub-system) as well as public and private role sub-system. Population growth
that is accompanied by high urbanization has resulted in increasingly high volume of

Abstract: This study aims to establish a model measuring the performance of stock
mutual fund that can improve the weaknesses of the Jensens Alpha model. This study is
based on three issues. The first issue, concerning the establishment of the Treynor-Mazuy
Multi Factor model. The second issue of testing the validity and robustness of the Treynor-
Mazuy Multi Factor model which will be compared with the Jensen's Alpha model and
Treynor-Mazuy conditional model. The third issue of testing the validity of the Treynor
Mazuy Multi-Factor model with varying beta conditions due to changes in market
condition. The study used a sample of 30 equity mutual funds on period 2008-2013 in
the Indonesian capital market. Testing a model using a nested model with two pass
regression. The estimation method used is the method of ordinary least squares (OLS).
This research resulted three empirical findings: First, constant beta testing produce the
Treynor-Mazuy Two Factors model that have no good model specification. Secondly, the
Treynor-Mazuy Two Factors model more valid and robust than Jensens Alpha model and
Treynor-Mazuy Unconditional model. Third, dual beta testing produce the Treynor-Mazuy

Abstract: Quality is a familiar term with multiple definitions, being a context based
construct. In other words, there is no a single definition of quality that can fix all
contexts. This unsettled issue leads to different researchers defining quality from
different perspectives, including internal and external ones. The approach taken to

measure quality is crucial since most quality researchers are interested in studying the
impact of quality, though there are views that claim one only gets an impact if one can
measure it. The difference in perspectives further influences how a researcher in a
quantitative study developmental questionnaire conceptualizes the construct of quality.
This issue has long been debated among researchers in quality, which has resulted in
different perspectives of defining quality of a product, service and the public sector. Due
to the wide acceptance of quality as an organizational strategy, not only by business
firms but in public services as well, the issue of measuring quality becomes more crucial.
This issue is related to the challenge faced by researchers and practitioners in measuring
quality and the impact of a quality program. The problem of the misinterpretation of
quality may lead to a misleading conclusion of within research, which in turn would
tarnish the development of quality as a research area. Thus, there is a merit for
researchers to have discussed the issue of measuring quality in a particular sector that
has particular facets, such as public service. In public service, there are various kinds of
departments with diverse objectives and multiple direct and indirect customers. All these
add challenges to the researcher who have an interest in studying the issue of quality in
public service. In order to shed light on the issue of measuring service quality for
research, this paper presents the unique characteristics of police service and discusses
how these unique characteristics have effected the researchers in measuring service
quality of police. The discussion is solely based on the literature which is useful for future
researchers who are having an interest in the issue of service quality of police.

two important time to be aware of investors, namely the declaration date (time dividend
announcement) and ex-dividend date (time dividend). This research studied the behavior
of stock price at time that a company has not distributed dividends yet and when it
