CONTROLLER AVIATION SECURITY & FACILITATION (CASF)

The Civil Aviation Authority of Fiji has a vacancy for the position of Controller Aviation Security
& Facilitation:

Duties & The incumbent will report to the Chief Executive and will be
Responsibilities: responsible for the regulation and oversight of Aviation Security,
Facilitation and Airport Rescue and Fire Fighting Services in
accordance with the ICAO Conventions and Annexes and relevant
Legislations.

The Principle Accountabilities include;

CASF is responsible for the development, implementation and


maintenance of the National Civil Aviation Security Programme,
National Civil Aviation Security Quality Control Programme, National
Civil Aviation Security Training Programme, National Air Transport
Facilitation Programme and Rescue Fire Services Manuals and
related Standards Documents.

The incumbent also ensures that the various requirements necessary


for, aviation security, efficiency and regularity for air transport are
efficiently and effectively applied and enforced. The duties include
evaluation and approval of security programmes for the purpose of
issues of licenses, certificates and permits in respect of airports,
aircraft operators, air cargo operators, regulated agents, aircraft
catering service providers, ground handling service providers and
aviation security service organisations, and over sighting their
implementations so as to ensure that safety of passengers, crew,
ground personnel and the general public in all matters related to
safeguarding against acts of unlawful interference with Civil Aviation.

CASF is the Aviation Security National Coordinator for the ICAO


Universal Security Oversight (USAP) Continuous Monitoring Approach
(CMA) and is responsible for managing and implementing the
requirements of the ICAO/Fiji USAP CMA Memorandum of
Understanding and updating Fijis information on the ICAO USAP
CMA Online Framework (OLF).

Minimum A Degree in Airport/Aviation Management or equivalent with post


Qualification graduate qualifications in Aviation Security and Facilitation; a wide
Requirements: administrative experience in relevant field and good technical
knowledge of aviation security, facilitation and airport operations. Be
conversant with ICAO Annexes, national laws and regulations dealing
with acts of unlawful interferences.

Incumbent must possess sound analytical ability, interpersonal


communication and negotiation skills and command respect of the
industry.

Remuneration: Salary and other terms and conditions which will be on an


individual contract basis will be discussed with the prospective
candidates during the interview.
